The Economist
Rich countries are giving more in foreign aid than ever before. But which countries are the most generous? Click here to subscribe to The Economist on YouTube: http://econ.st/2AAzFCG Rich countries are giving away more in aid than at any other time on record. In 2016 more than $140bn was distributed around the world. According to the latest breakdown in 2015 America gave the most money away - nearly $31bn to at least 40 countries and organisations such as the world bank. This included $770m to Pakistan and $250m to Mexico. This may sound generous but the United States has the largest economy in the world. American foreign aid spending in 2015 was only 0.17% of the gross national income. Far less than other rich countries. Sweden and Norway are the biggest givers, donating over 1% of their gross national income to foreign aid. The biggest receivers of aid in 2015 were Afghanistan, India, Vietnam, Ethiopia and Indonesia. Afghanistan received $3.8bn and India $3.1bn. Despite being the second biggest economy in the world, China received $1.5bn in development aid in 2015. This included around $750m from Germany and $67m from Britain. The total amount of foreign aid is at an all time high - up 9% in 2016. This is largely down to the generosity of six countries who meet or exceed the United Nations foreign aid target, donating more than 0.7% of gross national income. Director of the European Network on Statelessness (ENS) Chris Nash, explains why ENS started #LockedinLimbo campaign to protect some of the most vulnerable people from being locked in immigration detention. Stateless people are often deprived of their liberty simply because they don’t have a nationality. And once they are in detention they face being locked up for months and years because no country will accept them. ENS took the campaign to the Council of Europe to call on European states to put in place procedures to identify people without a nationality so that they don’t end up #LockedinLimbo. Loud and United to end violence against women and girls, European Women’s Lobby Conference, 8 June 2017, Brussels. Disrupting the continuum of violence against women and girls in Europe: Women’s organisations called for “revolution, not reform”. On 8 of June 2017, the European Women’s Lobby (EWL) organised an International conference “Loud and United to end violence against women and girls”, followed by a demonstration, gathering more than 350 experts, professionals, decision-makers, women’s rights defenders, and activists from all over Europe in the heart of Brussels. Read the full press release following this link: http://www.womenlobby.org/Women-s-organisations-call-for-revolution-not-reform With these events the EWL marked 20 years of action by the EWL’s Observatory on Violence Against Women and Girls, a unique network that has played a key role in advising the EWL about the reality of violence against women in the European Union (EU) and fuelling EWL’s advocacy messages and demands. Experts of the EWL Observatory on violence against women and girls and activists shared their creative and impactful campaigns and frontline projects to empower them and other women and girls. Survivors of male violence spoke up giving visibility to the reality of violence against women and girls. Globally recognised feminist icon Gloria Steinem joined the EWL in marking the 20 years of relentless action by the EWL experts of the Observatory on Violence against women and girls. Known for her public denouncement of all forms of violence against women and girls, Gloria Steinem gave a very inspiring final keynote speech and she marched on the streets of Brussels to demand real action and real change, together with 350 participants from across the EU and Belgian women’s organisations. This event was a key occasion to praise the contribution of women’s organisations to end violence against women and girls and to have an exchange with key European decision-makers. First VP Timmermans on European cooperation and patriotism

European Commission
First Vice-President of the European Commission, Frans Timmermans speaks out against extreme nationalism and highlights our common values of the EU to commemorate the Europe-Wide Day of Remembrance for the victims of all totalitarian and authoritarian regimes - 23 August. http://europa.eu/rapid/press-release_STATEMENT-17-2722_en.ht Transcript: For centuries, this used to be the European way. In the 20 century, twice, we Europeans tried to commit collective suicide. And this is the result. If fear takes over in society, if hatred of the other becomes the norm, this is where we end up: neighbours lying together in a cemetery who fought each other and killed each other in two world wars. Europe has learned this lesson. This is a mistake we need to avoid. Every time when we are challenged, this is a risk we run. How do we respond to that? With extreme nationalism? No. I strongly believe that the answer to the challenges of today which are manifold such as terrorism based on jihadism, is not to fall for the temptation of fear, is not to fall for the temptation of hatred for the other. Nationalism is like alcoholism: a short period of exaltation followed by a long period of headaches. Nationalism makes us poor, because its Siamese twin - protectionism - will destroy the internal market and disrupt international trade. Nationalism makes us weak, because its eternal seeking of enemies, its disdain of others, its need to feel superior, makes cooperation with other nations to collectively guarantee our freedom and security much more difficult. If nationalism makes us poor, weak and morally insecure, how can it claim to be patriotic? I maintain that nationalists are unpatriotic. A true patriot is proud of his nation, wants it to be strong, peaceful, prosperous and values-based. To achieve that, a true patriot knows he needs unity, he wants openness, he craves cooperation with others, he sees the strength found in compromise, debate and unity. To be a patriot is to be European, to be European is to be a patriot.

Seventeen employees of a Turkish opposition newspaper went on trial today accused of aiding a terrorist organisation. The hearing coincides with an escalating dispute with Germany over the arrest in Turkey of 10 rights activists, including one German, as part of a crackdown since last year's attempted coup against President Tayyip Erdogan. The case is seen by government critics as a further sign that freedom of expression is under attack.

How can #education help to protect and preserve #democracy in Europe? Discover the ten steps that every country can take to reach this goal. This video was screened during the Council of Europe Conference “Learning to Live Together” and it was produced with the support of the Audiovisual Section, Directorate of Communications of the Council of Europe. For more information visit: www.coe.int/edchre http://www.coe.int/en/web/edc/conference #CoE_Charter4All Voice over: Democracy and human rights education in ten steps Democracy and human rights enable us to live in peace and guarantee the dignity of all people. But this can only be achieved if everyone respects the principles and rules of democracy and human rights. Relevant lifelong education from childhood onwards is therefore necessary. A ten-step programme. Step 1. Raise children’s awareness about democratic citizenship and human rights from infant school onwards. Encourage them to put them into practice in their daily lives. Step 2. While respecting the principle of academic freedom, include education in democratic citizenship and human rights in higher education. Involve students, and encourage them to take action for democracy and human rights. Step 3. Promote democracy, transparency and collective decision making in all educational establishments. Encourage and facilitate the participation of students, teachers and parents. Step 4. Provide teachers and people responsible for youth education and leadership schemes with training in how to provide education in democratic citizenship, human rights and equal opportunities and anti-discrimination campaigns. Step 5. Support all initiatives that promote competences for democratic culture. Work with youth organisations, NGOs and the media in order to develop respect, critical thinking, and non-violence in conflict resolution. Step 6. Develop evaluation criteria for education programmes on democratic citizenship and human rights, with joint objectives to improve them and promote what works. Step 7. Develop research on education in democratic citizenship and human rights in order to improve teachers’ knowledge, learn from their experiences and provide them with better educational tools. Step 8. Work with civil society to promote democracy, responsible citizenship, social cohesion, equality and respect for differences (especially between various religious and ethnic groups). Step 9. Cooperate with other countries, exchange and share best practices, draw inspiration from lessons learnt in Europe regarding “living together”, democracy and enhancement of human rights. Step 10. Ensure that everyone has access to education in democratic citizenship and human rights, because every person counts.

During the World Humanitarian Summit in May 2016, the world's major donors and aid organisations signed the Grand Bargain – a deal aiming to improve the way we deliver humanitarian assistance. The Grand Bargain covers topics that reflect long-standing demands in the humanitarian landscape and takes on board challenges expressed by both donors and humanitarian organisations, including: gearing up cash programmes; harmonising reporting to reduce bureaucracy; carrying out better needs assessments; and increasing coordination with local actors. Over the course of the past year, the 52 signatories to the Grand Bargain (including international humanitarian donors such as the European Commission, UN agencies, the Red Cross and Red Crescent Movement, non-governmental organisations, and local partners) have been working together on their shared commitments to deliver protection and assistance to people in need. Humanitarian aid is crucial in the aftermath of an emergency and provides vital relief assistance ranging from water and sanitation to medicine, shelter and food. Development cooperation offers long-term solutions to structural problems affecting developing countries—such as: reducing poverty, ensuring sustainable socio-economic and environmental development, and promoting democracy and good governance. By working closer together, the two approaches can improve the living conditions of the world's most vulnerable, increase their resilience and thus shrink humanitarian needs over the long term. Watch the debate ‘Partnerships in development’. EURACTIV invited Emma Marcegaglia, President of BusinessEurope, Jacqueline Mugo, Secretary General of Business Africa, Pierre Gattaz, President of Medef, the largest employer federation of France, and Klaus Rudischhauser, Deputy Director-General for International Cooperation and Development (DEVCO) in the European Commission, to discuss the role of public-private partnerships in development. Emma Marcegaglia: “In this moment, when part of the world will go back to protectionism, Europe must stay open and play a leadership role in open trade and access to markets. A stronger link between Europe and Africa could be a good solution. Africa is a vibrant continent. The role of the private sector is very important, but also we may need an investment plan from the European Union. The only way to have long-term jobs is by making sure companies invest in Africa, including local companies, with long-term views and with good regulations. We can do it.” Jacqueline Mugo: “We have to look at Africa, as opposed to a continent that gets aid. The oil sector, the energy sector, the ICT sector have great potential to grow jobs on the continent. But Africa remains an agricultural continent. We cannot talk about development in Africa without investing in agriculture, to feed the continent and perhaps stem the migration coming into the EU. Sixty percent of the arable land in the world is in Africa. It has potential to feed the world. We need to change the landscape in a way that adds value to the EU, and adds value to Africa. The private sector is the creator of jobs. It can only create jobs if it is strengthened to perform in an environment that is not over-regulated.” Pierre Gattaz: “The African continent is a tremendous continent. It’s a huge potential, but also huge problems to solve. When I travel to Africa, the people, but also ministers, Presidents tell me France has a role to play, also because 40% of Africans speak French. But more than that, they tell me to create jobs. Jobs for stability and security. This is the most important thing. To do that, European companies need less crazy regulation, less bureaucracy, less taxes. This could also help us avoid another Brexit in the future.” Klaus Rudischhauser: “For many years we have said that reducing poverty in Africa cannot be done only with official development assistance, we must bring the private sector on board. It’s easy said, it’s not as easy done. Our analysis that European companies, especially small companies, don’t easily go to Africa. As development actors, we have the task to facilitate business going in Africa. We can help countries set up one-stop shops for investors, we can help them set up inspectors for job security or factory safety. We can help them set the tax systems right. The new External Investment Plan will provide guarantees for the private sector.”

The convening of the EU-Africa Business Forum (EABF) comes at a challenging time for both Europe and Africa but its theme, ‘Investing in Job Creation’, could not be more current. Job creation, as the EABF has identified, can open doors to greater prosperity and more sustainable development. On a continent where 60% of people are aged under-25, this is a pressing issue. According to the Africa Competitiveness Report 2017, the continent’s labour force is estimated to reach 450 million people between 2015 and 2035, and with this comes a rapidly emerging consumer market.

For the scope of the Sustainable Development Goal 13 “'Take urgent action to combat climate change and its impacts”, the Paris Agreement became the main instrument on the fight against climate change. Approaches such as the Deep Decarbonization Pathways Project show how this could be accomplished. The Paris Agreement also foresees ensuring that finance flows contribute to the path of low greenhouse gas emissions and climate resilient development.

EU Civil Protection ...
This year marks ten years of the Gaza blockade. Action Against Hunger (ACF), an EU Civil Protection and Humanitarian Aid partner, has documented the devastating impact the blockade has had on Gaza’s women. With EU support, ACF has helped 160 women—whose families are dependent upon them for their survival—revive and develop small businesses that were damaged or destroyed during the 2014 Israel-Gaza war. The women are from areas with the highest rates of food insecurity in Gaza. Through training courses, cash aid and the support to develop business plans, the programme has allowed the women to re-launch their lost or damaged businesses, while simultaneously helping them plan ahead for a better life. The European Council has decided to develop an inclusive Permanent Structure Cooperation (#PESCO) in 2017. PESCO should result in better spending by cooperation and member states choosing to work together. The role of the High Representative is to accompany the member states in their choices. The HRVP said the EU spends 50% of what the US spends and has 15% of the outcome. It is hoped that cooperation will allow more efficient use of budgets. While the EU spends a lot less on defence than the United States it is, nevertheless, the second largest spender.
