Techgrounds has the mission to solve the mismatch in the IT labour market. We do not think there is a shortage of IT people if we look at the talent differently. Techgrounds offers a walk-through approach to IT, from orientation to training. In Amsterdam’s New West, this project trained 227 hidden talents, 60 % of whom are now employed. The results validated the approach and led to a development of a sustainable business model to bring thousands of people into the IT labour market in the future. An important output of the project is the preparatory material of the Comprehensive Centre for Victims of Sexual Violence, on which we are working. The City of Zurich has been sending regular information letters to individuals eligible for Swiss citizenship since 2017. In these campaigns, recipients are informed about the benefits of naturalisation, such as gaining access to political participation. Zurich is investigating the obstacles preventing individuals from obtaining Swiss citizenship by surveying those who have received information letters. Wijk aan Zet is a new electoral model of local governance on the district/neighbourhood level that ensures citizens have a say in decisions that affect their lives. In the 39 districts in which the city is divided, citizens could stand for election to represent their district without belonging to a political party, and at the age of 16, people were allowed to vote. All districts drew up a four-year agreement with the municipality. The EU is increasingly recognising the crucial role that energy communities play in achieving the EU’s energy transition targets. With new/updated regulations, funds and support schemes becoming available, there is a clear momentum for stakeholders to take ownership for the effective implementation of energy and climate policies. Various Just Transition Fund programmes show that regional and local governments are eager to take up this socially inclusive approach. In addition, they are taking advantage of the various technical support available for establishing energy communities through programmes such as GROUNDWORK, START, Cohesion4Transitions and TARGET. This session of the Just Transition Platform Conference therefore served as a platform to exchange on challenges and best practices related to both developing and operating support schemes to establish energy communities and for planning, funding and launching energy communities across the EU. It aimed to inspire and further incentivise transition regions to adopt these place-based and people-centred solutions to accelerate the energy transition. The success of the just transition depends on the widespread engagement of all stakeholders, in particular the next generation that will shape the future of the post-fossil fuel world. Therefore, for the transition to be just, young people must be engaged in every stage of it. This session of the Just Transition Platform Conference took stock of how the young generation is viewing the transition, how they are involved and whether their needs and hopes for social and environmental justice are reflected in their countries’ current just transition agendas. Furthermore, it shedded light on different approaches and best practices for youth engagement currently taking place in regions in transition around the world through successful projects. The session targeted a better understanding of how youth can be better integrated and heard during the transition away from fossil fuels. Most Just Transition Fund (JTF) territories have already had one year of project implementation since most of their Territorial Just Transition Plans were approved by the end of 2022. As projects get off the ground, JTF regions are also coming to terms with a need for robustly monitor performance. The JTF Regulation outlines an obligation for monitoring mechanisms and lists numerous key criteria to be heeded, but on the ground, they need to be more appropriately extended and tailored to match each region’s context. This session of the Just Transition Platform Conference opened up a discussion about various approaches to setting up effective mechanisms and governance of JTF monitoring, including via Just Transition Observatories, about exploring the challenges and solutions applicable in practice and looking for solutions and suggestions for enhancing these approaches even further. Commissioner Elisa Ferreira inaugurated the ninth Just Transition Platform Conference, reflecting on accomplishments achieved so far, including the adoption of 70 Territorial Just Transition Plans covering 96 territories across the EU and the successful start of implementation of several projects outlined in these plans. Following her opening remarks, Commissioner Kadri Simson provided a video intervention emphasising the importance of citizen empowerment for renewable energy deployment and decarbonisation efforts across the EU. Representatives from regions supported by the Just Transition Fund (JTF) then engaged in a discussion with Commissioner Ferreira, presenting concrete examples of JTF projects and detailing how these initiatives are making measurable and tangible contributions to regional just transitions and the overarching goal of European cohesion. We have a talk with Carlien Scheele is the Director of the European Institute for Gender Equality (EIGE) and Tanya Hristova chair of the European Committee of the Regions' Commission for Social Policy, Education, Employment, Research and Culture, on the importance of gender sensitive parliaments. Women’s political participation is a fundamental basis for gender equality. Yet less than a third of all parliamentarians in the EU are women. Parliaments that are not fully representative of their populations are less likely to consider the needs and experiences of people of different genders (but also different ages, (dis)abilities, ethnicities, religions, and socio-economic backgrounds, among other factors) in their law-making, oversight, and representative roles. Creating more gender-sensitive parliaments is key to represent the interests of its population, in all its diversity. A gender-sensitive parliament is one that embeds gender considerations into its culture, infrastructure, practices, procedures, engagement, information, and outputs. Although in recent years there has been some progress in removing formal barriers to women’s participation in politics, as well as attempts by the EU to implement gender quotas and raise awareness of this issue, women remain underrepresented at all levels of decision-making. On average, women occupy less than a third of seats in the national parliaments of the EU. Therefore, women’s representation and involvement in political settings should be an essential aspect of democratic decision-making processes. Moreover, research shows that the active inclusion of women into political decision-making has many consistent positive effects on society as a whole that contribute to the improvement of citizens’ lives. Thanks to the “Port Activity App”, the Baltic ports of Rauma and Gävle implement efficient port calls using real-time information. Improved traffic flow converts unsafe waiting times into bunker savings for large ships in the narrow Swedish and Finnish archipelagos. The more efficient system allows to significantly cut carbon emissions. The project has been supported by the Interreg Central Baltic programme.
