ContentsEuropean public procurement legislation is undergoing a period of change following wide-ranging public consultations in late 2010 and early 2011. This year ERA's Annual Conference on European Public Procurement Law will focus on:The Green Paper on modernisation: how to ensure more efficient use of public funds and take account of social and environmental concernsHow to expand the use of e-procurement in the EU by accelerating the switchover and limiting the risks presented by divergent national approaches for cross-border participation in online procurement Defence procurement: analysis of key issues after the expiry of the deadline for the implementation of the Directive, namely Article 346 TFEU exemptions and the interaction with the European Defence Agency Code of Conduct; sub-contracting; security of supply requirements; the choice of the award procedure; and the view of the industry Services concessions in light of the Commission’s legislative initiative aiming to create a supportive EU framework for public-private partnership, thus enabling the mobilisation of long-term investment in key important sectors In-house procurement, Services of General Economic Interest (SGEI) and Article 106 (2) TFEU An overview of recent case law from the Court of Justice of the EU with critical analysis of the themes and concepts emerging.
