education Smart UAS in Smart Regions. The case of Portugal
Smart UAS in Smart Regions. The case of Portugal
19 Nov 2020
EURASHE - European A...
Smart Specialisation Strategies (S3s) represent a unique opportunity for European regions to tackle societal and technological challenges, allowing their economies to adapt to the growing competitive environment. Bringing together all the relevant business, research and education, public actors and civil society – the quadruple helix – S3s help to identify the region’s own strengths and comparative assets, prioritise research and innovation investment in competitive areas, and define a shared vision for regional innovation. EURASHE, as the European representation of professional higher education institutions, strongly advocates the inclusion of Universities of Applied Sciences (UAS) in the development and implementation of regional S3s. Through their profile as regional “boundary spanners” and their applied research, lifelong learning activities and development of new skills, UAS actively support and contribute to the competitiveness and innovation capacity of their regions. They, therefore, provide crucial input and experience in all the different phases of the design of S3: from developing a shared vision and identifying the regional priorities, to implementing the action plan and monitoring and evaluating the results achieved. The first webinar of the online event Smart UAS in Smart Regions, organised in collaboration with Friends of Smart Specialisation, looked at the case of Portugal and how Portuguese Polytechnics were engaged in the development of the national and regional S3s. The social dimension of higher education has been featured in the discussions of the Bologna Process since its early years. A new set of Principles and Guidelines produced by the Bologna Follow-Up Group (BFUG) Advisory Group on the Social Dimension (AG1) renews the sectors’ commitment to equity and inclusion and aims to foster concrete change in the EHEA in the coming years. This EUA webinar, which is part of the series “Towards the Bologna Process Ministerial Meeting”, reviewed these recommendations and discussed them from the viewpoint of European higher education institutions (via the findings of the Invited project on university strategies for inclusion), the European Students’ Union, as well as the Croatian Ministry of Science, Education and Sports. From inadequate pandemic preparedness strategies to a collapse of international cooperation, European and global systems have struggled to cope with the challenges brought on by the COVID-19 pandemic. The World Health Organisation has seen shrinking resources limit its scope for action and leadership, raising questions about the effectiveness of international health governance structures. How can supranational institutions achieve sufficient credibility, legitimacy, authority, and accountability for effective leadership? How can the EU unify to develop a common vision for global health, and what should the priorities be. In this event, we present young Europeans’ takes on the future of health governance, with a particular focus on internal EU cooperation as well as its relationship to the World Health Organisation. Panel with Dr Beth Thompson, Head of UK and EU Policy at the Wellcome Trust, and Prof Stefan Elbe, Director of the Centre of Global Health at the University of Sussex. Casa Galibern, member of Monumenta and located in the historic center of Torroella de Montgrí, is the main house of the Mascort Foundation. It is a colonial-style house from the late 19th century. It was built by Ramon Galibern Casanovas (Torroella de Montgrí, 1817-1884), after his return from Southern Brazil, where he resided for several years serving as the Spanish Vice-Consul. Ramon Galibern Casanovas was the great-grandfather of Ramon Mascort Amigó, who is the current owner of Casa Galibern and President of the Mascort Foundation. Casa Galibern was opened as the Mascort Foundation main house in 2007, after having been restored and adapted to host the numerous exhibitions and activities that the Foundation organises and offers to visitors. The original content of the house is not preserved, since it was destroyed during the Civil War.

Authors: Florian Rampelt and Mike Bernd, Stifterverband, Germany Recognition and quality assurance of formal and non-formal open education, especially of MOOCs, has been a hot topic in recent years. Although the promise of massively opening up higher education has not yet been fulfilled, open and online learning scenarios play an increasing role in higher education, ever more since the Covid-19 crisis. The AI-Campus, a learning platform on artificial intelligence, is an R&D project funded by the German government. The platform published the first Open Educational Resource (OER) content in July 2020 and plans to develop more than 30 openly licenced courses and other OER content. For its collaboration with more than 20 higher education institutions in Germany and Luxembourg, AI Campus developed quality assurance standards, including formal aspects, pedagogy and OER licensing. This presentation will reflect on the experiences gained from this process and thus contribute to the overall discussion on the co-creation of academic quality assurance standards amongst higher education stakeholders providing OER content on digital learning platforms. ETUCE high-level representatives express their demands on the future of the Bologna Process, calling their ministers attending the Rome Ministerial meeting to: Include sustainable public funding to higher education and research as part of the principle of the public responsibility; - Increase long-term public funding to support higher education and research, rather than favour market-driven strategies that penalise the quality of research and academic teaching; - Guarantee academic freedom as it is the only effective solution to guarantee innovation of research and knowledge transfer; - Limit the deterioration of freedom of research caused by performance assessment and managerialism; - Cease the pressures on academics and researchers resulting, for example, in their assessment entirely based on quantitative evaluation methods; - Enhance the centrality of teachers within the Bologna Process so that they can be better supported and be guaranteed decent working conditions and more reliable career paths; - Respect and implement all the values and principles that governments subscribe in treaties and declarations.

The discussions on innovative and flexible learning, its relevance and focus on students from various target groups have brought a growing attention to the instrument of Recognition of Prior Learning – hereafter RPL – as a means for enhancing the access to higher education, ensure the flexibility of its provision, and reflecting on the changing higher education landscape. Following the many challenges brought by the recent pandemic, RPL could also prove to be a crucial asset in ensuring a more inclusive access to further studies and promoting lifelong learning opportunities. EURASHE, together with the Swedish Council for Higher Education and its partners of the RPLip project, is organising the online event “Recognition of Prior Learning in higher education” in the months of October and November 2020, presenting the outcomes of the project and offering a platform to further develop the discussion around quality assured and consistent processes to recognise non-formal and informal learning throughout Europe. The second webinar “How to validate and recognize prior informal and non-formal learning” took place on Thursday 5 November 2020, 14:30-16:00 CET and provided hands-on strategies to go through the validation process at the institutional level, with concrete examples from higher education institutions.

The skills and attributes of researchers at risk represent significant economic and human capital potential for the countries that host them. However, for such potential to be fully realised on a Europe-wide scale, a diverse set of experienced actors must be well-coordinated in their efforts. Coordinated by Scholars at Risk Europe at Maynooth University in Ireland, the project facilitates transnational cooperation between European and national initiatives and programmes in support of researchers at risk. As part of the project, EUA conducted a mapping to identify the support structures and measures available to researchers at risk, both at European higher education institutions and other host organisations, as well as at the national and European level. On 2 October 2020, European Commissioner for Innovation, Research, Culture, Education and Youth participated in a NEMO Political Internship at the Children’s Science Centre Muzeiko in Sofia, Bulgaria. Commissioner Mariya Gabriel was very pleased with the experience and found the opportunity to have been a privilege and a great reminder of how science is essential in helping children develop key life skills. During the internship, the Commissioner got to experience different kinds of museum work that all contribute to lifelong learning and development. She also got unique insights into museum operations during a pandemic, including the new routines that are in place to ensure a safe museum visit. Each NEMO internship is tailored in accordance with the participant’s field and interest. Considering the Commissioner’s portfolio of Innovation, Research, Culture, Education and Youth, Muzeiko was a natural choice. NEMO Webinar | Maria Vlachou | Dealing with the discomfort of a multicoloured world
2 Nov 2020
NEMO - Network of Eu...
In this NEMO Webinar, you will learn how to face ambiguity and complexity with curiosity and joy. You will also be inspired to take on complex matters and help people make sense of them. In recent years, many (most?) people are looking for simple black or white answers and wish to avoid the discomfort of a multicoloured world. This is because our multicoloured world is full of nuances, becomes complex and cannot always provide simple answers. Our multicoloured world expects us to invest more in getting properly informed and dealing with this complexity. Populists are aware of these “human issues” and base their strategies on few and simple slogans, making things look “easy” and contributing towards an extreme polarisation. In an interview in July 2020, amid intense antiracist protests in the US, the Smithsonian secretary Lonnie G. Bunch III said that we need to help our visitors feel comfortable with nuance and complexity. He later challenged us further: “How do you help your audience embrace ambiguity? Help them be comfortable with debate and not just look for simple answers? Help them deal with complexity and shades of grey?” We propose the vision of the multicoloured world, instead of the shades of grey, wishing to bring a positive note and help ourselves and other people face ambiguity and complexity with curiosity and joy. There is pleasure to be found in discovering that the world is much more colourful and nuanced than we might think; and this is not a threat. Maria Vlachou is a Cultural Management and Communications consultant. Founding member and Executive Director of Acesso Cultura, promoting access – physical, social, intellectual – to cultural participation. Author of the bilingual (pt/en) blog Musing on Culture, where she writes about culture, the arts, museums, cultural management and communication, access. Youth Knowledge Break #7 - Youth research and young people
29 Oct 2020
EU-CoE youth partnership
Youth research is essential for youth policy and youth work to thrive and have an impact. The good cooperation of practitioners, policy-makers and researchers can make young people's lives better - but young people have been part of this process too. Youth research is about young people and for young people, but it can also happen with their involvement. Cooperation of youth research and young people benefits both, opens opportunities and brings positive change to the youth field and to the lives of young people. #Youth Knowledge Break is a series of online conversations with researchers, practitioners, policy-makers and young people, on importance and role of knowledge and research in the youth field, tackling the following questions: ? Should research shape decision-making? ? How is knowledge on youth developed and used for policy development, implementation and evaluation? ? European University ...
In response to the societal changes, learning is expected to become more flexible with students being able to choose the pace, place and mode of learning. Micro-credentials are one way to provide this flexibility. They can be a means to increase the effectiveness of higher education and to provide upskilling and reskilling opportunities for the labour force. This EUA webinar, which is part of the series “Towards the Bologna Process Ministerial Meeting”, discussed micro-credentials from various perspectives. It included the key findings of an EUA study conducted as part of the MICROBOL project, which examines the status of micro-credentials and the applicability and use of Bologna Process tools; the outcomes of the European Commission’s Micro-credentials Consultation Group; and a university perspective on flexible learning and specifically on micro-credentials. In 2019, Travel & Tourism’s direct, indirect and induced impact accounted for US$8.9 trillion contribution to the world’s GDP, or 10.3% of the global total, and 330 million jobs, representing 1 in 10 employed around the world. In January 2020, the United Nations World Tourism Organization (UNWTO) Tourism Barometer recorded that international tourist arrivals worldwide grew 4% in 2019 to reach 1.5 billion visitors in total. Based on current trends at that time, economic prospects and the UNWTO Confidence Index, the organization forecasted a growth of 4% in international tourist arrivals worldwide in 2020. The advent of the COVID-19 pandemic in March 2020 knocked this upward trajectory sideways. There was a massive drop in international travel demand over January-June 2020, which translated into a loss of 440 million international arrivals and approximately US$460 billion in export revenues from international tourism. This is about five times the loss in international tourism receipts recorded in 2009 amid the global economic and financial crisis. By focusing on a destination’s tangible and intangible cultural heritage, stakeholders including governments, destination management organizations, tour operators and associated businesses, and communities can all play key roles and benefit from tourism’s rejuvenation, resiliency and recovery from COVID-19. This webinar will provide an overview of the current and future view of the cultural tourism-supported visitor economy, and the design and implementation of innovative cultural tourism-related digital and funding platforms incorporating the tourism and employment SDG Targets outlined below: SDG Target 5a: Undertake reforms to give women equal rights to economic resources, as well as access to ownership and control over land and other forms of property, financial services, inheritance and natural resources, in accordance with national laws. SDG Target 8.9: By 2030 devise and implement policies to promote sustainable tourism which creates jobs, promotes local culture and products. SDG Target 12b: Develop and implement tools to monitor sustainable development impacts for sustainable tourism which creates jobs, promotes local culture and products. SDG Target 14.7: By 2030 increase the economic benefits to SIDS and LDCs from the sustainable use of marine resources, including through sustainable management of fisheries, aquaculture and tourism.

Unintended consequences–how conducting internal quality reviews online increased student engagement

Author: Stef Black, sparqs (Student Partnership in Quality Scotland) The transition during the Covid-19 crisis to online delivery of learning and teaching presented both challenges and opportunities for students and staff alike. Across Scotland, some institutions made the decision to halt their internal quality reviews while others moved quickly to adapt the reviews for online delivery. Institutions have employed different approaches in engaging students in their online reviews. From initial observations and feedback, moving to an online format seems to have had a positive impact on student diversity and engagement both for the student panel members, and the students who are interviewed as part of the review process. In particular, the panels have received wider and greater feedback from groups of students who had not typically engaged before. This presentation will discuss how institutions should capture, consider and nurture the lessons learnt from the practices that had had a positive impact on quality assurance for future reviews once we return to “normal”. Authors: Mairéad Boland, Laura Flynn, Roisín Morris-Drennan and Orlaith O’Loughlin, Quality and Qualifications Ireland (QQI) On 12 March 2020, to contain the spread of Covid-19 in Ireland, the Irish government instructed higher education institutions to close their doors and cease face-to-face provision. Within a matter of days, higher education institutions adjusted and adapted their teaching, learning and assessment systems. The operation of institutions’ internal quality assurance systems was also impacted by this transition. Despite the amendments to operations, the role of internal quality assurance has remained crucial in maintaining the consistency, validity, and quality of teaching, learning and assessment. QQI, as the sole state agency with responsibility for quality among tertiary providers of education and training in Ireland, has kept its focus on maintaining public confidence in the quality of education by means of a qualitative analysis. This presentation will discuss the findings of this analysis which provided a unique opportunity to reflect on internal quality assurance responses to an unprecedented external crisis and to consider the implications for future practice. Promising change while yearning for stability: QA’s complicated relationship with time
21 Oct 2020
European University ...
Authors: Oliver Vettori, Vienna University of Economics and Business, Austria The relationship between quality assurance and time is very much underexplored. This is surprising as quality assurance organises time in higher education institutions in various ways: With regard to internal quality assurance, reporting cycles set the rhythm for many processes, including the data collection and analysis processes that feed into them. Quality assurance models derived from the plan–do–check–act cycle carry expectations as to when actions need to yield visible results. And the frequency of external quality assurance reviews and follow ups set the beat for how long improvement actions are allowed to take. Taking a chronopolitical perspective, this presentation will examine how time and change are perceived within quality assurance frameworks and will conclude with the hypothesis that the rhythm of change that seems expected of institutions does not resonate within the operational core of quality assurance itself. Authors: Liv Teresa Muth and Patrick Niebergall, ESU QA Student Experts’ Pool; German QA Student Experts’ Pool The higher education landscape has undergone tremendous changes in recent years. Student populations have become more diverse in terms of their backgrounds and how and when they enter higher education. Quality assurance assesses the status quo of quality of higher education offers while at the same time bears the potential to stimulate change and innovation. In this sense, quality assurance can positively impact the implementation of solutions for flexible learning pathways from institutional to program level. One stakeholder group of the external quality assurance expert teams are the student reviewers. This presentation will discuss the findings of a study that investigated the degree of diversity of student expert representatives in external quality assurance expert teams. The findings of the study can support the development of recommendations regarding the recruitment, support and training of student experts and identify structural barriers that hinder underrepresented student groups from participating in external quality assurance and long-term solutions. Author: Jakub Brdulak and Agnieszka Pechcińska, SGH Warsaw School of Economics, Poland The pandemic and, as a result, the lockdown interrupted all programs that have student mobility at their core. The transition to online forms of teaching generates opportunities because the physical locations of students are no longer relevant. Based on these two premises, SGH Warsaw School of Economics and the Athena School of Management in Mumbai have set up a project cooperation program between their students under the name “Virtual Program - Real Results”. The essence of the program is to create project teams consisting of students from both universities and make it possible for teams from two different cultures to cooperate. As part of the implementation, it is important that students complete some projects that require research. The selection of the subject of research is left to the students’ discretion. This project puts special emphasis on students’ responsibility and their personal engagement in assuring the quality of entire process. QA supporting the delivery of social competences – towards a quality culture

European University ...
Authors: Jakub Brdulak, SGH Warsaw School of Economics, Poland and Jakub Grodecki, European Students’ Union (ESU) The Bologna Process indicates that the preparation of students for life as active citizens in a democratic society is one of the main purposes of higher education. Social competencies are multidimensional and, therefore, difficult to include into curricula and learning and teaching process. Higher education institutions and national-level policy makers need assistance in designing, delivering and validating students’ social competences. The DASCHE project aimed to answer this need and this presentation will reflect on one of the conclusions from the research completed during the project: Achievement of social competences is not well recognised or evaluated by quality assurance agencies. Based on this observation, the following recommendation directed to quality assurance agencies was formed: Engaged Quality Assurance Agencies need to promote the importance of social competences and methods of assessment. To implement this recommendation, it is necessary to focus on establishing a quality culture within higher education institutions. Authors: Esther Huertas, Concepción Herruzo and Anna Prades, Catalan University Quality Assurance Agency (AQU Catalunya), Spain During the initial period of the Covid-19 crisis (March-June 2020), AQU Catalunya revamped its external review process from face-to-face to virtual assessment. The agency has already carried out 20 virtual visits and 42 more will take place by the end of the year. Some lessons learnt from this experience are as follows: clear and concise instructions for both reviewers and higher education institutions are needed, as well as trainings for the review panels; the site visit agenda should avoid full-day working sessions; and no recording is allowed, in order to guarantee the confidentiality of the interviews. This experience has given AQU a comprehensive view of the challenges and opportunities for the purpose of enhancing quality assurance procedures, so that they are fit for purpose for this “new normal”. European University ...
Authors: Ahidoba de Franchi Mandscheff, Pierre-Yves Burgi and Mallory Schaud Geley, University of Geneva, Switzerland University of Geneva launched a project with the primary aim to contribute to the institutional accreditation process and gain a better understanding of the quality of the university’s distance learning and teaching. It proceeded by mapping the practices, formalising some underlying aspects into the internal quality assurance system, and formulating recommendations in a report for improving those practices. Finalisation of the report coincided with the Covid-19 crisis. Therefore, it was timely and very useful in supporting decision-making on quality improvements. During the crisis, several things were improved, such as stronger inter-service collaborations, centralisation of available resources, teacher training (at distance), peer learning, and off-campus assessment. The closing of the university premises, auditoriums and classrooms literally brought distance teaching and learning to the forefront, rendering many measures that were to be recommended for future developments effective within a few days. This presentation will focus on which recommendations were tackled by answering the crisis and on which recommendations are now to work on. European University ...
Authors: Rodrigo Lourenço, Helena Gonçalves and Ângela Lemos, Polytechnic Institute of Setúbal, Portugal The unexpected situation resulting from the Covid-19 crisis, experienced worldwide, meant that organisations had to adapt to a new, radically different context. This situation was also evident in higher education institutions where the need to provide an effective response to students became urgent. This situation required higher education institutions to mobilise, in a short period of time, a set of material, technological, and human resources that would allow for a rapid paradigm shift, in order to enable distance learning throughout the training offer. To meet the challenge, the Polytechnic Institute of Setúbal defined the action plan “Teaching and Learning and Material Resources and Services” that articulated the main responsibilities and processes most directly related to the pedagogical component. This presentation will discuss the action plan and particularly how an effective monitoring of the learning and teaching process allows for rapid action mechanisms and how the internal quality assurance system can respond more effectively, with enough flexibility, to students’ needs. Authors: Michaela Martin and Uliana Furiv, UNESCO International Institute for Educational Planning With a view to strengthening equity and lifelong learning, the international “Education 2030 Agenda” and Sustainable Development Goal number four put major emphasis on flexible learning pathways, in the form of entry points and re-entry points at all ages and all educational levels. In response, UNESCO International Institute for Educational Planning launched the international research project “SDG4: Planning for Flexible Learning Pathways in Higher Education” with the aim to produce knowledge and provide evidence-based policy advice to national authorities for higher education. The presentation will focus on the project’s findings, which suggest that, for the most part, countries acknowledge the importance of developing flexible learning pathways in their higher education systems. At the same time, evidence suggests that opportunities offered by distance and online education could be capitalised on further, by ensuring through regulation that it is validated and recognised alongside more traditional forms of learning.
