STEP-IN develops a global methodology for the effective analysis and tackling of energy poverty. STEP-IN has identified three highly challenging locations with diverse characteristics across Europe including: a mountainous region in Greece, a rural area in Hungary and an urban area in the UK with low quality housing. Within each of these areas there are a range of vulnerable consumers. At each of these locations a Living Lab is being set up which brings together local experts and stakeholders with energy poor consumers. These labs consist of a range of approaches including energy cafes, advisor visits and ICT systems. The ICT tools provided by STEP-IN support consumers, advisors and local stakeholder organisations to make effective decisions.

EuropeOn, originally formed as “AIE” in 1954, is the European voice of the electrical contracting industry. With million professionals in over businesses and with a turnover of over EUR 200 billion, electrical contractors provide electrical installations for buildings and infrastructure. Addressing energy, mobility, climate and skills policies, EuropeOn is engaged at EU level to foster synergies between the electrical contracting sector and European ;Recent decarbonisation and sustainability efforts have emphasised the role of electrification at European level, motivating the electrical contracting sector to contribute to a regulatory environment favourable to the fast and efficient implementation of these priorities, harnessing the technical knowledge and field experience stemming from its position in the electricity and building value chains, just between industry and end-users. We believe in working together with all relevant civil stakeholders as well as national and EU authorities to achieve electrification in time and deliver on the needed climate objectives.

EIEE’s mission is to improve environmental, energy, and natural resource decisions through impartial economic research and policy engagement. The Institute is committed to being a central focal point for research insights and policy solutions within Europe, and connecting that work internationally.EIEE’s economic and environmental research aims to facilitate the transition to a sustainable, inclusive society. The focus is on issues surrounding but not limited to climate change, including a wide range of environmental, energy, natural resource and societal issues. MUSE GRIDS () is a research project which aims to demonstrate a set of both technological and non-technological solutions to optimise the self-production and use of energy in local areas. To achieve this aim, two large-scale pilot projects will be implemented in different European contexts where there are weak connections with the national grid: Oud-Heverlee, a rural neighbourhood in the Flanders region of Belgium, and Osimo, a hilltop town in the Marche region of Italy. The MUSE GRIDS project explores the best solutions for areas that for geographical and logistical reasons have weak connections to the national grid, and showcases how, interacting together, the different energy vectors of a local energy grid can contribute to the development of local energy islands, maximising local energy independency and reducing operational costs. Through a participatory approach, the project will encourage the active involvement of the inhabitants in the pilots, with the aim of developing local energy communities where citizens can collaborate to produce and exchange energy to achieve greater reliability. Finally, successful implementation of real sustainable energy islands will contribute to meeting energy demands and reducing carbon emissions. The concept will also be promoted on a wider scale through the establishment of virtual demo-sites in India, Israel and Spain. Various social and environmental aspects will be considered in terms of the transition towards a fully integrated smart multi-energy system. Further activities include the organisation of workshops and webinars targeted at citizens and stakeholders, at both a national and international level, and the redaction of position papers and policy recommendations in collaboration with the BRIDGE initiative. The MUSE GRIDS consortium is composed of 18 partners from 7 countries, including universities, research centres and leading EU companies of the energy sector. The 4-year project started in November 2018 and is funded under the Horizon 2020 framework “LC-SC3-ES-3-2018-2020 Integrated local energy systems” (grant agreement No 824441).

The Leuven Centre for Global Governance Studies is an interdisciplinary research centre of the Humanities and Social Sciences at the University of Leuven (KU Leuven), Belgium. It has been founded in 2007 and was recognized as a KU Leuven Centre of Excellence in 2010. In 2016 GGS was recognized by the European Commission as a “Jean Monnet Centre of Excellence on Human Rights and the Rule of Law in Europe and the World”, a tremendous honour and European recognition of our work. In 2018 GGS kicked off RECONNECT, a large-scale Horizon 2020 project on ‘Reconciling Europe with its Citizens through Democracy and the Rule of Law’, as well as CONNECTIVITY, a six-year research programme on ‘Connectivity, Contestation and Cooperation in Global Governance’. GGS aims to make high-quality, fundamental and policy-relevant contributions to the study of globalization, global governance processes and multilateralism, with a particular focus on the role of the European Union. In full recognition of the complex issues involved, GGS approaches global governance from a multi-level and multi-actor perspective. GGS considers non-European perspectives to global governance of great importance. It hosts the EU-China Focus and the Leuven India Focus, organizes regularly transatlantic conferences and events focusing on Latin America and Asia, and takes a keen interest in the Global South. In addition to its fundamental research, GGS carries out independent applied research and advises policy-makers on multilateral governance and global public policy issues. The European Heat Pump Association (EHPA) represents the majority of the European heat pump industry. Its members comprise of heat pump and component manufacturers, research institutes, universities, testing labs and energy agencies. Its key goal is to promote awareness and proper deployment of heat pump technology in the European market for residential, commercial and industrial; EHPA aims to provide technical and economic input to European, national and local authorities in legislative, regulatory and energy efficiency matters. All activities are aimed at overcoming market barriers and dissemination of information in order to speed up market development of heat pumps for heating, cooling and hot water production. 

Central Europe Energy Partners (CEEP) represents the interests of the energy companies from Central Europe in order to strengthen the region’s energy security within the framework of a shared EU energy and energy security policy. It represent the region at the EU level since 2010. CEEP is an international non-profit association with its headquarter in Brussels (Belgium). By combining its capabilities and experience as well as enhancing co-operation between energy companies, public administration and research institutions, CEEP identifies and advocates common problems and solutions, whilst facilitating successful implementation of the EU’s energy, climate and energy security policy. The European Heating Oil Association (Eurofuel) represents organisations that promote the use of heating oil and liquid fuels for domestic heating in Europe. Our membership covers 10 European countries, including over 10,000 companies. Eurofuel is engaged in the promotion of existing and innovative techniques for liquid fuels for heating and equipment, in the domestic market. CEN (European Committee for Standardization) and CENELEC (European Committee for Electrotechnical Standardization) are recognized by the European Union (EU) and the European Free Trade Association (EFTA) as European Standardization Organizations responsible for developing standards at European level. These standards set out specifications and procedures in relation to a wide range of materials, processes, products and services. The members of CEN and CENELEC are the National Standardization Bodies and National Electrotechnical Committees of 34 European countries. European Standards (ENs) and other standardization deliverables adopted by CEN and CENELEC, are accepted and recognized in all of these countries. European Standards (ENs) contribute to enhancing safety, improving quality, facilitating cross-border trade and strengthening the European Single Market. They are developed through a process of collaboration among experts nominated by business and industry, research institutes, consumer and environmental organizations, trade unions and other stakeholders. The Institute for European Energy and Climate Policy (IEECP) is a non-for-profit, independent research institute working, since 2015, on science-based climate change mitigation, energy efficiency and renewable energy policy, with an international interdisciplinary team of experts generating and disseminating scientific knowledge. FEDARENE was created on 6th June 1990 by 6 regional authorities – Rhône-Alpes, Provence-Alpes-Côte-d’Azur, Wallonie, País Vasco, Aquitaine and Nord-Pas-de-Calais. Encouraged by different programs of the European Commission, these authorities wanted to make the voice of the regions heard in the debate on energy and environment policies at the European level. FEDARENE went from these 6 regions at its creation to 40 already in 1995. Following these dynamics, the Brussels Office was created in November 1991. Now FEDARENE counts more than 65 members in 17 countries. All from the beginning, FEDARENE served as a springboard for the creation of new agencies and as a crossroads for a wide array of agencies. These ones are not only the driving force behind the development of the network, but also play an essential role in policy making. They act both as producers of ideas on the regional, national, European and international levels, and as implementers of decisions emanating from these levels. The members’ diversity implies there is a vast array of competencies, thus providing solutions to almost all energy and environmental concerns. Locally, they raise public awareness through a diversity of actions, such as exhibitions, conferences, documentation services and meetings with local schools and professional bodies. They serve equally local elected officials and the public by helping and advising them. Since 2008, FEDARENE is part of the consortium of European networks (with CEMR, Climate Alliance, Energy Cities, Eurocities, ICLEI) which forms the Secretariat/Office of the renown European initiative: the Covenant of Mayors.

The Brussels Office of Antall József Knowledge Centre represent the political, economic, and cultural philosophy of József Antall (1939 – 1993), Hungary’s first democratically-elected Prime Minister after the fall of Communism, who served from 1990 to 1993. The Renovate Europe Campaign is a Brussels-based Campaign whose headline ambition is to reduce the energy demand of the EU building stock by 80% by 2050 as compared to 2005 consumption levels. In order to achieve this ambition, it will be necessary to increase the renovation rate of buildings in the EU by factor of 2.5 to reach a 3% per year by 2020 and to maintain that rate until 2050. The Renovate Europe Campaign is technology neutral in its approach as it recognises that each building has its own specific characteristics that must be taken into account. As a result the Campaign promotes a performance based approach with policy-makers at all points of governance from the EU to national, regional and local levels. The European Sustainable Biofuels Forum (ESBF) was created in 2012 to spread extensive and accurate information on the state of play of European biofuels. The ESBF is also strongly focusing on providing an unite platform for future developments of technologies and use of alternative advanced resources. The aims of the Institute are to assist in the development of national energy plans through studies in the use of new and renewable energy sources and methods of energy conservation. It is also intended that the Institute should organise and participate in teaching programmes and research projects in the field of energy technology. Other objectives include the dissemination of appropriate methods and techniques relevant to the Institute's areas of interest and to design equipment adapted to local conditions. This is carried out mainly by: analysis studies on the use of energy determination of feasible measures to conserve energy applications of renewable sources of energy originating and participating in teaching and research projects collaborating with other universities, industries and international bodies.

Steinbeis-Europa-Zentrum (SEZ) is an independent economic entity within the Steinbeis Foundation. It was founded in March 1990 as the operational unit of the Commissioner for Europe of Baden-Württemberg's Minister of Economics. SEZ's core activity is to promote European RTD programmes and to support cross-border technology transfer. These activities are supported by the Enterprise Europe Network of the European Commission. EUREC Agency was founded in 1991 as European Economic Interest Grouping (EEIG) with the goal of improving the quality and scope of European research and development in renewable energy technologies. The O.O. Energiesparverband is the energy agency of Upper Austria. It was set up by the regional government in 1991 to promote energy efficiency, renewable energy sources and innovative energy technologies.
