The info session included information on the policy content of the call, an overview of the call elements and technical aspects. At the end there was a questions and answers section. The questions and answers will be published on the funding and tender portal under the topic related FAQ for this call for proposals.

EPSU and a coalition of civil society organisations held a European Parliament conference on the commercialisation of care as part of their ‘#health before profits!’ #European election campaign. The conference, held on Monday, 8 April 2024, followed a demonstration that was held at Place Luxembourg the previous day – World Health Day. Both the conference and demonstration were organised by three civil society organisations representing health and care workers, users, campaigners, NGOs and other associations: the European Federation of Public Service Trade Unions (EPSU), the People's Health Movement and the ‘Our Health is Not For Sale’ Network.

Fighting child poverty has become a central dimension of EU social policy. One of the European Commission’s flagship social policy initiatives is the European Child Guarantee: established in 2021 by Council Recommendation, the aim of the Guarantee is to tackle child poverty by ensuring access to key services (such as healthcare) and resources (such as decent housing) for children in need – defined as children at risk of poverty or social exclusion. Tourism plays a significant role in the EU economy, contributing to over 10% of its GDP and employing around 20 million people. However, the sector faces several challenges in its transition to sustainability. It is also grappling with workforce shortages and lower qualifications compared to the EU average. The webinar ‘Journey to sustainability: the role of apprenticeships in supporting tourism and hospitality’ will bring together experts, social partners, industry stakeholders and representatives from the European Commission to explore how apprenticeships can support the sectors’ transition towards sustainability.

With the green and digital transitions having moved up fast the von der Leyen Commission agenda, there is a dawning realisation that their success is greatly dependent on worker support. Barrosian neoliberalism is being undone, replaced by a new paradigm that has been legitimised, albeit selectively, through the European Pillar of Social Rights. This ‘social turn’ is reflected in the efforts being made to cement workers’ rights and increase corporate accountability in search of a planet-people-profit balance backed by a green industrial policy. The 2022 and 2023 developments reviewed in this 24th edition of Social policy in the EU: state of play (Bilan social de l’UE) reflect this paradigm shift. Workers’ incomes are now protected by a Minimum Wage Directive, the first-ever piece of legislation which has the potential to boost (cross-)sectoral collective bargaining in Member States. EU countries have also committed (albeit in a much softer way) to strengthening social safety nets, including through adequate minimum income and the launch of a European Platform for Combatting Homelessness. Workplace health and safety has been restored to centre stage after years in the background, while psychosocial risks may become the next battleground for EU policymakers. And attempts are underway to better anchor European Works Councils in the industrial relations landscape, including through effective enforcement. Meanwhile, large companies are being asked to become more transparent with regard to their environmental and human rights practices, not just domestically but all along their supply chains. Similarly, EU industrial policy is no longer a dirty word, but a driving force of the green transition. For now, however, there is no clear link between the EUs new industrial policy and the Pillar. This in turn begs the question of whether the ‘social’ paradigm shift – the EU’s selective implementation of the Pillar – will be sustained in the context of ‘austerity 2.0’, which is looming large while Europe prepares for elections. The European Social Observatory (OSE) and the European Trade Union Institute (ETUI) have the pleasure of inviting you to this unimssable exchange between researchers and European stakeholders and policymakers on the recent developments, challenges and opportunities for Social Europe.

Many households and businesses in the EU remain underprepared and underinsured against such hazard, with insurance covering no more than a quarter of climate-related losses in Europe. This protection gap has its origins not only in the availability of insurance products, but also in how EU consumers engage with the products that are available. EIOPA's latest research explores why EU consumers are reluctant to invest in protection against natural catastrophes. With the ETUC celebrating its 50th anniversary (1973-2023), this is an opportune moment for the ETUI to take a look back at the history of the European trade union movement. Or perhaps ‘histories’ would be a better word, given its rich diversity. This conference will bring together a consortium of European researchers to analyse different aspects of this story, ranging from the pioneering role of the miners’ unions within the European Coal and Steel Community from the 1950s onwards, to the historic contribution of women in European trade unionism, via the role of certain historic national leaders, such as the Italian Bruno Trentin, and the character of trade union dynamics in the countries of eastern Europe. This hybrid conference, which will take place both in Brussels and online, will offer an exploration of these subjects, some of them unexplored to date. It will also be an opportunity for renowned emeritus professors Richard Hyman and Rebecca Gumbrell-McCormick to present their latest book, Towards a European system of Industrial Relations? The ETUC in the 21st century, which covers the period 2004-2015. These new historical contributions further enrich the resources that the ETUI is making available to current and future researchers for a more detailed understanding of the European trade union movement's contribution to building a more social Europe.

Yet, the institutional and juridical framework regulating work is not adapting quickly or deeply enough. The aim of this conference is to explore the main transformative implications of digital technology, discuss normative options, and formulate constructive proposals with researchers and scholars from multiple disciplines (law, sociology, economy, industrial relations, information systems, and computer science).

On 24 January, European civil society sent an open letter to the Presidents of the European Commission and the European Parliament, and the Belgian presidency of the Council of the European Union. The signatories of the letter urge the three institutions take concrete measures to implement an open, transparent and regular dialogue with civil society organisations in all policy areas, as set out in Article 11 of the Treaty on European Union. The open letter was initiated by the Civil Society Organisations' Group and Civil Society Europe and includes specific proposals for implementation. On 14 December 2023, the European Alliance for Apprenticeships (EAfA) organised a webinar dedicated to its new toolkit on apprentice mobility. The EU prioritises apprentice mobility, supporting it through multiple initiatives, such as Erasmus+ and Erasmus Pro; EURES; European Qualifications Framework; and ALMA. Despite that, employers, providers of vocational education and training, and apprentices are still facing hurdles in this area. To support EAfA members and interested stakeholders in tackling these challenges, the Alliance is launching a new toolkit on apprentice mobility. The toolkit is the first of a series of EAfA toolkits on key topics relevant to quality apprenticeships. On 29 November 2023, the European Alliance for Apprenticeships (EAfA) hosted a webinar, entitled 'Apprenticeships in construction - driving the green transition in the EU through the Renovation Wave'. Construction is one of the largest economic sectors, employing 13.5 million people and indirectly creating jobs for an additional 27 million. However, the sector is faced with hurdles in its transition to sustainability. It is also grappling with labour shortages due to an ageing workforce. Recognising these challenges, EU initiatives such as the Renovation Wave and the New European Bauhaus are directing resources to promote sustainable construction and renovation practices, as well as explore renewable options. High-quality apprenticeships can be a key part of the solution. They can help align the workforce with sustainability goals and make the industry more appealing to women and other underrepresented groups. The webinar brings together experts, policymakers, industry representatives and members of the European Commission to delve into how apprenticeships can drive the construction sector's journey toward environmental sustainability and address its workforce needs.

Set against the anticipated revival of the EU social partner summit in Val Duchesse in 2024, this webinar will focus on the latest research findings and data on the main building-blocks to date in social dialogue in Europe and offer a deep-dive into how we measure performance and a perspective on the issues to be addressed into the next phase. In her State of the Union address on 13 September 2023, European Commission President Ursula von der Leyen, said ‘Social partners have played an indispensable role in addressing the challenges facing the labour market, from skill shortages to the transformative impact of artificial intelligence. Their expertise and representativeness are invaluable assets that must not be overlooked.’ Measuring this role and the performance of the industrial relations system and analysing trends is critical to moving forward and this webinar will look at Eurofound’s research into how this has been done and what are the results. Focusing on four key dimensions: industrial democracy, industrial competitiveness, social justice, and quality of work and employment facilitated a cross-time analysis of the Industrial Democracy Index from 2008 to 2021, particularly regarding national industrial relations system trends in terms of EU convergence and contributed to cross-country analysis of evolving trends and patterns of change from 2008 to 2021. Against the backdrop of the EU Agricultural Outlook conference, a major European Commission event on food and farming, some of Europe’s largest green NGOs and consumer associations joined forces to call out the European Commission on its failure to deliver both its promised proposal on the framework law for sustainable food systems (SFS) and its revision of the outdated animal welfare legislation. As a cornerstone of the EU Green Deal, the Farm to Fork Strategy included a series of vital policies and initiatives to address the growing overlapping crises surrounding the state of our environment, people’s health, and the welfare of animals. The action’s name “Broken Promises” hints at the State of the Union speech Commission President Ursula von der Leyen delivered last September. The speech’s motto was “Promises kept”, which is only partly true. While the Commission has shown partial commitment to delivering on some policies, two major promises remain glaringly absent: the framework law for sustainable food systems (SFS Law) and the revision of the animal welfare legislation.

In this #EurofoundLive panel debate webinar, we are exploring the latest research findings on the impact of the rural–urban divide in Europe. Massimiliano Mascherini, Head of Social policies at Eurofound, will present the latest research findings from Bridging the rural-urban divide: Addressing inequalities and empowering communities on the differences in social, political, cultural, economic and living conditions between rural and urban areas and consider whether such differences may pose a threat to social cohesion in Europe. Michèle Lamont, Professor of Sociology at Harvard University, will provide her views and insights into the recognition factor and how that plays out. The debate will be moderated by Mary McCaughey, Head of Information and Communication at Eurofound. The place in which people reside is a significant component of their identity and influences their daily lives and activities. Eurofound’s research shows that the socioeconomic gaps between rural and urban communities can have profound implications for how rural and urban residents feel. Rural residents are more likely than those in urban areas to feel that they, themselves or their communities, are mistreated, disrespected or ignored by their governments. As a consequence, rural residents have lower levels of trust in their governments and in the European Union, and express lower levels of satisfaction with democracy, than those in urban areas. On average, incomes are higher in urban areas than in rural areas, and the rural–urban income gap has increased by approximately 19% over the past decade. But this average increase masks the fact that rural–urban inequalities in income have been falling in some Member States, including Germany and the Netherlands. Gaps in the provision of public services between rural and urban areas are also increasing. Declining and ageing populations pose challenges to future service provision, especially in rural areas. However, across Member States, there are many examples of innovative solutions providing public services to those living in remote areas. Research has highlighted in particular the growing divide between northern and southern EU Member States and has called for an upgrade to the 'convergence machine' - the EU territorial convergence policies, placing an increased focus on lagging rural regions. Join us in this timely debate with our experts on why understanding and addressing the rural-urban divide in Europe is crucial ahead of the upcoming elections to the European Parliament, and to several EU national parliaments.
