The European clean energy transition is speeding up. During the 2019-2024 European mandate, extensive regulatory progress has been made in the form of the European Green Deal and through the energy and climate legislative package ‘Fit for 55’. As we enter the implementation phase of these policies, understanding and supporting citizen engagement in the energy transition is becoming more and more important. To this end, the EnergyPROSPECTS project has explored the potential of energy citizenship to contribute to the fulfilment of the EU's climate and energy objectives. Energy citizenship provides a useful lens to capture the diversity of citizen engagement in the energy transition. The concept denotes different forms of civic involvement and engagement in the fields of energy production, distribution, and consumption, as well as in the governance of the energy transition. It can be practised at different levels of action, through different constellations of actors. The clean energy transition is becoming everyone’s business. What does this mean for citizens’ roles in the European energy transition? Building on three years of research with eight other organisations across Europe, our research fellow Karin Thalberg, presents key findings that guide us towards a common framework for citizen involvement in the European energy transition.

NATO’s multinational battlegroup in Hungary is hard at work in the east of the Alliance, keeping NATO ready to deter aggression and, if necessary, defend the Allied territory. The battlegroup is one of four new units established in the wake of Russia’s war of aggression against Ukraine in February 2022. Comprised of Croatian, Italian and Turkish troops, with the Hungarian Defence Forces in the lead, the battlegroup conducts military exercises, which boost the level of familiarisation amongst these Allied troops and the effectiveness of working together. NATO’s battlegroups were first established in 2016 in response to the increased instability and insecurity along NATO’s periphery, following a decision made by Allies at the 2016 Warsaw Summit to reinforce the eastern part of the Alliance with battalion-sized multinational units. At the 2022 Madrid Summit, Allies committed to doubling the number of units from four to eight, with new battlegroups deploying to Bulgaria, Hungary, Romania and Slovakia. Ukraine lacks weapons for self-defence and to reject the Russian aggression. There is a clear sense of urgency for the EU and all Ukraine’s allies to act. The most important way of acting is providing air defence batteries and ammunition, said HR/VP Josep Borrell after Foreign Affairs Council.

Parliament members will discuss Iran’s unprecedented attack on Israel, the need for de-escalation in the region and the appropriate EU response. The debate will be followed by a resolution which will be voted on the following day after the debate on 25 April. Parliament President Roberta Metsola described Iran’s direct drone and missile attack on Israel on 20 and 21 April as a major escalation in the region and warned it risks igniting further chaos across the Middle East.

Parliament will discuss in a plenary debate the EU’s response to the repeated killing of humanitarian aid workers, journalists and civilians by the Israel Defence Forces in Gaza. In March, Parliament adopted a resolution warning about the desperate food insecurity and impending starvation in Gaza. Members of the Parliament deplored the catastrophic impact of attacks on humanitarian aid deliveries and civilians in Gaza, particularly on children, urged all parties to immediately cease these attacks, and demanded an independent international investigation. In June 2024, around 400 million EU citizens go to the polls to elect the Members of the European Parliament's 10th legislature. As the only EU institution that represents EU citizens, elections to the European Parliament are a major democratic event, and the only one at EU level that resembles national democratic electoral consultation. European elections, however, differ from the national version, as they are part of a context of multi-tier government, sometimes perceived as 'second order elections'. The main difference is that the European elections are a rather fragmented exercise, since a great part of the electoral process, including the way in which the right to vote is exercised, remains subject to national rules. People with disabilities are active citizens, keen to participate given the right opportunities. However, they face legal, administrative, institutional and accessibility barriers to taking part. Women continue to be under-represented in EU countries at all levels of political decision-making as well as in political parties. The origins of this situation are complex, but one reason stands out: violence against women active in politics discourages many women from entering the political arena. Women politicians are exposed to two severe and intersecting forms of violence: political violence and gender-based violence. The European Parliament’s women’s rights and gender equality committee will debate with Helena Dalli, Commissioner for Equality, the progress achieved in advancing gender equality and women's rights, as well as what still remains to be done. The last five years has been the busiest period ever for the committee, with EU accession to the Istanbul Convention, directives on women on boards and pay transparency and agreements reached on violence against women, equality bodies and the anti-trafficking directives.

How can the EU reform its economic model to benefit consumers and the planet? Aimilios in Belgium and Laetitia in France have (part of) the answer! Aimilios and his Watt4Ever team recondition old electric car batteries to make new energy storage systems, effectively giving batteries a second life and saving precious raw materials and energy while avoiding additional pollution. Laetitia and “Halte à l'Obsolescence Programmée”, or HOP (“Stop Planned Obsolescence”), campaign for everyday products to last longer and be more repairable. The European Parliament backs EU-wide measures to promote a circular economy, a right to repair and better recycling of raw materials, to avoid polluting the planet and to benefit your wallet. EU programmes such as Horizon Europe plus rural and regional development funds make sure such projects get the resources they need.

PESCO - Permanent Structured Cooperation - aims to deepen defence cooperation between Member States. 26 Participating countries have committed to invest, plan, develop and operate defence capabilities together. The so-called ‘drug county lines’ are an emerging form of human trafficking in which traffickers coerce victims to transport and trade drugs. Young teenage boys with a history of social disadvantage and poverty are particularly vulnerable to this form of trafficking for forced criminality.

Parliament will vote on a reform of the EU’s asylum and migration rules. The new rules will ensure responsibility sharing among EU countries in the management of migrant arrivals, a more efficient response in case of crisis, and a respect of fundamental rights. The EU has been working on a New Pact on Migration and Asylum and in February 2024 Parliament and the Council reached a provisional agreement to revamp the EU’s asylum and migration laws. The pact sets out improved and faster procedures throughout the EU’s asylum and migration system. It revises the Dublin regulation, which determines the country responsible for processing each asylum claim. The new system sets different types of contributions from EU countries, ranging from the relocation of asylum seekers from the country of first entry, to the returning of people deemed to have no right to stay. The new system is based on solidarity and flexible forms of support, which could become requirements at times of pressure.

Cristina, a member of the Roma community of Pata Rât, Cluj, attended our people's assembly at Transeuropa Festival. She talked to us about how issues like debt and poor housing affect her community. Roma communities in Cluj were evicted by the municipality and forced to relocate near a toxic waste dump. The EU, cities and governments need to act to end discrimination against Roma communities and guarantee the basic rights of all.

By road, rail, sea and air – NATO’s quick-reaction force was tasked with making its way to Poland as part of Steadfast Defender 2024, NATO’s biggest exercise in decades. NATO’s Very High Readiness Joint Task Force (VJTF) is currently led by the United Kingdom and includes military personnel from eight other NATO Allies – Albania, Hungary, Latvia, North Macedonia, Poland, Romania, Spain and Türkiye. Troops from these countries practised rapid deployment as part of exercise Brilliant Jump 2024, making their way to training grounds in Poland in a matter of days. Once there, they took part in the Polish-led exercise Dragon 2024, which tasked the quick-reaction forces with repelling a simulated invasion. The drills were part of exercise Steadfast Defender 2024. Involving 90,000 forces from all 32 Allies, the exercise is testing NATO’s new regional defence plans with personnel practising rapid deployment and combat in both Norway and Poland. Yet the reality was not as perfect as it seems; it is well known that Athens society kept slaves and women in a deeply repressive structure. How can this undemocratic history be reclaimed and renewed? European Alternatives attends the opening of the Democratic Odyssey, a unique new innovation in citizens’ assemblies, to find out.

In this episode, European Alternatives travels to Sofia to attend DEMO, a training programme for activists and campaigners from all over the world. We delve into experiences from across decolonial, climate, LGBTQI+ and migrants rights’ campaigns to build a shared intersectional approach to organising for transnational democracy.

The city of Cluj has been gentrified over the years with rocketing rental prices and repression of indigenous Roma communities. The Transeuropa Festival ‘Holding Spaces’ took place in Cluj in 2023, bringing people together beyond borders to discuss the question of ownership and access to space, particularly housing. European Alternatives interviewed the activists and local communities who participated in the festival to share stories of solidarity, action and hope.

The notion of a broad green backlash is set to dominate the European election campaign. Based on new survey data from more than 15'000 respondents in Germany, France and Poland, a study of the Jacques Delors Centre in Berlin shows that it is largely overblown. A majority of voters still wish for a more ambitious climate policy and would support a raft of concrete measures to bring down emissions. As we delve into these findings, pivotal questions arise: What differences exist in attitudes towards the green transition among the three countries? How do political ideologies within each country shape perspectives on climate action? And what are the implications for the upcoming European election campaigns? To explore these questions, we are pleased to welcome Jannik Jansen, Policy Fellow at the Jacques Delors Centre in Berlin and co-author of the study “Debunking the Backlash - Uncovering European Voters' Climate Preferences”. The survey data is accessible through an interactive dashboard for further exploration.
