This webinar will assess the role of low emissions coal technologies in a net zero Asian future. Achieving net zero emissions (NZE) will require an increase in the level of variable renewable energy and a reduction in the emissions traditionally associated with fossil fuels. Regional factors influence which measures are most appropriate. In Asia, achieving NZE must be at the lowest cost and balanced with the priority of energy security to support economic and population growth and increasing urbanisation. The harvesting of peat has a long history in Ireland. Generations of families have used peat to heat their homes and stoves. It has always been a part of life and tradition, but in the 20th Century, peat went from domestic use to use at an industrial scale when it was used as an indigenous fuel for electricity generation, providing energy for the entire country. The decarbonisation process in the Midlands is due to a diverse set of factors. Regions whose economies depend on fossil fuels will need to adjust rapidly to a new decarbonised economy, and the Midlands is no exception. The Midlands, through the Midlands Regional Transition Team and the Office of the Just Transition Commissioner, are working hard on several fronts to support those impacted most, and are working together with the Department of Environment, Climate & Communications on finding solutions to these challenges, but they will need support. While not trying to pre-empt or anticipate the conclusions which ACER will reach in its assessment of the existing electricity market design, this Debate will aim at discussing the dimensions of the current market design which might need to be enhanced or supplemented to improve its performance in the context of the energy transition. Background “EU gas and electricity prices have increased rapidly and reached unprecedented levels. Gas prices in early October were 400% more expensive than in April 2021, driven significantly by global supply and demand dynamics. Electricity prices have increased by 200% over the same period, driven mainly by the gas prices”[1]. There seem to be many causes for the sharp increase in world gas prices, but the main ones appear to be a faster economic recovery after the pandemic, boosting a strong growth in demand in many regions, and a tight global LNG market. While being the largest buyer of internationally traded gas (accounting for almost half of the volumes), Europe has little leverage on the global LNG market, where it is often a price taker. Instead, electricity prices in Europe reflect demand and supply conditions in the Continent. These are clearly affected by international fuel prices, but also by other, more local factors, such as weather conditions and renewables-based electricity generation, as well as the market design. A number of EU Member States have taken or are considering taking national uncoordinated actions to mitigate the impact of higher energy prices on consumers. Some of these measures are likely to affect – and possibly distort – cross-border trading. To tackle rising energy prices, while preventing damage to the Internal Energy Market, the European Commission has proposed a “toolbox for action and support”[2], outlining a set of measures which the Commission itself and Member States could adopt to deal with the current high-price situation. Many of these measures are aimed at mitigating the impact of higher energy prices on industry, businesses and households, especially the vulnerable ones. However, and interestingly, the Commission also intends to “task ACER to study the benefits and drawbacks of the existing electricity market design and propose recommendations for assessment by the Commission by April 2022”[3]. At the same time, ACER has already shared some considerations on the current electricity market design, including on the evergreen debate on pay-as-bid vs. pay-as-clear market models: “any future market design needs to be able to (a) remunerate technologies above their marginal costs, sometimes quite significantly so, and (b) incentivise the alleviation or smoothing of volatility in the market. The ‘pay-as-clear’ model allows for both of these elements”[4]. To address climate and equity challenges, utilities will have to transform the way they plan – ensuring that a full range of resources are considered to meet utility customers’ needs. One of the most important opportunities to ensure such outcomes is via integrated resource plans, or IRPs, which regulated utilities submit to their public utility commission (PUC) to demonstrate how they plan to meet consumer needs over longer time scales of 10 to 20 years. PUC processes need public input, but participation has historically been limited because of the technical and legal expertise required. A new guidebook from RAP and the Institute for Market Transformation (IMT) aims to address that barrier. “Participating in Power: How to Read and Respond to Integrated Resource Plans” (https://www.raponline.org/knowledge-center/participating-in-power-how-to-read-and-respond-to-integrated-resource-plans/) is intended as an educational resource for local governments and other entities who are advocating for advancing clean energy and equity priorities via intervention in the IRP process. In an interactive webinar, Jake Duncan and Julia Eagles of IMT and Elaine Prause and John Shenot of RAP talked through the guidebook’s advice for reading, analyzing, and developing comments in response to an IRP. The presenters discussed how stakeholders can gain an understanding of IRP modeling and the process, so that they can effectively engage with PUCs and offer alternative solutions to the traditional, fossil-fuel-based assumptions that the utility may present. Meg Jamison, director of the Southeast Sustainability Directors Network, also joined to answer questions about local-level engagement in IRP processes. David Farnsworth of RAP moderated the session.

SEI Asia, with support from the Swedish Government, launched the Strategic Collaborative Fund, or SCF, programme in 2018 to enhance the current 2030 Agenda efforts in Asia and the Pacific. Our goal is to create long-term partnerships to enhance policy impact and institutional capacity building in Asia under the framework of regional integration and the Sustainable Development Goals. We also support the research policy dialogue to build more effective regional policies that contribute to the SDGs.

While she lauds the ongoing political momentum and commitments from major economies on net zero, she believes that now is the time to see clear and implementable strategy from now to 2030. She deems interconnected global grids like OSOWOG as critical infrastructure piece, which has long gestation period. “Time is really now to have a large integrated grid, that will take deploying and developing renewables on the ground. Regulators and private sector have a huge role to play,” she says. As for clean energy finance, she emphasis the need to divert enough funds to developing nations to make them an equal partner in energy transition and help them move to sustainable forms of energy.

The Council of European Energy Regulators (CEER), in collaboration with the European Federation of Energy Traders (EFET), is organising a unique online course on “European Wholesale Electricity and Gas Market Trading” on 25-26 November 2021. This year's edition will again cover both electricity and gas trading, and will offer special trading simulation sessions. The course seeks to enhance the understanding of NRA staff about how energy trading is conducted and their knowledge of how traders handle their risks and opportunities by means of periodic transactions in the electricity and gas markets. One of the potential benefits of attending this course is that it may help NRA staff to better carry out their monitoring and surveillance of wholesale energy markets at national, regional and European level. Trainers will explain key aspects of trading in the wholesale electricity and gas markets based on their own operational, commercial and professional experience (rather than from an academic point of view). In fact, the company has always sent its waste water to a purifier for treatment. For this reason, Conceria Volpiana has equipped itself with a 635 kW cogeneration plant that produces electricity used in the tannery’s mechanical operations, as well as thermal energy used for washing and drying the hides. The installation of the cogenerator contributed to allowing Conceria Volpiana to obtain the gold medal in the “Leather Working Group”, certification that rewards entrepreneurs committed to environmental protection. Water and energy are highly interdependent (‘water-energy nexus’): energy is needed to abstract, distribute, heat, cool, treat and desalinate water while water is also needed for energy production and cooling systems. Positive energy districts (PEDs) are neighbourhoods that produce more energy than they use. Until today positive energy districts and neighbourhoods (PED/PENs) have been predominantly researched from a technological and energy perspective, often with a focus on electricity and related to new buildings. While the building level is regulated with known possibilities for intervention, this is not the case for the district and neighbourhood level. A broader implementation of the PED concept therefore requires a special focus on legal, institutional and organisational issues by looking closely to the main actors, the cities, to develop effective instruments and structures to support the district level to change. In 'Cities4PEDs', a two-year research project funded by JPI Urban Europe, the cities of Brussels, Vienna and Stockholm, with other local partners, are investigating how to implement the Positive Energy District (PED) concept in cooperation with local actors and which new tools should be developed for this purpose. District development and transformation cases have been examined, throughout a series of interviews. From these, instruments, local neighbourhood dynamics and governance models have been distilled and specific strategies have been developed further together. In light of this first investigation, on 21 October, the project partners opened up the conversation around PED implementation strategies, by bringing to the fore an overview of lessons learned from the interviewed districts, and their recurring challenges and bottlenecks in relation with their different strategies. We then exploree with participants the development of new instruments and components (organisational structure, tools, energy systems and modus of collaboration) to achieve this pivotal ambition. Solar PV is the new oil of the energy system: it will be the first installed capacity in Europe by 2025 (IEA) and will generate at least 60% of our electricity by 2050. The Commission identified solar, with other renewable technologies, as part of the 14 key industrial ecosystems in the new Industrial Strategy and Recovery Package. Redeveloping a solar PV manufacturing capacity is of strategic importance for Europe, taking the opportunity of the EU’s solid industrial ecosystem and reasserted technological leadership on the next generation of cells and modules. This session discusses the regulatory and market drivers needed to unlock further investment in the solar PV value-chain in Europe. By 2030, data centres will represent 3.2% of the EU’s total electricity demand. Limiting the environmental impact of data centres will require ambitious action. It won’t be easy. Data centres are essential infrastructure, right at the intersection between two highly prioritised policy areas: the digital and the energy transition. The nature of the industry, with its range of business models and scales and the complexity of their operations, makes designing policy difficult. Positive energy districts (PEDs) are neighbourhoods that produce more energy than they use. Until today positive energy districts and neighbourhoods (PED/PENs) have been predominantly researched from a technological and energy perspective, often with a focus on electricity and related to new buildings. While the building level is regulated with known possibilities for intervention, this is not the case for the district and neighbourhood level. A broader implementation of the PED concept therefore requires a special focus on legal, institutional and organisational issues by looking closely to the main actors, the cities, to develop effective instruments and structures to support the district level to change. In 'Cities4PEDs', a two-year research project funded by JPI Urban Europe, the cities of Brussels, Vienna and Stockholm, with other local partners, are investigating how to implement the Positive Energy District (PED) concept in cooperation with local actors and which new tools should be developed for this purpose. District development and transformation cases have been examined, throughout a series of interviews. From these, instruments, local neighbourhood dynamics and governance models have been distilled and specific strategies have been developed further together. In light of this first investigation, on 21 October, the project partners opened up the conversation around PED implementation strategies, by bringing to the fore an overview of lessons learned from the interviewed districts, and their recurring challenges and bottlenecks in relation with their different strategies. We then exploree with participants the development of new instruments and components (organisational structure, tools, energy systems and modus of collaboration) to achieve this pivotal ambition. The European Green Deal represents a global first as a regional framework of regulation and legislation to fight the climate crisis and reduce its dependence on fossil fuels, particularly with a goal of net-zero emissions by 2050 and a 50-55% reduction in emissions by 2030, compared to 1990 levels. Rethinking the use of gas is especially important in light of the decarbonisation of the global economy and the Paris Climate Agreement, to which Kazakhstan and Russia acceded in 2016.
