This episode of EuropeChats is the second in our two-part discussion with former Belgian Prime Minister and first permanent President of the European Council, Herman Van Rompuy. In the first part, TEPSA Secretary-General Jim Cloos sat down with President Van Rompuy to discuss his experience and working practices in the EUCO; in this part, they discuss the main policy priorities he had to face during his tenure as President between 2009-2014. All of this at a time where the EU's early 21st century so-called 'perma-crisis' was gathering momentum, with the fallout of the 2008 Global Financial Crisis continuing into the 2010s, and the early days of the Refugee Crisis coming to the fore towards the end of his tenure. In June 2024, around 400 million EU citizens go to the polls to elect the Members of the European Parliament's 10th legislature. As the only EU institution that represents EU citizens, elections to the European Parliament are a major democratic event, and the only one at EU level that resembles national democratic electoral consultation. European elections, however, differ from the national version, as they are part of a context of multi-tier government, sometimes perceived as 'second order elections'. The main difference is that the European elections are a rather fragmented exercise, since a great part of the electoral process, including the way in which the right to vote is exercised, remains subject to national rules. Women continue to be under-represented in EU countries at all levels of political decision-making as well as in political parties. The origins of this situation are complex, but one reason stands out: violence against women active in politics discourages many women from entering the political arena. Women politicians are exposed to two severe and intersecting forms of violence: political violence and gender-based violence. How can the EU reform its economic model to benefit consumers and the planet? Aimilios in Belgium and Laetitia in France have (part of) the answer! Aimilios and his Watt4Ever team recondition old electric car batteries to make new energy storage systems, effectively giving batteries a second life and saving precious raw materials and energy while avoiding additional pollution. Laetitia and “Halte à l'Obsolescence Programmée”, or HOP (“Stop Planned Obsolescence”), campaign for everyday products to last longer and be more repairable. The European Parliament backs EU-wide measures to promote a circular economy, a right to repair and better recycling of raw materials, to avoid polluting the planet and to benefit your wallet. EU programmes such as Horizon Europe plus rural and regional development funds make sure such projects get the resources they need.

Parliament will vote on a reform of the EU’s asylum and migration rules. The new rules will ensure responsibility sharing among EU countries in the management of migrant arrivals, a more efficient response in case of crisis, and a respect of fundamental rights. The EU has been working on a New Pact on Migration and Asylum and in February 2024 Parliament and the Council reached a provisional agreement to revamp the EU’s asylum and migration laws. The pact sets out improved and faster procedures throughout the EU’s asylum and migration system. It revises the Dublin regulation, which determines the country responsible for processing each asylum claim. The new system sets different types of contributions from EU countries, ranging from the relocation of asylum seekers from the country of first entry, to the returning of people deemed to have no right to stay. The new system is based on solidarity and flexible forms of support, which could become requirements at times of pressure.

By road, rail, sea and air – NATO’s quick-reaction force was tasked with making its way to Poland as part of Steadfast Defender 2024, NATO’s biggest exercise in decades. NATO’s Very High Readiness Joint Task Force (VJTF) is currently led by the United Kingdom and includes military personnel from eight other NATO Allies – Albania, Hungary, Latvia, North Macedonia, Poland, Romania, Spain and Türkiye. Troops from these countries practised rapid deployment as part of exercise Brilliant Jump 2024, making their way to training grounds in Poland in a matter of days. Once there, they took part in the Polish-led exercise Dragon 2024, which tasked the quick-reaction forces with repelling a simulated invasion. The drills were part of exercise Steadfast Defender 2024. Involving 90,000 forces from all 32 Allies, the exercise is testing NATO’s new regional defence plans with personnel practising rapid deployment and combat in both Norway and Poland. This episode of EuropeChats is a discussion between Gert Jan Koopman, Director-General of the Directorate-General for Neighbourhood and Enlargement Negotiations (DG NEAR), and TEPSA Executive Director Mariam Khotenashvili. The discussion focuses on the current prospect of the EU enlargement file. With the accession agenda firmly in the foreground of European politics once again, thanks to recent decisions to start accession negotiations with Ukraine and Moldova (agreed in December 2023 European Council) as well as with Bosnia and Herzegovina (agreed in the March 2024 European Council), it is more crucial than ever to explore the ins and outs of enlargement policy, and discuss the ways forward for EU candidate countries. In particular, the discussion focuses on topics such as the 50 billion euro Ukraine Facility as well as the 6 billion euro Reform and Growth Facility for the Western Balkans. In addition, Mariam and Gert Jan cover difficult issues such as citizens' (particularly farmers') concerns about the effects of Ukrainian grain exports on the EU's internal market and competitiveness, and a climate of disinformation surrounding the future accession of candidate countries. The notion of a broad green backlash is set to dominate the European election campaign. Based on new survey data from more than 15'000 respondents in Germany, France and Poland, a study of the Jacques Delors Centre in Berlin shows that it is largely overblown. A majority of voters still wish for a more ambitious climate policy and would support a raft of concrete measures to bring down emissions. As we delve into these findings, pivotal questions arise: What differences exist in attitudes towards the green transition among the three countries? How do political ideologies within each country shape perspectives on climate action? And what are the implications for the upcoming European election campaigns? To explore these questions, we are pleased to welcome Jannik Jansen, Policy Fellow at the Jacques Delors Centre in Berlin and co-author of the study “Debunking the Backlash - Uncovering European Voters' Climate Preferences”. MEPs discuss with the European Council and Commission how to address the urgent concerns surrounding Ukrainian children being forcibly deported to Russia. Since Russia’s war of aggression against Ukraine began in February 2022, international organisations have documented a wide range of serious human rights violations affecting children. Reports of children forcibly deported or displaced by Russian authorities, combined in many cases with them being subjected to re-education programmes and forced adoption, have raised concern. According to the Children of War initiative of the Ukrainian National Information Bureau (NIB), more than 19 500 children have been deported or forcibly displaced, and only 388 have been returned.

Migration is one of the main concerns for Europeans nowadays. In this interview, the chair of Parliament’s home affairs committee, Juan Fernando López Aguilar, insists that it should not be seen as a threat, but as a fact that requires a joint approach by all EU countries. As the EU finalises the adoption of new rules to improve migration and asylum management, López Aguilar says that the so-called migration package is “a step forward”, but “it will not be the end of the story”. “There will be some other pending issues which are not comprehended in the package and are extremely relevant,” such as cracking down on the business model of smugglers and the trafficking of human beings, and establishing a European search and rescue framework, he said. That’s some firepower! Did you know that NATO member Finland has one of the strongest artillery capabilities in Europe with approximately 1,500 weapons? Here’s Squad Leader Kauppila to tell you some interesting facts about the Howitzer. Finland has hosted several international exercises both on land and in the air since the country’s accession to NATO in April 2023. Exercises Lightning Strike and Northern Forest, which took place at the Rovajärvi exercise area in northern Finland in May and June 2023, aimed to develop joint fire and combat operations between Finnish Defence Forces, Allied forces and Sweden. 7,000 Finnish troops were joined by nearly 1,000 Allied forces from Norway, the United Kingdom, the United States and also neighbouring Sweden for these first exercises hosted by Finland since it joined the Alliance.

The EU's June 2023 Economic Security Strategy is a pivotal step towards safeguarding its economic interests amid rising global tensions and restrictive trade practices. How does it compare with the strategies of other big actors in the world? An analyse of the economic security strategies of the EU, China, Japan, and the US allows to better understand the Union’s evolving approach, highlighting motivations, historical developments, institutional structures, and policy interventions. This shows that the Economic Security Strategy is a step in the right direction, but it is not enough. The lack of governance structures and shared risk assessments is an institutional flaw that hinders the development of long-term thinking that can more readily be found in Beijing and DC. How to establish a more dynamic, responsive and inclusive infrastructure involving both member states and the business sector? Should it become a priority for the next European Commission for the 2024-2029 term? Enlargement policy is back at the top of the EU agenda after more than a decade. With the Commission’s recommendations to open accession negotiations with Ukraine, Moldova, and Bosnia and Herzegovina, as well as to grant candidate status to Georgia on the understanding certain reforms will be made, enlargement policy is experiencing a window of opportunity to end its fatigue in favour of a new enthusiasm. The war in Ukraine and its intimate relationship with EU enlargement represent a chance to revitalise this policy, not only to allow the accession of new candidates, but also of old ones stuck in the negotiation process for decades. It is therefore crucial to continue the EU’s strategic communication efforts in promoting its benefits brought both to the citizens and the candidate countries – to avoid any relapse into yet another enlargement fatigue. To discuss this issue, the Trans European Policy Studies Association (TEPSA) co-organised the public debate “Enlargement and the Future of Europe : Perspectives from Romania” with the European Institute of Romania (EIR). With this event, TEPSA and EIR aimed to provide an overview of how specific factors of Romanian history, economy, and politics, have determined the national constant support towards the enlargement policy. In addition, the debate featured recommendations as to how to improve the situation towards a more satisfactory action for Romania both as a country unto itself and as an EU Member State. “Enlargement and the Future of Europe: views from the Capitals” is edited by Michael Kaeding, Johannes Pollak and Paul Schmidt, and published by Springer. It highlights 41 national histories, policies from 60 experts, and corresponding public perceptions of European integration, bringing forward national perspectives (both from the EU’s member states, and the EU’s neighbouring countries) on the manner in which the EU’s enlargement process is perceived in the context of the geopolitical changes generated by the Russian military aggression against Ukraine. Moreover, the authors set forth a series of recommendations for their country’s approach towards the future of the enlargement policy. The chapter rendering Romania’s outlook has been written by Mihai Sebe, Head of the European Affairs Department, and Eliza Vaș, Coordinator of the Studies Unit, European Institute of Romania. The foreign affairs committees of the European Parliament and the Ukrainian Verkhovna Rada will discuss joint parliamentarian efforts to maximise sanction effectiveness and to achieve the transfer of Russian assets to Ukraine. This will be followed by an in-depth analysis of Ukraine’s 10-point peace plan and the Kyiv Security Compact. As a direct result of Russia’s full-scale invasion of Ukraine in February 2022, the EU adopted a series of sanctions against the country. These include individual sanctions, economic sanctions and diplomatic measures.

NATO Secretary General Jens Stoltenberg has just concluded a three-day visit to Azerbaijan, Georgia and Armenia. During his tour, he met with leaders and ministers from each country and also visited the NATO Liaison Office in Georgia. The Secretary General affirmed NATO’s commitment to strengthening Allied relationships with partner countries and emphasised the importance of the stability in the region for Euro-Atlantic security. The Secretary General also encouraged Armenia and Azerbaijan to take courageous steps to achieve enduring peace after years of conflict. In Azerbaijan, Mr Stoltenberg highlighted successful cooperation on counter-terrorism and cyber security through NATO’s Science for Peace and Security programme. The Secretary General also praised the steps Georgia has taken to strengthen its democracy. In Armenia he commended their role as a key partner in NATO’s KFOR peacekeeping mission, helping to ensure a safe and secure environment for all communities in Kosovo. The European Parliament’s human rights subcommittee is holding an exchange of views with May Pundak and Rula Hardal, Israeli and Palestinian executive directors of A Land for All - Two States One Homeland. A Land for All - Two States One Homeland is an Israeli-Palestinian movement comprising Israeli Jews, Palestinian citizens of Israel, and Palestinians, which proposes a two-state confederation as the solution to the Israel-Palestine conflict. This solution promotes the existence of two sovereign states in the Israeli and Palestinian territories, based on shared principles of equality, freedom and dignity. In a resolution adopted on the 14 March 2024, Parliament members called on Israel to open all crossings to Gaza for humanitarian aid.
