The EU’s Carbon Border Adjustment Mechanism: Can it fulfil its climate and competitiveness objectives?

This webinar aims to delve into the central question of whether the CBAM is conducive to a thriving and decarbonized industry in Europe.

In its vision to achieve its climate objectives, the EU seeks to decarbonize its industry without sacrificing its competitiveness. Failure to get the balance right entails a potential risk of carbon leakage wherein carbon-intensive production is relocated abroad to jurisdictions with less stringent or non-existent climate policies. One of the main tools the European Commission is proposing to address this risk is a Carbon Border Adjustment Mechanism (CBAM), which seeks to equalise the price of carbon between products produced in the EU and imports of those same items.


In the midst of the negotiations on this important proposal, this webinar aims to delve into the central question of whether the CBAM is conducive to a thriving and decarbonized industry in Europe. The panel will gather key stakeholders to evaluate how the CBAM proposal will affect EU industrial producers. Questions to discuss include: Is the current sectoral coverage too broad or narrow? How should indirect emissions be addressed and what are the implications of their inclusion or exclusion? Are further policies needed to encourage competitiveness, in addition to the CBAM? Does the tool effectively address both climate and competitiveness concerns?
