Rita Beuter, Senior Expert in the unit European policies at the European Institute of Public Administration, (EIPA), Maastricht (NL). She joined EIPA in 1986 and concentrated on the Internal Market and trade policy issues. Since the end of the 90s, she has been concentrating on European public procurement policy. This entails the development of seminars, conferences and lecturing/research on primarily European public procurement policy and rules and also on international procurement issues. She has implemented nearly a 100 seminars on European public procurement issues and contributions to conferences. The clients for these seminars include the Member States, candidate countries and European institutions, agencies and organisations.

She holds a Master's Degree in Public Administration from the University of Konstanz and a postgraduate diploma in European Economic Integration from the College of Europe, Bruges.
