The 3rd Plenary Meeting of the European Community of Practice on Partnership occurred on February 8, 2024. Partnership is a fundamental principle of EU’s shared management funds at all levels of their implementation. It helps to bring the EU closer to citizens by involving local and regional authorities, civil society, environmental and social partners, as well as non-governmental organizations in the design and implementation of investment projects. We need strong partnerships to ensure our investments are more inclusive, more transparent, and that truly meet people’s needs and interests. The European Community of Practice on Partnership (ECoPP) was established to facilitate the exchange of good practices on applying the partnership principle and to further improve the quality of partnership in the implementation of the EU funds. It brings together more than 150 organizations and authorities from across all the EU. The ECoPP has played a key role in proposing practical solutions to effectively engage stakeholders in the design, implementation, and evaluation of programs and projects. How can regions and cities drive progress on the SDGs in an environment of increasing cost-of-living, high energy prices and precarious food security? We are delighted to launch the OECD-SDSN policy paper on localising the SDGs in a changing landscape, drawing on the results of a global survey jointly conducted by the OECD, the SDSN and the CoR. Join us to find out more! The Covid-19 pandemic, persistent inflation, soaring energy prices and a projected slowdown in GDP growth have placed roadblocks on the path to achieving the SDGs. Progress is falling short on almost 50% of the SDG targets, and 37% of SDG targets are either stagnating or regressing, including on key targets such as those related to poverty alleviation, hunger eradication and climate action. As part of the OECD Programme A Territorial Approach to the SDGs, this webinar will take stock of major strides that cities and regions have achieved to localise the SDGs. Delving into key policy areas affected by recent crises, the discussion will explore how the SDGs can serve as a powerful tool to counteract the adverse impacts on the cost-of-living, energy affordability and food security. To underline the needs of the border regions and their citizens, the European Committee of the Regions (CoR) has just launched the European Cross-Border Platform (ECBP), the successor of the European Grouping of Territorial Cooperation (EGTC) Platform, which aims to gather all actors in cross-border cooperation from border cities and regions to EGTCs and Euroregions. The newly established Platform aims to create a new place for cross-border stakeholders to meet and discuss border communities' unique circumstances and needs, allowing them to engage with the EU institutions through the European Committee of the Regions. The CoR continues its work with the EGTCs as it has and will continue to support the existing EGTCs and those in creation. EGTC meetings will continue to be organised yearly, with the next one on 20 September in Luxembourg. The work on EGTCs will be an integral part of the work of the new Platform, and consequently, all the EGTCs are invited to participate in it. The European Union Solidarity Fund (EUSF) supports EU Member States and accession countries by offering financial support after severe natural disasters and, since 2020, major health emergencies. The EUSF was set up to respond to major natural disasters and express European solidarity to disaster-stricken regions within Europe. The Fund was created as a reaction to the severe floods in Central Europe in the summer of 2002. Since then, it has become one of the main EU instruments for post-disaster recovery and an expression of EU solidarity. The Local Democracy Agency Zavidovići is the laureate of the Mayor Pawel Adamowicz Award 2023, for its assistance to thousand​​​s of refugees and in recognition of its contribution to the promotion of local democracy, non-discrimination, non-violent discourse and integration. The association, which was created during the war in Bosnia and Herzegovina, is an example of how the determination to defend human rights must involve civil society, local and international authorities and all citizens. It was founded to honour and build on the legacy of 3 pacifists from Brescia who were kidnapped and killed in 1993, while bringing humanitarian aid to Zavidovići, in Bosnia and Herzegovina. Through its efforts to promote the acceptance and inclusion of the Other, whoever they are and from whatever country they come from, the ADL invests in the development of a resilient, welcoming and inclusive community. The award was created in honour of Mayor Paweł Adamowicz of Gdańsk, who was murdered in January 2019 while fulfilling his public duties. The award was jointly set by the city of Gdańsk, of which Mr Adamowicz was mayor for 20 years, by the International Cities of Refuge Network (ICORN) and by the European Committee of the Regions, of which he was a member. The award promotes the legacy of Mayor Adamowicz in defending democracy from the local level, and it serves as a tribute to and recognition for all those who act with courage and integrity against intolerance, radicalisation, hate speech, oppression and xenophobia. The Mayor Paweł Adamowicz Award Ceremony will take place on 19 March in Mons, in Belgium, at the 10th European Summit of Regions and Cities.

Na semináři o finančních nástrojích, který se konal dne 22. února 2024 v Praze, se sešli kolegové z řídících orgánů českých a slovenských programů, odborníci z finančních institucí a poradenských společností, ale také zástupci regionů. Registrazione dell'evento Scegliere il Servizio Civile Universale: un dialogo sulle opportunità di impiego dei giovani in Italia, tenutosi il 6 febbraio 2024, a Trento & online. Il Servizio Civile Universale (SCU) ha un potenziale immenso per l'economia e la società italiana. L'approccio volontario per i giovani trasforma l'idea convenzionale di un servizio obbligatorio, in Italia in vigore dagli anni '60 al 2005, in una piattaforma reciprocamente vantaggiosa per la crescita personale e il progresso della comunità. Si tratta di un approccio inclusivo che incoraggia tutti i cittadini idonei a contribuire attivamente allo sviluppo dell’Italia. Per quanto riguarda i giovani, è dimostrato che il loro coinvolgimento in vari settori come la sanità, l'istruzione, le infrastrutture e le iniziative ambientali, non solo rafforza le comunità di provenienza, ma fornisce anche competenze ed esperienze preziose. È stato anche dimostrato che questa esposizione, unita alle opportunità di formazione e sviluppo, aumenta la prospettiva di occupazione al termine del servizio. Inoltre, colmando le lacune critiche nei servizi pubblici, il servizio civile universale promuove la stabilità e la crescita economica. L'evento è organizzato nell'ambito del progetto sostenuto dalla Commissione Europea e il suo Technical Support Instrument (TSI) rivolto al Supporto alla progettazione e all'attuazione del progetto di servizio civile universale PNRR, per sbloccare le opportunità di impiego dei giovani. Il progetto mira ad ampliare la visione del SCU perseguendo obiettivi sia di volontariato che di occupabilità. I rapporti sviluppati dall'OCSE esaminano la legislazione esistente e identificano le procedure, i processi e gli ostacoli amministrativi per tutte le parti interessate, proponendo riforme e soluzioni per rendere il SCU più efficace ed efficiente. The river Minho is a natural border between the north of Portugal and the region of Galicia in Spain. The river’s cross-border territory, which is comprised of natural spaces with a rich biodiversity and environment, is jointly managed by the two countries. However, it has been difficult to achieve smooth cross-border cooperation in this region in terms of management of these areas. The Øresund agreement regulates taxation matters regarding work commutes between Denmark and Sweden since 2003. Yet, new crucial aspects of cross-border commuters are not included in the legislation. Rules regarding pension systems, taxation and reporting obligations are also not harmonised, which creates unnecessary administrative costs and increases the risk of double taxation for cross-border workers. In this episode of the Stories from the Regions series, we take an electric train from the northern municipality of Sa Pobla to the station of s’Enllaç, located in the middle of the island of Mallorca. The electrification of this line, carried out with the support of EU funding, completes the electrification of the whole railway network. This project has reduced 600 tonnes of yearly CO2 emissions, and it has brought many benefits to the local passengers, including more comfort and reliability. In this video we introduce you Pedro and Álvaro, who are an example of the many citizens that benefited from the electrification. We also talk to Pau and Apolonia, technical engineers who worked on the project and who give us more details on what it entailed. Potential for energy poverty alleviation through an inclusive and democratic European Green Deal 2.0 Phasing out fossil fuels to achieve climate neutrality by 2050 offers a unique opportunity to transform our energy systems for a more socially fair and democratic EU. Diverse forms of citizen involvement and engagement in energy projects are already surging across the EU, including many energy poverty alleviation activities within communities. The upcoming European elections are a good opportunity to highlight innovative solutions that could help mainstream social inclusion in the energy transition in a more coherent and comprehensive way. This hybrid event, co-organised by ICLEI Europe and the Jacques Delors Institute, gathered input from the Sun4All and EnergyPROSPECTS projects, as well as from a variety of stakeholders, to set the scene for an inclusive and democratic European Green Deal 2.0.

The session discussed how cross-border disaster, risk, and crisis management can build resilience within the EU, delving into the DG REGIO’s latest report, ‘Strengthening the Resilience of EU Border Regions: Mapping Risks and Crisis Management Tools and Identifying Gaps.’ This pivotal report, scheduled for publication in March 2024, provides a comprehensive inventory of potential risks along EU borders and identifies existing tools for their prevention and management. As such, this debate provided updated information on the main tools and good practices for cross-border cooperation in managing both natural and human disasters. This testimonial video provide insights on the challenges and the importance of cooperation across borders in addressing natural disasters such as floods, by highlighting a project of great significance in the Greek - Bulgarian cross-border area. Border regions between Greece and Bulgaria are historically vulnerable to floods due to the two transboundary river basins of Struma/Strymon and Evros/Maritsa. The video discusses the importance of bilateral cooperation in increasing the resilience of border regions. It marks out Flood Protection, one of the largest Interreg V-A Greece Bulgaria 2014-2020 strategic projects aiming to improve resilience of the cross-border area in times of crisis. The project brought together authorities from both sides of the border to provide tangible outputs such as large-scale infrastructure upgrades and increased disaster handling capacity. Dijon, along with the Finnish city of Turku, was selected as a pilot for the European RESPONSE programme, which brings together 53 private and public partners from 13 countries. With its own budget of €23 million, including €7.4 million in Dijon, it forms a part of the €80 billion pan-European programme ‘Horizon 2020: Smart Cities & Communities’. The Positive Energy District of Fontaine D'Ouche in Dijon is an example of best practice in terms of energy savings with unprecedented thermal renovation through installation of solar panels and improvement of the district heating networks. While most of the Positive Energy Districts are implemented in new or recent neighbourhoods, where the population is rather well off and already aware of climate change, a project in Dijon, part of the H2020RESPONSE project, implements a Positive Energy District in a deprived area with social housing. The Positive Energy District of Fontaine D'Ouche is the biggest operation of self-consumption in France. The project is a collective, shared experience where everyone can contribute and inhabitants take ownership of the project. They use renewable, locally produced energy and their behaviour in energy use has a direct impact at the level of the neighbourhood, thus participating in the energy transition. The Response project in Dijon - the Positive Energy District of Fontaine D'Ouche – is fully in line with Dijon vision for energy transition and climate neutrality: Dijon Metropolis (DM) is highly committed to achieve the necessary energy transition and become carbon neutral by 2050.

The IDMAR is Europe's largest underwater telescope, supported by the EU’s Cohesion policy with about €19 million with the aim to upgrade the sea research infrastructures in Sicily. Its spherical underwater nodes are able to look and listen out for what's happening in the Mediterranean, transmitting valuable information in real time. IDMAR can not only shine a light on underwater marine life, but it can also help researchers to photograph and map seismic zones and discover the origin of cosmic rays. Climate change will inevitably transform the way the world produces goods. Farmers who produce wine already feel those effects: droughts, water scarcity, heatwaves and extreme temperatures, affect the grapes and therefore the wine. Cohesion policy helps them adapting to climate change. VITISAD is an EU-funded project, involving five partners in Spain and France, on both sides of the Pyrenees. The Ukrainian city of Lviv has turned into a humanitarian hub, in which people fleeing the war are finding refuge. Lviv now hosts more than 150,000 internally displaced people and has treated over 50,000 casualties. The unbroken centre was created to provide emergency & long-term care for people suffering life-changing injuries. It includes physical & psychological support, reconstructive surgery, orthopaedics & robotic prosthetics, and a full rehabilitation eco-system. The European Union supports the project with €19,6 million for the construction of social housing for the patients. Lviv can also count on partnerships at local level with the cities of Gdańsk, Warsaw, Vilnius, and Freiburg. EU cities & regions commit to long-term support to Ukrainian local & regional authorities. Peer-to-peer cooperation is crucial to help them continue reconstruction and develop lasting recovery. #WeStandWithUkraine

The Ukrainian city of Lviv has turned into a humanitarian hub, in which people fleeing the war are finding refuge. Lviv now hosts more than 150,000 internally displaced people and has treated over 50,000 casualties. The unbroken centre was created to provide emergency & long-term care for people suffering life-changing injuries. It includes physical & psychological support, reconstructive surgery, orthopaedics & robotic prosthetics, and a full rehabilitation eco-system. The European Union supports the project with €19,6 million for the construction of social housing for the patients. Lviv can also count on partnerships at local level with the cities of Gdańsk, Warsaw, Vilnius, and Freiburg. EU cities & regions commit to long-term support to Ukrainian local & regional authorities. Peer-to-peer cooperation is crucial to help them continue reconstruction and develop lasting recovery. #WeStandWithUkraine

The sixth live training session of Community Energy Academy, titled Power to the People: Empowering Energy Citizens took place on 14 December on Zoom. There are many factors that influence people's willingness and opportunity to actively engage in energy transition and initiatives. In addition to the structural financial and legal barriers to energy citizenship, several demographic, social, and psychological aspects play a key role in empowering people to act and exercise their rights and responsibilities as energy citizens. The goals from this session were i) to explore the concept of empowerment in energy transition, ii) to provide an understanding and discuss motivating factors fostering the emergence and mainstreaming of energy citizenship and community energy initiatives, and iii) to present tools and initiatives supporting empowerment in energy transition. 🌿 On 11 December 2023 the inaugural ALDA TALK on GREEN RECOVERY FOR UKRAINE took place, with the support of U-LEAD with Europe. The webinar served to discover the work of ALDA in Ukraine, with a focus on the U-LEAD with Europe project, emphasising its crucial role in promoting green reconstruction efforts. Open to ALDA members and the wider public, this session aimed to foster discussions on how local authorities and NGOs can actively contribute to Ukraine's green recovery. The event was organised within the framework of the project Local Democracy Agencies : Instrument for Cooperation, Community Cohesion, and Development in Ukraine that ALDA implements with the support of U-LEAD with Europe programme. It foresaw the participation of several keynote speakers among which Krzysztof Gierulski, DG NEAR, Ukraine Service who presented the perspective of the Ukraine Facility of DG NEAR and its approach to sustainability principles. Valeriya Izhyk from CEE Bankwatch Network, who discussed how the EU-based NGOs can support a Green Recovery for Ukraine. While Liubov Ropalo, a regional Advisor at 'Ukraine Early Recovery' project, shared how small- and medium-size Ukrainian communities develop the recovery plans. Watch the recording here! 🌏💙💛
