INESC-ID, “Instituto de Engenharia de Sistemas e Computadores: Investigação e Desenvolvimento em Lisboa” is a Research and Development and Innovation Organization (R&D+i) in the fields of Computer Science and Electrical and Computer Engineering. INESC-ID is a private not for-profit institution, registered in 1999, officially declared of public interest, owned by Instituto Superior Técnico (51%) and INESC – Instituto de Engenharia de Sistemas e Computadores (49%). From the reorganization of INESC, five R&D institutes were created: INESC-ID, INOV, INESC MN, INESC TEC and INESC Coimbra. INESC-ID’s research impact is focused on four Thematic Lines to which it makes the more relevant contributions: digital transformation and citizenship, life and health technology, energy transition, and security and privacy. These four Thematic Lines promote synergies among the eleven scientific areas in order to address today’s societal challenges: Artificial Intelligence for People & Society;  Automated Reasoning & Software Reliability; Intelligent Networks and Communication Systems; Distributed, Parallel and Secure Systems;  Graphics and Interaction; Green Energy & Smart converters; High Performance Computing Architectures and Systems; Human Language Technologies; Information & Decision Support Systems; Nano-Electronic Circuits & Systems; and Sustainable Power Systems. INESC-ID promotes cooperation between academia and industry by addressing research on daily life issues, such as healthcare, space, mobility, human language technologies, agri-food, industry , and smart grids. This high level of knowledge transfer is achieved through both competitive research projects and direct contracted research. Therefore, public and private entities have access to a pool of knowledge, resources and services provided through the unique competencies available at the institution. As an Associate Laboratory since 2004, INESC-ID has an additional responsibility to assist public and private entities facing scientific, health, environmental, cultural, social, economic or political challenges, and to be an active participant in the process of defining the required policies, public or otherwise, to address those challenges. INESC-ID was evaluated in 2018, like all other Portuguese R&D units, by Fundação para a Ciência e a Tecnologia (FCT). FCT awarded the grade of Excellent, the highest, not only in the overall classification but also in each and every one of the items under evaluation: quality, merit, relevance and internationalization of the R&D activities; merit of the team; appropriateness of objectives, strategy, plan of activities and organization. INESC-ID was identified by FCT as one of the top 10 Portuguese research units attracting projects and funding from the European Union. INESC-ID has been very active in participating in R&D+i projects within European Union research projects. This participation has covered all relevant programmes and instruments in the areas within which INESC-ID has expertise, from the more fundamental research to the applied one and encompassing training and strategic initiatives.

This Action encompasses the creation of a European-led multidisciplinary network from countries showing higher NEET youth rates in rural areas. Rural NEETs’ Youth Network (RNYN) aims at developing a model of comprehension for rural NEETs’ social exclusion risk and protective factors based on the bioecological model. It focuses on three specific goals: (1) upholding future research capability, with an emphasis on Early Career Investigators (ECI) and Inclusiveness Target Countries (ITC); (2) creating a rural NEETs’ online observatory; (3) fostering knowledge use by policy makers and practitioners. The RNYN work plan will be produced by 3 working groups; it will contribute to define a coherent model for future research, based on an intensive survey of national and cross-national trends regarding rural NEETs’ profile and support systems, as well as methodological and intervention best-practices in the field. RNYN added value stems from an eclectic theoretical, disciplinary, institutional and international approach and in upskilling ECI in ITC that are more affected by high rural NEET rates. In the long run, RNYN’s scientific impact will lead to the creation of a rural NEETs’ observatory, integrating ECI in a broad multidisciplinary community and strengthening the COST Inclusiveness Policy. Long-term socio-economic impact is expected to be translated into (in)ternational legislation to tackle rural NEETs’ needs and promote sectoral innovations. RNYN is a timely proposal by creating networks/platforms to organize findings, connect critical mass dealing with rural NEETs and build up research capacity. It is also socially relevant, by aiming at informing policies and on-the-ground practices.

 Geoclube is a Youth Association founded in 2000 by a group of teachers and students from the highschool of Gondomar.The main objective of the association is to foster the active participation and the involvement of young people in the decision making process of their education and their future. Moreover, Geoclube – Youth Association aims to create opportunities for young people to be active, to participate and to have special interest in issues that concern directly their future, such as Education, Politics, Economics, Social problems and Environment related issues.We have two offices, one in the House of Volunteering of the Municipality of Gondomar. The second office is located inside social housing where we are partners in a social inclusion project. Our main target group are young people from 12 years old to young adults until 35 years old and also all the educational community that is involved in the education system: parents, teachers, counselors, social workers and others.Despite Geoclube’s office was located inside the high school of Gondomar for many years, recently we moved to a bigger office in the city center of Gondomar, where we can reach a wider percentage of population and have a bigger room for activities like workshops, trainings, and mentor young interns from different areas. 2023 was another busy year here at EMSA. We continued to support the European Commission and Member States on a whole range of maritime issues. We worked intensively across a wide range of actions and activities across our core areas of maritime safety, sustainability, surveillance, simplification and digitalisation, security, technical assistance, capacity building, and coastguard cooperation. In the area of sustainability, we updated THETIS-MRV to support the extension of the EU Emissions Trading System to the maritime transport sector and continued to study the potential of different alternative fuels. We began our series of studies on the safety aspects of alternative fuels and power sources, and we published our first safety guidance on battery energy storage systems on board ships. The CARGOSAFE project, which identifies several cost-effective technical measures to improve the fire safety of container ships, was approved by a dedicated panel of experts at the IMO. Meanwhile, our ROV service became fully operational, supporting accident investigation bodies across the EU. We published our study on competences for MASS operators in remote operation centres. And 2023 was the year in which our coast guard cooperation took a big leap forward. From June until the end of August, we led our first ever Multipurpose Maritime Operation in the Baltic Sea region. At organisational level, we continued to meet our environmental targets in 2023 and completed our journey towards becoming a truly digital administration. We launched our first ever HR strategy, with our staff at its centre. And we ended the year with record levels of budgetary execution

We supported EU Member States on a range of maritime issues related to monitoring of Russian-flagged ship calls to EU ports, issues related to sanctions, and ship-to-ship transfers, among others. And during 2023, the MSS also acted as the European Coordination Centre for the EMSA-led Multipurpose Maritime Operation in the Baltic Sea. While supporting the Italian Coast Guard on a multipurpose maritime operation in the Gulf of Genoa, our RPAS took part in a search and rescue exercise. Using its on-board life raft, the RPAS helped the Italian Coast Guard perform a practice rescue of a swimmer adrift in open water. To support the implementation of the Sulphur Directive here in the EU, which limiting the sulphur content in ship fuel, EMSA offers a special Remotely Piloted Aircraft System (RPAS) service to Member States, free of charge. These special RPAS can fly into the plume of a passing ship to measure the amount of sulphur being released into the air, which gives a good indication of the level of sulphur content in the fuel used by the vessel. This helps in the detection of non-compliant vessels as local coastal authorities are alerted and can request an inspection at the next port of call. The results are uploaded to EMSA’s THETIS-EU system to keep a record of all the measurements taken.

In two new reports, we analyse the potential of hydrogen and wind assisted propulsion systems as alternative power sources for shipping. And for the first time, we have published a full safety guidance on battery energy storage systems on board ships. This is part of our EMSA's ongoing work to support the European Commission, national administrations, and industry in the ongoing decarbonisation of the maritime sector, particularly in the context of the FuelEU Maritime initiative. European Cooperation on Coast Guard functions

European cooperation on coast guard functions refers to the joint work of three EU agencies – the European Maritime Safety Agency (EMSA), the European Fishery Control Agency (EFCA) and the European Border and Coast Guard Agency (Frontex) - to support national authorities in carrying out coast guard functions at national and EU level and, where appropriate, at international level. The Founding Regulations of each of the three agencies were amended in 2016 with a common article identifying five areas for cooperation. Here, projects are constantly developed to ensure a close cross-border and cross-sector collaboration and coordination between the three agencies and Member State authorities, to avoid duplication and redundancy of efforts and to build up synergies. This provides an explicit legal basis for the three agencies to join forces and streamline activities in order to increase maritime situational awareness and provide tailored services to Member State authorities carrying out coast guard functions.

On 28 and 29 November, EMSA will hold a workshop on alternative fuels and sources of power for shipping, which will be streamed live from our Lisbon headquarters. Two new studies on the potential of hydrogen as a fuel for shipping and the potential of wind assisted power systems as a power source will be presented and discussed at the workshop. These studies complement our previous research on biofuels and ammonia, part of a series being carried out by EMSA into alternative fuels and power sources. Also presented will be EMSA’s first ever Guidance on the safety of battery energy storage systems on board ships, as well as its forthcoming research on the safety aspects of alternative fuels. The reports and guidance have been prepared to support the European Commission, national administrations, and industry in the ongoing decarbonisation of the maritime sector. The programme The two-day programme has been designed to feature the experience and perspectives of a wide range of maritime stakeholders, including shipowners, fuel producers, engine manufacturers, ports, and classification societies.

The Sun4All project will test in the EU a support scheme helping vulnerable households to switch to renewable energy while reducing their energy bills. The scheme will be tested by the cities of Almada (PT), Barcelona (ES), and Rome (IT) and by the community of municipalities Cœur de Savoie (FR).
