EU Social Security Coordination

The New Legal Framework for EU Social Security Coordination

The objective of this conference is to explain the new legal framework for social security coordination in the EU from 1 March 2010.The regime of coordination of the social security schemes of the EU Member States has been in place for 50 years. Regulation 883/2004 was adopted on 29 April 2004 in order to simplify and modernise the coordination at European level of national social security legislation. The adoption of its implementing Regulation 987/2009 in September 2009 will allow the new EU social security coordination rules to enter into application on 1 March 2010, replacing the current system after more than eleven years of negotiations.The new legal framework significantly modernises and simplifies the current rules for EU social security coordination. It takes into consideration the rulings of the European Court of Justice and emphasis is placed on enhanced cooperation between national administrations and social security institutions. Electronic data exchange (EESSI) is central to the new system.
