Yemen in Transition: Supporting Local Conflict Mitigation Initiatives

May Nasr and Fahd Alabassi from Partners Yemen and John O'Rourke from the European External Action Service will give an overview on existing challenges in Yemen society after the national dialogue.

More than three years after a popular uprising, signs of improvement in Yemen's political landscape are becoming visible. Like other 'Arab Spring' countries, Yemen faces challenges in terms of resolving social, economic, security and humanitarian issues. The Gulf Cooperation Council (GCC) Initiative, supported by the international community (including the active engagement of the EU) and overseen by the United Nations, initiated Yemen's political transition. In the frame of this initiative, the National Dialogue Conference (NDC) was launched in March 2012 providing a platform for all political parties as well civil society actors, to find an agreement on the path to a more modern Yemen. The NDC addressed a wide range of issues and an implementation plan for the next stage of the transition was adopted at the end of January 2014, even if some issues remain unresolved. The drafting of a new Constitution and the organisation of a referendum followed by elections are the next political challenges Yemen faces, and there are considerable hurdles ahead. The conflict in the North between Houthis and Salafists, a strong secessionist movement in the South, a generally deleterious security situation and the continued influence of members of the old regime risk derailing the process.The country stability is threatened by local conflicts related to natural resources such as water, land and sources of oil and gas.Communities are left to themselves to set aside differences and work together towards improving their common future. About 70% of the population lives in rural areas where conflicts around natural resources are most palpable.Partners for Democratic Change International (PDCI) and Partners Yemen are engaged in supporting local communities to overcome conflicts. A participatory and conflict sensitive approach brings local leaders together and builds on existing capacities to mediate conflicts successfully. Our engagement assist the Yemeni government, security sector actors, local and tribal authorities in establishing sustainable structures for short- and long-term interventions addressing conflict over land, natural resources, health services, education, and conflicts between corporations and local communities.
