ACE Conference: Sharing common values: Internationalisation of the profession & New European Bauhaus

With the globalisation of the economy and technological progress, architectural firms now have greater opportunities to collaborate and work on projects across borders, within the European Union and globally. According to the last edition of the ACE Sector Study, in 2022 5% of European architects worked in another EU Member State and two per cent outside the EU. The study also reveals that over the past year, 16% of respondents had seriously considered working in another EU Member State and 6% outside Europe, without however taking action. Moreover, an increasing number of architects are trained in countries other than their own, showing a genuine interest and growing capacity of the profession to move across borders. Therefore, there is every reason to believe that the potential for further internationalisation of the profession is strong, provided that professionals can find adequate support. The conference will aim to discuss the challenges inherent to cross-border work and export of services and present solutions to overcome barriers encountered by professionals, including tools and schemes offered by the European Union; guidance developed by the Architects’ Council of Europe; and support provided by professional bodies at national level. Architects who have successfully developed their business internationally will also share their experience. The ACE strongly supports the New European Bauhaus movement initiated by the EU Commission, as it helps to make the quality of our living environment a matter of public interest and elevates architecture to an unprecedented political level. Beyond business and entrepreneurial perspectives, the conference will also provide an opportunity to discuss the relevance of the NEB values, themes and principles for other parts of the world and emphasise the common values that unite the profession across the world.

Vocational education and training (VET) is crucial to equip EU workers and learners with the right skills, as well as to support the shift towards ‘greener’ mindsets. What must change in VET curricula and programmes in practice so that they reflect the skill needs the green transition implies? The European Year of Skills provides a unique opportunity to discuss in partnership how to make the twin transition – digital and green – a reality. The proliferation of advanced digital technologies, including generative artificial intelligence (AI), comes with concerns about how they will impact the world of work in Europe and beyond. While the issue of how many jobs will be destroyed by smart machines is prominent in academic and policy debates, there has been less focus on understanding the implications of technological innovation for skill mismatches and job quality. Digitalisation has the potential to expand productivity and to allow workers to focus on more non-routine and rewarding job tasks. In contrast, some digital technology promotes work routinisation and could take over a substantial share of what has long been considered ‘human’ work. Understanding who are the winners and losers from new digital technology in labour markets is crucial for digital and skills policy and its implementation; all the more so as persistent digital divides across and within countries and between population groups can amplify socioeconomic inequalities.

Validation is a tool for citizens to demonstrate the skills they have acquired in these contexts. It facilitates obtaining qualifications, access to training, and job market entry.

Relevant and targeted vocational education and training (VET) programmes need to reflect insights of skills anticipation methods (such as skills forecasts, skill foresights, employee and employer surveys, big data analysis). Particularly in times of increased volatility and economic pressures, economic sectors are the hubs of change and innovation that can enable a just twin transition. A mix of suitable skills anticipation tools and methods, availability of data, capacity to handle and “translate” the data into actionable and policy steps are crucial. Sectoral skill strategies, built on high quality sectoral skills intelligence, place relevant stakeholders at the driver’s seat and call for a holistic skills governance approach, founded on comprehensive skills ecosystems.

At this first Cedefop European Year of Skills virtual get together, EU agencies Eurofound and Cedefop showcased why workplace wellbeing is central to the mechanism linking human capital utilisation to business outcomes and helped make a case for people-centred managerial approaches. The event took place on 27 April 2023. Virtual get togethers are a fresh event format that Cedefop plans to roll out put skills in the spotlight in the context of the European Year of Skills that begins on 9 May. They are designed to be a creative, less formal platform or knowledge sharing, discussion and debate with VET and skills experts, policy-makers, social partners, practitioners and other stakeholders.

The fifth webinar in the EUA series Toward Tirana 2024, the Bologna Process and developments in the EHEA provided an overview of current discussions on fundamental values and investigate what these mean for universities in Europe. In recent years, a consensus has emerged that fundamental values, including academic freedom and integrity and institutional autonomy, are under pressure in several European countries. This webinar presented recent discussions on what fundamental values are and how they are being undermined, as well as point to how they can or should be protected, focusing on work conducted within the Bologna Process and in other policy contexts. In addition, the webinar highlighted the role of higher education institutions – their leadership and wider communities – in upholding values. Specifically, it addressed how crises are dealt with at the institutional level and clarify how policy initiatives may support institutions in pursuing values-based approaches. Finally, speakers were invited to reflect on the contradictions and challenges that may be arise when balancing the respect of fundamental values with key strategic decisions of universities. This event organised by the Crisis of Experts Knowledge and Authority Interdisciplinary Research Cluster hosts Dr Marina Cino Pagliarello (Marie Skłodowska-Curie Research Fellow at the STG), who will talk about the role that high education institutions, such as the European Universities Initiative alliances, play as informal diplomatic actors. In a world of shifting geopolitics and increasing societal and economic challenges, universities indirectly contribute with human resources and scholarly expertise to international organisations at the helm of global governance. Within these processes, higher education institutions are of increasing relevance for modern societies under three main dimensions. Firstly, through teaching and research, universities produce human capital and new knowledge that can drive innovation. They also fulfil a third mission by being involved in externally engaged activities that can stimulate local economies. Secondly, higher education international exchanges serve as reliable mechanisms for exposing visitors to host countries' cultures, politics, and society, with major players in global politics using it to achieve national interests. Countries such as the USA, UK and Australia have established educational opportunities as an important soft power tool. Thirdly, as we experienced during the Covid-19 pandemic, several threats to global public goods call for international scientific collaborations and for the establishment of global governance schemes based on knowledge to address shared global challenges, especially those requiring scientific advice such as climate change, health, and conflict resolution. The role of experts in enhancing the global science-policy interface is also part of the Sustainable Development Goals (SDGs) agenda. In sum, higher education institutions (HEIs) have become critical actors in promoting economic, social, cultural, and educational relations among nations. Speakers - Anna Gover, Director, European Association for Quality Assurance (ENQA) - Horia Onita, President, European Students’ Union (ESU) - Maria Kelo, Director for Institutional Development at EUA, will moderate the webinar. The fourth webinar of the EUA series Toward Tirana 2024, the Bologna Process and developments in the EHEA provided an overview of the current discussions about the future of quality assurance in EHEA. Quality assurance has been a key pillar of the Bologna Process from its beginning and is also considered as one of its success stories. Indeed, most countries in the EHEA have now implemented a quality assurance system in line with the requirements of the Standards and Guidelines for Quality Assurance in the EHEA (the “ESG”), which were first adopted in 2005 and in revised in 2015. However, in recent years higher education provision has been changing rapidly, including the mainstreaming of e-learning, the emergence of micro-credentials, the launch of the European Universities Initiative, and the renewed importance of the third mission of higher education institutions - all of which raises questions about the continued relevance and applicability of the ESG. In addition, there are pressures to widen the scope of the ESG to cover new areas such as academic values, the social dimension of higher education, and the digital and green transitions. This webinar presented the outcomes of the Quality Assurance Fit for the Future (QA-FIT) project, which gathered data on the views and expectations of stakeholders on the future of quality assurance, as well as current discussions within the Bologna Process on the ESG beyond the Tirana Ministerial Conference.
