#EGU23 GDB5 - Is social media outreach?
3 May 2024
European Geosciences...
Is social media a worthwhile vector for communicating science and reaching non-expert audiences? Proponents of social media highlight its ability for bringing otherwise inaccessible research to a global network, spreading research to new audiences whilst cultivating a following. The public can be updated with discoveries in real-time, without the potentially modifying lens of traditional media. And with content under the control of individuals or small groups communicators can flex and nurture their creativity. But communicating through social media often requires sacrificing nuance and accuracy for the extremely short time-frames of attention and engagement. Critics also state that it requires a considerable time-investment and money, which may otherwise distract from core research activities. Amongst this is also the fear that social media exposes communicators to the possibility of derision and hateful conduct. In this Great Debate, our panellists asked if effective communication on social media is possible or whether scientists are better investing their efforts elsewhere. The following panellists are featured in this Great Debate: -Dr Bethan Davies, Senior Lecturer in Physical Geography, Newcastle University. - Dr Solmaz Mohadjer, Interdisciplinary Geoscientist, Max Planck Institute for Intelligent Systems. -Prof Stuart Lane, Professor in Geomorphology, University of Lausanne. The AI dark triad of next generation Internet | ITU Journal | Webinar

Transparency, privacy and performance: The AI dark triad of next generation Internet Next generation communication networks will rely heavily on Artificial Intelligence (AI) and Machine Learning (ML). In the pursuit of enhancing predictive performance, the imperative for transparency in AI/ML models has become paramount for successful deployment. Simultaneously, stringent privacy requirements underscore the need to safeguard user data and prevent unauthorized access. Thus, deploying AI systems necessitates a harmonious integration of transparency, privacy, and performance. However, achieving these objectives can be intricate, as they occasionally stand in tension with one another. For instance, increasing transparency may require revealing more information about how an AI model makes decisions, which could potentially compromise some sensible data. Simultaneously, prioritizing privacy may hinders the quality of data or even require limiting the amount of data that an AI model can access, which could impact its performance. In essence, while transparency, privacy, and performance are indispensable goals, their alignment demands a delicate equilibrium to ensure effective collaboration in the design of AI-based algorithms for communication networks, steering clear of a potential dark triad. Speaker: Silvia Giordano, University of Applied Sciences and Arts of Southern Switzerland (SUPSI), Switzerland Moderators: Ian F. Akyildiz, Editor-in-Chief, ITU Journal on Future and Evolving Technologies (ITU-J FET) Alessia Magliarditi, ITU Journal and ITU-T Academia Coordinator, International Telecommunication Union (ITU) This webinar is organized by the ITU Journal on Future and Evolving Technologies (ITU J-FET), an international journal providing complete coverage of all communications and networking paradigms, free of charge for both readers and authors. Designing a 24/7 Carbon-Free Electricity Transition Tariff
3 May 2024
Regulatory Assistanc...
A 24/7 carbon-free electricity transition tariff is a tool to accelerate decarbonization generally while addressing times and places on the grid where emissions have been most difficult to reduce. 24/7 transition tariffs are different from the green tariffs that match annual consumption with annual renewable energy production; instead, they seek to match a customer’s hourly consumption with deliverable carbon-free electricity provision in each hour of the year. Throughout 2023, RAP worked with a group of stakeholders to develop guidance on how green tariff programs may evolve to best meet the needs of today’s grid. This effort yielded recently published summary and technical reports, organized around five fundamentals that can help regulators, utilities and customers develop 24/7 transition tariff offerings. In an interactive webinar, Carl Linvill, Shawn Enterline, David Farnsworth and Nancy L. Seidman explored these fundamentals: 1. Integrate transition tariff investments with ongoing utility planning. 2. Ensure accurate hourly emissions tracking and verification. 3. Design transition tariffs to accelerate complementary investments. 4. Employ rate design to ensure fairness and to align carbon-free electricity grid needs with pricing and compensation. 5. Integrate operating systems to implement hourly matching. Karolis Vyšniauskas is a freelance journalist and editor at NARA, a non-profit journalism space in Lithuania. Coming from an ex-communist state, journalists at NARA understand the importance of independent media to protect democracy. Lukas Hansen is the editorial director at ENTR, a pan-European media project which covers European news in eight languages. Their aim is to inspire debate about life in Europe and promote engagement in common European values and ideas. The European Parliament is working to ensure journalists and media across Europe can continue to work freely.

Climate change is one of the defining challenges of our times. Tackling it effectively requires drawing on the skills and talent of all. Women entrepreneurs are the world’s largest emerging market. However, the gender pay gap for green jobs is almost twice that of brown jobs, and efforts to close the global gender gap in economic participation have stalled or are reversing. With an estimated value of US$ 7 billion, the global green economy offers huge potential. So, what does gender-smart green finance look like? How can gender considerations be integrated into green investments? What role do policymakers play in strengthening gender-smart green governance? What can international partners such as the EBRD and the Green Climate Fund do to promote a gender-equal, sustainable future? The panel features international leaders and other global thinkers, investors and policymakers. Together they will set out the business case for gender-smart climate finance and practical measures to achieve it. Speakers: Melinda Crane, International Moderator and Correspondent Barbara Rambousek, Director for Gender and Economic Inclusion, EBRD Rania Al Mashat, Minister of International Cooperation, Ministry of International Cooperation of Egypt Tariq al Gurg, Chief Executive Officer and Vice Chairman, Dubai Cares Marjeta Jager, Deputy Director General, Directorate¬ General for International Partnerships, European Commission Alex Matua, General Director, Procredit Bank

The world is increasingly being shaken by shocks and crises, from war to climate change and natural disasters. To face these challenges, economies need to persevere and recover by drawing on resilient human capital. Beyond bricks and mortar, an effective crisis response requires the skills, ingenuity and talent of a country in all its diversity, to provide effective short- and long-term solutions. How can businesses enhance the resilience and diversity of their workforce to respond to these challenges? What role can investors play in helping to protect livelihoods and (re)integrating those most affected by crises into the economy? What can policymakers and international partners such as the EBRD do to strengthen human capital in times of crisis? Can human capital ever be future-proof? Bringing together experts from different sectors and municipal and national policymakers and practitioners, this panel explores these themes and underscores the imperative of close cooperation to deliver impact together. Europe’s political scene is rapidly changing, with radical-right parties gaining ground across the continent. While they have yet to form a coherent force at the European level, their growing influence threatens to erode core EU values and complicate the union’s foreign policy making by deepening polarization and blocking consensus building. As the 2024 European Parliament elections draw closer, Brussels must prepare to safeguard democracy and ensure the EU’s internal cohesion and external credibility. To discuss the challenges posed by the radical right, as explored in the publication “Charting the Radical Right’s Influence on EU Foreign Policy,” Carnegie Europe invites you to a public event with the report’s co-editor Rosa Balfour, Finnish parliamentarian Pekka Haavisto, and former Hungarian parliamentarian Zsuzsanna Szelényi. Full title: Scientific Neocolonialism: tools and mechanisms to advocate and amplify the voices, knowledge and recognition of local knowledge in geoscience research Following on from the success of the EGU22 Equality, Diversity and Inclusion (EDI) Committee Union Symposium 'Scientific Neocolonialism: What is it and why should you care?', EGU would like to expand the conversation surrounding this important topic. In particular, this Great Debate aimed to hear from people that have experienced neocolonialism in science, to acknowledge the issues, explore solutions that our scientific community and the EGU can implement to raise awareness, and discuss examples to eliminate neocolonialism from our geoscience ecosystem. In particular, the Debate continued conversations on the following questions: - Why is it vital that local communities participate in geoscientific research? - Which barriers are preventing inclusion of local communities within the geoscience research ecosystem (this will include personal testimonials from geoscientists from under-represented countries)? - What are the tools and mechanisms to advocate and amplify the voices and recognition of local knowledge in geoscience research? - How can research funding help geoscientists construct meaningful and fair scientific exchange with local communities where international science is conducted? - How can institutions help geoscientists to conduct science including local communities? This Great Debate features the following contributors: - Dr Helen Glaves, EGU President, British Geological Survey data scientist. - Dr Rebecca Haacker, Director National Center for Atmospheric Research (NCAR) Education & Outreach, Program Director for Integrated Activities, Geosciences Directorate, National Science Foundation. - Ms Wendy Khumalo, Palaeoclimatology PhD candidate, The National Laboratory of Age Determination, Norwegian University of Science and Technology. - Dr Tim Rawling, Chief Executive Officer, AuScope Limited, committee member Geoscience Indigenous Collaboration and Engagement Specialist Group. - Dr Anouk Beniest, Department of Geology and Geochemistry, Vrije Universiteit Amsterdam Convener: Robyn Pickering Co-conveners: Anouk Beniest, Barbara Ervens, Giuliana Panieri, Loyuá Costa EDITORS NOTE: All opinions, statements and questions are the speakers own and do not necessarily reflect the European Geosciences Union, but have been shared here in the name of supporting open, transparent and unedited discussion on this topic. The Promise and Perils of China’s Regulation of Artificial Intelligence

The Promise and Perils of China’s Regulation of Artificial Intelligence by Prof Angela Zhang. In recent years, China has emerged as a pioneer in formulating some of the world’s earliest and most comprehensive rules concerning algorithms, deepfakes, and generative artificial intelligence services. This proactive approach has led many to view China as a global frontrunner in AI regulation, while also raising concerns that Beijing’s approach may hinder innovation. In this talk, Professor Zhang will challenge this widely-held perception, revealing a more intricate and strategic regulatory landscape in China. Drawing upon insights from her newly released book, High Wire: How China Regulates Big Tech and Governs Its Economy, Professor Zhang will explore the multifaceted nature of China's institutional dynamics and their impact on AI regulation. She will also provide an in-depth analysis of the Chinese government's nuanced strategy, which leverages the expressive power of the law to strategically enable the growth of its AI industry. Additionally, she will discuss the implications of China's approach to AI enforcement for the domestic industry, the global tech rivalry, and the prospects for international cooperation. Join us for this engaging and informative talk as we delve into the dynamic complexities of China's AI regulatory landscape and its broader implications for the future of AI governance. Angela Zhang is an Associate Professor of Law at the University of Hong Kong and Director of the Philip K. H. Wong Center for Chinese Law. Widely recognized as a leading authority on China’s tech regulation, Angela has written extensively on this topic. She is the author of Chinese Antitrust Exceptionalism: How the Rise of China Challenges Global Regulation (Oxford, 2021), which was named one of the Best Political Economy Books of 2021 by ProMarket. Angela's second book, High Wire: How China Regulates Big Tech and Governs Its Economy, was released by Oxford University Press in March 2024. In fall 2024, Angela will join the University of Southern California as a Professor of Law. 2 May 2024
Department of Health
1st May, 2024: Safe Access Zones legislation has been completed in the Seanad and will now to go the President for his consideration. TRANSCRIPT: Hi, everyone. We've just passed the Safe Access Zone legislation. It'll now go up to the President for his consideration and hopefully for his signature. Everyone has the right to access their medical care in private and to be treated with dignity and respect. We know that demonstrations have caused distress. They've intimidated and they've sought to deter women and staff from providing Termination of Pregnancy services. That's why we're enacting this legislation. The legislation will help safeguard access by designating 100 metre buffer zones around GP practices, hospitals and clinics. As soon as the President signs the Bill, I will commence it at the earliest opportunity. This will make it illegal to harass, to insult or to seek to influence those attending these clinics or the staff working in them. I'd like to say thanks to the large majority in the Oireachtas for passing this legislation and also thanks to Together for Safety for your work in this area. Today, we have another important step in improving services for women and for couples. I'll update you further as soon as we commence this important legislation. Thank you.

agriculture Report: Leading your farm to success
Report: Leading your farm to success
2 May 2024
Nuffield Farming
Chris Manley's report video Leading your farm to success, sponsored by the Worshipful Company of Farmers with Savills. Chris' full report can be downloaded from: https://bit.ly/3Qrq9YN ***** Executive Summary Leadership is an area within agriculture which often lacks attention. Despite being natural leaders and innovators, due to the nature of their work many farmers don’t fully understand the value that good leadership can have on their business. External pressures continue to mount on rural businesses. Farms are becoming increasingly reliant on a web of other people to create a sustainable and prosperous agricultural sector. This report explores what forms leadership can take in farming businesses around the world and examines case studies where farmers have influenced a wide group of stakeholders towards a common aim. Definitions of leadership were created by speaking to senior members of the UK armed forces. The military places people at the centre of leadership, with a high regard for meeting the needs of soldiers and their families. Referencing the importance of the mission, leaders ensure everyone understands how they can contribute towards collective goals. There are a number of different ways that people can become leaders within the field of agriculture. In the USA there is a well-developed network of formal agricultural leadership programmes across the different states. In the Netherlands farmers have responded to advancing environmental legislation and created their own political movement for change. ‘Grass-roots’ leadership is possible within agriculture, where everyone involved in food production can make a contribution. By working with others and exchanging ideas, small ideas can turn into lasting innovations. Leaders can work with employees to produce farms which become great places to work, like Grupo Morena in Brazil. Looking after all the needs of the people who work for you will result in employees who are committed to, and take pride in, the business they work for. The importance of expressing leadership within the community was highlighted in Kenya and Rwanda. Farms in these countries had a wide range of initiatives to support the local community and they relied on maximising this soft power to achieve success in the face of wider business uncertainty. “Leadership is knowing yourself and others, to the point where people are willingly influenced towards a common goal.” Successful leaders take care of themselves and those around them to create a strong team. Farmers must prioritise their own physical and mental health in order to build resilience. Leaders must be role models for a caring attitude and cultivate a strong support network for themselves and those they work with. Good leadership is characterised by developing self-knowledge, knowing your employees and knowing your community. Profiling of personality traits may be helpful in some of these examples. Farmers need to create and action a stakeholder risk management plan that identifies key people or organisations that impact their business. Farms must aspire to be a great place to work to significantly improve their reputation, employee retention and recruitment prospects. There is a collective responsibility for everyone in the supply chain to take a lead; whether on farm, in a food business or an allied organisation, in order to work together in a mutually beneficial way. ***** Nuffield Farming Scholarships are awarded to approximately 20 members of the UK food, farming, horticulture and rural industries each year. These funds give Scholars the opportunity to travel the world studying their chosen topic and bring global best practices back to the UK by sharing their knowledge. Increase biodiversity to strengthen oak resilience

European Forest Institute
Did you know that parasitoid insects can help control forest pests? Biodiversity plays a major role in the resilience of oak trees to the impacts of climate change. Luckily, there are important measures that foresters can implement to support the increase of biodiversity. This documentary produced by European Forest Institute features the “Oak Resilience” project, led by the state agency Wald und Holz NRW. The team around project leader Dr. Mathias Niesar and his colleague Dr. Wiebke Theisinger investigated parasitoids in selected study areas in North-Rhine Westphalia. They bred parasitoids in the laboratory and released them in areas with oaks infested with leave-eating caterpillars, to support the natural self-regulation of the forest ecosystem. The team around project leader Dr. Mathias Niesar and his colleague Dr. Wiebke Theisinger first collected parasitoids in the forest. In a second step, they tested in the laboratory if these parasitoids could be bred and potentially released in targeted areas. According to Dr. Niesar this could work “like a kind of vaccination” to support the natural self-regulation of the forest ecosystem. On a larger scale, the best way to increase biodiversity, and ultimately support oak resilience, is to implement measures such as flowering forest edges, wildflowers strips and meadows, structural diversity and light. Curious about how about how to strengthen oak resilience? Watch the video!

Trade marks are also present in the names of the competing teams and the brands of the bikes. 🏆 World-class riders from yesterday and today such as Eddy Merckx, Marco Pantani, Tadej Pogačar, Jonas Vingegaard or Primož Roglič own EU trade marks for their names and/or logos. 🟡 Le Tour de France is the only one of the three Grand Tours that has its winners jersey, the 'maillot jaune', registered as a trade mark. 🚲 Design rights not only protect the appearance of bicycles and parts of them, but also the riders’ clothes and helmets. 💡 Patents protect inventions and new technologies related to bicycles.

Breaking the Debt Deadlock in Africa: the IMF’s Balancing Act with China
Breaking the Debt Deadlock in Africa: the IMF’s Balancing Act with China
2 May 2024
ECFR
The economic shock after COVID-19 plunged many African economies into debt trouble. Yet, four years later, the current system for restructuring debts – the G20 Common Framework – has struggled to support African economies in making their debts sustainable. A key block in these talks has been China. Chinese development banks have largely refused to take losses on their loans, making reaching an agreement difficult. At the recent Spring Meetings, the IMF brought forward a potentially radical proposal to break the deadlock: to leave China out of debt restructuring deals. By adjusting the policy of “lending into official arrears” (LIOA), the IMF could support a partial debt restructuring agreement and freeze out China. At face value, the new policy could be a way out for African economies in debt trouble. However, in the immediate aftermath of the announcement, a few questions remain unanswered: is the IMF willing to use its new tool? Will “lending into official arrears” actually move talks along? And what are the consequences of the IMF antagonising China? This event aims to analyse the changes to the LIOA policy and their implications for debt restructuring, provide a current state of play on debt restructuring in Africa and discuss the wider political implications of the IMF proposal. Fighting child poverty has become a central dimension of EU social policy. One of the European Commission’s flagship social policy initiatives is the European Child Guarantee: established in 2021 by Council Recommendation, the aim of the Guarantee is to tackle child poverty by ensuring access to key services (such as healthcare) and resources (such as decent housing) for children in need – defined as children at risk of poverty or social exclusion. The gut microbiota is the microbial community that occupies the gastrointestinal tract, which is responsible for producing enzymes and molecules essential for host metabolism and for response and adaptation to the environment. Increasing evidence demonstrates the importance of a balanced gut microbiota for mammalian health, for example in regulating the immune and endocrine systems, or in digesting food and producing vitamins. However, little is known about the impact of the microbial community in the gut on host reproduction, and if the consequences of an altered paternal microbiota influence the next generation. The Hackett group at EMBL Rome showed that disrupting the gut microbiota in male mice increases the probability that their offspring are born with low weight, have severe growth restriction, and die prematurely. Their unprecedented findings might help to prevent some birth complications in humans. Ireland’s Nitrates Action Programme (Article 17.20) states “There shall be no direct runoff of soiled water from farm roadways to waters”. Despite existing regulation, there has been minimal research in Ireland pertaining to the source, content, pathway, mobilisation and impact of roadway runoff. The Roadrunner project reviewed mitigation measures to treat roadway runoff, developed an on-farm visual tool to find and document connectivity between roadway runoff and waters, and provided the evidence base to define roadway runoff as a unique sub-component of the nutrient transfer continuum.

Twenty years ago, the European Union welcomed 10 new member states. It was a day of promise, because Europe is a promise: the promise that all Europeans can be masters of their own destiny. The promise of freedom and stability, peace and prosperity. And in the twenty years that followed, this promise has been fulfilled. On 1st May 2004, the citizens of Cyprus, Czechia, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Slovakia, and Slovenia became citizens of the European Union. This brought freedom of movement, growth, prosperity, stronger rights and freedoms, work and study opportunities, and made our Union stronger. #20YearsTogether #Cyprus #Czechia #Estonia #Hungary #Latvia #Lithuania #Malta #Poland #Slovakia #Slovenia
