Am 25. Juni 2024 fand eine Sendung des Online Pharma FORUMs zum Thema „Zulassungsstrategien in Europa“ mit Dr. Ulrich Granzer, Granzer Regulatory Consulting & Services statt. Im Fokus der Sendung standen neben den Einreichungsoptionen in der EU (immer im Vergleich mit den USA) die Änderungen des regulatorischen Regelwerks in Europa. So steht die EU Pharmaceutical Legislation vor der Tür mit veränderten Schutzfristen, einer Bündelung der behördlichen Committees (mehr Fokus auf den CHMP, Abschaffung des PDCO, des CAT und des COMP) und weitere Neuerungen. EU-HTA steht mit Deadline 12.1.2025 schon direkt vor der Tür, verbunden mit der Frage, wie man künftig Scientific Advice-Meetings mit nationalen Behörden oder der EMA mit Beratungen durch die HTA-Bodies verbinden kann. Dr. Ulrich Granzers Empfehlung war, hier keine Joint Meetings der Regulatoren mit den HTA-Bodies, sondern ein sequenzielles Vorgehen zu planen. Im zweiten Teil der Sendung ging Herr Dr. Granzer noch stärker auf die spezifischen Programme der EU und der USA ein (EU: PRIME, Conditional Approval, Accelerated Approval; USA: Breakthrough, Accelerated Approval) sowie auf die neuen Möglichkeiten im Bereich von Big Data und AI. Aktuell führen Big Data und AI-Analysen (noch) nicht zu neuen Innovationen, können aber helfen das Safetyprofil von Arzneimitteln besser zu verstehen. Zum Ende adressierte Herr Dr. Granzer noch kurz den Inflation Reduction Act der USA, der das Thema „Reimbursement & Price reduction negociations“ auch dort an den Start bringen wird. Am 25. Juni 2024 fand eine Sendung des Online Medizinprodukte FORUMs zum Thema „Technische Dokumentation: Update“ mit Michael Bothe, MBA, statt. In seiner Funktion als Leiter der Benannten Stelle für Aktive Medizinprodukte der DQS Medizinprodukte GmbH ist Herr Bothe im Konformitätsbewertungsverfahren unter anderem dafür verantwortlich, als letzte Instanz die Verfahren vor Freigabe zur Zertifikatserstellung noch einmal prozedural zu überprüfen. Im Fokus dieser Sendung standen die Themen „Schnittstelle zum Qualitätsmanagement“ und die „kritischsten Rückweisungsgründe Benannter Stellen“. Durch die Verordnung (EU) 2017/745 MDR wurden umfangreiche Anforderungen eingeführt, um die Sicherheit, Leistung und Gebrauchstauglichkeit von Medizinprodukten zu gewährleisten. Da einige dieser Anforderungen unspezifisch sind, empfahl Herr Bothe die Hinzuziehung der MDCG-Papiere. Diese Dokumente sind zwar nicht rechtsverbindlich, bieten jedoch eine klare Orientierungshilfe für die Erfüllung der Anforderungen. Im zweiten Teil der Sendung skizzierte Herr Bothe den Ablauf des Konformitätsbewertungsverfahrens: von der Bewertung einer Produktakte, über die Dokumentenprüfung des QM-Systems (Stufe I Audit), die Audits vor Ort (Stufe II Audit) bis hin zum Vorliegen aller Dokumente beim Zertifizierungsausschuss. Der Prozess zwischen Antragsstellung und Zertifikatserstellung dauert erfahrungsgemäß zwischen 9 Monaten und 2,5 Jahren. Herr Bothe nannte zwei Hauptgründe für „kritischste Rückweisungen“, die eine erhebliche Verzögerung verursachen können: Lücken in der Validierung und Lücken in den klinischen Daten. Besonders die Validierung gilt als „Königsdisziplin“ der Technischen Dokumentation, die nach abgeschlossener Verifikation beginnt. Um die Unklarheiten in der klinischen Bewertung zu beseitigen, stellte Herr Bothe eine No-Go-Checkliste vor, deren Fragen eindeutig mit Ja oder Nein beantwortet werden können. Flüchtigkeits- und Konsistenzfehler treten häufig auf und lassen sich meist rasch beheben, während Defizite in den Bereichen Klinik und Validierung zu erheblichen Verzögerungen führen können. Bislang konnten diese Verzögerungen durch verlängerte Übergangsfristen ausgeglichen werden, doch diese Fristen gelten nicht mehr für die Termine Ende 2027/2028. Daher betonte Herr Bothe nachdrücklich, dass die Hersteller diese Themen jetzt systematisch angehen und die verbleibende Zeit nutzen sollten, um alle Anforderungen zu erfüllen. The exploration of artificial intelligence within universities continues to demonstrate how new technologies can enhance, transform or complement long-standing practices in learning & teaching, research and institutional management. As this culture of experimentation takes hold within institutions, excitement and appetite for innovation continue to build. But as the impact of these technological advancements become more tangible for the user, their limitations – as well as their capabilities – are increasingly exposed. Within the university sector, and across society more broadly, concerns are raised about the quality and integrity of data used in developing AI tools. The apparent threats to citizens’ privacy and other civil liberties have put ethics at the centre of the debate around the deployment of AI. With the adoption of the AI Act, Europe is emerging as a frontrunner in seeking to protect citizens’ freedoms and ensure that humans stay in control of life-impacting decisions. But how will the essence of this legislation translate to the institutional setting? As universities continue to innovate and build momentum in the rollout of AI, it is essential they look beyond the immediate application of new technologies. Universities’ responses to AI need to consider the place of artificial intelligence within the wider institutional mission and the potential impact of these technologies in society. This webinar addressed the evolution of human-machine interaction, the climate impact of AI, and (un)democratic access to new technologies as key considerations in integrating AI technologies. Dr Madar shared her insights on the double standards that exist in our perceptions and response to war. She explored how European responses to Ukraine's invasion have differed significantly from their reactions to other conflicts and refugee situations, such as the Israel-Palestine conflict. She also delved into the complexities of Israel's war on Gaza and the possible reasons for Europe's inconsistent approach to the conflict. Finally, she examined recent developments at the International Criminal Court, including arrest warrants for Benjamin Netanyahu, Prime Minister of Israel, and Yoav Gallant, Minister of Defence of Israel, and UN reports of potential genocide in the Palestinian territories. In the framework of the EUI Crisis of Expert Knowledge and Authority Interdisciplinary Research Cluster, this event hosts Professor Evelyne Hübscher (CEU) and Dr Alexandru Moise (EUI, Department of Political and Social Sciences), who will present their paper on the analyses of different approaches to the communication of pandemic measures. The paper contributes to a debate evolving around issues of trust in institutions, experts, and politicians. In particular, we ask the question 'What role does communication during a crisis play in public compliance with measures?' The COVID-19 crisis has presented us with different models of crisis communication. While French President Macron motivated tough measures to fight the virus with strong words and stark images, other states, such as Germany, communicated via changing panels of experts and introduced measures with less combative rhetoric. They instead invoked national solidarity and the need to remain calm. These different communication strategies, and the relative trust that individuals have in politicians and epidemiologists are likely to impact the degree to which individuals support policies and alter their behaviour. We hypothesise that crisis communication by experts – on average – leads to higher levels of acceptance and compliance than measures communicated by politicians. We use a vignette-based survey experiment (fielded in Germany and the UK) to assess this question. The scenarios vary on three accounts: the messenger, the severity of the outbreak, and the type of measures that are announced. This setting allows us to assess how politicians and health experts as key actors, influence individual acceptance and compliance with restrictions imposed to contain the pandemic. We find that – on average – experts are more trusted than politicians, in particularly when the measures implemented are tough. Evelyne Hübscher is Professor at the Department of Public Policy. She holds a PhD in Political Science from the European University Institute (EUI) in Florence and a Lic. Phil. from the University of Zurich. Before joining CEU in 2010 she was a pre-doc at the Institute for Advanced Studies (IHS) in Vienna. During the academic year of 2021/2022 she was a Jean Monnet Fellow at the Robert Schuman Centre for Advanced Studies (European University Institute, Florence). Her research is at the intersection of comparative political economy and party politics. Evelyne has written extensively on the economic, political and strategic determinants of unpopular reforms, in particular austerity. Recent contributions (published in the British Journal of Political Science) focus on citizen's assessment of austerity measures and to what extent austerity affects the electoral support of governing parties and how austerity changes party landscapes and leads to political polarisation. Alexandru D. Moise is a Research Fellow at the European University Institute, working in the SOLID Project (Policy Crisis and Crisis Politics Sovereignty, Solidarity and Identity in the EU Post 2008. PI's: Hanspeter Kriesi, Waltraud Schelkle, Maurizio Ferrera). He was previously a Max Weber Fellow at the EUI, and a Part-time Assistant Professor at the EUI teaching quantitative methods. He also teaches at the European Consortium for Political Research Summer and Winter Schools. He received his PhD from Central European University in September 2019. The exploration of artificial intelligence within universities continues to demonstrate how new technologies can enhance, transform or complement long-standing practices in learning & teaching, research and institutional management. As this culture of experimentation takes hold within institutions, excitement and appetite for innovation continue to build. But as the impact of these technological advancements become more tangible for the user, their limitations – as well as their capabilities – are increasingly exposed. Within the university sector, and across society more broadly, concerns are raised about the quality and integrity of data used in developing AI tools. The apparent threats to citizens’ privacy and other civil liberties have put ethics at the centre of the debate around the deployment of AI. With the adoption of the AI Act, Europe is emerging as a frontrunner in seeking to protect citizens’ freedoms and ensure that humans stay in control of life-impacting decisions. But how will the essence of this legislation translate to the institutional setting? As universities continue to innovate and build momentum in the rollout of AI, it is essential they look beyond the immediate application of new technologies. Universities’ responses to AI need to consider the place of artificial intelligence within the wider institutional mission and the potential impact of these technologies in society. This webinar addressed the evolution of human-machine interaction, the climate impact of AI, and (un)democratic access to new technologies as key considerations in integrating AI technologies. Speaker presentations triggered reflection among participants on the responsible adoption of new technologies and how this aligns with universities’ values and broader mission to society. The webinar introduced the monitoring framework of the Bologna Process and discuss the ‘how’ and ‘why’ of evaluating progress in the European Higher Education Area (EHEA). In addition, key findings from the most recent monitoring cycle were presented. Newly released or forthcoming data on selected topics were presented by different EHEA stakeholders: the European Commission/Eurydice highlighted findings from the Bologna Implementation Report, the European Students’ Union from its Bologna with Students’ Eyes report, and EUA from its Trends 2024 report. This event is co-organised by the EUI's Environmental Challenges and Climate Change Governance Interdisciplinary Research Cluster and the Amsterdam Centre for European Law and Governance aims to discuss the European Union Deforestation Regulation. The EU Deforestation Regulation (EUDR), adopted in May 2023, is an ambitious and innovative measure aimed at greening the Union’s supply chains and mitigating climate change beyond its borders. The Regulation prohibits operators from placing a series of major agricultural commodities on the EU market if they have been produced on recently deforested land and imposes mandatory due diligence obligations on firms trading such products in Europe. The workshop will bring together academic researchers and policy practitioners (including civil society) from within and beyond the EU to discuss the latest developments in the implementation of the EUDR, the Regulation’s potential impacts on different stakeholders, and its reception by producer countries. The first day of the workshop will concentrate on current policy developments, while the second day will address the legitimacy and effectiveness of EU action as a transnational environmental regulator from a broader theoretical and normative perspective.

The 14th edition of The State of the Union conference counted 150 speakers and included 30 sessions. This year's key themes included EU enlargement, demography, democracy, rule of law, industrial policy, and digital and green transitions. Sustainability was a central focus, with discussions on green energy transitions, regional cohesion, and climate change. Digital transformation discussions covered competitiveness, digital infrastructure, and AI and blockchain regulation. Other topics included strengthening democracy, countering foreign interference, and addressing conflicts in Ukraine and the Middle East. #SOU2024 was held on 23 and 24 May 2024, counting over 850 in-person participants, while more than 11,000 people followed the conference via the live stream and on the EUI’s YouTube channel. As part of the EUI Crisis of Expert Knowledge and Authority Interdisciplinary Research Cluster, this event features a presentation by Professor Juan Pablo Pardo-Guerra (University of California, San Diego) who will discuss how market-oriented logics impact knowledge distribution, the organisation of the sciences, and the structure of the public sphere. How is knowledge organised in higher education? In recent decades, the adoption of market-oriented logics within institutions of research and higher education had notable implications on how the pursuit of knowledge is shaped and rewarded. As documented by a number of authors, for example, the commercialization of science had consequences on the quality of knowledge produced in particular research setting. Backed by distinct cultures of quantification and tied to concrete devices measurement and commensuration, the broader audit cultures that embed modern research effectively shape what we know and can know. In this talk, I explore instances of these cultures by looking into the role of research assessments and budget models as mechanisms for shaping and regulating how universities structure their instructional and research operations. Focusing on recent models of research evaluation and budgeting, this talk shows how several techniques of quantification become important for implementing change in higher education with long-lasting consequences for the distribution of knowledge, the organisation of the sciences, and the structure of the public sphere. Juan Pablo Pardo-Guerra is an Associate Professor in Sociology at the University of California, San Diego and Director of the Latin American Studies Program. He is author of Automating Finance: Infrastructures, Engineers, and the Making of Electronic Markets (2019), and The Quantified Scholar: How Research Evaluations Transformed the British Social Sciences (2022).

Am 29. Mai 2024 fand ein Online Pharma FORUM zu ausgewählten Rechtsthemen der Arzneimittelregulatorik statt. Im ersten Teil der Sendung adressierte Markus Ambrosius, Partner bei den Sträter Rechtsanwälten, die geplanten Neuerungen in den gewerblichen Schutzfristen, die durch die EU Pharmaceutical Legislation erwartet werden. Aktuell besteht für neue Arzneimittel die Möglichkeit von 8 Jahren Unterlagenschutz und 2 Jahren Vermarktungsschutz. Es zeichnet sich hier eine Verkürzung des Unterlagenschutzes auf 6 Jahre ab mit neuen Möglichkeiten der Verlängerung der Schutzrechte. So kann (wie jetzt auch schon) ein weiteres Jahr Vermarktungsschutz bei einer neuen Indikation erworben werden. Neu dazu kommen eine Verlängerungsoption für den Unterlagenschutz bei Produktlaunch in allen Mitgliedsstaaten mit gültiger Zulassung (2 Jahre), Deckung eines „Unmet medical need“ (12 Monate) sowie New active Substance in einer klinischen Prüfung mit „relevantem und Evidenz basiertem“ Comparator (6 Monate). Spannend ist die aktuell fehlende Aussage im Verordnungstext zur möglichen Bezugnahme nach Ende des Unterlagenschutzes. Im Moment kann auf präklinische und klinische Daten, nicht aber Qualitätsdaten, Bezug genommen werden. Diese Konkretisierung fehlt jedoch aktuell im Verordnungsentwurf. Zum weiteren Vorgehen – das EU-Parlament hat jetzt über die Verordnung abgestimmt und diese an den EU-Rat übermittelt. Es wird erwartet, dass es von dort zurück ins EU-Parlament zu weiteren Lesungen kommt. Damit ist ein Inkrafttreten vor 2026 eher unwahrscheinlich. Im zweiten Teil der Sendung ging es um aktuelle Strafverfahren bei regulatorischen Verstößen. Jan-David Hoppe, Fachanwalt für Strafrecht bei den Sträter Rechtsanwälten zeigte hier anhand von 4 Fallbeispielen auf, wie es zu Strafverfahren kommen und wie man den Konflikt lösen kann. Im Fokus standen hier Strafverfahren initiiert von Überwachungsbehörden nach Inspektionen. Herr Hoppe machte deutlich, dass Inspektionsmängel , die den Verdacht einer Straftat aufwerfen, in jedem Fall von den Behörden an die Staatsanwaltschaft zu übermitteln sind. Kernaussage war hier: je früher eine Intervention seitens des Unternehmens erfolgt, desto erfolgreicher kann ein Strafverfahren abgewehrt werden. Dazu ist direkt nach Strafanzeige der Behörde juristische Akteneinsicht zu nehmen und eine schriftliche Stellungnahme zu leisten. Dadurch lassen sich die meisten Konflikte bereits lösen. Dies gilt im Übrigen auch für Ordnungswidrigkeiten. Diese sollten auch versucht werden zu verhindern, da sie in der nachfolgenden Zusammenarbeit mit den Behörden hinderlich sein können (Stichwort „Geeignetheit“ oder „Zuverlässigkeit“ eines Unternehmens). Shorter forms of learning in higher education have existed many years. However, until recently, they were of little public interest and did not play a major role in most institutional and national strategies. This has changed due to the accelerated need for skills, including for the digital and green transitions, and to improve employability through re-skilling and up-skilling. Indeed, ‘micro-credentials’ have become a policy priority of the European Union, as well as in many national contexts, alongside a substantial increase in the numbers of higher education institutions providing such courses. New developments in higher education usually come with high hopes and big concerns. Therefore, an upcoming webinar as part of the Erasmus+ MicroNet project will bring a sense of reality to often rather polarised scenarios by sharing institutions’ experiences of exploring micro-credentials and examples of national and European approaches. For example, for learners and their employers there is the promise of better, quicker, cutting-edge, more flexible learning, with less barriers and at lower costs through micro-credentials. Meanwhile, providers look to better serving society and responding to skills needs - but may also look at micro-credentials as a new or additional income source, or even a new business model. In addition, policy makers see a way to boost lifelong learning in light of demographic change and rapid and unpredictable economic and societal transformation. That said, there are also major concerns, such as loss of quality, challenges regarding the award and recognition of the micro-credentials, and that this might bring about a transition from reliable publicly owned structures and institutions providing reliable degrees to ‘gig education’. During this webinar, institutions from different European countries presented their projects and shared some of their successes and challenges. The discussions also took into consideration the community of learners and external partners and analysis of the role and impact of system and European level policies and frameworks for the successful use of micro-credentials. It comprises a series of lectures specifically tailored to young architects. The lectures cover various aspects of the New European Bauhaus as an active concept for 21st-century architecture. These lectures are conducted with the participation of the Network of Universities Teaching Architecture from Poland, Lithuania, Czech Republic, Hungary, Romania, Serbia, Bosnia and Herzegovina, Macedonia, Croatia, Italy, Germany, Spain, and Ireland. Learn more: https://nebinar.pwr.edu.pl City Acupuncture - Inclusive Interdisciplinary Interventions in Public Spaces 12 years ago architects Rene Lisac and Kristina Careva started an initiative for treating the city with acupuncture, in the belief that urban space can be successfully regenerated with small interventions placed on the right spots. This resulted in numerous realizations like bicycles that illuminate the riverbank, a playground in the middle of an illegal parking lot, living room in an elementary school... Kristina Careva was born in 1976 in Zagreb, where she completed elementary school, music school and high school. She enrolled at the Faculty of Architecture of the University of Zagreb in 1995 and graduated in 2002. She enrolled in the doctoral scientific study of Architecture at the same faculty in 2007 and defended her doctoral thesis Architectural model of space for interdisciplinary research in art and technology in 2012 under the mentorship of prof. Baletić, PhD. At the Digital Design Technologies Unit within the Faculty of Architecture, she participated in classes as a demonstrator from 1997 to 2002. After two years of practical work in offices in Croatia and Finland, in 2004 she became a research assistant at the same Unit. In 2012 she became a senior assistant, in 2016 an assistant professor, and in 2021, associate professor. She participates in the teaching of the mandatory undergraduate courses: Introduction to Computer Application, Computer Application in Architecture I and Computer Application in Architecture II and is the holder of the elective graduate study course Participatory Design of Space. She was appointed Assistant Head of the Doctoral Scientific Study of Architecture and Urbanism in 2017, Deputy Head in 2018, and Head in 2021. Since 2009, in the capacity of author and initiator (along with Rene Lisac), he has been leading the initiative named City Acupuncture, which deals with participatory and comprehensive planning. She participates in the work of the initiative as an organizer and mentor of interdisciplinary and participative workshops, holds numerous lectures and publishes scientific and expert papers. For City Acupuncture she received the award of the 20th Salon of Architecture in Novi Sad in the category Experiment in Architecture in 2016. She actively deals with the topic of architecture and children through many workshops, guest appearances on television shows, exhibitions, and writing. In co-authorship she has so far published two manuals for children of primary school age, which have received the status of auxiliary teaching aids. In 2014, the manual Space around me won the UIA Architecture & Children Golden Cubes award on national level and was nominated for the award of the 50th Zagreb Salon. She participates with success in many domestic and international architectural and urban planning competitions and has won 13 awards so far. She also participates in the work of judging panels. She passed the professional exam in 2004. She is an active member of several professional associations and NGOs.

This webinar focused on universal and perpetual Open Access to scholarly outputs, in a just scholarly publishing ecosystem, the first priority of the EUA Open Science Agenda 2025. During the webinar, participants were invited to discuss challenges, needs and expectations in the transition towards a just scholarly publishing ecosystem. This included discussing a recent proposal by cOAlition S, Towards Responsible Publishing. This proposal identifies key challenges of dominant publishing models and proposes a vision for a community-based scholarly communication system fit for Open Science in the 21st century. A set of principles is proposed to develop this community-based scholarly communication system. Discussing this proposal prompted a broader discussion on the future of scholarly communication, from the perspective of universities. In the one and a half years since ChatGPT made generative artificial intelligence widely available, universities have been experimenting with the application of this technology. For the most part, these experiments have been contained within a specific faculty, department or laboratory, driven by the curiosity of individual students, educators or researchers. Much has been – and continues to be – discovered: the application of AI for the benefit of writing, brainstorming or generating overviews of research literature are just some of the use cases being explored within the institutional setting. Universities, as important testbeds for new ideas and nascent technologies, should continue to facilitate experimentation. But as institutions begin to emerge from this pilot phase, it is time to pool individual experiences and collectively reflect on where AI can add value to university missions. This webinar presented initiatives carried out at the national and institutional level that take a more concerted approach to examining experiences from the past year and a half year. Participants gained insight into how this ‘gathering-of-experiences’ can inform the beginnings of a university-wide response to AI that supports an institution’s strategic goals and values. The sixth webinar of the EUA series Toward Tirana 2024, the Bologna Process and developments in the EHEA discussed the current state of the social dimension in higher education, contrasting institutional perspectives with European policies. The Social Dimension has been extensively explored under the recent cycles of the Bologna Follow-up Group (BFUG) thanks to the work of the Social Dimension Working Group. With the 2020 Rome Communiqué, EHEA ministers adopted the Principles and Guidelines to Strengthen the Social Dimension of Higher Education in the EHEA, and expressed their commitment to implementing these in their respective systems. This webinar took a step back from the BFUG discussions and delved into the experiences and historical context of the social dimension at two higher education institutions and one European Universities alliance. Speakers highlighted the rationale and motivations of various inclusive practices implemented at their institutions, and discussed how they are rooted in institutional strategies. Finally, the event reflected on the relevance and applicability of the current initiatives on the social dimension coming from the BFUG. On 5 April 2024, Sabine Verheyen, Member of the European Parliament (MEP) and Chair of the Committee on Culture and Education (CULT), participated in a NEMO Political Internship at the Suermondt-Ludwig-Museum in Aachen, Germany. During the half-day internship, Sabine Verheyen got to experience the incredible variety of work that happens behind the scenes of a museum. In addition to the exhibition rooms, she got to visit the storage, cut a passepartout and got insights into restoration work. Verheyen was also introduced to the museum's outreach initiative that aims to diversify the audience and ensure cultural inclusion. This information session offered an overview of EUA’s Institutional Evaluation Programme (IEP), now that registrations for the next round of evaluations are open. Since 1994, IEP has offered enhancement-oriented voluntary evaluations on a peer-review basis. Through its context-sensitive and comprehensive approach, IEP has supported more than 340 institutions across the world in developing strategic leadership and capacity to manage change. Key to IEP’ success is its pool of more than 50 highly experienced international experts including rectors, vice-rectors, students, and senior higher education professionals. Furthermore, IEP is registered as a quality assurance agency on the European Quality Assurance Register for Higher Education (EQAR). During this information session, a member of the IEP Steering Committee explained the main characteristics and added value of the programme, representatives from two recently evaluated institutions discussed their experience, and the IEP Secretariat provided some practical information. In this seminar organised by the Crisis of Experts Knowledge and Authority Interdisciplinary Research Cluster, Dr Gaia Taffoni (Teaching Associate, STG) and Dr Laura De Vito (UWE Bristol) will talk about the challenges and opportunities of using Strategic Foresight for evidence-based policymaking. The increasing complexity of many contemporary policy challenges presents unprecedented expectations for governments and their ability to make and implement effective policies. This is raising attention to the degree of Policy Capacity of governments. Policy Capacity is generally intended as the ability of governments to make intelligent choices and to make appropriate use of knowledge in policymaking. However, we maintain it is also the ability to develop strategies grounded in longer-term perspectives. Strategic Foresight (SF) helps design and shape policies to prepare to withstand shocks, anticipating and adapting to changes. However, as governments work towards embedding SF into their policymaking processes, the empirical evidence suggests that futures literacy gaps remain and that applications are still piecemeal and predominantly limited to agenda settings and policy formulation stages. In this article, we argue that to drive anticipatory governance, it is crucial to increase policymakers' SF capacity to apply SF at all stages of the policy cycle. This includes evaluating policies to draw lessons for future interventions. Considering SF systemically throughout the policymaking cycle makes it possible to strengthen anticipatory governance and use technical expertise and participatory knowledge.
