Competition rules, including state aid and public procurement regulations, lie at the heart of the European ideology, and are key for smart, sustainable and inclusive growth across the EU.

Certainly, the subjects of state aid and public procurement are thorny ones for those involved in the management and control of EU-funded projects. In all fairness, that’s how we see them too!  They are considered legalistic, complex areas which require not only specific expertise and knowledge but also a pinch of judgement and intuition. Each project is a case on its own and the individual characteristics and solutions of one are not directly applicable to the other, especially with state aid.

The first two days of this seminar are designed for those who would like to understand state aid and public procurement without getting lost in their technicalities and complex ; The language is plain and ; Our guest speaker, Mr Sandro Lauri from the Ministry for Energy and Water Management of Malta, will share his experience on the recent experience with the notification of State Aid on the new gas-fired power station of Malta (click here for more information), and the application of the General Block Exemption Regulation (GBER) on a major renewable energy ; Likewise, public procurement aspects are discussed in the most comprehensive and straightforward manner, as is customary of our courses and ; Our mission is to make everyone comfortable with the crucial principles of procurement and to apply them correctly in the various contexts presented by infrastructural projects.
 
Following our visits to EU-funded infrastructural projects in various localities around Malta (EUFundingMaltaSouth expedition), we revisit the entire process carried out in the preparation of a Major Project application for the main water utility supplier in ; We analyse all the steps involved, the discussions with the various stakeholders – including JASPERS – all the stages of the cost-benefit analysis, and the actual writing of the application form ; Preparing for a major project proposal is no simple feat, as the stories recounted directly by the person who coordinated the whole process – Mr Ray Bartolo – will ;
