Masterclass on Trilogues - Access to trilogues for advocacy organisations

The Society of European Affairs Professionals invites a member of academia to discuss the subject of access to trilogues for advocacy organisations.

Summary: Trilogues present many challenges for advocacy organisations, primarily arising from their secluded nature. Whilst the Court of Justice & Ombudsman have proposed an inter-institutional repository of trilogue documents, nothing has emerged. Organisations with a Brussels office can use their networks to acquire information, but rely on third-party accounts, and often cannot get information quick enough, particularly in the latter stages. The Masterclass will identify the extent of trilogue usage, the participants and hidden structures of intra-institutional co-ordination, the different types of trilogues and the mechanisms used to support their functioning, and evaluate the procedures for participation in trilogues by the EU institutions and the extent to which they are implemented. It will track the development of oversight mechanisms, and review the pressures for reform and the institutional resistance to them. The Masterclass will evaluate the main institutional winners from trilogue negotiations, and the ways they seek to prioritise their goals. It will identify the extent of access to trilogue information by different types of advocacy organisations (corporate, NGOs etc), patterns of 'winners' and 'losers', and the degree to which individual EU institutions use advocacy groups to lobby other EU institutions participating in trilogues. The Masterclass will identify ways of accessing information about legislative decisions taken in trilogues. It will present case studies, and statistical information, as well as the results from a recent 3 year collaborative research project funded by the national research councils of Germany, the Netherlands, and the United Kingdom. It will particularly draw upon the work funded by the UK research council on organised interests and trilogues. Finally, the presentation will initiate a discussion about the impact of Covid on the operation of trilogues, and its impact upon trilogue reform.

GUEST SPEAKER - Justin Greenwood, Professor of Public Policy at the College of Europe - Justin Greenwood is a Visiting Professor at the College of Europe, and a Senior Advisor at Dober ; His career-long research interest is 'Interest Representation in the EU', with the 5th edition of his flagship book of that title due to be published by Palgrave Macmillan in ; He has recently completed a 3 year research project on trilogues and organised interests, as part of a collaborative project funded by the national research councils of Germany, the Netherlands, and the ;He is currently undertaking a strategic survey of external stakeholders for a major EU business association and will chair a major practitioner/academic webinar in November 2020 on the reform of the Transparency Register.
