Supervising Matters Related to Detention

The Council of Europe and International Bodies’ Work in Improving Detention Conditions

Objective

This seminar will focus on the work of the Council of Europe and inter-national bodies in improving conditions related to detention.

  • Pros and cons of the revised UN Standard Minimum Rules for the Treatment of Prisoners (‘Nelson Mandela Rules’)
  • The work of the  Subcommittee on Prevention of Torture (SPT) and its cooperation with the National Preventive Mechanisms (NPM)
  • The Council of Europe’s legal body of recommendations, conventions and resolutions, in particular the European Prison Rules
  • The work of the Council of Europe, its Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT), and Council for Penological Cooperation (CP-PC) in the field of detention
  • Initiatives and solutions regarding prison overcrowding, the prevention of radicalisation in prison, and foreign national prisoners
  • Looking beyond: the situation regarding immigration detention and alternatives to immigration detention in the EU

Officials from prison administrations, the probation system and prison monitoring bodies, ministry officials, and officials from judicial training institutions, judges, prosecutors, and lawyers in private practice.
 

Conditions of participation

Registration fee: € 111

Accommodation for a maximum of two nights (22-24 June 2016) up to €125 per night will be reimbursed by ERA upon receipt of the original receipts and invoices after the seminar. Please note that these rules do not apply to representatives of EU Institutions and Agencies and all residents of non-EU states, who should cover their own accommodation. Participants from Denmark and the United Kingdom will also not be eligible for reimbursement.

Participants are asked to book their own travel, which will not be reimbursed, and accommodation.
