Full video: https://youtu.be/B1jq6tLbn9Q Video in Arabic: https://youtu.be/b7p31VjfQNM On May 5, 2019, the Russian Air Force operating in Syria carried out a deadly attack on the hospital at Kafr Nabl, in the province of Idlib—one of a pattern of multiple attacks on healthcare facilities in Syria by Russian forces allied with Syria’s President Bashar al-Assad. On May 1, 2024, the Open Society Justice Initiative filed a complaint on behalf of Syrian applicants with the UN Human Rights Committee in Geneva, seeking a measure of justice for the Syrian victims and survivors, and in a bid to reinforce the global prohibition on attacks carried out on hospitals and other healthcare facilities. The complaint uses recordings, video, and other evidence of Russia’s responsibility for the attacks, including material included in this video. GFDRR Risk Data Fellows 2023 - Impacting their communities
15 Apr 2024
GFDRR
The Disaster and Climate Risk Data Fellowship program believes that students, young climate researchers, and data scientists from vulnerable countries are best positioned to lead scientific-based climate risk efforts in their regions. This video showcases the work of the first cohort of Disaster and Climate Risk Data Fellows at the World Bank. This initiative was led by the Digital Earth team from the Global Facility for Disaster Risk Reduction and Recovery (GFDRR) at the World Bank, with financial support from a grant provided by the Swiss Re Foundation. The project commenced in September 2022 and concluded in December 2023, lasting a total of 15 months. The primary objective of the program was to identify and support a cohort of Risk Data Fellows in seven climate-vulnerable countries. Their mandate was to access, create, and communicate climate risk knowledge within their respective countries. They accomplished this by contributing to World Bank projects related to disaster investments or analytical work. Fellows were chosen based on their expertise in disaster and climate risk data, along with their commitment to supporting their countries and communities. They received training and hands-on support throughout the project and significantly contributed to enhancing climate risk analysis through their involvement in World Bank projects. In addition to supporting the selected fellows, the project aimed to develop the Risk Data Library, a project focused on establishing open data standards and tools to facilitate disaster and climate risk assessments, particularly in countries with limited data access. The fellows presented their work at the World Bank HQ in Washington DC and Columbia University in New York. But more importantly, they contributed significantly to improving disaster and climate risk knowledge for their communities. Risk Data Fellows featured in the video: - Zia Uddin Foisal: Socioeconomic and climate data for Bangladesh investments - Paolo Magnata: Enhancing coastal road safety in Mindanao Island, Philippines - Ankita Sood: Mitigating flood and drought risks in Indian cities - Bradley Riley: Integrated river management in three South African cities - Mohammad Fadli: Climate adaptation data for 80,000 villages in Indonesia - Hwaba Mambo: Integrating disaster risk data into the National Social Registry Fund in the Democratic Republic of the Congo - Isabelle Tingzon: Mapping buildings using drones and machine learning in the Caribbean The World Bank's Risk Data Fellows Project team included Pierre Chrzanowski (Disaster Risk Management Specialist), Andrea Garcia Tapia (Disaster Risk Consultant), Stuart Fraser (Senior Disaster Risk Consultant), Nuala Cowan (Senior Disaster Risk Consultant), and Mattia Amadio (Disaster Risk Analytics Consultant). Investing in infrastructure builds more competitive, better integrated economies, leading to growth and job creation. It can also improve environmental performance, climate resilience and economic inclusion. Traditional approaches to structuring infrastructure investment using sovereign financing are no longer sufficient. Public-private partnerships (PPPs) are playing an increasingly important role, with the private sector bringing much-needed financing, know-how and the latest technologies. This panel will explore innovative approaches and business opportunities to attract more private-sector financing and deliver urban and transport infrastructure projects in the EBRD regions. It will discuss PPPs and other methods of encouraging private investment in infrastructure, with a focus on business opportunities and what is needed to prepare and deliver bankable projects in emerging markets. 11 Apr 2024
European Bank for Re...
The objective of the session is to reveal the solid contribution that Armenia brings to the region and the huge potential it can bring to the wider region, outline a vision and address the mega directions and megaprojects of Armenia's development. In the strategic region with Armenia’s unique position connecting countries across the West, East, North and South, the Government of Armenia has aimed to develop a country and an economy, which on the one hand will offer the world technological and innovative products, and on the other hand, will significantly contribute to the movement of people and goods with its developing infrastructure. Armenia has been finding its place on the world’s economic map by virtue of developing a fundamentally new knowledge-based environment with emphasis put on education, science, research and development. As an evidence TUMO, recognized as the world’s premier tech education program for teens, got its start in Yerevan and is now being exported to the world’s major capitals. Moreover, the Armenian Government just unveiled a ground-breaking new program (the Academic City Project) to create a fundamentally new knowledge-based/STEM talent pipeline and R&D ecosystem via the large-scale transformation of Armenian schools and universities. Armenia’s high-tech industry that is at the forefront for innovation is making a way to a leading exporter of high-tech products, communications technologies and services for global markets becoming a major hub for a knowledge-based activity. The powerful legacy has turned into modern times with major international tech players and bleeding-edge, home-grown start-ups building large engineering bases here. High tech clusters are one of the big investment potentials for the country. Armenia offers a unique bridge between Europe and Asia. Developing closer ties with the neighbours as well as with other partners, including the European Union, through strategic projects (such as The Crossroads of Peace) will enhance the country’s potential for further development. Doing business in Armenia creates the opportunity to cooperate with several other countries that also have promising growth opportunities. The implemented and ongoing reforms in the business and investment climate being driven by the Government facilitate the provision of promising opportunities to foreign investors.

Creating the right legal frameworks for successful renewable energy projects
11 Apr 2024
European Bank for Re...
As the EBRD regions face the dual challenge of climate change and energy security, a successful energy transition can only be achieved by scaling up renewable energy sources. Creating the right legal, regulatory and contractual conditions for private-sector renewable transactions is a lengthy and complex process. Successful projects require the collaboration of multiple stakeholders. International financial institutions (IFIs) can play an important role in facilitating projects by helping the public sector develop an enabling policy and regulatory environment, bankable power purchase agreements and the competitive procurement of renewable energy through auctions. Once a developer has been selected, IFIs are often instrumental in financing these landmark transactions. However, issues with the wider legal framework and processes can cause significant delays and additional costs, especially when it comes to first projects in a particular jurisdiction. The panel explores how stakeholders can work together to achieve the right conditions for successful projects and deliver secure, green, competitively priced energy. Environmental, humanitarian and economic crises continue to shock the regions where the EBRD invests, affecting millions of people. The financial sector must, therefore, play a critical role in the recovery and long-term resilience of affected economies. However, standard financial products may not be well suited to the realities and risk profiles of people facing crisis, who may lack the documentation, collateral or track record normally required. To face these challenges, economies need to persevere and recover by drawing on resilient human capital. Beyond bricks and mortar, an effective crisis response requires the skills, ingenuity and talent of a country in all its diversity, to provide effective short- and long-term solutions. How can businesses enhance the resilience and diversity of their workforce to respond to these challenges? What role can investors play in helping to protect livelihoods and (re)integrating those most affected by crises into the economy? What can policymakers and international partners such as the EBRD do to strengthen human capital in times of crisis? Can human capital ever be future-proof? Bringing together experts from different sectors and municipal and national policymakers and practitioners, this panel explores these themes and underscores the imperative of close cooperation to deliver impact together. Speakers: Melinda Crane, International Moderator and Correspondent Marie Lou Papazian, Chief Executive Officer, TUMO Center for Creative Technologies Barbara Rambousek, Director for Gender and Economic Inclusion, EBRD

Climate change is one of the defining challenges of our times. Tackling it effectively requires drawing on the skills and talent of all. Women entrepreneurs are the world’s largest emerging market. However, the gender pay gap for green jobs is almost twice that of brown jobs, and efforts to close the global gender gap in economic participation have stalled or are reversing. With an estimated value of US$ 7 billion, the global green economy offers huge potential. So, what does gender-smart green finance look like? How can gender considerations be integrated into green investments? What role do policymakers play in strengthening gender-smart green governance? What can international partners such as the EBRD and the Green Climate Fund do to promote a gender-equal, sustainable future? The panel features international leaders and other global thinkers, investors and policymakers. Together they will set out the business case for gender-smart climate finance and practical measures to achieve it. Speakers: Melinda Crane, International Moderator and Correspondent Barbara Rambousek, Director for Gender and Economic Inclusion, EBRD Rania Al Mashat, Minister of International Cooperation, Ministry of International Cooperation of Egypt Tariq al Gurg, Chief Executive Officer and Vice Chairman, Dubai Cares Marjeta Jager, Deputy Director General, Directorate¬ General for International Partnerships, European Commission Alex Matua, General Director, Procredit Bank

Unlocking the potential of critical raw materials

European Bank for Re...
Mining is essential to economies as it is the first step in the value chain for most products we use daily. It has become even more central recently with the emergence of critical raw materials (CRMs) as key resources. CRMs are key to the transition to a low-carbon and digital economy because of their widespread use in green and digital technologies. They are strategically important, but their supply is high risk. The importance of CRMs to EBRD economies and the trends observed in the sector raise a series of challenges and opportunities. Approaching these developments effectively, scaling up primary and secondary supply, and supporting high environmental, social and governance (ESG) standards will ensure that the possibility of “delivering impact together” is not lost in the EBRD regions. This panel will establish the basics, outline advantageous economic policies for the sector in the Bank’s regions, discuss the EBRD’s role in facilitating investments and showcase the high ESG standards of EBRD projects. Speakers: David Shukman, Journalist, Speaker, and Consultant Beata Javorcik, Chief Economist, EBRD Dulamsuren Begzjav, Chief Financial Officer, Oyu Tolgoi Valdis Dombrovskis, Executive Vice President and Commissioner for Trade, European Commission Natalia Lacorzana, Director, Head of Natural Resources, EBRD Kanat Sharlapaev, Minister of Industry and Construction, Republic of Kazakhstan

Moldova is building a digital and resilient service-based economy. Examples of this trend include extremely fast business registration processes (within one day), more than half of public services already digitised and a comprehensive agenda for a contactless economy. This session will outline the country’s economic progress since the pandemic and the start of the war on Ukraine. It will also present the case for much-needed investment and cross-border projects to prepare for EU integration and boost Moldovans’ quality of life. In 2024, the Moldovan government extended the state guarantee for Moldova IT Park, the first virtual business park in Europe, a platform that offers the best and easiest fiscal mechanism for IT and service-outsourcing companies registered in the country. The government also extended the types of company eligible to join Moldova IT Park. As a result, the number of IT companies and their average revenues have increased in the last four years. Moldova has also opened its doors to talented people from over 47 countries, without the need for them to first apply for a work permit. Local companies already provide outsourcing services in 14 languages. In addition to a thriving digital economy and skilled workforce, Moldova relies on industrial and food production. Despite being a small country, it produces 1 per cent of the world’s car components. It is also among the world’s top 20 wine-producing countries, top 3 plum exporters, and top 5 cherry exporters. Speakers: Dumitru Alaiba, Deputy Prime Minister, Minister of Economic Development and Digitalisation, Government of the Republic of Moldova Natalia Bejan, General Director, Invest Moldova Agency Carolina Bugaian, Chief Executive Officer, Moldcell Veaceslav Panfil, Country Manager, Endava Giorgi Shagidze, Chief Executive Officer, MAIB

The Cyprus Connection: Uncovering Russia's Media Strategy in the EU
3 Apr 2024
Freedom Dialogue Europe
The fight against disinformation is a long-term challenge for European democracies, undermining citizens' trust in democracy and its institutions, and contributing to the polarization of public opinion and disruption of democratic processes. Addressing disinformation has become critically important in the context of Russia's war in Ukraine, with Russia conducting an unprecedented disinformation campaign since 2022. Ukraine is targeted by propaganda and disinformation as part of the Kremlin's hybrid warfare tactics. Cyprus is as a prime example of a European country heavily influenced by Moscow, with Russian officials and businessmen having enjoyed considerable economic and political sway on the island over the years. Their efforts aimed to win over allies within the country and maintain Kremlin's control over emigrants, contributing to a pro-Russian sentiment. Many Cypriot politicians and influential individuals acted in Russia's interests, harming their own country and the EU. Although Cyprus officially adheres to EU sanctions against Russia, Cyprus shows little interest in targeting Russian assets or tackling money laundering, instead they amplify travel arrangements through increased flights to Yerevan. Over 51% of the Cypriot population doubts Russia's primary responsibility for the war in Ukraine, reflecting a high acceptance of Russian propaganda, underscoring the extent of Russia's influence in Cyprus. Given that Russian interference is a threat to democracy, it is urgent to enhance the EU's security framework by reforming rules on transparency, integrity, accountability, and combating corruption. Understanding how important these issues are, we want to set up a panel talk and bring together experts to explore and discuss vital concerns such as press freedom and the battle against disinformation.

The role of women in and after war - lessons learned from Ukraine

Freedom Dialogue Europe
Women play vital roles during and after wars, despite facing significant societal and gender-based barriers. Russia’s war of aggression against Ukraine is a case in point. Tens of thousands of Ukrainian women joined the armed forces, including on the front lines. Women-led civic organisations in Ukraine play a crucial role in providing essential services, and yet women are not equally involved in planning and formal decision-making level, despite progress made towards gender-based equality. Moreover, women and girls experience heightened risks of sexism, violence, scarcity of food and access to finance. According to the Updated Assessment of Needs in Ukraine, “some 14.6 million people are expected to need humanitarian assistance in 2024, 56% of whom are women and girls.” The event will assess the role and needs of women, take stock of lessons learned in Ukraine, and propose solutions for greater empowerment of women and girls.

Freedom Dialogue Europe
The European Union (EU) has emerged as a prominent advocate for LGBTQIA+ rights globally, with significantstrides made in recent years through initiatives like the LGBTIQ Equality Strategy 2020-2025, championed by keyinstitutions such as the Commission and Parliament. Despite progress, a notable gap exists between the moreprogressive North and West and the conservative South and East EU member states. Furthermore, challengespersist beyond the EU borders, with LGBTQIA+ individuals facing severe threats in various European countries. Europe has become a battleground for LGBTQIA+ rights, with right-wing populists promoting discrimination andhate speech, leading to the erosion of previous achievements. Socio-political discussions have highlightedcritical themes such as hate crime, trans-rights, migration, and asylum. In South Asia, LGBTQIA+ rights progress amidst a complex landscape of change and challenges. While therehas been increased visibility and legal recognition over the past two decades, right-wing governments, populism, economic crises, and socio-political unpredictability hinder comprehensive integration. To address these issues, the European Dialogue of the Friedrich Naumann Foundation for Freedom isorganizing this event, focusing on understanding the LGBTQIA+ situation in both South Asia and Europe. Theevent aims to encourage political debate and develop liberal policies amidst ongoing elections in South Asiaand the upcoming EU election in 2024. By facilitating discussions on the current political landscape in bothregions, the foundation seeks to promote liberal values through cross-regional exchanges. --- ++The Innovation Plattform for a Liberal Europe++ The European Dialogue of the Friedrich Naumann Foundation for Freedom has offices in Brussels, Geneva, Madrid, and Prague. EBRD President, Odile Renaud-Basso, will outline the EBRD’s vision for helping Ukraine achieve its European destiny during a public lecture at the London School of Economics on Monday, 18 March, from 6.30pm to 8.00pm. This event, hosted by Bocconi University and the LSE European Institute, is open to the public with prior registration and will also be available online. The discussion will be chaired by Angelo Martelli, Assistant Professor in European and International Political Economy at the LSE European Institute. It will feature Catherine de Vries, Dean for International Affairs and Professor of Political Science at Bocconi University, in a conversation with the EBRD President. The EBRD has increased its investments in Ukraine in response to the war, deploying €4 billion in the country in the first two years of war. Thanks to a €4 billion capital increase, approved last year by the Bank's Board of Governors, the EBRD can continue to invest at this level in wartime and has the potential to do more during the post-war reconstruction period.

But it can also be “Social habits, practices, regulations, laws, and institutions that operate under the assumption that disabled people are inherently less capable overall, less valuable in society, and / or should have less personal autonomy than is ordinarily granted to people of the same age”. Freedom Dialogue Europe
Pegasus, a spyware developed by NSO Group, is known for its capability to hijack a smartphone's microphone and camera, as well as access a wide array of personal data including emails, text messages, and documents. It gained significant attention following a 2021 disclosure indicating that around 50,000 individuals globally could have been targeted by this malware. As a result of the scandal, the European Parliament agreed to establish a Committee of Inquiry to investigate the use of Pegasus and equivalent surveillance spyware (PEGA Committee) to look into supposed violations or mismanagement in the enforcement of EU law regarding the use of Pegasus and similar surveillance spyware. On 8 May 2023, after 14 months of comprehensive hearings, research, and investigative missions, PEGA concluded its report and recommendations by proposing a conditional moratorium and a European regulatory framework. However, some countries like Greece and Poland, don't follow these guidelines, which has led to recent controversies. With the upcoming European elections, this issue is essential as it may impact democracy by muting essential voices as manipulating public opinions. As discussions around digital sovereignty and cybersecurity become more urgent, we invite you to spend an evening with us to discuss how Pegasus affects online privacy and freedoms. Join us for a deep dive into surveillance software investigations and the EU's efforts to ensure a balanced approach to privacy and security regulation in the digital sphere. --- ++The Innovation Plattform for a Liberal Europe++ The European Dialogue of the Friedrich Naumann Foundation for Freedom has offices in Brussels, Geneva, Madrid, and Prague. The current political term has brought significant wins for women’s and girls’ rights in Europe, such as the European Commission’s first-ever female President with her historic cabinet made of an almost 50/50 gender parity team of Commissioners; the nomination of a Commissioner for Equality; the adoption of the long-awaited Women on Board Directive; a Directive on Pay Transparency; and a European Commission’s proposal on a Directive on Violence Against Women and Domestic Violence. The European Women's Lobby (EWL) believes that we must keep building on this momentum and safeguard women’s rights via functioning institutionalised mechanisms. The 2024 European elections will be a turning point for women and girls in Europe and for the European project. That is why it is essential to capitalise on the 2024 EU elections! It is only by acting together that we will successfully face the current challenges. Women are not only more than half of the population but also key agents of change; and it is with women’s inclusion and expertise that we can find appropriate solutions and operate on a socially, economically and environmentally fair transition. That is why, with this event, the EWL aims to reintroduce EWL’s campaign for the 2024 European Elections, sharing EWL’s vision for the new legislative term 2024 - 2029 as well as giving visibility to women’s rights. The EWL will invite key EU political figures and civil society representatives to debate the successes of the past term, the biggest challenges ahead, and the solutions to implement as well as their vision of a Feminist Europe.
