Loud and United to end violence against women and girls, European Women’s Lobby Conference, 6 December 2017, Brussels. Istanbul Convention: What Policies Transform Commitments into Reality? On 6 of December 2017, the European Women’s Lobby (EWL) organised a high level conference at the Permanent Representation of the Federal Republic of Germany to the European Union. Taking place at a key political moment, the conference aimed to raise awareness on violence against women and girls and the significance of the Council of Europe Convention on Combatting and Preventing Violence Against Women and Domestic Violence, the Istanbul Convention. The conference brought together experts from the EWL Observatory on Violence Against Women and academics who highlighted the key challenges in combatting violence against women and girls and in the implementation of the Istanbul Convention. The event was also a key occasion to facilitate an exchange with key EU and Council of Europe decision makers and to give visibility to the important work of women’s organisations’ who consistently work to prevent and combat violence against women and girls. In 2016 more than $140bn was distributed around the world. According to the latest breakdown in 2015 America gave the most money away - nearly $31bn to at least 40 countries and organisations such as the world bank. This included $770m to Pakistan and $250m to Mexico. This may sound generous but the United States has the largest economy in the world. American foreign aid spending in 2015 was only 0.17% of the gross national income. Far less than other rich countries. Sweden and Norway are the biggest givers, donating over 1% of their gross national income to foreign aid. The biggest receivers of aid in 2015 were Afghanistan, India, Vietnam, Ethiopia and Indonesia. Afghanistan received $3.8bn and India $3.1bn. Despite being the second biggest economy in the world, China received $1.5bn in development aid in 2015. This included around $750m from Germany and $67m from Britain. The total amount of foreign aid is at an all time high - up 9% in 2016. This is largely down to the generosity of six countries who meet or exceed the United Nations foreign aid target, donating more than 0.7% of gross national income. On 8 of June 2017, the European Women’s Lobby (EWL) organised an International conference “Loud and United to end violence against women and girls”, followed by a demonstration, gathering more than 350 experts, professionals, decision-makers, women’s rights defenders, and activists from all over Europe in the heart of Brussels. In the 20 century, twice, we Europeans tried to commit collective suicide. And this is the result. If fear takes over in society, if hatred of the other becomes the norm, this is where we end up: neighbours lying together in a cemetery who fought each other and killed each other in two world wars. Europe has learned this lesson. This is a mistake we need to avoid. Every time when we are challenged, this is a risk we run. How do we respond to that? With extreme nationalism? No. I strongly believe that the answer to the challenges of today which are manifold such as terrorism based on jihadism, is not to fall for the temptation of fear, is not to fall for the temptation of hatred for the other. Nationalism is like alcoholism: a short period of exaltation followed by a long period of headaches. Nationalism makes us poor, because its Siamese twin - protectionism - will destroy the internal market and disrupt international trade. Nationalism makes us weak, because its eternal seeking of enemies, its disdain of others, its need to feel superior, makes cooperation with other nations to collectively guarantee our freedom and security much more difficult. If nationalism makes us poor, weak and morally insecure, how can it claim to be patriotic? I maintain that nationalists are unpatriotic. A true patriot is proud of his nation, wants it to be strong, peaceful, prosperous and values-based. To achieve that, a true patriot knows he needs unity, he wants openness, he craves cooperation with others, he sees the strength found in compromise, debate and unity. To be a patriot is to be European, to be European is to be a patriot.

Authorities in Saudi Arabia are investigating after a social media star shared a video of herself wearing a mini-skirt in public. In the video the woman known as Khulood is seen walking around an historic fort in Ushayqir in the gulf state. Saudi Arabia has some of the world's strictest laws for women, who must wear loose-fitting, full-length robes known as abayas in public. Muslim women are also expected to wear a form of head scarf. But this can only be achieved if everyone respects the principles and rules of democracy and human rights. Relevant lifelong education from childhood onwards is therefore necessary. A ten-step programme. Step 1. Raise children’s awareness about democratic citizenship and human rights from infant school onwards. Encourage them to put them into practice in their daily lives. Step 2. While respecting the principle of academic freedom, include education in democratic citizenship and human rights in higher education. Involve students, and encourage them to take action for democracy and human rights. Step 3. Promote democracy, transparency and collective decision making in all educational establishments. Encourage and facilitate the participation of students, teachers and parents. Step 4. Provide teachers and people responsible for youth education and leadership schemes with training in how to provide education in democratic citizenship, human rights and equal opportunities and anti-discrimination campaigns. Step 5. Support all initiatives that promote competences for democratic culture. Work with youth organisations, NGOs and the media in order to develop respect, critical thinking, and non-violence in conflict resolution. Step 6. Develop evaluation criteria for education programmes on democratic citizenship and human rights, with joint objectives to improve them and promote what works. Step 7. Develop research on education in democratic citizenship and human rights in order to improve teachers’ knowledge, learn from their experiences and provide them with better educational tools. Step 8. Work with civil society to promote democracy, responsible citizenship, social cohesion, equality and respect for differences (especially between various religious and ethnic groups). Step 9. Cooperate with other countries, exchange and share best practices, draw inspiration from lessons learnt in Europe regarding “living together”, democracy and enhancement of human rights. Step 10. Ensure that everyone has access to education in democratic citizenship and human rights, because every person counts.

During the World Humanitarian Summit in May 2016, the world's major donors and aid organisations signed the Grand Bargain – a deal aiming to improve the way we deliver humanitarian assistance. The Grand Bargain covers topics that reflect long-standing demands in the humanitarian landscape and takes on board challenges expressed by both donors and humanitarian organisations, including: gearing up cash programmes; harmonising reporting to reduce bureaucracy; carrying out better needs assessments; and increasing coordination with local actors. Over the course of the past year, the 52 signatories to the Grand Bargain (including international humanitarian donors such as the European Commission, UN agencies, the Red Cross and Red Crescent Movement, non-governmental organisations, and local partners) have been working together on their shared commitments to deliver protection and assistance to people in need. As a major global humanitarian donor, the European Commission is at the forefront of the discussion and implementation of the Grand Bargain commitments. Video by EU/ECHO

Emma Marcegaglia: “In this moment, when part of the world will go back to protectionism, Europe must stay open and play a leadership role in open trade and access to markets. A stronger link between Europe and Africa could be a good solution. Africa is a vibrant continent. The role of the private sector is very important, but also we may need an investment plan from the European Union. The only way to have long-term jobs is by making sure companies invest in Africa, including local companies, with long-term views and with good regulations. We can do it.” Jacqueline Mugo: “We have to look at Africa, as opposed to a continent that gets aid. The oil sector, the energy sector, the ICT sector have great potential to grow jobs on the continent. But Africa remains an agricultural continent. We cannot talk about development in Africa without investing in agriculture, to feed the continent and perhaps stem the migration coming into the EU. Sixty percent of the arable land in the world is in Africa. It has potential to feed the world. We need to change the landscape in a way that adds value to the EU, and adds value to Africa. The private sector is the creator of jobs. It can only create jobs if it is strengthened to perform in an environment that is not over-regulated.” Pierre Gattaz: “The African continent is a tremendous continent. It’s a huge potential, but also huge problems to solve. When I travel to Africa, the people, but also ministers, Presidents tell me France has a role to play, also because 40% of Africans speak French. But more than that, they tell me to create jobs. Jobs for stability and security. This is the most important thing. To do that, European companies need less crazy regulation, less bureaucracy, less taxes. This could also help us avoid another Brexit in the future.” Klaus Rudischhauser: “For many years we have said that reducing poverty in Africa cannot be done only with official development assistance, we must bring the private sector on board. It’s easy said, it’s not as easy done. Our analysis that European companies, especially small companies, don’t easily go to Africa. As development actors, we have the task to facilitate business going in Africa. We can help countries set up one-stop shops for investors, we can help them set up inspectors for job security or factory safety. We can help them set the tax systems right. The new External Investment Plan will provide guarantees for the private sector.”
