In December 2011, the European Commission adopted its proposals on the award of concession contracts, which are part of the overall modernization initiative of public procurement in the EU. Unlike public contracts and public works concessions, the award of service concessions has not yet been subject to any clear provisions, giving rise to uncompetitive award procedures, fraud and corruption. As such the new rules are built upon a clearer definition of concessions, covering the award of works and services concessions in both the ‘classic’ and ‘utilities’ sector comprising a regulatory framework for the selection, awarding and contracting of concessions.The conference will provide a comprehensive insight and update on latest developments and changes being introduced with the new EU Concessions Directive.
