This time, the Stories from the Regions series takes us to the Poloniny National Park in north-eastern Slovakia at the Polish and Ukrainian borders. The area is a part of the Primeval Beech Forests of the Carpathians, which are classified as a UNESCO World Heritage Site. The Poloniny Trail is a backbone project for a long-term vision of developing the region both socio-economically and sustainably, relying on its rich nature and cultural heritage to revitalize the area by bringing in both the former locals as well as curious tourists in search of relaxation, culture, and adventure. In Europe, geothermal energy represents only 2,8 % of renewable energy sources used. But in Tamási, in southwest Hungary, known for its thermal spa, thermal water is also used for district heating, significantly replacing the heating gas demand of the municipally managed public buildings. In addition to the gas savings, the system also contributes to reducing greenhouse gas carbon dioxide released into the air, contributing to the carbon neutrality targets prioritized by the EU. Watch the video with József Ribányi, Member of Tolna Megye County Council, to learn more about how geothermal energy can have direct benefits for local communities, including by contributing to energy independence and safety. A klímaváltozás elleni küzdelem egyre nagyobb lendületet vesz Magyarországon. Szeged városában működik Magyarország legnagyobb geotermikus energiarendszere az EU kohéziós politikájának támogatásának köszönhetően. A cél a gáz mintegy 50 százalékos csökkentése, ami növeli Magyarország energiafüggetlenségét. A szegedi modell más EU-tagállamokban is megismételhető, hogy segítse az EU klímacéljainak elérését. The fight against climate change is gaining momentum in Hungary. The city of Szeged hosts the largest geothermal energy system in Hungary thanks to the support of the EU’s cohesion policy. The aim is to reduce gas by around 50 percent which increases Hungary’s energy independency. The “Szeged model” is replicable in other EU Member States to help reach EU climate goals. Doubling the number of kilometres cycled in Europe by 2030 is an ambitious target, and regions and cities will be right at the forefront of making this a reality. Promoting the use of bikes needs investment in better cycling infrastructure but also more incentives for citizens to use their bikes for safe, accessible and sustainable travel that is good for their health and for the environment. Getting this right could help create millions of jobs in everything from manufacturing and tourism to the retail, health and sports sector. More than €66 million in Cohesion Policy funds have facilitated the development of the world's inaugural bioclimatic airport terminal at Roland Garros Airport in La Réunion, France, inaugurated today. This landmark project, supported by the European Regional Development Fund (ERDF) for the 2014-2020 period, bolsters local economic growth, enhances connectivity to this EU outermost region, and advances infrastructure decarbonization. Commissioner Elisa Ferreira commends the innovation and energy efficiency of the project, underscoring Cohesion Policy's role in fostering economic growth while meeting climate objectives. The terminal utilizes wind cooling, innovative engineering, and photovoltaic panels for electricity, complying with EU security regulations and supporting 18,600 jobs, contributing significantly to the island's GDP. Cohesion Policy financing for airports in outermost regions like La Réunion remains pivotal for enhancing connectivity and infrastructure development in the forthcoming 2021-2027 programs. The second advanced Module of the Community Energy Academy was hosted at Community Conversations, the flagship program of the Sustainable and Just Cities Platform! What role can ecovillages play in fostering energy citizenship and speeding up the energy transition? How does (or could) the collaboration between ecovillages and local governments work? How does this affect their work? The collaboration with local governments plays a crucial role in fostering and broadening the impact of community-led initiatives. It also enhances and strengthens a sense of community and local ownership, supporting the development of tailored solutions and, more generally, is key to building trust in local authorities. The goals of this session were to: i) provide an understanding of the importance of the collaboration between community-led initiatives and local governments, ii) explore how this collaboration can foster the achievement of sustainability goals and, iii) investigate how this can contribute to the emergence and mainstreaming of energy citizenship.

The 3rd Plenary Meeting of the European Community of Practice on Partnership occurred on February 8, 2024. Partnership is a fundamental principle of EU’s shared management funds at all levels of their implementation. It helps to bring the EU closer to citizens by involving local and regional authorities, civil society, environmental and social partners, as well as non-governmental organizations in the design and implementation of investment projects. We need strong partnerships to ensure our investments are more inclusive, more transparent, and that truly meet people’s needs and interests. The European Community of Practice on Partnership (ECoPP) was established to facilitate the exchange of good practices on applying the partnership principle and to further improve the quality of partnership in the implementation of the EU funds. It brings together more than 150 organizations and authorities from across all the EU. The ECoPP has played a key role in proposing practical solutions to effectively engage stakeholders in the design, implementation, and evaluation of programs and projects. She has a background as a sociologist and researches and teaches about the impact of technology on entrepreneurship.  In this episode In our daily lives, our behaviors are guided by norms as well as by ethics, through sets of principles that define what is acceptable or unacceptable, besides the purely legal perspective. Deviating from these codes implies consequences. But what about the digital world? Individuals and companies may not necessarily set out to engage in deliberate unethical behaviors or outcomes. Rather, we observe that, when it comes to ethics, processes in the digital world may contribute to unethical behaviors. Does tech reproduce or even exacerbate discrimination and inequality? How can digital ethics help shaping the online world, giving guidance about what actions are the right thing do to? This is what we want to explore with our guest Andreea Gorbatai, associate professor at Vlerick Business School, teacher and researcher about the impact of technology on entrepreneurship.

She is the Principal Investigator of the EDMO BELUX project, an EU-funded hub to counter disinformation in Belgium and Luxembourg.   In this episode A sound democracy needs informed citizens. A sound democracy can only function well if citizens can obtain proper information on public matters, if they can understand them and of course, if they can deliberate about them, if social media provide citizens with new opportunities to access information, enable them to express their opinions and to participate in democratic processes. But we know it, social media can also undermine democracy by distorting information, promoting false stories and facilitating political manipulation. So are social media a blessing or a curse for democracy, this is what we want to explore with our guest Trisha Meyer, director of the Research Centre for Digitalisation, Democracy and Innovation at the Brussels School of Governance of the Vrije Universiteit Brussel.

It is one of the major concerns of democratic countries. Behind false news or fake news, strategies are often articulated to manipulate public opinion and erode the stability of states and their institutions. Hoaxes and disinformation have long been a global threat to freedom and democracy but the development and widespread use of digital media allow for it to spread even more quickly, making disinformation a more pressing problem. What are the key communication tools in the fight against disinformation and the approaches we can take? Her main research interests include different aspects of the interaction between new media and citizens’ civic and political participation.  In this episode From schooling and education to health and well-being to administration and political engagement, digital technology is increasingly intertwined with everyday life. It has transformed the ways in which we interact, relate to others, and access information. It now also offers new means for citizens to contribute to shaping political debate and drive real world change. Petition platforms, e-voting and other online tools expand opportunities to directly participate in civil society action and in democratic processes more broadly. But do these tools really have the potential to reinvigorate a more ‘citizen-powered’ democracy? Can people have a more direct influence on democratic processes? And what would be a strategy for engaging youth in local policymaking? This is what we want to explore with our guest Cato Waeterloos, postdoctoral researcher on interaction between new media and citizens’ civic and political participation at KU Leuven and UGent.

How can regions and cities drive progress on the SDGs in an environment of increasing cost-of-living, high energy prices and precarious food security? We are delighted to launch the OECD-SDSN policy paper on localising the SDGs in a changing landscape, drawing on the results of a global survey jointly conducted by the OECD, the SDSN and the CoR. Join us to find out more! The Covid-19 pandemic, persistent inflation, soaring energy prices and a projected slowdown in GDP growth have placed roadblocks on the path to achieving the SDGs. Progress is falling short on almost 50% of the SDG targets, and 37% of SDG targets are either stagnating or regressing, including on key targets such as those related to poverty alleviation, hunger eradication and climate action. As part of the OECD Programme A Territorial Approach to the SDGs, this webinar will take stock of major strides that cities and regions have achieved to localise the SDGs. Delving into key policy areas affected by recent crises, the discussion will explore how the SDGs can serve as a powerful tool to counteract the adverse impacts on the cost-of-living, energy affordability and food security. To underline the needs of the border regions and their citizens, the European Committee of the Regions (CoR) has just launched the European Cross-Border Platform (ECBP), the successor of the European Grouping of Territorial Cooperation (EGTC) Platform, which aims to gather all actors in cross-border cooperation from border cities and regions to EGTCs and Euroregions. The newly established Platform aims to create a new place for cross-border stakeholders to meet and discuss border communities' unique circumstances and needs, allowing them to engage with the EU institutions through the European Committee of the Regions. The CoR continues its work with the EGTCs as it has and will continue to support the existing EGTCs and those in creation. EGTC meetings will continue to be organised yearly, with the next one on 20 September in Luxembourg. The work on EGTCs will be an integral part of the work of the new Platform, and consequently, all the EGTCs are invited to participate in it. There is no need for EGTCs to subscribe to the new platform. Follow us on: https://cor.europa.eu/en/our-work/Pages/egtc.aspx https://dyn.cor.europa.eu/ECBP/

The European Union Solidarity Fund (EUSF) supports EU Member States and accession countries by offering financial support after severe natural disasters and, since 2020, major health emergencies. The EUSF was set up to respond to major natural disasters and express European solidarity to disaster-stricken regions within Europe. The Fund was created as a reaction to the severe floods in Central Europe in the summer of 2002. Since then, it has become one of the main EU instruments for post-disaster recovery and an expression of EU solidarity. This video highlights the achievements of the Fund and provides information about the types of operations the assistance can support. The Local Democracy Agency Zavidovići is the laureate of the Mayor Pawel Adamowicz Award 2023, for its assistance to thousands of refugees and in recognition of its contribution to the promotion of local democracy, non-discrimination, non-violent discourse and integration. The association, which was created during the war in Bosnia and Herzegovina, is an example of how the determination to defend human rights must involve civil society, local and international authorities and all citizens. It was founded to honour and build on the legacy of 3 pacifists from Brescia who were kidnapped and killed in 1993, while bringing humanitarian aid to Zavidovići, in Bosnia and Herzegovina. Through its efforts to promote the acceptance and inclusion of the Other, whoever they are and from whatever country they come from, the ADL invests in the development of a resilient, welcoming and inclusive community. The award was created in honour of Mayor Paweł Adamowicz of Gdańsk, who was murdered in January 2019 while fulfilling his public duties. The award was jointly set by the city of Gdańsk, of which Mr Adamowicz was mayor for 20 years, by the International Cities of Refuge Network (ICORN) and by the European Committee of the Regions, of which he was a member. The award promotes the legacy of Mayor Adamowicz in defending democracy from the local level, and it serves as a tribute to and recognition for all those who act with courage and integrity against intolerance, radicalisation, hate speech, oppression and xenophobia. The Mayor Paweł Adamowicz Award Ceremony will take place on 19 March in Mons, in Belgium, at the 10th European Summit of Regions and Cities.

28 Feb 2024

The river Minho is a natural border between the north of Portugal and the region of Galicia in Spain. The river’s cross-border territory, which is comprised of natural spaces with a rich biodiversity and environment, is jointly managed by the two countries. However, it has been difficult to achieve smooth cross-border cooperation in this region in terms of management of these areas. National differences in the administration of these areas and a lack of coordination prevent the managing authorities from fully protecting and promoting these shared natural spaces. The Øresund agreement regulates taxation matters regarding work commutes between Denmark and Sweden since 2003. Yet, new crucial aspects of cross-border commuters are not included in the legislation. Rules regarding pension systems, taxation and reporting obligations are also not harmonised, which creates unnecessary administrative costs and increases the risk of double taxation for cross-border workers. As a result, companies are discouraged to seek for skilled workers from the cross-border region. The German social security system provides wage replacement benefits which also apply to parents while they care for their sick children. In border regions, however, children’s sick pay is hardly ever made use of, particularly for those living in the Netherlands but working in Germany. In this case, different national requirements for proof of illness and a lack of knowledge of this benefit prevent cross-border workers from applying for such benefits. Cross-border cooperation is essential in the area of disaster management, especially in Alpine regions, and often requires a rapid and targeted response. However, emergency services operating in the cross-border region of Italy and Austria are confronted with different national regulations which lead to various legal and operational uncertainties. As a consequence, cross-border cooperation is carried out informally and is not always as efficient. The free movement of workers grants EU citizens the right to live and work in different member states. However, this right is not granted equally to third-country nationals, which is particularly reflected in the Øresundregion, where there is a high level of worker mobility. In Denmark, there is a high demand for skilled workers, but for third-country nationals residing in Sweden it is extremely complicated to obtain a Danish work permit, even if they have a long-term residence permit in Sweden. The construction sector and wood materials have been an essential part of life in both Norway and Sweden, as wood construction is a long-standing tradition in these Nordic countries. However, there are several obstacles that are hampering coordination in the wood construction sector between these two neighbouring countries. Differences in regulations and requirements for construction products and a lack of access to information make trade and business opportunities more difficult across the border and hinder regional integration. Dijon, along with the Finnish city of Turku, was selected as a pilot for the European RESPONSE programme, which brings together 53 private and public partners from 13 countries. With its own budget of €23 million, including €7.4 million in Dijon, it forms a part of the €80 billion pan-European programme ‘Horizon 2020: Smart Cities & Communities’. The Positive Energy District of Fontaine D'Ouche in Dijon is an example of best practice in terms of energy savings with unprecedented thermal renovation through installation of solar panels and improvement of the district heating networks. While most of the Positive Energy Districts are implemented in new or recent neighbourhoods, where the population is rather well off and already aware of climate change, a project in Dijon, part of the H2020RESPONSE project, implements a Positive Energy District in a deprived area with social housing. The Positive Energy District of Fontaine D'Ouche is the biggest operation of self-consumption in France. The project is a collective, shared experience where everyone can contribute and inhabitants take ownership of the project. They use renewable, locally produced energy and their behaviour in energy use has a direct impact at the level of the neighbourhood, thus participating in the energy transition. The Response project in Dijon - the Positive Energy District of Fontaine D'Ouche – is fully in line with Dijon vision for energy transition and climate neutrality: Dijon Metropolis (DM) is highly committed to achieve the necessary energy transition and become carbon neutral by 2050.

Climate change will inevitably transform the way the world produces goods. Farmers who produce wine already feel those effects: droughts, water scarcity, heatwaves and extreme temperatures, affect the grapes and therefore the wine. Cohesion policy helps them adapting to climate change. VITISAD is an EU-funded project, involving five partners in Spain and France, on both sides of the Pyrenees. Together, they research and develop agronomic practices and share them with wine growers, in order to adapt wine production to climate change. #cohesionpolicy #climatechange #climatesolutions Follow us on: Cohesion, Our Fundamental Value (europa.eu) https://cor.europa.eu/en/engage/Pages/cohesion.aspx

The Ukrainian city of Lviv has turned into a humanitarian hub, in which people fleeing the war are finding refuge. Lviv now hosts more than 150,000 internally displaced people and has treated over 50,000 casualties. The unbroken centre was created to provide emergency & long-term care for people suffering life-changing injuries. It includes physical & psychological support, reconstructive surgery, orthopaedics & robotic prosthetics, and a full rehabilitation eco-system. The European Union supports the project with €19,6 million for the construction of social housing for the patients. Lviv can also count on partnerships at local level with the cities of Gdańsk, Warsaw, Vilnius, and Freiburg. EU cities & regions commit to long-term support to Ukrainian local & regional authorities. Peer-to-peer cooperation is crucial to help them continue reconstruction and develop lasting recovery. #WeStandWithUkraine
