The Centre for Social Sciences (Hungarian Academy of Sciences Centre of Excellence) is a research institution where 200 Hungarian and international researchers engage in exploratory and innovative national and international research projects in the Social Sciences. Founded by the Hungarian Academy of Sciences and part of the Eötvös Loránd Research Network, the Centre’s charter established its freedom to research without political influence. Comprising four institutes—Political Science, Minority Studies, Legal Studies, Sociology, and other research units—, the Centre has greatly contributed to understanding and addressing far-reaching societal issues that pertain to Hungarian and European societies.The Centre’s research activities focus on sociology, political science, computational social science, network science, minority studies, and law. Researchers take an interdisciplinary approach in their scientific work. The Centre’s main goals are to extend the quality of Hungarian research to Europe and beyond, to take a prominent regional lead in social science research, and to serve as a point of scientific reference in Hungary. The Centre currently operates over 70 local and international research projects, it manages an open access repository for research data, and provides consultations for its researchers on GDPR and data management.Publishing six journals—two of them ranked by SCOPUS—, the Centre’s ambition has also been to expand its international publication portfolio in highly ranked international journals and publishing companies. A state-of-the-art research performance evaluating system has been used since 2013 with a focus on internal publications. Between 2017 and 2018, the efforts led to a 50% increase in the number of published works. Researchers at the Centre have actively engaged in international projects with EU’s H2020 research funding scheme. The Centre has worked on managing and participating in several of these projects. In 2018, the H2020 Research and Innovation Action project proposal DEMOS, which the Centre coordinates, won a €3 million grant from the European Commission. The Centre acts as work package and task leader of several ongoing H2020 projects such as BRIDGES, OPTED, RED-WELL, ESS-SUSTAIN-2, and RURALIZATION. The Centre also took part in a variety of other H2020 and FP7 projects (such as MIME, MOPACT, FAMILIES & SOCIETIES), COST actions, and Visegrad grants.A professional research administration team constantly sharpens its expertise in proposal writing, research communication and impact, and management of international grants. Besides receiving domestic and international training, the members of the Centre’s administration play active roles in international research management networks, such as EARMA and BESTPRAC.

ifempower wishes to empower females to get engaged in self-employment and entrepreneurship especially in SMEs. Based on a preparatory research on the role of females in European SMEs, investigating the main roles, hindrances, gaps and market needs, the project will elaborate a module for university students which can support to broaden their knowledge on entrepreneurship related topics, providing hands-on training to support their engagement in self-employment and entrepreneurship. This module will be jointly developed by partners, accredited and launched at partner universities for 2-4 semesters. ifempower gathers partners from two pillars of the knowledge triangle, namely businesses, business support organizations and universities and will make important efforts to engage the government sector to channel in the results of the project. Involvement of the civil sphere is assured through ASPs. The project represents an innovative and participatory approach by providing a mentorship programme for participating students by connecting them to entrepreneurs. Apart from developing curricula, the project will launch personal consultancy for interested students to provide further support for their engagement and online support toolkit. This project began on September 2018 and will last 3 years. It is under the lead of HÉTFA Research Institute Hungary.

Agri-food systems in Central Eastern Europe (CEE) are key to achieving the EU climate goals. The webinar series “Climate Action in Agri-food Systems in Central Eastern Europe (CEE)”, taking place from October to November 2023, explores how agroecology (including organic farming) and sustainable food consumption can enable a transition to climate friendly and resilient agri-food systems in Central Eastern Europe, while also addressing the biodiversity crisis and the economic crisis in agriculture. The second webinar focused on “Tools to facilitate nature friendly climate action and sustainability transition in agriculture. Participants learned from concrete examples from Hungary, The Netherlands and Slovenia. The webinar series is part of a project which aims to strengthen the capacities and collaboration for transitioning towards climate friendly and resilient agri-food systems in CEE. The project is coordinated by Ecologic Institute and funded by the Robert Bosch Stiftung. With the support of EU cohesion funds, the biggest geothermal heating system in the EU has been inaugurated in Szeged, in the south of Hungary. The EU has supported the project by investing €23 million, with the goal of providing clean and affordable energy to over 28,000 households and over 400 public buildings in the area. The heating network in Szeged, the largest in Europe outside Iceland, now has 27 wells, 16 heating plants, and 250 kilometres of distribution pipe network. Commissioner for Cohesion and Reforms, Elisa Ferreira, said: “This project ensures clean energy, drastic reduction of emissions and serve to diversify from the Russian gas import. The ‘Szeged model’ can be replicable in many other cities as about 25% of EU population lives in areas with sufficient geothermal resource. This will significantly help to reach the EU climate goals”. In December 2022, the Member States adopted the Hungarian recovery plan but conditioned the disbursement of funds to a series of rule-of law reforms. Similarly, the Polish government has undermined the independence of the judiciary since coming to power in 2015, and has been trying to backtrack on certain measures since the beginning of 2023 in the hope of releasing funds from the European recovery plan. Hungary has also 6.4 billion EU funds frozen for non-respect of rule-of-law principles and both countries have their cohesion funds suspended due to non-compliance with the Charter of fundamental rights. What is the situation today as regards to the access to these various EU funds by Hungary and Poland? What amounts are currently suspended by each mechanism and what conditions are imposed on each country to lift these suspensions? Eulalia Rubio, Senior Researcher at the Jacques Delors institute, will help us clarify this issue.

On the occasion of the UNFCCC COP 27 (November 6th to 20th, 2022) in Sharm El-Sheikh (Egypt), the 4 per 1000 Initiative: Soils for Food Security held the 5th 4 per 1000 Initiative Day on Wednesday, November 16th, 2021, in Namaa Bay. The International Initiative 4 per 1000, launched by France on December 1st, 2015, at the COP 21, consists of federating all voluntary stakeholders of the public and private sectors (national governments, local and regional governments, companies, trade organizations, NGOs, research facilities, etc.) under the framework of the Lima-Paris Action Plan (LPAP). The Initiative aims to demonstrate that agriculture, particularly agricultural soils, can play a crucial role in food security and climate change. Supported by solid scientific documentation, this initiative invites all partners to state or implement some practical actions on soil carbon storage and the type of practices to achieve this (e.g., agroecology, agroforestry, conservation agriculture, landscape management, etc.). The initiative aims to encourage stakeholders to transition towards a productive, highly resilient agriculture based on the appropriate management of lands and soils, creating jobs and incomes, and ensuring sustainable development.

A ‘G-Suit,’ lets pilots take tighter turns at higher speeds, giving them a tactical edge. But there’s more to their outfit than fancy pants. A pilot’s jacket holds their oxygen hose and an inflatable collar to keep them afloat should they need to eject over water. The helmet keeps their head safe, while the mask helps them to breathe at high altitudes and houses a microphone for communications. Fighter pilots display patches on their uniforms – usually their national flag, and a patch commemorating their Air Policing rotation. The Hungarian Air Force currently has four fighter jets assigned to NATO’s Baltic Air Policing mission, which keeps the skies over Estonia, Latvia and Lithuania safe and secure. Air Policing is a normal, peacetime activity conducted 24 hours a day, 365 days a year. On Sunday 18th September, the European Commission proposed a 7.5bn cut from Hungary´s EU funds in application of the rule of law conditionality mechanism. It is now up to Member States to take a decision within a maximum of three months. This proposal arrives at the moment when the Parliament has declared Hungary a “hybrid regime of electoral autocracy” and with the EU´s executive still blocking the adoption of the Hungarian recovery plan over similar rule of law and corruption concerns. We are pleased to welcome our Senior research fellow, Eulalia Rubio, who will discuss what we can expect from the application of the rule of law conditionality against Hungary and the implications this may have in the context of the long ‘rule of law’ clash between the EU and Hungary.

Scientists and experts from across the EU step up to answer the Internet’s most searched questions on deforestation. Watch the full series: wwf.eu/scientists Dr Réka Aszalós, forest ecologist and employee of the Ecological Research Center, Hungary: “The primary reason for deforestation, including the deforestation of primeval forests, is the expansion of agriculture. In the Amazon, the primary reason for this is cattle breeding and soybean production. Most of the soy will be animal feed, and much of the beef will go to North America and Europe. So, with a little exaggeration, we can also say that the primeval forests will become burgers”. WWF and nearly 200 other NGOs have long advocated for EU legislation on deforestation through the #Together4Forests campaign and will continue to fight for a law that can make a real change. All eyes are now on EU governments and the European Parliament to deliver ambitious results.

The so-called Jewish Quarter in District VII of Budapest was a multiethnic and multireligious area from its very beginnings in the second half of the 18th century. It is one of the few neo-classicist cityscapes in Europe, which, at the same time, features the Orientalizing architecture of synagogues and Jewish memorial sites reminding of the fate of the inhabitants: after 1944, the district was turned into the Ghetto of the Hungarian capital. In 2004, the area was declared the buffer zone of the UNESCO World Heritage Site of Budapest. Parallel with this, starting in the mid-2000s, a series of bottom-up initiatives turned the abandoned, dilapidated buildings into temporary bars, followed by private investments and citizen initiatives to protect architectural and historical heritage. The run-down former residential area eventually turned into a centre of night life. Today it showcases various financing and adaptive re-use models, but also represents the dilemmas of changing functions on a neighbourhood scale, and how it affects built and intangible heritage. The latest edition of the Flash Eurobarometer survey shows that citizen's awareness and perception levels of EU regional policy remain high. Eight in ten Europeans who have heard about EU co-financed projects in the area where they live (41%) believe that EU projects have a positive impact on their city or region. The new Eurobarometer has also surveyed the Union’s response to the COVID-19 pandemic – almost seven in ten respondents (69%) believe the EU regional policy supports the economic recovery in the context of the pandemic. The debate on the future of Europe has gained a new momentum due to the COVID-19 pandemic and related recovery measures adopted by the EU. The pandemic has culminated in different attitudes towards the concept of solidarity in Hungary and the Czech Republic: how do these attitudes differ, and why do they differ? On Thursday September 16 at 10:00 CET, TEPSA joined with its Member Institute from Hungary, the Institute of World Economics, Centre for Economic and Regional Studies (IWE CERS) to explore these questions and more in the framework of the upcoming publication of TEPSA’s new book Solidarity in Action and the Future of Europe: Views from the Capitals. Hungary has been at the forefront of internal divisions within the EU for years. With the Orbán administration at the helm, anti-EU rhetoric rests at the heart of the Hungarian government’s approach to EU policy, both at home and in Brussels. Despite this, all major opposition parties support further EU integration and are generally trusting of the European Union. In this context, European solidarity in the wake of COVID-19 has become something of a political hot potato. In the Czech Republic, together with “rule of law” or “EU values”, the concept of European solidarity has come to be seen as part of the moralizing rhetoric of the “old” elites in the EU. Thus, the concept is becoming a tool of division, a predominantly negative notion. Seventeen EU states stand up to Hungary over LGBTIQ law

EU ministers organized a hearing on Hungary’s compliance with the rule of law - the article 7 procedure - at yesterday’s (22 June) General Affairs council. The last hearing for Hungary took place in December 2019. Since then additional problems have arisen, the latest being a law that stigmatizes the LGBTIQ community. This last issue reportedly generated a heated discussion at the meeting. The Benelux (Belgium, the Netherlands, Luxembourg) countries issued a joint statement (see below) expressing deep concern about the adoption by amendments that discriminate against LGBTIQ persons and violate the right to freedom of expression under the guise of protecting children. The statement describes this as “a blatant form of discrimination on the basis of sexual orientation, gender identity and expression... Inclusion, human dignity and equality are core values ​​of our European Union, and we must not compromise on these principles.” Today (23 June), following an initial analysis of the proposal, European Commission President von der Leyen announced that a letter will be sent to Hungary expressing legal concerns over the amendments before they enter into force. Von der Leyen described it as a shame. Luxembourg’s foreign minister described it as “unworthy of Europe” and said “we are no longer in the middle ages”. In addition to the Benelux countries, Denmark, Estonia, Finland, France, Germany, Ireland, Lithuania, Spain, Sweden and Latvia also endorsed this statement. Today, Italy, Greece, Austria and Cyprus have added their support for the statement taking the number to 17. Portugal voiced its support but as holder of the presidency it felt that it had to remain neutral. Hungary and the Rule of Law The European Parliament launched the Article 7 process following the European Commission’s failure to initiate the procedure. The Sargentini Report covered a wide range of ‘rule of law’ issues from the functioning of the constitutional and electoral system, the independence of the judiciary, corruption and conflicts of interest, academic freedom, freedom of religion, freedom of association and the right to equal treatment. Yesterday’s discussions included other new developments aside from the discriminatory law on LGBTIQ. On judicial independence there have been appointments to the constitutional and supreme court that have been heavily criticized for ignoring the negative opinion of the national judicial council. On media independence, the government refused to renew the broadcasting licence of independent radio station Klubradio. The Commission has launched an infringement procedure on this last issue. Joint statement We are deeply concerned about the adoption by the Hungarian Parliament of amendments that discriminate against LGBTIQ persons and violate the right to freedom of expression under the guise of protecting children. These amendments to a number of Hungarian laws (the Child Protection Act, the Business Advertising Act, the Media Act, the Family Protection Act and the Public Education Act) prohibit the portrayal and promotion of a gender identity other than sex in birth, gender reassignment and homosexuality for persons under the age of 18. This is a blatant form of discrimination on the basis of sexual orientation, gender identity and expression, and must therefore be condemned. Inclusion, human dignity and equality are core values ​​of our European Union, and we must not compromise on these principles. These amendments also violate freedom of expression, by restricting the freedom to hold opinions and to receive and impart information without interference from any public authority, as enshrined in the Charter of Fundamental Rights of the European Union. Stigmatizing LGBTIQ persons is a clear violation of their fundamental right to dignity, as enshrined in the EU Charter and international law. Apart from the discussions in the General Affairs Council, we urge the European Commission, as guardian of the Treaties, to use all the instruments at its disposal to ensure full respect for EU law, including by to refer the matter to the European Court of Justice. We stand ready to protect the rights of all EU citizens.

Due to its geographical context, the Middle Danube basin or Carpathian basin is a meeting point of climatic, biogeographical, as well as cultural areas. Crossing the basin the Danube River links together the Balkans and Central Europe providing a north-west southeast migration route for animal and human populations. On the other hand, the basin is connected with the northern and eastern plains by mountainous passes and river valleys across the Carpathians. The environmental conditions of the basin developed under the effects of three climatic belts: oceanic from the west, continental from the east, submediterranean from the south. The archaeological record of Hungarian sites, dated to the period of the Final Pleistocene and Early Holocene, demon-strates cultural influences coming from these directions too. We deal with this problem by ivestigating four excavated sites representing different regions within the basin: Szekszárd-Palánk (south) and Sződliget (north) in the Danube valley, Páli-Dombok (northwest) in the Rába valley, Jászberény (northeast) in the Zagyva valley. Szekszárd and Páli are dated to the Final Pleistocene, Sződliget and Jászberény to the Early Holocene. The environmental context, lithic typology and technology and raw material economy are considered using the results of new analyses as well as the revision of published analytical data. Today (9 February), MEPs vote on the Recovery and Resilience Facility (RRF). Speaking at the debate, Hungarian MEP Katalin Cseh called on the EU to deliver on the legal guarantees to involve local government. “This parliament has fought for and delivered legal guarantees for the protection of our historic recovery fund so that taxpayer’s money does not get diverted by corruption, so that this time Viktor Orbán’s son-in-law does not scoop up these funds,” said Cseh. She said that the parliament had secured guarantees that member states must involve local authorities. However, we are now in February, and according to Cseh local mayors, opposition parties have not been consulted: “A colleague of mine is deputy mayor in charge of economic development for the third-largest city in Hungary, Szeged, he has not seen any meaningful documentation, let alone been consulted about the needs of his constituents. Mayors from across Hungary tell us the same. Budapest is in urgent need of funds for zero-emission transportation developments and there are recovery funds for that, but they are not being consulted. So how does this square with the legal obligation to involve local stakeholders?” Executive Vice President for the Economy Valdis Dombrovskis also underlined how ownership lies “at the heart” of the Recovery and Resilience Facility: “This is why it is important to work closely with local or regional national authorities, social partners and relevant stakeholders at all stages of preparation and implementation.” The RRF will make €672.5 billion (€312.5bn in grants and €360bn in loans) available to member states to support investments and reforms, in favour of the ecological and digital transition. The facility aims to help the EU to make a recovery from the pandemic while also addressing economic fallout.

Speakers: Barbel Heinkelmann, Legal Officer, European Commission Nicolas Cohen, Criminal Defence Lawyer, Jus Cogens András Kádár, Attorney-at-law and Co-chair, Hungarian Helsinki Committee Laure Baudrihaye-Gérard, Europe Legal Director, Fair Trials For people who have been arrested, the hours spent in police custody is a time of extreme vulnerability. What happens in the police station can determine the outcome of a criminal investigation and whether a person is released or held in detention pending the trial. Legal assistance is key to protecting and helping people to understand their rights when facing the police. Lawyers’ presence in police stations can also protect arrested people from police violence and coercion. If you are arrested or interviewed by law enforcement authorities in the EU, you have the right to be assisted by a lawyer, prior to and during questioning. The implementation of this right is inconsistent, but it was delivered a massive blow by the Covid-19 pandemic when in person access to a lawyer was restricted in many EU countries. As a result, legal assistance in police custody either didn’t happen or was primarily provided remotely, via telephone or video-link. It was often reduced to a pre-interview phone consultation and strictly limited in time. By the end of 2020, the European Commission is expected to outline measures to increase digitalisation in justice systems across the EU. Before rushing into long-term legislative changes that will transform the functioning of our justice systems, it is crucial that we understand the impact of remote legal assistance on defence rights.

Bas van Beek, co-founder of Platform Authentieke Journalistiek presented the Shell Papers, focusing on the use of strategy within politically sensitive FOI procedure, while Blanka Zöldi, journalist at Direkt36, presented their investigations on Hungarian Prime Minister Viktor Orbán’s family businesses. Thanks to the highly detailed GPS positioning and data analysis, input materials can be delivered in a differentiated way, resulting in higher crop yields. The overall objective of the UASiMAP project is to map and further support the regional engagement activities of European professional higher education institutions, in particular Universities of Applied Sciences (UAS) as the most distinguished type of provider, while promoting, evaluating and facilitating their analytical measurement through existing traditional and newly identified indicators. UASiMAP aims to develop an operative and analytical framework specifically tailored for mapping and self-reflection of UAS local engagement, development of their further strategies, promoting and communicating their contribution to society and regional community, based on the experience and insight of key-stakeholders from across the whole European Union. A collection of several institutional cases based around the pilot testing of the tools and indicators will be an integral part of the project. The project will and benefit from the experience and conclusion of other similar initiatives and pro-jects (e.g. HEInnovate, U-Multirank). The UASiMAP project may well build upon the achievements of the TEFCE project which has been focused on relevant issues since 2017.

The Central Eastern Route met with Sarah Gunther, a German artist and political activist who has been living in Hungary since 2011. She is part of a public art collective called Pneuma Szöv which is active on various political topics, such as air pollution and trash, but also directly critical of Orbán's government. With her we visited the Air Factory, an artistic project on the topic of air pollution, involving live theatrical performances and installations to raise awareness among people on the smog levels in Budapest, which is one of the most polluted cities in Europe. This is also the place where the collective is based, although the building, which was home to several other civil society organizations, forced them out by increasing rent by a 50% rate. All around Budapest many cultural centres have been shut down, due to gentrification and real estate speculation. In its office, Pneuma Szöv keep a map of all these places and their relocation history over the years. Peter Krekó is Director of Political Capital Institute in Budapest The political changes of the past decade in Hungary have resulted in the establishment of a hybrid political system in which the degree of power concentration is exceptional, at least in European terms. Orbán and his party not only keep a firm grip on the legislative and executive branches, but also dominate virtually all spheres of social life, including commerce, education, the arts, churches, and even sports. The regime’s ‘hybridness’ reflects the uneven development of nondemocratic practices across various sectors of society. Certain subsystems – the courts, for instance – still operate with a large degree of independence, though the executive has been putting them under growing pressure. Other institutions, such as the prosecutors’ offices and the state media, function as ruling-party outposts. The foundations of the current Orbán regime go back to the period just after Fidesz’s 2010 electoral landslide, and were consolidated when the parliament adopted a new constitution that came into effect on the first day of 2012. Still, the 2018 election was widely seen as a crucial test. And this election brought another landslide victory for Fidesz. How was this possible and what are the consequences for Hungary and Europe? What are the specificities of the Orbán regime? What is Orbán’s strategy for the EP elections? This presentation aims to respond to these questions.
