With recent technological breakthroughs and increased private investments the fusion industry is gaining momentum. Europe has always been at the forefront in fusion research and technology. To develop an EU path towards fusion commercialisation and build industrial capability, it is vital for the EU to capitalise on the experience gained from the Joint European Torus (JET) and other fusion activities to date, including the EUROfusion - Realising Fusion Energy, ITER - the way to new energy and BROADER APPROACH programmes. It is important to reflect on funding and regulatory needs and to discuss cooperation mechanisms between the governments, laboratories and industry. As a part of an ongoing process together with the Directorate-General for Research and Development towards creating an agile policy framework for fusion research and innovation, the Directorate-General for Energy invites the key fusion stakeholders to Strasbourg to discuss the current state of fusion in the EU and how to foster acceleration in fusion development. This discussion will inform concrete actions and recommendations for the Commission and EU countries to develop joint winning strategies and build a thriving European ecosystem.

It is developed with the support of members of the Electric Vehicles Initiative (EVI). Combining analysis of historical data with projections, now extended to 2035, the report examines key areas of interest, such as the deployment of electric vehicles and charging infrastructure, battery demand, investment trends, and policy developments, as well as what wider EV adoption means for electricity and oil consumption and greenhouse gas emissions. The report includes analysis of lessons learned from leading markets, providing information for policy makers and stakeholders on policy frameworks and market systems that support electric vehicle uptake. This edition also features analysis of electric vehicle affordability, second-hand markets, lifecycle emissions of electric cars and their batteries, and grid impacts from charging electric medium- and heavy-duty trucks. The 1st Energy Community breakfast session highlighted the case of the Novi Otok energy cooperative in Croatia as well as providing national context about the energy community landscape in Croatia. Key points covered in the session are included below: • Novi Otok focus on empowering people and are adapting into a new decentralised system as they are based on an island. • Ivan presented tips and tricks that he felt were important for energy communities, particularly in their early stages: - Relying on proven technologies to ensure investment and gain interest from citizens, before then looking to shift behaviour - Investing in both small and large projects - Synergy of sectors - Continuous dialogue with members - Focussing on direct needs of local citizens to build community trust • They focussed on PV as a proven technology and have put PV installations on the local library. • Ivan also spoke about EUCF utilised / SECAP and an online platform for local impact investments. The 2nd Energy Community Breakfast Session highlighted the operations and successes of Biozon, an energy community in the Netherlands founded on the principle of cost-effective power, delivering energy that flows through your socket that won't hit you in your pocket. Founded in 2019, Biozon's initiative began with a power purchasing agreement at a fixed price of 0.055 cent per kWh with Agem Municipal Energy. The community uses a landfill gas installation as a source of power generation. The model entails procuring additional electricity from other energy communities within the Netherlands when required and resorting to the conventional market only as a last option. This approach aligns with Biozon's mission of promoting sustainable and affordable energy. Currently, the project involves 60 households, supplied through Agem, which holds the requisite permit. Notably, the landfill gas installation has been producing more energy than initially anticipated, marking a significant success for the project. Comunità Energitica Rinnovabile Rosetana APS, referred to more colloquially as Comunità Energetica Rinnovabile di Roseto Valfortore, is a rural EC in Apulia, Italy. The EC celebrated the inauguration of their first 6kW renewable energy installation on January 27th, 2023. The EC is actively pursuing other innovative activities in the near future, by maximising their income with the GSE incentive on shared energy using smart meters, exploring opportunities for storage, e-mobility and district heating. The EC’s “leasing model” is a unique way of reducing the initial financial burden on the community and offers a valuable lesson to other communities in their early stages, as well as the ECs’ ability to take advantage of the incentives available in Italy through self-consumption and shared energy. Currently, the community has 30 members and has a driving ambition to increase self-consumption to cover 100% of its citizens, reducing their financial costs for energy and eventually becoming autonomous from an energy perspective. They foster collaboration with social networks that empower citizens and share our values. Their mission is to channel citizen demand to regain control of the local energy supply. The Goiener cooperative is committed to an inclusive organisational structure based on thematic and multidisciplinary teams. In this video lecture, research fellow Nicolò Rossetto (EUI) illustrates some of the results of the OneNet project with regard to customer engagement in markets for ancillary services. In particular, he discusses four questions: • Why do we need to engage customers in markets for ancillary services? • What are the barriers to customer engagement? • What can we do to overcome them? • Are consumer-centric markets for ancillary services the way forward? Participation of consumers is important to ensure a cost-effective operation of electricity systems characterised by high shares of renewable and distributed generation. Despite significant efforts in recent years, participation remains limited though. This situation can be explained by the existence of a series of technical, economic, legal and behavioural barriers. The OneNet project has explored and identified some recommendations to overcome them and promote the emergence of more consumer-centric markets for ancillary services. As African countries look to drive forward their clean energy transition in the face of the global climate and energy crises, there is a growing role for energy efficiency in supporting their aims to ensure affordable, reliable access to electricity while allowing greater integration of renewable energy technologies. The International Energy Agency (IEA) held its Africa Energy Efficiency Policy in Emerging Economies Training Week in Nairobi from 18-21 March. Hosted in partnership with the Ministry of Energy and Petroleum of Kenya, and with support from the African Development Bank, it marked a key milestone in the IEA’s growing work on energy efficiency with African countries. The training week brought together almost 200 policy makers and energy professionals from across the continent to share experience and expertise in energy efficiency policy and to underline the role efficiency can play as emerging and developing economies work to meet their energy and climate goals. With a population growing faster than any other region in the world, Africa’s electricity demand is expected to grow by 75% by 2030. According to IEA’s Sustainable Africa Scenario, a key challenge for African policymakers and leaders is to ensure universal access to modern energy services by 2030, which means accelerating the current progress by three times. As underscored during IEA’s recent 2024 Ministerial Meeting, reaching energy efficiency, universal energy access and clean energy goals in the region depends on developing effective financing and investment mechanisms. #energy #energytransitions #energyefficiency

This webinar on March 27th included a research-oriented presentation about grid capacity from DNV and a financial analysis overview from impact fund Start Green Capital. Grid capacity scarcity is a pressing issue in need of urgent attention, as it is hindering Dutch decarbonization efforts and the integration of renewables and other low-carbon technologies in the Dutch energy system. DNV, on behalf of Agora Energiewende, has assessed the problem of grid scarcity in key European countries. The traditional approach of grid reinforcements faces limitations due to lengthy permitting processes, workforce shortages, and inadequate regulatory/financial incentives. The slow pace of grid reinforcements prompts the exploration of alternative solutions by DSOs, including demand-side flexibility (DSF) mechanisms, technical solutions, and smart operation strategies. Both grid reinforcements and alternative solutions are deemed necessary to address grid capacity scarcity effectively. As one of the largest impact fund managers in the Netherlands, Start Green Capital has invaluable experience and know-how to share regarding project financing in the Dutch solar market context. Since 2006, they have been building a sustainable economy together with impact entrepreneurs, distinguishing themselves with a broad spectrum of financing options: equity, convertible loans, senior loans, junior loans, and guarantees, or a combination of these. The revised EPBD is going through its final stages of approval, making it a crucial time for European building policy. The focus now shifts to implementation of its key provisions to decarbonise our buildings and meet our climate objectives. Energy Performance Certificates (EPCs) are used all over Europe to show buildings’ energy efficiency; however, they do not ignite renovation. Renovation Passports are promoted to support deep renovation but are costly and effort intensive. The iBRoad2EPC project aims to connect EPCs with the Renovation Passports. It improves EPC recommendations to outline an individual plan for staged renovation aligned with climate objectives. It expands, improves and broadens their format and joint scope, to consider additional features (indoor air quality, smart readiness, etc.) and become broadly applicable to a range of building types across Europe. It also enables and inspires tailored solutions for links between the various schemes (EPC software, databases or one-stop shops) existing in different countries. The EU has recently agreed on reaching a 42,5% renewables share in final energy consumption, almost doubling its current deployment. While these targets are defined at EU level, most renewable installations will happen at local level. With around 80% of the EU population living in urban areas, cities and local authorities are the perfect candidates to accelerate the energy transition, and supply their citizens with secure, affordable and sustainable energy. In the coming years, cities and local communities will be at the center of the deployment of solar energy and will face an increasing demand for sourcing solar power. But how to make sure that this increased demand for renewables contributes to bringing added value to local project developers, citizens, and the industry? The Net-Zero Industry Act in parallel sets rules for public procurement, auctions and rooftop participation in the market. Although further details are to be defined with an Implementing Act, Member States can apply prequalification and award criteria such as environmental sustainability, cybersecurity, responsible business conduct or resilience in tenders. The aim of this webinar is to explore local solutions for sourcing local energy, and how cities can become drivers, not only for the energy transition, but also for European industrial development. The webinar will first introduce the current state of play of green public procurement, then will elaborate on good practices and leave the space to exchange on forward-looking solutions.

Panel Discussion @BETD.24 on Sustainability Standards in Green Hydrogen moderated by Dr. Melinda Crane. Green hydrogen, produced with renewable energy, is going to play an important role in achieving greenhouse-gas neutrality - through decarbonisation of non-electrifiable sectors, replacement of grey hydrogen in chemical industry, provision of long-duration energy storage, and as a component of synthetic fuels for transport. However, in a number of countries domestic supply will not be sufficient to satisfy domestic demand, necessitating imports of green hydrogen both in the short and long run. Currently, the global green-hydrogen industry is still in an early phase, where pilot projects are being set up, but an international market with physical trade of green hydrogen and its derivatives has not yet developed. The session first takes stock of the current situation and then discusses the remaining challenges for suppliers and offtakers of green hydrogen that have to be solved in order to push-start international trade in the commodity. It also debates possible and essential pathways in the transformation of grey-hydrogen production through low-carbon intermediates to green-hydrogen production. The focus in the subsequent discussion is on the challenge of proliferating, non-uniform or missing sustainability standards for the production and transport of green hydrogen. Sustainability standards here include both the regulatory requirements for electricity procurement and greenhouse gas thresholds, as well as criteria to judge the social and ecological impacts in producer countries. Participants first discuss whether unclear sustainability standards are an impediment for international market development. They then debate how these standards could be harmonised regarding design, methodology, and governance – while taking into account both the necessities of the industry and the developmental needs of the producer countries. Apart from that, possibilities of interoperability and recommendations how to best cope with differing standards will be explored. Finally, session participants debate the role of green-hydrogen diplomacy in increasing the sustainability impact of international green-hydrogen projects. How can diplomacy help to make green-hydrogen trade a win-win business, with fair and sustainable rewards for both producer and consumer countries and their societies? The Energy-Water-Food Nexus refers to the interconnections and interdependencies between energy, water, and food systems. Holistic agricultural solutions that integrate renewable energy sources can contribute to sustainable and resilient approaches for ensuring an adequate and secure supply of water and food. Agri PV also referred to as agrivoltaics or solar farming, offers farms the opportunity to cultivate crops in a more resource-efficient manner and creating new synergies: They enable dual land use, allowing agricultural activities to continue underneath solar panels. This optimises land use, particularly valuable in areas where land is scarce or expensive. Moreover, studies have shown that the partial shading provided by solar panels in Agri PV systems can reduce evaporation, maintain soil moisture, and moderate temperature extremes, resulting in improved crop yields. Additionally, farmers can use electricity generated by on-site solar panels to power their agricultural operations, reducing energy costs and reliance on the grid, thus mitigating the impact of fluctuating energy prices. Other technologies such as solar irrigation systems (sometimes paired with water-efficient drip irrigation) have become widely recognised in certain parts of the world often replacing diesel pumps. Solar irrigation holds great promise, especially for smallholder farmers in the Global South who depend on rainfed agriculture and are thus particularly vulnerable to the impacts of climate change. However, they often lack access to knowledge, technology and financing to adopt such solutions. Furthermore, solar offers significant potential along agricultural value chains, enabling better preservation and local processing of crops in off-grid areas. This not only enhances food security but also contributes to climate resilience of communities. During this Deep Dive, we will delve into strategies for driving the energy transition in agriculture, pinpointing remaining obstacles and identifying incentives required for progress. As the expansive adoption of renewable energy gains momentum and economies are moving away from fossil fuels, we need to make the transformation ahead of us equitable and inclusive and treat it as an opportunity to dismantle structural disadvantages. By upscaling renewable energy sources in off-grid areas, we can provide reliable access to electricity in remote areas and thus strengthen participation. The need for skilled workers also holds the chance to break down entry barriers that women, especially those experiencing multiple forms of discrimination, and other minorities face. Only if they have a seat at the negotiation table, we can create energy systems that acknowledge the needs of people from different regions, backgrounds and gender. To initiate meaningful action and facilitate lasting change, awareness of the interconnectedness of gender and diversity must be raised within all social, institutional and political bodies, including within the energy sector. Intersectional perspectives are needed to raise awareness of different, complex forms of discrimination prevalent in our societies today. If we want to create a holistic energy system that works for everyone we need to consider multiple perspectives and knowledge and embrace diversity in decision making. In this panel discussion we will take a look at the steps that need to be taken in terms of policy design and energy planning in order to achieve a just and equitable energy transition. An intersectional approach prevents us from combating one form of discrimination at the expense of another. We will also debate the role of privileged groups in reshaping the structures that perpetuate discrimination and the concept of allyship. At the same time, the rights of indigenous peoples are rarely adequately represented in negotiations even though they possess tremendous traditional knowledge about the interconnectedness of the natural world. It is increasingly acknowledged that the recognition of Indigenous peoples’ rights is one of the most effective ways of safeguarding our remaining carbon sinks. Consequently, no roadmap to a just energy transition is complete without including the voices of Indigenous communities. What is more, community engagement can be crucial in ensuring local acceptance and connectivity of renewable energy and energy efficiency projects. Against this backdrop, this studio session will explore the importance of community engagement and Indigenous knowledge for the energy transition. We will hear from experts about successful community-led energy projects and consider the challenges and opportunities of incorporating Indigenous knowledge into energy planning. We will also discuss policy recommendations for an inclusive and participatory energy transition, including considerations for stakeholder engagement, cultural sensitivity, and intergenerational equity. Panel Discussion @BETD.24 on Financing an Accelerated Coal Phase-Out - Challenges and Solutions moderated by Jennifer Porto. The science is clear: to keep the 1.5 degrees goal within reach, countries need to immediately end the construction of new coal power plants and phase out existing plants by 2030 in the OECD and EU, and by 2040 elsewhere. Momentum is growing with the Powering Past Coal Alliance as the leading international initiative for phasing out coal power welcoming twelve new members at COP28. Its membership now comprises almost 170 national and subnational governments and companies from the energy and finance sector. However, billions of dollars of public and especially private money are still being invested in the coal sector. In order to ensure a phase out of coal power, public and private finance flows have to be redirected from supporting coal towards renewable energy. At the same time, the retirement of coal power plants before the end of their lifetime requires a diverse range of policy measures and innovative financing solutions for the coal-to-clean transition as part of the broader efforts to align financial flows with the goals of the Paris Agreement. Examples include carbon pricing and air quality standards on the one hand, and new initiatives such as the Asian Development Bank’s Energy Transition Mechanism launched at COP27 and France-led Coal Transition Accelerator initiative at COP28 on the other hand. How especially existing coal assets and new investments including from the private sector into coal can be ended and what methods exists, should be discussed in this session.
