Public transport regulation has changed considerably over the last two decades and we have seen new forms of institutional designs appear. Many established public transport markets in Western countries set the pace with the reintroduction of competition as a regulatory feature. Competitive tendering (competition for the road) is the main feature here in the provision of passenger transport services. A contractual interface between public and private sector has also become an essential part of almost every regulatory regime, both in competitive and in non-competitive arrangements. These changes were witnessed not only in passenger service design and provision, but also increasingly for infrastructure development and provision.This conference is unique in its international scope.
