The Department of Agriculture, Food and the Marine has announced a funding commitment of €105m to the World Food Programme (WFP) from Ireland for the period 2025 to 2027. The funding pledge is a 40% increase on the funding made under the previous three-year period and will directly fund the WFP’s humanitarian work globally. Minister Charlie McConalogue made the announcement from Kenya where he is currently leading an international development mission to the Horn of Africa in collaboration with our Department of Foreign Affairs and WFP. On the occasion of the UNFCCC COP 28 in Dubaï (United Arab Emirates), the 4 per 1000 Initiative: Soils for Food Security held the 6th 4 per 1000 Initiative Day on Wednesday, November 16th, 2022, in the Dubaï Dusit Conference Hall. The International Initiative 4 per 1000, launched by France on December 1st, 2015, at the COP 21, consists of federating all voluntary stakeholders of the public and private sectors (national governments, local and regional governments, companies, trade organizations, NGOs, research facilities, etc.) under the framework of the Lima-Paris Action Plan (LPAP). The Initiative aims to demonstrate that agriculture, particularly agricultural soils, can play a crucial role in food security and climate change. Supported by solid scientific documentation, this initiative invites all partners to state or implement practical actions on soil carbon storage and the type of practices to achieve this (e.g., agroecology, agroforestry, conservation agriculture, landscape management, etc.). The initiative encourages stakeholders to transition towards a productive, highly resilient agriculture based on the appropriate management of lands and soils, creating jobs and incomes, and ensuring sustainable development.

2023 marks sixty years of activity of the Codex Alimentarius. Codex is a joint FAO/WHO initiative that began in 1963 and looks to ensure food safety for all people around the world. Its main goals are to protect the health of consumers, facilitate international trade and to ensure fair practices in international food trade. Ireland is actively involved in Codex with Irish delegates servicing many different Codex Committees. This video is a case study example of the work done by one Irish Codex delegate who services and represents Ireland on the Codex Committee on Nutrition and Foods for Special Dietary Uses (CCNFSDU). Dr Mary Flynn, Chief Specialist Public Health Nutrition at the Food Safety Authority of Ireland presents on her experience working at Codex Alimentarius Committee on Nutrition and Foods for Special Dietary Uses. This presentation was part of a webinar recorded on 17 November 2023 to mark the 60th anniversary of the Codex Alimentarius. The webinar was co-hosted by the Department of Agriculture, Food and the Marine and the Food Safety Authority of Ireland. It was broadcast during national science week 2023.

Any person who keeps any equines in the State will be required to submit a completed census return within a specified timeline. The census is designed to create an initial link between each equine kept in the State on census day and the premises where it is kept at that time. A profile of all equines present on a holding on that date will be created on the Department’s Animal Identification and Movement (AIM) system, which houses the central equine database. It is expected that the formal linking of equines to their keepers will increase compliance with equine legislation which places responsibility on the recorded keeper for ensuring the health and welfare of all animals in his/her care. Keepers who do not already have an agfood.ie account must register at www.agfood.ie to obtain personal login details to submit their census information. This should be done in advance of November by logging on to www.agfood.ie and choosing the option to ‘Register’.

On August 30, 2023, the UK government published the final Border Target Operation Model (BTOM), classifying import plant and plant product risks into high, medium, and low categories, with high and medium requiring pre-notification and certificates from January 2024 and physical checks from October 2024. Low-risk imports are exempt from these requirements, and transit goods through GB must be accompanied by a phytosanitary transit declaration, with Northern Ireland trade remaining unaffected. Russia’s full-scale invasion of Ukraine in 2022, against the backdrop of its illegal annexation of Crimea in 2014, changed the security landscape in Europe and acted as a catalyst for Finland’s accession to NATO. After 30 years of close partnership with NATO, Finland joined the Alliance as a new member in April 2023. With its geographic proximity to Russia, Finland shares a 1,300-km border with Russia and has a history of facing Russian aggression. Russia’s unprovoked and brutal full-scale war on Ukraine got Finland to rethink its defence strategy, and abandon its policy of military non-alignment. While Finland now benefits from the protection of NATO membership and the collective defence clause (“one for all, all for one”) under Article 5 of NATO’s founding treaty (also called the Washington Treaty), Finland’s membership also strengthens NATO’s collective deterrence and defence and the security of the Euro-Atlantic area. Nearly 1,000 Ukrainian marines are heading back to Ukraine after being trained by NATO Allies: the Netherlands, Norway and the United Kingdom. They have spent six months focusing on amphibious skills and tactics, conducting beach raids by day and night at various locations across the UK. Approximately 900 Ukrainian marines completed the course, which included instruction in the use of mortars, Next Generation Light Anti-Tank Weapons (NLAW) and Stinger anti-aircraft missiles, drones for reconnaissance, and explosive demolition of obstacles such as Dragon’s Teeth anti-vehicle fortifications. The course was the first such programme run by the UK Royal Marines Commandos following requests from Ukraine. The programme is part of Allies' commitment to helping Ukraine uphold its right to self-defence against Russia’s unprovoked war of aggression, as enshrined in the UN Charter. Oak Processionary Moth caterpillars were found on four Oak trees in a Dublin housing estate. The nests and four trees have been destroyed. Ireland has a Protected Zone status under the EU Plant Health legislation for this pest. A Protected Zone is an area of the EU which is free from a harmful organism. DAFM have commenced an investigation into this infestation. Surveying for this pest around the infected site has commenced and an intensive survey campaign using trapping methods and visual examinations of oak trees will continue over the coming weeks and months. The caterpillars (larvae) of this moth are mainly associated with feeding on the foliage of Oak (Quercus) tree species. However, when there are limited oak trees available, larvae have been observed to feed on other tree species (Acacia, Birch, Hornbeam, Hawthorn, Hazel and Beech) but it is uncertain whether they can survive on these species and complete their lifecycle development to adults. The caterpillars (larvae) feed on leaves and can cause severe defoliation leaving trees weakened and open to secondary infections from other pest and diseases. In addition, this moth also poses a potential risk for human health and animal health, as the body of the caterpillar is adorned with numerous irritating hairs. Contact with the hairs can provoke allergic reactions which manifest as skin rashes, conjunctivitis and respiratory problems such as pharyngitis and asthma. The final version of the TOM is expected to be published by the UK Government in June 2023. These new controls will have implications for all Irish exports to the United Kingdom, excluding Northern Ireland. In particular exports from the agri-food sector will subject to pre-notification and accompanied, in some cases, by export health and phyto-sanitary certificates. As per the Northern Ireland Protocol and Windsor Framework, there will be no changes to moving goods between Ireland and Northern Ireland. This process supports energy policy development and encourages the exchange of international best practices and experiences to help drive secure and affordable clean energy transitions.Finland has set one of the most ambitious climate targets in the world, a legal obligation to reach carbon neutrality by 2035. It has made notable progress towards this target, deploying the first new nuclear reactor in Europe in over 15 years and achieving strong growth in wind generation. Thanks to the country’s efforts to advance its energy transition, Finland has the second lowest share of fossil fuels in the energy supply among IEA member countries. Finland has also succeeded in rapidly ending nearly all energy imports from Russia while ensuring secure access to energy by increasing imports from other countries, expanding domestic renewable energy production and improving energy efficiency.In this report, the IEA will provide a range of energy policy recommendations to help Finland smoothly manage the transition to an efficient and flexible carbon-neutral energy system. Regarding the evolving and changing societal demand in the context of (1) the potential long-term impacts of the Corona Virus Disease 2019 (COVID-19), (2) the uncertainty on opening the logistic and communication infrastructure after the Nagorno Karabach 2nd war, and (3) emerging technological developments, the proposed paper aims to support good governance and addresses policymakers of internationalization on local levels. This requires the identification of dynamic decision-making needs and demands of local actors and society as well as the facilitation of efficient and impactful policy decisions about cooperation and partnership. The paper focuses on identifying spatial administration tools needs and the potential responses through modernization in the sense of data-driven solutions to achieve internationalization, as well as social, economic, and ecological sustainability by supporting policymakers. Within this paper, the methods, tools and activities will be described for local governance bodies of Armenia to provide spatial administration as part of their actions. Data-driven approach will be used by the local actors, including municipalities and civil society organizations, to support inter-municipal cooperation in order to hence into new levels of public modernization. Moreover, the digitalization of the local governance systems of Armenia will create an improved environment of internationalization and competitiveness. The paper intends to develop local area governance knowledge for policymakers to provide (1) public modernization at local levels, (2) data-driven strategic development on internationalization, and (3) the establishment of spatial partnerships and cooperation concepts based on common approaches and global connectivity. Sos Khachikyan is Associate Professor, Dean of the Faculty of Computer Science and Statistics, Armenian State University of Economics, Armenia. Marina Razmadze is Associate Professor, Head of the Research Projects and Innovations Office, International Black Sea University, Georgia. Logistics is the art of moving supplies and people to where they need to be. Without logistics, armies wouldn’t have fuel for trucks, parts to repair them, or soldiers to drive them. It’s a military fundamental, and that’s why NATO forces regularly practise this crucial discipline with their Allies and partners. Recently, the US Marine Corps teamed up with the Finnish Navy to practise this crucial discipline – but with a twist. The icy, island-studded waters of the Finnish archipelago are uniquely challenging to supply lines. Working with the Finnish troops, the US Marines learned how to move supplies using helicopters, transport aircraft and small, stealthy boats, as well as the burly transport trucks they brought from the United States in cold weather conditions. The US Marines deployed to Finland for three months last fall – the longest stint the US military’s amphibious branch has spent in Finland to date. It signals a deepening relationship with Finland, a long-time NATO partner that applied for membership of the Alliance in 2022, together with Sweden.
