Understanding the EU Budget and the Multiannual Financial Framework (MFF)

How can you pinpoint your issues within the process and determine the available scope for change?

Do you want to know how the EU budget is funded, drafted and executed?

This course will help you understand how the EU institutions prepare, adopt, execute and discharge an EU budget. You will receive a clear and concise explanation of the budgetary principles, procedures and the roles of the different actors involved, as well as an insight into the political dimensions of the Multiannual Financial Framework (MFF) and of the annual budget procedure.

What you will learn in this course:

  • the annual budget cycle and its key actors
  • the functioning of the MFF and the advantages/challenges of MFF
  • the role of special instruments in MFF and budget negotiations
  • the key actors and interaction patterns in budget and MFF negotiations.

By the end of the course, you will have a clear understanding of:

  • the key issues and dynamics in annual budget negotiations;
  • the main provisions of the MFF 2014-2020
  • the MFF 2021-2027 proposal
  • the Own Resources proposals 2021-2027
  • the key political issues pervading the debates on the future EU budget

Who is this course for?

Officials from Member State administrations, candidate countries, and the EU institutions, as well as budget and policy consultants who are directly or indirectly affected by European decision-making on budgetary issues. In particular:

  • Budget attachés and national finance/EU affairs ministries/departments
  • National officials supporting negotiators of multiannual spending programmes
  • Brussels-based experts and national delegates

The course is both practical and interactive, offering a combination of lectures, group discussions and Q&A sessions with experts
