In her address to the IIEA, Dr Sabine Weyand will present how geopolitical and geoeconomic challenges are affecting international trade, and their implications for the EU’s trade policy. Furthermore, Dr Weyand will assess the role that trade plays in strengthening competitiveness of EU businesses and advancing the EU’s economic security interests, while supporting the EU’s green transition. This event is part of the Future Proofing Europe project, supported by the Department of Foreign Affairs. About the Speaker: Dr Sabine Weyand is Director-General for Trade at the European Commission. Prior to her current role, Dr Weyand was Deputy Chief Negotiator of the Commission Task Force for the Preparation and Conduct of the Negotiations with the United Kingdom under Article 50 of the TEU from October 2016 to May 2019. She was Director in the Secretariat-General of the Commission in charge of policy coordination on economic, social and environmental policies before joining DG Trade in 2016 as Deputy Director-General covering multilateral trade policy, trade relations with North America and European neighbourhood countries, as well as trade defence. She holds degrees from Freiburg University and the College of Europe and a PhD from Tübingen University.

The utilization of AI is rapidly advancing in the telecommunications research. O-RAN RIC and AI RAN Alliance are two major such activities as promoted by industries. In Japan, major telecommunication companies are putting forth R&D of AI and communications. Rakuten and NTT DOCOMO are cooperating in O-RAN RIC and Softbank is promoting AI-RAN Alliance, and KDDI has led national projects on AI funded by Ministries. In academia, RISING (a cross-sectional research group on superintelligence networking) has been launched in 2019 and is working on the academic science of AI integrated telecommunications. AI/ML Challenge in ITU has been promoted by RISING community. We expect a lot of use cases of AI/ML applied in telecommunications such as - Fault prediction, fault detection, and automatic repair - Traffic prediction and control - Communication demand prediction for low power consumption - Frequency dynamic allocation - Edge AI computing (sharing computing resources between mobile communication and AI inference functions) - AI optimization of wireless layer advanced signal processing (channel estimation, signal interpolation, etc.) - Inter-Cell Coordination (distributed MIMO, CA, etc.) - AI-based modulation and demodulation (AI-Native Air-Interface) - Fusion of communications and sensing (JCAS) - Dynamic Spectrum Sharing. In this presentation, we will overview the global trend in Convergence of AI and Telecommunications Technologies. Also we introduce our research activities at the University of Tokyo and discuss the importance of international standardization efforts and industry academia collaborations in this new scientific field. This was part of part of a farmer-led knowledge exchange programme, Agroecology: Strengthening Livelihoods, which we worked on with Nourish Scotland, Landworkers’ Alliance, Pasture for Life, the Nature Friendly Farming Network, Propagate and Scottish Crofting Federation. ESA's newly graduated astronauts reach the end of one year of rigorous basic astronaut training. Watch the key moments during the journey of Sophie Adenot, Rosemary Coogan, Pablo Álvarez Fernández, Raphaël Liégeois, Marco Sieber, and Australian Space Agency astronaut candidate Katherine Bennell-Pegg. Selected in November 2022, the group began their training in April 2023. Basic astronaut training provides the candidates with an overall familiarisation and training in various areas, such as spacecraft systems, spacewalks, flight engineering, robotics and life support systems as well as survival and medical training. They received astronaut certification at ESA’s European Astronaut Centre on 22 April 2024. Following certification, the new astronauts will move on to the next phases of pre-assignment and mission-specific training - paving the way for future missions to the International Space Station and beyond. The European Centre for Disease Prevention and Control (ECDC) will hold a press briefing marking European Immunization Week. On this occasion, ECDC will present the latest data on vaccine-preventable diseases in the EU/EEA. The data come from the ECDC monthly measles report and four annual epidemiological reports with data from 2022, namely for Mumps, Invasive meningococcal disease, Diphtheria and Pertussis. In her speech, Andreja Metelko-Zgombić, State Secretary for Europe in the Ministry of Foreign and European Affairs of the Republic of Croatia, focuses on Croatia’s perspective on the forthcoming EU enlargement process, the institutional changes required to prepare the EU for enlargement, and the range of reforms to be implemented by the Western Balkan countries before accession, including the resolution of historical disputes. She also addresses the proposal of a so-called confidence clause for the region in the accession treaties, which would prevent a newly joined Member State from blocking the accession of another candidate country. Finally, she provides an assessment, ten years on, of how both Croatia and the EU have benefitted from the 2013 enlargement. About the Speaker: Andreja Metelko-Zgombić is the State Secretary for Europe at the Ministry of Foreign and European Affairs of the Republic of Croatia and holds a law degree. The Center for Democracy & Technology (CDT) and a coalition of civil society experts discussed what they’re doing to build the field of #PublicInterest technologists shaping standards and #InternetGovernance processes, and how the rest of us can follow this work and get engaged. While CDT has advocated in #InternetStandards bodies since the early 2000s, few civil society organizations remain engaged in technical standards. However with legislation like the AI Act in Europe, global standards are being explicitly linked to policy, and these seemingly arcane and specialist fora have become directly consequential. Public interest #technologists play a crucial role in shaping global internet standards, as these standards fundamentally govern how the internet operates and evolves. By influencing these standards, technologists can advocate for #privacy, #accessibility, and freedom of expression, which are vital for a democratic and equitable digital landscape. Their expertise and ethical perspective are essential in confronting challenges like the #DigitalDivide, #surveillance, and #censorship, thus ensuring that technological advancements serve the greater good and protect individual rights on a global scale. These challenges and opportunities occur in dozens of consequential standards development organizations at the regional and global level, each with their own complex ecosystem of expertise, documentation and working methods. We explored this ecosystem and discuss why and how civil society should become more engaged in these forums. Short description The webinar is focused on the French practical guidelines for the diagnosis and management of relapsing Polychondritis (RP). RP usually begins in middle-aged individuals. This diagnosis is mainly suggested in the presence of chondritis, i.e. inflammatory flares on the cartilage, in particular of the ears, nose or respiratory tract, and more rarely in the presence of other manifestations. The formal diagnosis of relapsing polychondritis cannot be established with certainty before the onset of chondritis, which can sometimes occur several years after the first signs. No laboratory test is specific of relapsing polychondritis, the diagnosis is usually based on clinical evidence and the elimination of differential diagnoses. Relapsing polychondritis is a long-lasting and often unpredictable disease, evolving in the form of relapses interspersed with periods of remission that can be very prolonged. Its management is not codified and depends on the nature of the patient’s symptoms and association or not with myelo-dysplasia/vacuoles, E1 enzyme, X linked, autoinflammatory, somatic (VEXAS). Some minor forms can be treated with non-steroidal anti-inflammatory drugs, or a short course of corticosteroids with possibly a background treatment of colchicine. However, the treatment strategy is often based on the lowest possible dosage of corticosteroids combined with background treatment with conventional immunosuppressants (e.g. methotrexate, azathioprine, mycophenolate mofetil, rarely cyclophosphamide) or targeted therapies. Specific strategies are required if relapsing polychondritis is associated with myelodysplasia/VEXAS. Forms limited to the cartilage of the nose or ears have a good prognosis. Involvement of the cartilage of the respiratory tract, cardiovascular involvement, and association with myelodysplasia/VEXAS (more frequent in men over 50 years of age) are detrimental to the prognosis of the disease. Speaker Prof. Laurent Arnaud (MD, PhD) is full Professor of Rheumatology at Strasbourg University & Academic Hospitals (France). He obtained his medical degree and a PhD in immunology from Paris University. His main clinical interests focus on the care of patients with autoimmune diseases such as Systemic Lupus Erythematosus (SLE) and relapsing polychondritis (RP). He is leading a research group focusing on innovative strategies to study the epidemiology of autoimmune diseases, with a particular interest for the use of novel diagnostic and therapeutic digital strategies based on big data and Artificial Intelligence. With his team at the French National Reference Center for Rare Autoimmune Diseases of Strasbourg (CRMR RESO), he has published more than 200 articles in the field of rare diseases. With recent technological breakthroughs and increased private investments the fusion industry is gaining momentum. Europe has always been at the forefront in fusion research and technology. To develop an EU path towards fusion commercialisation and build industrial capability, it is vital for the EU to capitalise on the experience gained from the Joint European Torus (JET) and other fusion activities to date, including the EUROfusion - Realising Fusion Energy, ITER - the way to new energy and BROADER APPROACH programmes. It is important to reflect on funding and regulatory needs and to discuss cooperation mechanisms between the governments, laboratories and industry. As a part of an ongoing process together with the Directorate-General for Research and Development towards creating an agile policy framework for fusion research and innovation, the Directorate-General for Energy invites the key fusion stakeholders to Strasbourg to discuss the current state of fusion in the EU and how to foster acceleration in fusion development. This discussion will inform concrete actions and recommendations for the Commission and EU countries to develop joint winning strategies and build a thriving European ecosystem.

The panel was chaired by Olivier Blanchard (PIIE). This panel discussion was at the PIIE-IMF conference “Rethinking economic policy: Steering structural change,” April 16-17, 2024.

Gordon Brown (former UK prime minister), Angus Deaton (Princeton University), Keyu Jin (London School of Economics), and Michael Spence (Stanford University) discuss challenges facing the global economy, like the green energy transition, shifting geopolitical tensions, technological innovation, and economic fragmentation. As they reach the end of one year of rigorous basic astronaut training, ESA astronaut candidates Sophie Adenot, Rosemary Coogan, Pablo Álvarez Fernández, Raphaël Liégeois, Marco Sieber and Australian Space Agency astronaut candidate Katherine Bennell-Pegg will receive astronaut certification at ESA’s European Astronaut Centre on 22 April 2024. The group was selected in November 2022 and began their training in April 2023. Basic astronaut training provides the candidates with an overall familiarisation and training in various areas, such as spacecraft systems, spacewalking, flight engineering, robotics and life support systems, as well as survival and medical training. Following certification, the new astronauts will move on to the next phases of pre-assignment and mission-specific training, paving the way for future missions to the International Space Station and beyond.
