This seminar will look at practical procedural aspects of interest for practitioners involved in State aid matters, both Member State representatives and lawyers representing recipients of state aid and their competitors. This seminar will address procedural issues arising from administrative proceedings before the Commission concerning state aid, such as the right of interested parties to participate and be heard. It will also examine procedural aspects of the judicial review proceedings in the European Courts, such as the standing and possibilities for interested parties to intervene. The seminar will also focus on procedural aspects of enforcement of EU state aid law in national judicial and administrative proceedings. It will discuss the conditions governing the recovery of unlawful or misused state aid and private enforcement of state aid rules. It will discuss actions by competitors for damages, recovery or injunctive measures.
