The Euro-Mediterranean Economists Association (EMEA) organised the session “Rewriting the Narrative: Africa-Europe Dialogue” as part of the Culture Track of Africa-Europe Week, on 17 February 2022. The event allowed talented creatives to share their experiences, obstacles, ideas and vision with a panel of high-level policy-makers, academics and financial actors. The participants of the session issued a statement with recommendations for the heads of States of the European Union (EU) and African Union (AU). To formally recognize culture, creativity and the cultural creative industry as pillars for inclusive, sustainable and resilient economic development post COVID-19 recovery; To set up a regional fund dedicated to cultural creative industry (CCI) in Africa, with guarantees and co-guarantees from the African countries and under the EU’s Multi Annual Financial Framework. The CCI fund will be under a joint EU-AU oversight and will have a joint administration from the African Development Bank (ADB), the European Investment Bank (EIB) and should be open to others to join. The CCI fund will support entrepreneurs in the CCI and will provide capacity building including digital free training and capitalizing on best practices to accelerate the development of the African ecosystem; To multiply and extend the regional initiatives and multi-stakeholders innovation platforms and hubs such as CREACT4MED to ensure there are digital and physical market places and targeted regional events for CCI actors including new talents in Europe and Africa to meet, connect, co-create, collaborate, cooperate, build synergies and prosper. https://euromed-economists.org/statement-rewriting-the-narrative-africa-europe-dialogue-built-on-culture-creativity-and-entrepreneurship/

Afin de faciliter la recherche d’un testament en Europe, les Notaires d’Europe ont mis en place l’Association du Réseau Européen des Registres Testamentaires (ARERT). Fonctionnel depuis 2002, le RERT, par l’interconnexion sécurisée des différents registres nationaux, permet de rechercher au sein de l’Union européenne les dispositions testamentaires d’une personne décédée. Suite à l’adoption du règlement européen n°650/2012 sur les successions internationales, l’ARERT travaille également à la création et à l’interconnexion de registres des certificats successoraux européens (CSE). Aujourd’hui, quinze registres testamentaires et trois de CSE sont interconnectés grâce à l’ARERT. Chaque année, le Réseau enregistre plus de 2 500 interrogations et permet de retrouver plus de 350 testaments dans un registre étranger.

With the Degree of Urbanisation course, we help staff of national statistical offices worldwide defining urban and rural areas, in accordance with the definition recommended by the United Nations Statistical Commission. This definition was developed with datasets produced at the JRC by the Global Human Settlement Layer team. The Peterson Institute for International Economics (PIIE) will host a discussion on the upcoming release of the International Monetary Fund (IMF) Departmental Paper Policy Options for Supporting and Restructuring Firms Hit by the COVID-19 Crisis. COVID-19 has negatively affected firms, particularly small and medium-sized enterprises, worldwide. Unprecedented policy measures have helped avoid a wave of insolvencies, at least temporarily. But risks remain: If untargeted support is prolonged, there is the risk of corporate debt overhang and zombification of firms, and if support is removed abruptly, there is the risk of a wave of insolvencies. A new International Monetary Fund (IMF) Departmental Paper offers lessons from past crises and principles that could guide efforts towards more targeted support to businesses where still needed. It also assesses how prepared countries’ insolvency systems are to handle a large-scale restructuring of the enterprise sector, using a novel index that measures the crisis preparedness of countries’ insolvency frameworks. The event will begin with presentations by two of the report authors, followed by commentary. The event will conclude with a moderated Q&A and discussion with the audience. The Chinese government then promised to let Hong Kong’s Basic Law (its constitution) remain, and that Hong Kong would follow the model of “one country, two systems”. Civil liberties and press freedom were to remain respected, and ultimately Hong Kongers would be allowed to choose their government in a democratic election. However, the reality is very different. Beijing has gradually tightened its grip on Hong Kong. After the new national security law from Beijing, the situation has gotten a lot worse. Protesters have been jailed en masse. Newspapers have been shut down. Hong Kong’s freedom and the rule of law have been destroyed. Online panel discussion from 15th February 2022 with Edward Christie, Velina Tchakarova, Igor Burakovsky and Olga Pindyuk. While relations between Russia and the West have long been difficult, in 2014 they took an abrupt turn for the worse, after Russia illegally annexed Crimea and stirred up separatist insurgencies in Donbas. To defuse the crisis, the West has pursued a two-track approach in its policy towards Russia: negotiations on hard security questions, and economic and diplomatic sanctions. So far, this approach has had little success. Two formal agreements with Russia, Minsk I and II, have failed to halt the conflict in the Donbass region. Sanctions introduced against Russia have had a limited effect, and Western cohesiveness has sometimes been undermined by often fundamental differences of approach and priorities between the US and some EU countries. Meanwhile broader West-Russia relations have further deteriorated as new sources of tension have emerged, such as Russia's military intervention in Syria, alleged Russian interference in EU and US politics. Most recently, the West has alleged that Russia is preparing to invade Ukraine, which would be the most substantial ground war in Europe since the end of World War II. Formulating a coherent set of policies to deter possible invasion and de-escalate the conflict is a difficult task for the US and EU. First, Russia has made itself at least partly ‘sanctions proof’ in the period since 2014 owing to (1) conservative monetary and fiscal policy, which has allowed the build-up of substantial foreign reserves, and (2) very low levels of external debt and a current account surplus, which limit external exposure. Second, the EU is far from united on the question, with parts of the political and business elite in major countries such as Germany very wary about escalation. While the US and UK have sent defensive weaponry to Kyiv, Berlin is declining to do so. German Chancellor Olaf Scholz’s coalition government has sent mixed signals over whether it is prepared to halt the Nord Stream 2 gas pipeline if Russian troops enter Ukraine. The following questions have been covered: Can the EU and US change Russian policy on Ukraine via sanctions? What type of sanctions could be an efficient deterrent in the case of Russia? How badly would the EU be affected by economic and financial sanctions on Russia? What are the main threats to EU energy security and how can the EU reduce its energy dependence on Russia? There is growing consensus that we are rapidly moving towards climate and ecosystem collapse and that urgent action is needed. COP26 saw widespread civil society mobilisations, a resulting pressure triggered heightened ambitions at the negotiating table. Despite some welcome progress on methane, deforestation and the Paris rulebook, commitments in the Glasgow declaration remain insufficient, with warming on track to exceed the 1,5 limit. Greenhouse gas emissions by the military sector continue to be excluded from climate neutrality pledges and military emission did not make it to the COP26 agenda; reporting on military emissions is often incomplete if reported at all, and military expenditure is increasing year on year. The voices of those most affected by the climate crisis continue to be notably excluded from the negotiating table, and COP26 was no exception. Communities that are affected by militarist policies, also come from territories that are living the impacts of the climate crisis. Any credible climate negotiation should amplify the voices of those who, having contributed the least to the climate crisis, are shouldering the costs. This event provided a space to share ways forward to raise momentum, working to ensure adequate, transparent reporting of military emissions at climate summits. Public funds dedicated to the military could be better used when redirected to support climate action: including loss and damage, adaptation and mitigation. We hope to have inspired each other to challenge manifestations of militarism in our daily lives, as well as organise to build momentum and ensure that military emissions make it to the COP27 agenda. The initiative was launched in October 2018 by the European Investment Bank together with the French and German development banks — Agence Française de Développement (AFD) and KfW — with the objective of financing €2 billion in projects that reduce plastic waste by the end of 2023. We achieved more than 80% of this goal at the beginning of 2022, with projects that will benefit more than 20 million people living in Africa, Asia, Latin America and Europe. In October 2020, the founding members of the Clean Oceans Initiative welcomed the Cassa Depositi e Prestiti (CDP), the Italian national promotional institution and financial institution for development cooperation, and the Instituto de Crédito Oficial (ICO), the Spanish promotional bank, as new partners to contribute to the protection of our oceans and seas under this joint initiative. At the One Ocean Summit in February 2022, at which the European Bank for Reconstruction and Development (EBRD) became the sixth member of the Clean Oceans Initiative, the initiative announced it would raise its funding target to €4 billion by the end of 2025. Semiconductor chips are the essential building blocks of digital products we use constantly ranging from smartphones and computers, to appliances in our homes, lifesaving medical equipment, communication, energy, industrial automation etc. Chips are everywhere. In 2020, more than 1 trillion microchips were manufactured around the world, about 130 chips for every person on earth. There is no digital without chips,” said the President of the European Commission Ursula von der Leyen during the State of the Union address in September 2021. The European Chips Act will ensure that the EU strengthens its semiconductors ecosystem, increases its resilience, as well as ensure supply and reduce external dependencies.
