Join Our Fish, ClientEarth, Sciaena, Seas at Risk, The Pew Charitable Trusts and Oceana for a briefing ahead of the December 15-16th AGRIFISH Council meeting, where EU countries are expected to set fishing limits for 2021 for approximately 30 fish stocks, managed exclusively by the EU. As these 30 fish populations are exclusively fished by EU member states, the EU has no one else to blame if it sets quotas above limits advised by scientists. These stocks now make up just 25% of the Northeast Atlantic stocks that the EU accesses, with the rest to be shared with the UK and Norway. In the past, negotiations over shared stocks with Norway have repeatedly led to overfishing, with each party blaming the other. This AGRIFISH meeting provides an opportunity to set an example: will the EU deliver on its legal obligations, and its global leadership and Green Deal aspirations, by setting quotas for these stocks within scientific limits, or will it continue with overfishing-as-usual and thus undermine the ambition of ocean action in upcoming dealmaking with Norway and the UK?

Ireland’s water quality needs to be better protected is the main finding of our ‘Water Quality Indicators Report 2019’ which has been published today. The report, an assessment of Ireland’s surface water and groundwater quality found that just over half of Irish surface waters are in a satisfactory condition. Nutrient concentrations in waters are too high and trends are going in the wrong direction. Over one third of rivers, and a quarter of lakes are failing to meet their environmental quality standards for nutrients. Over one fifth of our groundwater, estuarine and coastal water bodies have high nitrogen concentrations. Nitrate concentrations are now increasing in nearly half of our river and groundwater sites and phosphate levels are increasing in a quarter of river sites. The main threat to water quality is the presence of too much nutrients, such as phosphorus and nitrogen, which come primarily from agriculture and waste water. Concentrations of nitrate are highest in the south and south east of the country where the main source is agriculture. The rivers surveyed in 2019 have shown more improvements than declines overall, which is welcome, however further action is needed to return waters to a satisfactory condition. The key to improving water quality is the full implementation of Ireland’s River Basin Management Plan and targeted action to get the right measure in the right place. ​ The mesopelagic, or twilight zone - the waters of the open ocean at a depth of approximately 150-1,000 metres - hosts significant fish stocks. These fish are unpalatable but proposals are emerging to process them into fishmeal and nutritional supplements. As this vast midwater realm plays a role in the carbon cycle and food webs, the development of new fisheries could have global ramifications. Yet our scientific understanding is limited and the existing governance framework may not be ready to effectively manage mesopelagic fisheries. We have published our latest hazardous waste figures for Ireland. The amount of hazardous waste - which includes ash produced by waste to energy facilities, contaminated soils and chemicals - produced in Ireland continues to increase. Ireland produced 581,000 tonnes of hazardous waste in 2019, an increase of 55,000 tonnes (10 per cent) since 2018. Hazardous waste generation in Ireland has been increasing since 2015, driven mainly by increases in incinerator ash and contaminated soils. While treatment capacity in Ireland has increased for some waste types, such as contaminated soils, Ireland still does not have the range of facilities to deal with all of the hazardous waste generated in the country. Overall 65 per cent of Ireland’s hazardous waste was exported for treatment to other EU member states in 2019. The Netherlands, Norway, Great Britain, Denmark, Germany, Northern Ireland and France together accepted the majority of Ireland’s hazardous waste exports. Infectious health care waste was the eleventh largest category of hazardous waste in 2019 at just over 12,000 tonnes. The effect of the Covid-19 pandemic is likely to result in higher tonnages in 2020. Full 2019 hazardous waste figures document here: bit.ly/2LsRSK1

But, aligning these objectives requires re-envisioning the way development is financed by favouring a complete, comprehensive and systemic integration of the SDGs, instead of classifying existing projects by individual SDGs. Such alignment also requires benchmarking project decisions against their consistency with economy-wide pathways, with an explicit consideration of the long-term impacts of short-term decisions including the risk of lock-ins. A recent study published by the DDPLAC research consortium shows, on the example of six Latin American countries, how deep decarbonization strategies can help inform the direction to take consistent with the achievement of ambitious climate objectives and national development priorities. This provides a proof of concept for a strategic approach that could provide a framework to guide decision of investors, and notably public development banks. On the occasion of the publication of the DDPLAC report and building on a recent IDDRI study reviewing public development banks’ practices, this webinar organised a conversation between representatives of three development banks–regional, bilateral and national–active in three different continents. The discussion facilitated sharing of experience and of lessons learnt regarding the financing of development patterns that align SDGs and climate. It seeked to identify which approaches could be envisaged to strengthen even more this alignment in their practices and what role country-driven long-term low emission development strategies could play for this purpose. ECHA has now concluded its scientific and technical evaluation of the proposal to restrict microplastics that are intentionally added to products like cosmetics, detergents and fertilisers. The Agency’s recommendations will next be considered by the European Commission before the EU member states decide on the restriction. The restriction would prevent the release of 500 000 tonnes of microplastics into the environment over 20 years. This edition of the main event for the circular economy in Europe went fully digital. In the new Circular Economy Action Plan, the Commission commits to scope the development of possible further Union-wide end-of-waste (EoW) and by-product criteria (BP) during 2020-2021. This scoping exercise will help the Commission to make informed decisions on the need to adopt EU-wide EoW and/or BP criteria. Under a circular economy perspective, such harmonised criteria would allow by-products from production processes to be widely recognised in the Union as non-waste and facilitate its use in the economy. It would also allow waste to be recovered and widely recognised in the Union as a safe and high quality secondary raw material at the level to compete with raw materials and free to be shipped over the EU Member States’ borders with minimum administrative burdens. Divestment and Climate Action Earlier this year, Greta Thunberg called on world leaders at Davos to end the ‘madness’ of fossil fuel investments and subsidies. In a letter co-authored with other youth climate activists from across the globe, they demanded that all companies, banks, institutions and governments ‘immediately and completely divest from fossil fuels’, citing the $1.9tn that has been poured into fossil fuels since the 2015 Paris Agreement. The global climate movement has grown exponentially over the past few years, increasingly putting pressure on high profile institutions and companies to take action and change their investment portfolios to exclude fossil fuel companies, with some notable successes. Many universities hold endowments funds comprising millions of pounds, and whether these investments are held in companies that discover, extract and distribute fossil fuels raises difficult moral questions. But is divesting from these companies the best way for large institutional investors like universities to effect change in the energy sector, or is it just needless ‘virtue-signalling’? Is it a problem that universities considering divestment accept large donations from the energy sector? Finally, would it not be more productive to stay invested and capitalised on their position as stakeholders to pressure Big Oil to be more environmentally responsible? In the light of Cambridge University’s recent announcement to fully divest and the tireless campaigns within Oxford and its colleges for divestment, we look forward to discussing the role that universities and colleges can play, as investors, in the transition to a cleaner economy. To provide insight to this debate, we are delighted to be joined by Jonathon Porritt and Dr Ellen Quigley. Jonathon Porritt is a veteran campaigner and eminent writer, broadcaster and commentator on sustainable development. A prominent member of the Green Party in its early days, he served as co-chair and presided over changes that rapidly expanded the party’s membership. He is the Founder-director of the Forum for the Future, one of the UK’s leading sustainable development charities, and was previously the Director of Friends of the Earth from 1984-1990. An alumnus of Magdalen College, where he studied modern languages, Jonathon was installed as the Chancellor of Keele University in February 2012 and is also a Visiting Professor at Loughborough University and UCL. Dr Ellen Quigley is the Advisor to the Chief Financial Officer at the University of Cambridge, on Responsible Investment. A Research Associate in Climate Risk and Sustainable Finance at the Centre for the Study of Existential Risk, she was lead author of a report titled Divestment: Advantages and Disadvantages for the University of Cambridge, published earlier this year. She holds an A.B in english literature from Harvard College, an MSc in Nature, Society and Environmental Policy from the University of Oxford and a PhD in Economics Education from the University of Cambridge. The third informal forum of the CGE will showcase the work undertaken and achievements of the CGE in 2020, and engage with and seek feedback from its key stakeholders, including: • Country experts and policy makers who are key drivers of MRV/transparency efforts nationally; • Bilateral and multilateral agencies providing financial and/or technical support on MRV/transparency; • Other international organizations providing financial and/or technical support on MRV/transparency; and • Other MRV/transparency experts. The forum further aims to provide a platform for relevant stakeholders to informally reflect and exchange views around the country experiences and evolving needs and priorities in the implementation of the MRV arrangements under the Convention and preparation for the transition to the enhanced transparency framework under the Paris Agreement. The feedback gathered from the event will help inform the design of work plan of the CGE in 2021.

Un événement organisé en partenariat avec l’Office français de la biodiversité (OFB) et la Fondation pour la recherche sur la biodiversité (FRB). La pandémie de Covid-19 a mis sur le devant de la scène la question des liens entre érosion de la biodiversité et multiplication des pandémies. À la suite d’un atelier dédié qui s’est tenu dès juillet dernier, la Plateforme intergouvernementale sur la biodiversité et les services écosystémiques (IPBES) a publié un rapport, le 29 octobre, synthétisant les causes et les voies de sortie de cette « ère des pandémies », qui sont toutes liées à la manière dont on interagit avec la biodiversité. La crise sanitaire et socio-économique de la Covid-19 a justement heurté de plein fouet un processus de négociations internationales préparant la 15 e Conférence des Parties (COP 15) de la Convention sur la diversité biologique (CDB) des Nations unies. La COP 15, prévue de longue date pour octobre 2020 à Kunming (Chine) mais reportée à 2021, doit aboutir à un nouveau cadre international visant à freiner l’érosion de la biodiversité mondiale. Ce webinaire a proposé une perspective croisée sur le rapport de l’IPBES sur la biodiversité et les pandémies et le processus de préparation de la COP 15 et du prochain cadre mondial pour la biodiversité. The Philippines is one of the most vulnerable countries to climate change, due to its high exposure to natural hazards, dependence on climate-sensitive natural resources, and vast coastlines. Significant scaling-up of investment in green infrastructure is critical for the Philippines to meet its climate commitments, build resilience to the impacts of climate change and achieve rapid economic development. Against this backdrop, the Climate Bonds Initiative, in partnership with the Securities and Exchange Commission (SEC) Philippines and the Asian Development Bank (ADB) is launching the Green Infrastructure Investment Opportunities (GIIO) Philippines* report. The report aims to highlight green investment opportunities in the Philippines, the existing pipleline of investable projects and to support the country’s transition to a low carbon economy. Green infrastructure and corresponding green finance instruments will be explored along, with sector based investment opportunities. *[Philippines GIIO is the latest in a series from Climate Bonds, commenced in 2018 that has seen green infrastructure investment reports produced on Indonesia, Vietnam & Australia. Dr Fatih Birol, Executive Director of the International Energy Agency (IEA) – Green Recovery and Global Climate Policy Covid-19 has sparked the most severe economic crisis since the Great Depression, and with much of the world now experiencing a second wave and with lockdowns returning, the crisis is far from over. The major stimulus and recovery packages being implemented by governments around the world in response present a pivotal moment for tackling climate change. The colossal investment in these packages could either redirect the global economy on a pathway to limiting warming below 2 degrees through a green recovery, or it could lock us into a fossil-fuel based system for years to come making it almost impossible to meet 2 degrees, beyond which the consequences of climate change become much more severe. Given what is at stake, how can countries realise a green recovery? What policies should be prioritised as most effective in addressing climate change, whilst also facilitating economic recovery? And given the stimulus programmes which have already been implemented, are we on track for a green recovery at all? Finally, what will be the implications of the Covid-19 recovery packages on global climate policy and COP26? To provide insight into these questions we are delighted to be joined by one of the world’s leading energy and climate policy experts Dr Fatih Birol, Executive Director of the International Energy Agency (IEA). Dr Fatih Birol is the Executive Director and head of the International Energy Agency (IEA). The IEA is the world’s highest authority on energy – advising governments and industry on energy policy and solutions for climate change mitigation, energy security and energy affordability. Dr Birol has served as Executive Director of the IEA since 2015 and previously served as the Chief Economist and Director of Global Energy Economics at the IEA in Paris. He is responsible for the IEA’s flagship World Energy Outlook publication, which is recognised as the most authoritative source for strategic analysis of global energy markets. He is founder and chair of the IEA Energy Business Council which provides a forum for cooperation between the energy industry and policymakers. He has also been named by Forbes Magazine among the most influential people on the world’s energy scene. He chairs the World Economic Forum’s (Davos) Energy Advisory Board and serves on the UN Secretary-General’s Advisory Board on ‘Sustainable Energy for All’. He is the recipient of numerous awards, including the Japanese Emperor’s Order of the Rising Sun, the Order of the Polar Star from the King of Sweden and the highest Presidential decorations from Austria, Germany and Italy. Die Karstlandschaften des Balkans sind vor allem durch die Verfilmung von Karl Mays „Winnetou“ bekannt geworden. Eines der weltweit größten Karstfelder liegt in Bosnien-Herzegowina: Das Livanjsko Polje (Polje = Feld) ist ein Ort der biologischen Vielfalt. Röhrichte, Moore und Grasland liegen dicht beieinander. Etwa ein Fünftel des Livanjsko Polje sind mit alten Wäldern aus Erlen, Stieleichen und Eschen bestanden, in denen seltene Greifvögel wie Schrei- und Schlangenadler brüten. Scharen von Wat- und Wasservögeln wie Rohrdommel, Wiesenweihe und Kranich finden in den Seen und Tümpeln des Poljes wertvolle Rast- und Brutplätze. Doch das Naturjuwel ist vor allem durch die Intensivierung der Landwirtschaft und Entwässerungspläne im Zuge eines großen Wasserkraftprojekts bedroht. One of the world's largest karst fields is located in Bosnia-Herzegovina: the Livanjsko Polje (Polje = field) is a hotspot of biodiversity. Reed beds, moors and grassland lie close together. About one fifth of the Livanjsko Polje is covered with old forests of alders, pedunculate oaks and ash trees, in which rare birds of prey such as the lesser spotted eagle and the short-toed eagle breed. Flocks of wading and water birds such as bittern, marsh harrier and crane find valuable resting and breeding places in the lakes and ponds of the Polje. But this natural jewel is threatened above all by the intensification of agriculture and drainage plans as part of a big hydropower project. Together with our Bosnian partners and the local population, we are committed to alternative, nature-compatible perspectives. The Livanjsko Polje has great potential for the production of organic food and nature tourism opens up a wide range of income opportunities - especially for young people, says EuroNatur project manager Sandra Wigger. 21/10/2020 As part of the Green Week partner events, virtual Moot Courts on European Environmental Law were organised by Utrecht University, Lyon Catholic University and Ghent University. All participating teams worked on the same case study which concerned the granting of a permit for the upgrading and expansion of a pig farm located within a Natura 2000 area with a protected habitat type sensitive to nitrogen deposition. The applicant NGO argued that no more pigs should be allowed in the area as long as the critical nitrogen load of the protected habitats in the area are exceeded. During this session, students from the participating Universities and young lawyers from the Brussels Bar will share the results of their sessions with the public. The aim is to identify similarities and differences in court structures, standing and procedural rules and practice. Of particular interest is how the same legal conundrum can result in very different outcomes when debated by different legal teams before different arbitration panels. We will be looking to see how these fictional national courts implement EU law: what arguments were put on the table and what was the conclusion of each trial? The interesting thing is the comparison and how it can filter through to different results for the same case, depending at least in part on the national forum in which it is heard. 22/10/2020 Soil biodiversity is under increasing pressure from erosion, contamination, salinization and sealing. These threats, coupled with unsustainable land management, lead to negative impacts on soil biodiversity, which is essential for carbon and nutrient regulation. The species richness of earthworms, springtails and mites is an indicator of the health of the soil ecosystem. Healthy soils are key to achieve the objectives of the European Green Deal such as climate neutrality, zero pollution, sustainable food systems and a healthy and resilient environment. Ensuring that ecosystems are in a good condition is essential to secure the sustainability of economic activities and human well-being. This session will offer a broad overview of the issues at stake, looking at areas where greater efforts are required to protect and restore these soils we all depend on. Join CDSB, SSE, LSE and JSE stock exchanges to discuss recent and upcoming announcements impacting capital market regulation globally. In July 2020 The United Nations Sustainable Stock Exchanges (SSE) initiative launched a new workstream to support exchanges in providing guidance to issuers on climate disclosure. The goal is to assist stock exchanges in developing best practice reporting guidance for issuers to ensure globally consistent disclosures incorporating the recommendations from the FSB Task Force on Climate-Related Financial Disclosures (TCFD). This project is being conducted under the auspices of Mark Carney, UN Special Envoy for Climate Action and Finance, in collaboration with our Co-Chairs for this Advisory Group, London Stock Exchange Group (LSEG) and Johannesburg Stock Exchange.
