The notion of a broad green backlash is set to dominate the European election campaign. Based on new survey data from more than 15'000 respondents in Germany, France and Poland, a study of the Jacques Delors Centre in Berlin shows that it is largely overblown. A majority of voters still wish for a more ambitious climate policy and would support a raft of concrete measures to bring down emissions. As we delve into these findings, pivotal questions arise: What differences exist in attitudes towards the green transition among the three countries? How do political ideologies within each country shape perspectives on climate action? And what are the implications for the upcoming European election campaigns? To explore these questions, we are pleased to welcome Jannik Jansen, Policy Fellow at the Jacques Delors Centre in Berlin and co-author of the study “Debunking the Backlash - Uncovering European Voters' Climate Preferences”. The survey data is accessible through an interactive dashboard for further exploration.

MEPs discuss with the European Council and Commission how to address the urgent concerns surrounding Ukrainian children being forcibly deported to Russia. Since Russia’s war of aggression against Ukraine began in February 2022, international organisations have documented a wide range of serious human rights violations affecting children. Reports of children forcibly deported or displaced by Russian authorities, combined in many cases with them being subjected to re-education programmes and forced adoption, have raised concern. According to the Children of War initiative of the Ukrainian National Information Bureau (NIB), more than 19 500 children have been deported or forcibly displaced, and only 388 have been returned.

Migration is one of the main concerns for Europeans nowadays. In this interview, the chair of Parliament’s home affairs committee, Juan Fernando López Aguilar, insists that it should not be seen as a threat, but as a fact that requires a joint approach by all EU countries. As the EU finalises the adoption of new rules to improve migration and asylum management, López Aguilar says that the so-called migration package is “a step forward”, but “it will not be the end of the story”. “There will be some other pending issues which are not comprehended in the package and are extremely relevant,” such as cracking down on the business model of smugglers and the trafficking of human beings, and establishing a European search and rescue framework, he said. That’s some firepower! Did you know that NATO member Finland has one of the strongest artillery capabilities in Europe with approximately 1,500 weapons? Here’s Squad Leader Kauppila to tell you some interesting facts about the Howitzer. Finland has hosted several international exercises both on land and in the air since the country’s accession to NATO in April 2023. Exercises Lightning Strike and Northern Forest, which took place at the Rovajärvi exercise area in northern Finland in May and June 2023, aimed to develop joint fire and combat operations between Finnish Defence Forces, Allied forces and Sweden. 7,000 Finnish troops were joined by nearly 1,000 Allied forces from Norway, the United Kingdom, the United States and also neighbouring Sweden for these first exercises hosted by Finland since it joined the Alliance.

The EU's June 2023 Economic Security Strategy is a pivotal step towards safeguarding its economic interests amid rising global tensions and restrictive trade practices. How does it compare with the strategies of other big actors in the world? An analyse of the economic security strategies of the EU, China, Japan, and the US allows to better understand the Union’s evolving approach, highlighting motivations, historical developments, institutional structures, and policy interventions. This shows that the Economic Security Strategy is a step in the right direction, but it is not enough. The lack of governance structures and shared risk assessments is an institutional flaw that hinders the development of long-term thinking that can more readily be found in Beijing and DC. How to establish a more dynamic, responsive and inclusive infrastructure involving both member states and the business sector? Should it become a priority for the next European Commission for the 2024-2029 term? Enlargement policy is back at the top of the EU agenda after more than a decade. With the Commission’s recommendations to open accession negotiations with Ukraine, Moldova, and Bosnia and Herzegovina, as well as to grant candidate status to Georgia on the understanding certain reforms will be made, enlargement policy is experiencing a window of opportunity to end its fatigue in favour of a new enthusiasm. The war in Ukraine and its intimate relationship with EU enlargement represent a chance to revitalise this policy, not only to allow the accession of new candidates, but also of old ones stuck in the negotiation process for decades. It is therefore crucial to continue the EU’s strategic communication efforts in promoting its benefits brought both to the citizens and the candidate countries – to avoid any relapse into yet another enlargement fatigue. To discuss this issue, the Trans European Policy Studies Association (TEPSA) co-organised the public debate “Enlargement and the Future of Europe : Perspectives from Romania” with the European Institute of Romania (EIR). In addition, the debate featured recommendations as to how to improve the situation towards a more satisfactory action for Romania both as a country unto itself and as an EU Member State. “Enlargement and the Future of Europe: views from the Capitals” is edited by Michael Kaeding, Johannes Pollak and Paul Schmidt, and published by Springer. It highlights 41 national histories, policies from 60 experts, and corresponding public perceptions of European integration, bringing forward national perspectives (both from the EU’s member states, and the EU’s neighbouring countries) on the manner in which the EU’s enlargement process is perceived in the context of the geopolitical changes generated by the Russian military aggression against Ukraine. Moreover, the authors set forth a series of recommendations for their country’s approach towards the future of the enlargement policy. The chapter rendering Romania’s outlook has been written by Mihai Sebe, Head of the European Affairs Department, and Eliza Vaș, Coordinator of the Studies Unit, European Institute of Romania. This will be followed by an in-depth analysis of Ukraine’s 10-point peace plan and the Kyiv Security Compact. As a direct result of Russia’s full-scale invasion of Ukraine in February 2022, the EU adopted a series of sanctions against the country. During his tour, he met with leaders and ministers from each country and also visited the NATO Liaison Office in Georgia. The Secretary General affirmed NATO’s commitment to strengthening Allied relationships with partner countries and emphasised the importance of the stability in the region for Euro-Atlantic security. The Secretary General also encouraged Armenia and Azerbaijan to take courageous steps to achieve enduring peace after years of conflict. In Azerbaijan, Mr Stoltenberg highlighted successful cooperation on counter-terrorism and cyber security through NATO’s Science for Peace and Security programme. The Secretary General also praised the steps Georgia has taken to strengthen its democracy. In Armenia he commended their role as a key partner in NATO’s KFOR peacekeeping mission, helping to ensure a safe and secure environment for all communities in Kosovo. The European Parliament’s human rights subcommittee is holding an exchange of views with May Pundak and Rula Hardal, Israeli and Palestinian executive directors of A Land for All - Two States One Homeland. A Land for All - Two States One Homeland is an Israeli-Palestinian movement comprising Israeli Jews, Palestinian citizens of Israel, and Palestinians, which proposes a two-state confederation as the solution to the Israel-Palestine conflict. This solution promotes the existence of two sovereign states in the Israeli and Palestinian territories, based on shared principles of equality, freedom and dignity. In a resolution adopted on the 14 March 2024, Parliament members called on Israel to open all crossings to Gaza for humanitarian aid. President Xi Jinping’s third term in office marks a shift towards a more authoritarian rule, with tightening grip on the party, human rights, and individual freedoms in the country. At the same time, Beijing’s increasing closeness with Moscow and support of Russia’s illegal war in Ukraine plummeted its image internationally, raising concerns over the ramifications for regional security and stability. In this public lecture, Prof. Akio Takahara addresses the main features of China’s new security posture, the current political trends regarding Taiwan and the implications for China – Japan relations. The importance of upholding multilateral structures is underscored both in the EU strategy for cooperation in the Indo-Pacific and in Japan’s Free and Open Indo-Pacific vision. Yet, the escalating great power rivalry between the US and China has led to an unprecedented polarization and fragmentation of the regional strategic landscape, putting existing cooperative mechanisms under ever-increasing pressure. How effective has the ASEAN been so far to deal with the mounting security challenges inside and outside Southeast Asia? How exactly does the rapidly changing security environment affect the relevance, the capacity and the future of regional integration? And how can extra-regional parties, such as the EU and Japan, boost the resilience and promote ASEAN-led multilateral cooperation in the region? “Our urgent call to action for the European Union (EU) is a comprehensive plan to tackle disinformation across Europe. Recognising its wide impact, we propose consolidating nationally collected data into a European database for everyone to access; this could be accomplished thanks to pan-European research teams. To connect with a diverse population of all ages, we believe the focus should be on community-driven initiatives, reaching beyond major cities to rural areas, for example, through town hall events or summer camps. Additionally, we believe the EU should apply greater pressure on tech companies, especially to ensure a transparent management of their algorithms and safeguard the rights of citizens within the EU. Especially in an election year, public trust and accountability of elected representatives are paramount, particularly in the face of potential foreign interventions. There is a pressing need for increased transparency and standardised financial regulations for campaign teams and elected representatives across all EU Member States”. At the RADAR Policy Conference From Elections to Everyday: Strategies against Disinformation in the EU, youth-led policy recommendations on countering disinformation and its effects were presented to an audience of top-level EU practitioners, academics, and the general public. Formulated during the course of national events in Austria, Finland, Germany, Italy, and Poland, and finalised in a Youth Workshop in Brussels, these recommendations represent the culmination of 18 months of work involving dozens of young Europeans from across the continent. A video interview on transformative performance with theatre director Péter Tasnádi-Sáhy. At last year’s Transeuropa Festival, ‘Holding Spaces’, which took place in Cluj, European Alternatives held a series of participatory theatre workshops entitled ‘Disconnected’ encouraging audiences to explore and take agency in performatively resolving the conflicts and contradictions of a housing crisis. The ‘Holding Spaces’ theme is about our relation to our environment. But we have to ask the question: what is the base of this relation? In prehistorical times Homo sapiens was the part of nature; it was our environment; we depended on it. But today our relationship has changed drastically; we have several kinds of environments, but most of them are alienated, and we hardly have any connection to them. We are disconnected from the places we want to hold. Forum theatre was developed by the Brazilian theatre director Augusto Boal as part of the Theatre of the Oppressed. Boal aimed to help oppressed people to get a better understanding of their situation and give them a tool to change it. In this video interview theatre director Péter Tasnádi-Sáhy, gives a practical introduction to the method, including snapshots of the workshop itself.

A video interview with Marion Colard on co-creating art with Cluj’s Roma* communities. In last year’s Transeuropa Festival edition of the EA journal we covered Marion Colard’s Série «PATA» exhibition which artist Marion Colard presented at the Transeuropa Festival in Cluj. In this video interview, Marion talks us through the processes and meanings behind the artwork. Watch the video as a retrospective of representations of Roma* communities at Transeuropa Festival. Through co-creation workshops, Marion Colard tries to sublimate the stories of people designated as “on the margins of society”. She seeks to bring out the beauty and strength of those who are forced to build themselves apart. The systemic discrimination, called “antiziganism” faced by Roma communities* is so tenacious that it seems to prevent any other form of narrative. Even if you have never met one before, if you hear “Roma child living in a slum”, an image comes to your mind. Her wish is to tell another story and create, with the people concerned, other images. Behind every word, every stereotype, is a person with their own story, dreams and complex questions that form and grow beyond the living conditions imposed by systemic discrimination. During the workshops, different techniques were proposed such as monotype, painting, writing or photography. They expressed what was important for them in their environment, what they liked and didn’t like in their neighbourhood. With photography and colour paint we reinterpreted the art of portrait, embracing self-representation. *The term “Roma” is used in this article as a generic term and does not cover the diversity of communities on the field.

In contrast, Middle Eastern migrants are largely perceived as a security threat, with minimal consideration for international protection, highlighting a securitized narrative. Linda at MARTA Centre, in Riga, is working towards the eradication of gender-based violence and human trafficking. They offer psychological and legal consultations for victims. The European Parliament is acting to defend women’s rights, from ending unequal pay to eliminating gender-based discrimination. EU funds, like Erasmus+, the Asylum, Migration and Integration Fund and European Women on Boards support projects that empower women across the EU.

Parliament members will debate the Artificial Intelligence Act, which aims to ensure that AI is trustworthy, safe, transparent and respects EU fundamental rights, while supporting innovation and making Europe a leader in the field. As part of its digital strategy, the EU wants to regulate artificial intelligence to ensure better conditions for the development and use of this innovative technology. AI can bring many benefits, such as better healthcare; safer and cleaner transport; more efficient manufacturing; and cheaper and more sustainable energy. In April 2021, the European Commission proposed the first EU regulatory framework for AI. It proposes AI systems that can be used in different applications are analysed and classified according to the risk they pose to users. The different risk levels will mean more or less regulation. The debate takes place on Tuesday 12 March and the vote the following day.

Stella at Women on Top, in Athens, proposes workshops for female entrepreneurs to feel empowered at work and in life. She and her team ensure women are properly skilled, independent and confident. Linda at MARTA Centre, in Riga, is working towards the eradication of gender-based violence and human trafficking. They offer psychological and legal consultations for victims. The European Parliament is acting to defend women’s rights, from ending unequal pay to eliminating gender-based discrimination. EU funds, like Erasmus+, the Asylum, Migration and Integration Fund and European Women on Boards support projects that empower women across the EU.

The Japan Chair at the CSDS co-hosted a public lecture starring Admiral Tomohisha Takei as key speaker. This event was co-organised by the Embassy of Japan in Belgium. Based on Admiral Takei’s lengthy experience at the Japanese Maritime Self-Defence Force (JMSDF), he provided an insightful analysis on the implications of the war in Ukraine for the security architecture in East Asia. This event took place on 1 December 2023, from 12.00 to 14.30, at the Japan Information and Cultural Center (JICC) on Rue Van Maerlant 1, 1040. Short biography of the key speaker: ‘Admiral Takei serves as a special advisor to the CEO of the SAMPA K.K. in Yokohama. He retired from active duty in 2016 after having served as the 32nd Chief of Staff of the JMSDF. He joined JMSDF after graduating from the National Defence Academy and holds a master degree from the University of Tsukuba’.

A NATO AWACS aircraft flew with its first all-female crew over NATO’s eastern flank, as part of the Alliance’s routine enhanced Vigilance Activities mission. The mission featured 22 servicewomen from eight NATO Allies, representing diverse backgrounds and roles in the Airborne Early Warning community. The flight highlights women aviators and their contributions to NATO’s air defence. During the flight, we thought it’s interesting to get the aircrew to share some of their typical habits and quirks related to their job.

The European Parliament has approved a new system that will let users store key information like official ID and bank details in a single, secure space. Many of us have important documents and personal details stored in digital wallets on our phones. We can use them to identify and authenticate ourselves online and offline. But services from commercial providers can come with privacy and security concerns over how our data is used. The EU digital wallet will allow citizens, residents and businesses to prove their identity to access public and private services across Europe. Champagne, Parma ham, Manchego cheese… just three among thousands of regional food and drink products protected by EU Geographical Indications (GIs).      The European Parliament has approved an update of EU rules to better protect and promote speciality products from Europe’s unique regions. MEPs went even further, proposing new Geographical Indications for craft and artisanal products. These will cover industries like textiles, jewellery, glass, ceramics and cutlery.  The new framework will benefit businesses and boost jobs and tourism across the EU. It will help consumers to easily recognise quality products made in the EU and help fight counterfeiting.
