Professional experience

Alexander Heichlinger is a Senior Faculty Member (Expert) at EIPA Barcelona. He currently co-chairs the European City Economic & Financial Governance Group (www.cefg.eu) which brings together the CEOs/CFOs of eight major European cities to promote quality management, transparency, accountability and sustainability in public finances at city level. He is also a member of the Executive Board of the Austrian Business Circle (ABC) in Catalonia as well as of Future Minds, an informal group of innovative thinkers and doers. In 2009, 2011 and 2013 he managed the European Public Sector Award (EPSA).

Over the past 20+ years at EIPA he managed and delivered numerous assignments –as an academic, consultant and trainer- for public sector organisations from across Europe (carried out in all EU countries – except Cyprus) and beyond (e.g. Turkey, China, Morocco, Dubai, Canada, U.S.A.), as well as for the European institutions and other international organisations, e.g. Member of the Steering Committee of the Council of Europe’s Programme Best Practices on Regeneration of the European coastal towns (2012); Jury Member of the Living Labs Global Showcase Award (2010); Member of the EC Steering Committee on Assessment of ACB interventions and future needs in the context of the European Social Fund (2010); Partner and member of the Scientific Committee of the ALSO Project – Achievement of the Lisbon and Gothenburg Strategy Objectives by INTERREG; and Deputy Head of the European eGovernment Awards scheme (2001-2005), European Commission DG Information Society.

He led the ‘City excellence network/cloud’ with seven medium-sized cities (Bilbao, Birmingham, Mannheim, Milan, Tampere, Tallinn and Trondheim) and co-authored the result of this work in the publication “In Search of Local Public Management Excellence – Seven Journeys to Success” (2012-2013) which outlines a “seven step model” leading to public excellence.

Alexander has published twelve books and has written many other papers in his fields of interest and expertise. In 2012, he received the Dubai Public Excellence Award for his merits.
