The Self-Assessment Tool for Territorial and Local Development Strategies (SAT4TER) is a user-friendly, free, and anonymous tool designed for local and managing authorities, as well as other local actors responsible for developing or updating integrated territorial development strategies in non-urban areas. These strategies fall under Policy Objective 5, specific objectives 2, as outlined in Article 3, paragraph (e) of the Regulation on the European Regional Development Fund and on the Cohesion Fund. SAT4TER is particularly relevant for Integrated Territorial Investment (ITI) strategies, Community Led Local Development (CLLD) strategies, and other strategies utilizing a mix of territorial tools in non-urban settings.
The tool simplifies self-assessment for local actors, enabling them to identify strengths and opportunities for improving their development strategies.
During the launch event, participants will gain insights into the policy context and scientific rationale behind the tool, experience a live demo, and engage in an interactive Q&A session. Guest speakers from local authorities that participated in the tool's pilot phase will share their perspectives on its applicability throughout the design and implementation stages of integrated territorial strategies.
Aligned with the Handbook of Territorial and Local Development Strategies, SAT4TER focuses on six building blocks of territorial development.
SAT4TER is an initiative of the European Commission's Directorate-General for Regional and Urban Policy (DG REGIO) and the Joint Research Centre (JRC).
