The European Community has developed an elaborate system of rules and procedures to prevent public authorities from using State aid to support industries. State aid rules for national funds and EU funds are under strict control of the European Commission. The challenge for national authorities is to decide which measure requires notification. Failure to notify a measure, which is subsequently found to involve an aid, may result in the repayment of aid granted, which can bring drastic consequences for its beneficiary. The purpose of this seminar is to provide participants with expertise on the interpretation and application of the EU State aid rules, especially the regulations, guidelines and notices that have been developed by the EU Commission over the last years. Main EU Commission decisions and European Courts’ rulings will be analysed so that participants obtain a deeper understanding of the EU legislation.
