Cultural and creative industries (CCIs) are often addressed in at least two areas of local/regional public policies:
Regional cultural policies traditionally focus on funding cultural and artistic creation and education and preservation of cultural heritage. Generally, regions mainly support operators of events (festivals), artistic projects, and cultural heritage projects. Except for the audiovisual sector, the support goes mainly to operators such as municipalities, associations, etc.
Regional economic development policies with their own financial tools (subsidies, guarantees, loans, equity investments, etc.) focus on startup creation, innovation and further business development activities (internationalisation, …) and the creation of supportive environments for the CCIS, such as clusters, innovation hubs, etc.
In addition, culture and creative activities also contribute to social objectives, such as, for instance, the co-creation of cultural events, festivals and performing arts with residents in targeted urban areas, or social inclusion of marginalised groups through their involvement in cultural activities.
