Higher Education Institutions have to act both strategically and competitively. The decrease of external funding and the increase of competition between Higher Education Institutions (HEIs) make it essential to think and act more strategically. Whereas the overall strategy is set out for several years, short-term action plans are drafted to reach targets. Furthermore, every faculty drafts its own plans.
