With the green and digital transitions having moved up fast the von der Leyen Commission agenda, there is a dawning realisation that their success is greatly dependent on worker support. Barrosian neoliberalism is being undone, replaced by a new paradigm that has been legitimised, albeit selectively, through the European Pillar of Social Rights. This ‘social turn’ is reflected in the efforts being made to cement workers’ rights and increase corporate accountability in search of a planet-people-profit balance backed by a green industrial policy. The 2022 and 2023 developments reviewed in this 24th edition of Social policy in the EU: state of play (Bilan social de l’UE) reflect this paradigm shift. Workers’ incomes are now protected by a Minimum Wage Directive, the first-ever piece of legislation which has the potential to boost (cross-)sectoral collective bargaining in Member States. EU countries have also committed (albeit in a much softer way) to strengthening social safety nets, including through adequate minimum income and the launch of a European Platform for Combatting Homelessness. Workplace health and safety has been restored to centre stage after years in the background, while psychosocial risks may become the next battleground for EU policymakers. And attempts are underway to better anchor European Works Councils in the industrial relations landscape, including through effective enforcement. Meanwhile, large companies are being asked to become more transparent with regard to their environmental and human rights practices, not just domestically but all along their supply chains. Similarly, EU industrial policy is no longer a dirty word, but a driving force of the green transition. For now, however, there is no clear link between the EUs new industrial policy and the Pillar. This in turn begs the question of whether the ‘social’ paradigm shift – the EU’s selective implementation of the Pillar – will be sustained in the context of ‘austerity 2.0’, which is looming large while Europe prepares for elections. The European Social Observatory (OSE) and the European Trade Union Institute (ETUI) have the pleasure of inviting you to this unimssable exchange between researchers and European stakeholders and policymakers on the recent developments, challenges and opportunities for Social Europe.

From sudden floods to devastating wildfires, Europe experiences a diverse range of extreme weather events. Many households and businesses in the EU remain underprepared and underinsured against such hazard, with insurance covering no more than a quarter of climate-related losses in Europe. This protection gap has its origins not only in the availability of insurance products, but also in how EU consumers engage with the products that are available. EIOPA's latest research explores why EU consumers are reluctant to invest in protection against natural catastrophes. With the ETUC celebrating its 50th anniversary (1973-2023), this is an opportune moment for the ETUI to take a look back at the history of the European trade union movement. Or perhaps ‘histories’ would be a better word, given its rich diversity. This conference will bring together a consortium of European researchers to analyse different aspects of this story, ranging from the pioneering role of the miners’ unions within the European Coal and Steel Community from the 1950s onwards, to the historic contribution of women in European trade unionism, via the role of certain historic national leaders, such as the Italian Bruno Trentin, and the character of trade union dynamics in the countries of eastern Europe. This hybrid conference, which will take place both in Brussels and online, will offer an exploration of these subjects, some of them unexplored to date. It will also be an opportunity for renowned emeritus professors Richard Hyman and Rebecca Gumbrell-McCormick to present their latest book, Towards a European system of Industrial Relations? The ETUC in the 21st century, which covers the period 2004-2015. These new historical contributions further enrich the resources that the ETUI is making available to current and future researchers for a more detailed understanding of the European trade union movement's contribution to building a more social Europe.

Work environments are turning (partially) virtual, corporate models are increasingly fragmented, platforms are acquiring an infrastructural function for entire sectors, and data are now our most valuable assets. Yet, the institutional and juridical framework regulating work is not adapting quickly or deeply enough. The aim of this conference is to explore the main transformative implications of digital technology, discuss normative options, and formulate constructive proposals with researchers and scholars from multiple disciplines (law, sociology, economy, industrial relations, information systems, and computer science).

On 24 January, European civil society sent an open letter to the Presidents of the European Commission and the European Parliament, and the Belgian presidency of the Council of the European Union. The signatories of the letter urge the three institutions take concrete measures to implement an open, transparent and regular dialogue with civil society organisations in all policy areas, as set out in Article 11 of the Treaty on European Union. The open letter was initiated by the Civil Society Organisations' Group and Civil Society Europe and includes specific proposals for implementation. On 14 December 2023, the European Alliance for Apprenticeships (EAfA) organised a webinar dedicated to its new toolkit on apprentice mobility. The EU prioritises apprentice mobility, supporting it through multiple initiatives, such as Erasmus+ and Erasmus Pro; EURES; European Qualifications Framework; and ALMA. Despite that, employers, providers of vocational education and training, and apprentices are still facing hurdles in this area. To support EAfA members and interested stakeholders in tackling these challenges, the Alliance is launching a new toolkit on apprentice mobility. The toolkit is the first of a series of EAfA toolkits on key topics relevant to quality apprenticeships. On 29 November 2023, the European Alliance for Apprenticeships (EAfA) hosted a webinar, entitled 'Apprenticeships in construction - driving the green transition in the EU through the Renovation Wave'. Construction is one of the largest economic sectors, employing 13.5 million people and indirectly creating jobs for an additional 27 million. However, the sector is faced with hurdles in its transition to sustainability. It is also grappling with labour shortages due to an ageing workforce. Recognising these challenges, EU initiatives such as the Renovation Wave and the New European Bauhaus are directing resources to promote sustainable construction and renovation practices, as well as explore renewable options. High-quality apprenticeships can be a key part of the solution. They can help align the workforce with sustainability goals and make the industry more appealing to women and other underrepresented groups. The webinar brings together experts, policymakers, industry representatives and members of the European Commission to delve into how apprenticeships can drive the construction sector's journey toward environmental sustainability and address its workforce needs.

Set against the anticipated revival of the EU social partner summit in Val Duchesse in 2024, this webinar will focus on the latest research findings and data on the main building-blocks to date in social dialogue in Europe and offer a deep-dive into how we measure performance and a perspective on the issues to be addressed into the next phase. In her State of the Union address on 13 September 2023, European Commission President Ursula von der Leyen, said ‘Social partners have played an indispensable role in addressing the challenges facing the labour market, from skill shortages to the transformative impact of artificial intelligence. Their expertise and representativeness are invaluable assets that must not be overlooked.’ Measuring this role and the performance of the industrial relations system and analysing trends is critical to moving forward and this webinar will look at Eurofound’s research into how this has been done and what are the results. Focusing on four key dimensions: industrial democracy, industrial competitiveness, social justice, and quality of work and employment facilitated a cross-time analysis of the Industrial Democracy Index from 2008 to 2021, particularly regarding national industrial relations system trends in terms of EU convergence and contributed to cross-country analysis of evolving trends and patterns of change from 2008 to 2021. Against the backdrop of the EU Agricultural Outlook conference, a major European Commission event on food and farming, some of Europe’s largest green NGOs and consumer associations joined forces to call out the European Commission on its failure to deliver both its promised proposal on the framework law for sustainable food systems (SFS) and its revision of the outdated animal welfare legislation. As a cornerstone of the EU Green Deal, the Farm to Fork Strategy included a series of vital policies and initiatives to address the growing overlapping crises surrounding the state of our environment, people’s health, and the welfare of animals. The action’s name “Broken Promises” hints at the State of the Union speech Commission President Ursula von der Leyen delivered last September. The speech’s motto was “Promises kept”, which is only partly true. While the Commission has shown partial commitment to delivering on some policies, two major promises remain glaringly absent: the framework law for sustainable food systems (SFS Law) and the revision of the animal welfare legislation.

In this #EurofoundLive panel debate webinar, we are exploring the latest research findings on the impact of the rural–urban divide in Europe. Massimiliano Mascherini, Head of Social policies at Eurofound, will present the latest research findings from Bridging the rural-urban divide: Addressing inequalities and empowering communities on the differences in social, political, cultural, economic and living conditions between rural and urban areas and consider whether such differences may pose a threat to social cohesion in Europe. Michèle Lamont, Professor of Sociology at Harvard University, will provide her views and insights into the recognition factor and how that plays out. The debate will be moderated by Mary McCaughey, Head of Information and Communication at Eurofound. The place in which people reside is a significant component of their identity and influences their daily lives and activities. Eurofound’s research shows that the socioeconomic gaps between rural and urban communities can have profound implications for how rural and urban residents feel. Rural residents are more likely than those in urban areas to feel that they, themselves or their communities, are mistreated, disrespected or ignored by their governments. As a consequence, rural residents have lower levels of trust in their governments and in the European Union, and express lower levels of satisfaction with democracy, than those in urban areas. On average, incomes are higher in urban areas than in rural areas, and the rural–urban income gap has increased by approximately 19% over the past decade. But this average increase masks the fact that rural–urban inequalities in income have been falling in some Member States, including Germany and the Netherlands. Gaps in the provision of public services between rural and urban areas are also increasing. Declining and ageing populations pose challenges to future service provision, especially in rural areas. However, across Member States, there are many examples of innovative solutions providing public services to those living in remote areas. Research has highlighted in particular the growing divide between northern and southern EU Member States and has called for an upgrade to the 'convergence machine' - the EU territorial convergence policies, placing an increased focus on lagging rural regions. Join us in this timely debate with our experts on why understanding and addressing the rural-urban divide in Europe is crucial ahead of the upcoming elections to the European Parliament, and to several EU national parliaments.

Guest speaker: Thomas Le Bonniec, Telecom Paris AI tools require a vast a amount of data to operate. In the case of vocal assistants, they turned out to be hundreds of millions of recordings, if not more, captured without their users' knowledge. AI also requires human labour to be able to operate on that data : Thomas Le Bonniec was one of the thousands of annotators whose work consisted of listening to those recordings for Apple. His account is one of a lack of accountability: notwithstanding the blatant data protection violations, companies such as Microsoft, Google, Amazon and Apple which were revealed to record their users without consent still haven't been sanctioned, and continue to operate with little to no changes. This situation interrogates the lack of political will to enforce GDPR and data protection regulation, as related to AI production. Our message to them: do not return Europe to the punishing austerity rules of the past. They would tie the strings of our public purse tightly closed. Ultimately this would mean higher retirement ages, less accessible care, more expensive housing and a failure to deliver a just climate transition. As the continent faces a cost-of-living crisis driven by record profits, working people refuse to be the ones to pay the price. Public pressure is working. Last time they met, ministers postponed their decision because of pressure from the streets. We need to ramp it up. To do that, I ask you to share our petition with your networks.

Beverage bottles are one of the top sources of plastic pollution on European beaches. Consumer organisations are increasingly acting against greenwashing - a systemic problem and that is proving to be a major hurdle in the transition towards sustainable consumption. Misleading green claims make it difficult for consumers to navigate the market and choose the most sustainable product. Plastic bottles advertised as ‘100% recycled’ or ’100% recyclable’ may be seen as 'sustainable' - this is far from being the case. All single-use packaging is seriously detrimental to the environment. These claims give a misleading impression about how plastic recycling works. Plastic bottles cannot - and do not - become plastic bottles over and over again through recycling. On 7 November 2023, BEUC and member organisations from 13 countries reported to EU authorities misleading commercial claims about the recyclability of their products by major drinking water bottle traders, such as the Coca-Cola HBC, Danone and Nestlé Waters/Nestlé. According to our analysis, such claims do not comply with the EU rules on unfair commercial practices.

In this report, they reveal new estimates of the number of homeless people in Europe and draw attention to the issue of unfit housing. The emergency management model has been pushed to its limits. Additionally, the problem of unfit housing remains largely invisible and difficult to measure. Now more than ever, there is a pressing need to implement the new policies that were proposed following the pandemic, aiming for a sustainable solution to homelessness.

The contribution of legal scholars to deconstructing the idea of labour as nature’s other and debates on the alleged conflict between the interests of workers and the environment are becoming increasingly important. Environmental problems have never been foregrounded by labour lawyers to the extent they have in the last few years. Among other events, ETUI and Aix-Marseille University organised an international symposium in October 2022 bringing together labour law scholars to reflect on the complex relationship between labour and the environment, in an attempt to elaborate normative and institutional patterns for convergence in the protection of both dimensions. Many of the papers presented at the symposium have recently been published in a special issue of the International Journal of Comparative Labour Law and Industrial Relations, with the title ‘The labour-environment nexus: Exploring new frontiers in labour law.’ The aim of this ETUI webinar is to present some of the main findings of the contributions to the issue and the arguments they advance, and to reflect in particular on their implications for trade unions and industrial relations institutions. This can allow hackers to easily access someone's wi-fi network, or disable a smart door alarm. The consequences can be devastating, especially for the victim's financial, psychological, and physical welfare. With the EU institutions currently discussing the final version of the Cyber Resilience Act, which will set minimum cybersecurity standards for all kinds of connected devices, especially consumer-facing products, we organised an X Space (formerly Twitter Space) to look at two aspects: - How long should software and security updates be provided for, and - Which consumer products should go through third-party assessment for cybersecurity before hitting the market. To discuss these questions, BEUC’s Claudio Teixeira interviewed Els Bruggeman, from Belgian consumer group Testachats/Testaankoop to highlight their latest cybersecurity testing campaign results into consumer products, and Cristian Bulumac, Greens Policy Advisor from the European Parliament, who is party to the current discussions between the EU institutions. Top experts from academia, civil society and online rights organizations, among others, will share their insights and knowledge about artificial intelligence, building a 360° view of how AI is disrupting and reshaping the world we live in. Guest speakers: Claudio Agosti, algorithm analyst, AI forensics Claudio Agosti, a self-taught hacker and privacy advocate since 1998, has been on a remarkable journey. Along with dedicated colleagues, he co-founded GlobaLeaks, a decentralized whistleblowing platform, and the Hermes Center, an Italian NGO focused on defending digital rights. His brainchild, Tracking Exposed, is a pioneering effort to analyze algorithms and shed light on their societal impact. Through Tracking Exposed, he became an associate researcher at the University of Amsterdam, a journey funded by an ERC grant for algorithmic scrutiny. The new methods are taking companies to court, contributing to academic publications ranging from technology to social science, and generating significant media impact. Claudio works with various European and national institutions to share his expertise on digital privacy. He spends most of his time developing software, working in the emerging field of AI Forensics, and studying the techno-political damages caused by surveillance capitalism around the world. Joanna Bronowicka, sociologist, Center for Interdisciplinary Labour Law Studies at the European University Viadrina. Joanna Bronowicka has published on the topic of algorithmic management and resistance in the platform economy. Currently, she researches the new forms of workers organisations in the food delivery sector, tech sector and beyond. Originally from Poland, Joanna studied in the US, France and Germany, and is now based in Berlin. Since 2022, Joanna is a member of the Law-Gender-Collectivity project with other feminist scholars from law, sociology, law, anthropology and history. At Viadrina, she led a number of research projects as the head of the Center for Internet and Human Rights. Before joining Viadrina in 2015, Joanna had worked for the Ministry of Administration and Digitization in Poland, where she contributed to the development of digital policies. Joanna holds a B.A. in Social Studies from Harvard College and M.A. in Sociology with a specialization in Public Policy and Administration from Collegium Civitas in Warsaw. Over eight million people fled Ukraine to enter the EU after the 24th of February 2022, when Russian troops invaded the country. Almost five million registered for temporary protection in an EU Member State. Despite the activation of the TPD and additional support measures from the EU level, this unprecedented number of arrivals into MS made it challenging from the start to find solutions for adequate accommodation. As the EC acknowledged in its March 2023 Communication on ‘Temporary protection for those fleeing Russia's war of aggression against Ukraine: one year on’, “Hosting millions of persons displaced in a short period of time proved to be one of the major challenges in the implementation of the Temporary Protection Directive.” Europe had already been grappling with a crisis of affordable and adequate housing. Over the years, Member States repeatedly failed to meet the accommodation needs of applicants for international protection in the EU, often relegating individuals to subpar living conditions. In some countries, such as Greece, Belgium, the Netherlands, and Ireland, a combination of lacking political will and overwhelmed reception systems meant that asylum seekers recurrently found themselves sleeping rough. The war in Ukraine layered additional pressure onto these reception systems and the general housing landscape in receiving countries. Yet, this level of destitution was mostly prevented for those fleeing the war from Ukraine to Europe, thanks to an unprecedented wave of solidarity from European citizens and the efficient reception enabled by the TPD. Still, over a year after the war commenced, the accommodation situation for beneficiaries of temporary protection remained challenging across MS, with long-term housing strategies largely absent. Our recent webinar sought to clarify how the right to accommodation was understood under the TPD while assessing the challenges and issues surrounding accommodation for beneficiaries of TP, especially those in vulnerable situations. The discussion also highlighted cases where reception standards were not met and pinpointed risks of homelessness among those escaping the war in Ukraine. Building on this understanding, we aimed to amplify awareness around the necessity for enduring housing solutions and pinpoint potential support avenues. The event brought together various stakeholders dedicated to enhancing the accommodation conditions for those fleeing the war in Ukraine, as well as policymakers and representatives of EU institutions active in the realm of asylum and migration.

It is now almost a cliché to say that Europe – and the world – is facing multiple crises. The climate emergency, energy and cost-of-living crises, geopolitical tensions and armed conflicts, as well as the rise of far-right political parties cast a shadow over our collective future. It is clear, in particular, that existing economic models are not working to deliver decent living and working conditions for all, and that the pressures of the ‘polycrisis’ are exacerbating inequalities and deepening social divides. Yet, the post-pandemic context also offers a window of opportunity to explore alternatives pathways and develop new economic and social models that respect ecological boundaries while promoting human wellbeing, equality and social justice. Looking ahead to the year of European elections and a new Commission, the aim of this event is to discuss transformative policy solutions to some of the major social challenges ahead with leading scholars, trade unionists and civil society actors. It will draw on some of the chapters in the ETUI book Transformative ideas – ensuring a just share of progress for all, in particular, those relating to fighting inequality, promoting democracy at work and trade unionism, and policies to ensure a decent standard of living for all.
