Tools using artificial intelligence (AI) have increasingly been applied in scientific publishing. AI tools can benefit authors by improving the language of scientific material including peer-reviewed publications. Despite assisting with the production of scientific material, the meteoric rise in AI tools have prompted concerns on whether their use is appropriate and ethical. This webinar introduced how AI tools are currently applied in scientific publishing, highlighted the key questions shadowing their use, and explored what this means for EGU journals and beyond. The webinar lasted one hour and finished with an audience Q&A. Speaker: Dr Sam Illingworth is an Associate Professor at Edinburgh Napier University in the UK. He is an award-winning researcher in science communication and interdisciplinary studies. A joint OII and RUSI event, The Ethics of Artificial Intelligence in National Defence with Prof Mariarosaria Taddeo. Defence establishments worldwide now recognise artificial intelligence (AI) as a pivotal asset to secure a strategic advantage. Consequently, the race to harness AI for defence purposes is accelerating globally, with its integration spanning from logistical frameworks to combat operations. This widespread adoption of AI into defence prompts both operational and conceptual changes, which in many cases are coupled with severe ethical risks. Consider, for example, the responsibility gap for the actions of AI systems or their limited predictability and transparency and the implications these aspects have for human control. Identifying and addressing these risks is crucial to ensure that an AI-enabled defence does not trample human rights or erode the fundamental values of democratic societies. In this lecture, I will outline a unified framework to identify, analyse, and address systematically the ethical risks arising from the many current—and possible—uses of AI in defence, as well as inform their governance. Professor Taddeo is Professor of Digital Ethics and Defence Technologies. She is also the Programme Director of the DPhil in Information, Communication and the Social Sciences at the Oxford Internet Institute and Dslt (Defence science and technology lab) Ethics Fellow at the Alan Turing Institute. Her recent work focuses on the ethics and governance of digital technologies, and ranges from designing governance measures to leverage artificial intelligence (AI) to addressing the ethical challenges of using defence technology in defence, ethics of cybersecurity, and governance of cyber conflicts. She has published more than 150 articles in this area, focusing on topics like trustworthy digital technologies, governance of digital innovation, ethical governance of AI for national defence, ethics of cybersecurity (the complete list of her publications is available here). Her work has been published in major journals like Nature, Nature Machine Intelligence, Science, and Science Robotics. Professor Taddeo has led, leads, and co-leads several projects in the area of Digital Ethics successfully. Most notably, she is the PI of a current project on the ‘Ethical Principles for the Use of AI for National Security and Defence’ funded by Dstl (the UK Defence Science and Technology Laboratory). She was Co-I in an EPSRC project, which funded the PETRAS IoT Research Hub. She was PI on a project funded by the NATO Cooperative Cyber Defence Centre of Excellence (CDD COE) to define ethical guidance for the regulation of cyber conflicts. Since 2017 she has been Co-PI on research projects developed at the Oxford Internet Institute such as ‘Digital Well-Being’; ‘The Ethics of Recommender Systems’; ‘Posthumous Medical Data Donation’. Since 2022, she serves on the Ethics Advisroy Panel of the UK Ministry of Defence. She was one of lead experts on the CEPS Task Force on ‘Artificial Intelligence and Cybersecurity’, CEPS is a major European think-tank informing EU policies on cybersecurity. Between 2018 and 2020 represented the UK of the NATO Human Factors and Medicine Exploratory Team (NATO HFM ETS) ‘Operational Ethics: Preparation and Interventions for the Future Security Environment’. Since 2016, she serves as editor-in-chief of Minds & Machines (SpringerNature). Between 2016 and 2018, she was the Oxford Fellow at the Future Council for Cybersecurity of the World Economic Forum, helping to identify the ethical and policy cybersecurity problems that could impair the development of future societies. She has received multiple awards for her work on Digital Ethics, among which the 2010 Simon Award for Outstanding Research in Computing and Philosophy; the 2016 World Technology Award for Ethics. In 2018, InspiringFifty named her among the most inspiring 50 Italian women working in technology. In the same year, ORBIT listed her among the top 100 women working on the Ethics of AI globally, both in 2018 and 2020. She has been named one of the twelve 2020 Outstanding Rising Talents by the Womens' Forum for Economy and Society. In 2020 and 2023, CoputerWeekly listed her among the top 100 most influential women in technology in the UK.

With the goal of connecting every school in the world to the Internet by 2030, Giga’s mission starts with mapping school locations. On March 1, Giga held an event to put itself on the map — Giga Day, a gathering to kick off the Giga Technology Centre in Barcelona, now fully operational after a year of preparation, thanks to the generous support of the Government of Spain, Regional Government of Catalonia and the City of Barcelona. The event, attended by 120 Giga supporters from the public and private sectors, featured high-level speeches, panel discussion and demonstrations of innovative digital solutions to both educational and other social challenges by a dozen local tech entities. Giga Day made it clear that the Giga Technology Centre in Barcelona is not only a hub of expertise in developing cutting-edge open-source technology solutions for school connectivity, but a space for convening the vibrant tech ecosystem in Catalonia and Spain.

Today, many of the ways we heat buildings around the world – such as homes, offices, schools and factories – still rely largely on fossil fuels, particularly natural gas. In this context, heat pumps, which can efficiently provide heating to buildings and industry, are the key technology to make heating more secure and sustainable. Heat pumps have the potential to reduce global carbon dioxide emissions by at least 500 million tonnes in 2030. Though their name may not suggest it, they’re also capable of providing effective cooling throughout the year. 2023 was another busy year here at EMSA. We continued to support the European Commission and Member States on a whole range of maritime issues. We worked intensively across a wide range of actions and activities across our core areas of maritime safety, sustainability, surveillance, simplification and digitalisation, security, technical assistance, capacity building, and coastguard cooperation. In the area of sustainability, we updated THETIS-MRV to support the extension of the EU Emissions Trading System to the maritime transport sector and continued to study the potential of different alternative fuels. We began our series of studies on the safety aspects of alternative fuels and power sources, and we published our first safety guidance on battery energy storage systems on board ships. The CARGOSAFE project, which identifies several cost-effective technical measures to improve the fire safety of container ships, was approved by a dedicated panel of experts at the IMO. Meanwhile, our ROV service became fully operational, supporting accident investigation bodies across the EU. We published our study on competences for MASS operators in remote operation centres. And 2023 was the year in which our coast guard cooperation took a big leap forward. From June until the end of August, we led our first ever Multipurpose Maritime Operation in the Baltic Sea region. At organisational level, we continued to meet our environmental targets in 2023 and completed our journey towards becoming a truly digital administration. We launched our first ever HR strategy, with our staff at its centre. And we ended the year with record levels of budgetary execution

This video zooms through space to reveal Webb’s Near-Infrared Camera (NIRCam) image of the Southern Ring Nebula. The bright star at the centre of NGC 3132, while prominent when viewed by the NASA/ESA/CSA James Webb Telescope in near-infrared light, plays a supporting role in sculpting the surrounding nebula. A second star, barely visible at lower left along one of the bright star’s diffraction spikes, is the nebula’s source. It has ejected at least eight layers of gas and dust over thousands of years. Data from Webb’s Near-Infrared Camera (NIRCam) were used to make this extremely detailed image. It is teeming with scientific information — and research will begin following its release. Recent year has seen China’s assertiveness reaching new heights. President Xi Jinping’s third term in office marks a shift towards a more authoritarian rule, with tightening grip on the party, human rights, and individual freedoms in the country. At the same time, Beijing’s increasing closeness with Moscow and support of Russia’s illegal war in Ukraine plummeted its image internationally, raising concerns over the ramifications for regional security and stability. In this public lecture, Prof. Akio Takahara addresses the main features of China’s new security posture, the current political trends regarding Taiwan and the implications for China – Japan relations. The lecture was organised by the CSDS Japan Chair, in cooperation with the Embassy of Japan to the Kingdom of Belgium, and Mission to NATO on 21 March 2023.

ASEAN centrality has been a defining feature of the regional security architecture. The importance of upholding multilateral structures is underscored both in the EU strategy for cooperation in the Indo-Pacific and in Japan’s Free and Open Indo-Pacific vision. Yet, the escalating great power rivalry between the US and China has led to an unprecedented polarization and fragmentation of the regional strategic landscape, putting existing cooperative mechanisms under ever-increasing pressure. How effective has the ASEAN been so far to deal with the mounting security challenges inside and outside Southeast Asia? How exactly does the rapidly changing security environment affect the relevance, the capacity and the future of regional integration? And how can extra-regional parties, such as the EU and Japan, boost the resilience and promote ASEAN-led multilateral cooperation in the region? The Japan Program organised a 2-session seminar on 11 October 2021, bringing together experts and policymakers from the EU, Japan and Southeast Asia, discussing the two partners’ interests, policies and views on Southeast Asia.

In this video, we explain the vision, scope, and goals of FP5-TRANS4M-R, a research and development project for rail freight transport funded by the European Union. About FP5-TRANS4M-R: FP5-TRANS4M-R’s overall goal is to establish rail freight as the backbone of a low-emission, resilient European logistics chain which fulfills end-user requirements to full satisfaction. Two technological clusters, ‘Full Digital Freight Train Operation (FDFTO)’ and ‘Seamless Freight Operation’, will develop, validate, and demonstrate FP5-TRANS4M-R technologies, in line with an integrated cross-sector systemic approach. Integrating Digital Automatic Coupler (DAC)-enabled solutions with software-defined systems and digital rail services will ensure increased capacity, higher throughput, and swifter transportation. It will strengthen the cross-border coordination and cooperation between rail infrastructure managers and deliver optimised rail network management. FP5-TRANS4M-R's seamless, integrated, interoperable, validated, and EU-wide authorised solutions aim to achieve a single EU rail freight technology framework with strictly managed interfaces for effective system integration and seamless operation across borders, actors and modes. These objectives represent the foundations, framework and motivation behind the project which will have a significant impact on the EU transport and logistics sector. FP5-TRANS4M-R brings together 75 partners from across the rail sector including end-users, industrial partners, railway undertakings, operators, wagon keepers, SMEs and academia. The project will deliver on the rail freight sector’s commitment to increasing the modal split share to 50% by 2030, revoking the causality between economic growth in Europe and pollution and having a positive impact on European citizens’ quality of life. https://projects.rail-research.europa.eu/eurail-fp5/

The Department of Agriculture, Food and the Marine has announced a funding commitment of €105m to the World Food Programme (WFP) from Ireland for the period 2025 to 2027. The funding pledge is a 40% increase on the funding made under the previous three-year period and will directly fund the WFP’s humanitarian work globally. Minister Charlie McConalogue made the announcement from Kenya where he is currently leading an international development mission to the Horn of Africa in collaboration with our Department of Foreign Affairs and WFP. “Our urgent call to action for the European Union (EU) is a comprehensive plan to tackle disinformation across Europe. Recognising its wide impact, we propose consolidating nationally collected data into a European database for everyone to access; this could be accomplished thanks to pan-European research teams. To connect with a diverse population of all ages, we believe the focus should be on community-driven initiatives, reaching beyond major cities to rural areas, for example, through town hall events or summer camps. Additionally, we believe the EU should apply greater pressure on tech companies, especially to ensure a transparent management of their algorithms and safeguard the rights of citizens within the EU. Especially in an election year, public trust and accountability of elected representatives are paramount, particularly in the face of potential foreign interventions. There is a pressing need for increased transparency and standardised financial regulations for campaign teams and elected representatives across all EU Member States”. At the RADAR Policy Conference From Elections to Everyday: Strategies against Disinformation in the EU, youth-led policy recommendations on countering disinformation and its effects were presented to an audience of top-level EU practitioners, academics, and the general public. Formulated during the course of national events in Austria, Finland, Germany, Italy, and Poland, and finalised in a Youth Workshop in Brussels, these recommendations represent the culmination of 18 months of work involving dozens of young Europeans from across the continent. This video was recorded throughout the duration of the conference with attendees and participants, and explains more about the need to comprehensively address disinformation in the EU and beyond. The president of the European Investment Bank Nadia Calviño joined the Finance Ministers meeting in Brussels this week to underline the EIB Group’s continued support for the Next Generation recovery plan for Europe and for Ukraine. In Luxembourg we also hosted the European executive directors of the International Monetary Fund here in Luxembourg and discussed the importance of the multilateral framework to face challenges together from global warming to the geopolitical tensions. This week we announced a number of new investments around Europe: in France, for sustainable transport, social enterprises, and schools; in Germany, support for refugee housing programmes; in Malta social housing; and in Italy a care centre for the elderly. A new pan-European initiative will support farmers to cut emissions, and we’re financing solutions to de-carbonise Germany’s chemicals industry. Finally, outside the EU, Vice President Thomas Östros has been meeting our regional investment partners at the East Africa Banking Forum to support sustainable projects under the EU’s Global Gateway Initiative. BEREC commissioned a study on the trends and cloudification, virtualisation, and softwarisation in telecommunications. This forward-looking study describes the current technical and market trends, including competitive dynamics along the value chain, in the provisioning of electronic communications networks and services stemming from the virtualisation and cloudification of network elements. The study gathered the relevant information to identify potential regulatory and policy challenges arising therefrom. During the workshop, the BEREC Planning and Future Trends and Digital Markets Working Groups Co-chairs presented the BEREC draft reports and the contractors the study prepared for BEREC. Stakeholders and BEREC experts were invited to share their insights on digital networks developments as well as any comments, information or suggestions on the draft reports.
