Public Procurement in Time of Crisis - Exploiting a Window of Opportunity?

This is the sixth session of a series of lectures on "EU Economic law in a Time of Crisis" organised by the Institute for European Studies (VUB).

In the field of public procurement, a significant shift towards adopting non-economic criteria has taken place during the economic crisis. Consequently, difficult questions of how to balance economic and non-economic values are emerging. Is ambiguity creeping in under the shadow of the crisis, abusing the exceptional circumstances? What would a stricter policy of reciprocity in access to tenders imply for third country operators, from BRICs in particular?
