Decarbonising the building stock is a key challenge on the way to climate neutrality. As stipulated in the proposed Energy Performance of Buildings Directive recast, the EU’s building stock should be zero-emission by 2050. In this transition, heating and cooling play a key role, since the vast majority of operational emissions from buildings stem from the need for space and water heating and cooling. The session demonstrates the various elements needed to successfully implement the Zero-Emission Building concept across the various climate zones of Europe, bringing together the perspectives of the EU institutions with the Heating, Ventilation and Air-Conditioning (HVAC) designers, manufacturers and installers and building professionals representing the whole value chain of efficient and renewable HVAC technologies from design to operation and maintenance. ➔ More about the session from the #EUSEW2022 event platform: https://european-sustainable-energy-week.b2match.io/ About EUSEW: https://sustainable-energy-week.ec.europa.eu/index_en Policy Conference programme: https://sustainable-energy-week.ec.europa.eu/policy-conference_en Join the EUSEW community: https://eusew.eu/0c7 ______________________________________ Facebook: https://www.facebook.com/euenergyweek/ Twitter: https://twitter.com/euenergyweek Linkedin: https://www.linkedin.com/groups/4197341/ ______________________________________ The European Sustainable Energy Week (EUSEW) is the biggest annual event dedicated to renewables and efficient energy use in Europe. The “Cyprus broadband voucher scheme” aims to reduce the costs of providing high speed broadband to end users. Cyprus made use of the European Commission De Minimis regulation and subsidised new connections, or upgrades to speeds of at least 100 Mbps. Each voucher covered 30% of the annual costs per connection. During the period that the programme was running 4 000 households made new subscriptions and around ¾ of those made use of the voucher scheme, therefore the project is considered very successful. In 2019, inspectors and customs officers in 16 EU countries carried out a project to check around 1 400 imported products. Nearly 1 in 4 products violated EU chemical safety laws. We interviewed Maria Orphanou, an inspector from Cyprus and the Chair of the Forum Working Group, Erwin Annys, ECHA's Head of Unit for Support and Enforcement activities as well as Miquel Aguado from the European Commission who discuss the findings of the report and give tips for consumers on how to avoid buying dangerous good and for companies on how to make sure they are importing safe products into the EU. Many European regions are experiencing climate change effects. On Cyprus, rainfall patterns are evolving. Rains are becoming less frequent and more intense. More water evaporates before reaching underground aquifers. Forests are pumping some underground water out. This puts dry regions at increased risk of drought. In wet areas of Central Europe, there's growing danger of flash floods. Researchers are working across the EU to monitor the changes. euronews knowledge brings you a fresh mix of the world's most interesting know-hows, directly from space and sci-tech experts. Regions & Cities in Action - Franco Iacop - European Committee of the Regions
3 Jul 2017
European Committee o...
Franco Iacop, member of the European Committee of the Regions and President of the Regional Council of Friuli Venezia Giulia, Italy, share the experience of his region with the Nicosia initiative. On 13-15 June 2017, Friuli Region met with representatives from Libyan Municipalities to train them in the field of fishing cooperatives. During study theses visits Libyan experts had on-site visits to operational facilities and participate in workshops and debates. Since 2015, the European Committee of the Regions has developed a close political and, increasingly, a very practical relationship with Libyan cities. The relationship has the twin aims of helping to improve public services in Libya and of helping Libyan cities to enter the international community. The cooperation is a response to the political turmoil and insecurity that Libya has experienced since 2011, which has eroded municipal services in Libya, kept Libyan cities isolated internationally, and transformed the country into a major transit route for irregular migrants. At the request of Libyan cities, the Committee of the Regions has been mobilising partnerships for Libya's local authorities since January 2016. The CoR is matching the requests of Libyan cities with offers of expertise from EU cities and regions. The purpose is to improve the lives of ordinary Libyans, by helping municipalities provide better services in areas ranging from primary health care to waste management. The initiative is also a contribution – through city diplomacy – to the stabilisation of Libya at a point when political turmoil and insecurity have led to the freezing of cooperation with Libyans. This is a bottom-up process – known among participants as the 'Nicosia Initiative' – that responds to the needs of one of the EU's closest and most fragile neighbours. The CoR's involvement reflects the assembly's belief that city diplomacy and peer-to-peer diplomacy need to be activated to address major, long-term international challenges. It is also in keeping with the EU's global strategy and a conviction that the EU should think globally and act locally. Gabrovo has an active policy on energy efficiency, contributing to the transformation of the city to a modern European municipality, investing in smart, sustainable, inclusive, regionally balanced economic growth. Local authorities try to have an optimal use of the possibilities for EU funding. The ESM financial assistance programme for Cyprus ended on 31 March 2016. The euro area countries agreed to a package of financial assistance of up to €10 billion for Cyprus in 2013. Thanks to a better-than-expected economic recovery, private investors’ participation in bank recapitalisation and a return to market financing, however, the full amount was not needed. The ESM disbursed €6.3 billion, and the IMF a further €1 billion. In order to receive the loans, Cyprus implemented a number of key reforms, including: - Restoring the soundness of the Cypriot banking sector by thoroughly restructuring and downsizing financial institutions - Cutting the excessive government deficit, in particular by reducing current primary expenditure and increasing the efficiency of public spending - Implementing structural reforms to support competitiveness and sustainable and balanced growth Cyprus has managed to restore economic growth and repair public finances much faster than expected. The country’s financial sector – which was the main source of the crisis – was restructured, recapitalised and downsized, and the legal and supervisory framework was modernised. The country regained the trust of investors and returned to the bond market, where it continues to finance its debt at sustainable rates. The European Stability Mechanism (ESM) is the permanent crisis resolution mechanism for the countries of the euro area. Like its predecessor -- the temporary European Financial Stability Facility (EFSF) -- the ESM provides financial assistance to euro area Member States experiencing or threatened by financing difficulties.
