This testimonial video provide insights on the challenges and the importance of cooperation across borders in addressing natural disasters such as floods, by highlighting a project of great significance in the Greek - Bulgarian cross-border area. Border regions between Greece and Bulgaria are historically vulnerable to floods due to the two transboundary river basins of Struma/Strymon and Evros/Maritsa. The video discusses the importance of bilateral cooperation in increasing the resilience of border regions. It marks out Flood Protection, one of the largest Interreg V-A Greece Bulgaria 2014-2020 strategic projects aiming to improve resilience of the cross-border area in times of crisis. The project brought together authorities from both sides of the border to provide tangible outputs such as large-scale infrastructure upgrades and increased disaster handling capacity. The Western Balkans Investment Summit 2024 will be held at the EBRD HQ in London on Monday 26 February. The event will be attended by all six heads of government from the region, who have confirmed their participation. The aim of the Summit is to highlight potential investment and business opportunities in the Western Balkans region and to promote regional and cross-border projects. This is the sixth EBRD summit of its kind; the inaugural Western Balkans Summit took place at the EBRD ten years ago, in February 2014 and, for the first time, brought together all the region’s prime ministers. The Western Balkans is a priority region for the EBRD. Today, the EBRD remains one of the largest institutional investors in countries of the region, with more than €18 billion invested to date. The traditional highlight of the Summit – interactive “Prime Ministers Session” - will see the regional Leaders and the President of the EBRD address the audience with their overall vision for the region, key regional projects and opportunities for investment at both regional level and in each of the countries of the region, which includes Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia and Serbia. North Macedonia will launch the in-country platform to accelerate just energy transition and sign the underlying partnership agreement. The platform enables a shift to a more programmatic approach by targeted, large-scale investments and ensures an equitable green transition that protects vulnerable communities. To this end, EBRD, Climate Investment Fund (CIF) and international partners built on the successful experience of Egypt’s energy transition platform NWFE (Nexus Food-Water-Energy). North Macedonia is reliant on coal for 40% of its electricity generation. The Platform will support the country’s coal phase-out by 2030, deployment of renewable energy and associated grid investments. It will also integrate just transition by ensuring that the green economy transition benefits are shared, protecting vulnerable people and regions from falling behind. The event will highlight how in country platforms can be key to enabling private sector mobilisation through addressing marker barriers, especially in the conditions of scarce door resources. The NATO Secretary General wrapped-up a four-day visit to the Western Balkans where he met with Leaders from Bosnia and Herzegovina, Kosovo, Serbia and North Macedonia and visited personnel from Allied and partner countries who are working for the NATO-led Kosovo Force (KFOR), NATO Headquarters in Sarajevo, and NATO’s Military Liaison Office in Belgrade. The Secretary General reaffirmed the region’s strategic importance to NATO and the Alliance’s steadfast commitment to safeguard peace and stability. He highlighted that KFOR continues to implement its UN mandate to provide a safe and secure environment for all communities living in Kosovo. He also stressed that ending secessionist rhetoric would boost stability and reforms in Bosnia and Herzegovina, underlined the importance of NATO’s partnership with Serbia, and called for Belgrade and Pristina to reengage with the EU-facilitated dialogue for the normalisation of their relations. In Skopje, the Secretary General hailed the contributions to Euro-Atlantic security by North Macedonia – a NATO Ally since 2020 - and praised the country’s successful multi-ethnic society, which shows that it is possible for different ethnic and religious groups to live together in peace. He also met with Allied leaders from the Western Balkans. Bosnia-Herzegovina became a candidate country, Serbia passed reforms in the field of justice and positioned itself against the war against Ukraine. Kosovo will get the long desired visaliberalization next year. It is hoped that accession negotiations with North Macedonia and Albania can finally begin. The geopolitical situation has also shown the skeptical EU member states that the Western Balkans are indispensable for Europe from both a geopolitical and economic point of view and must not be left to the non-European powers. That is why there is an increasing willingness to find pragmatic solutions. There are many opportunities for companies in the Western Balkans to invest in the Western Balkans, especially in the areas of water, energy, infrastructure and transport. The great interest of local companies in these future markets in the immediate vicinity is manifested in the constantly increasing number of direct investments. The EU is helping to implement the necessary, far-reaching political and economic reforms through a wide variety of funding programs. The European Union supports the Western Balkan countries in building a modern, climate-neutral and resource-efficient economy. In this panel, representatives from the various Western Balkan countries will discuss the opportunities for the Western Balkans to become an important economic region of the future. In his remarks, Dr Bassuener focuses on the EU’s relationship with the Western Balkans in advance of the country reports which will be published in October 2023. Dr Bassuener’s contention is that, writ broadly, the political elites of the region have demonstrated that they do not want to do the heavy lifting regarding EU accession. Yet, according to Dr Bassuener, the EU’s interest in the region remains its desire to demonstrate its transformative power and geopolitical potency. Overall, in his discussion, Dr Bassuener argues that enlargement should not be abandoned, but rather there should be a reassessment of who the primary EU partners need to be – the citizens of the region. About the Speaker: Kurt Bassuener is a Co-Founder and Senior Associate of the Democratization Policy Council, a Berlin-based think-tank established in 2005. He received his PhD in 2021 from the University of St. Andrews’ Centre for the Study of Terrorism and Political Violence. Dr Bassuener is co-author and research director for the Diplomat’s Handbook for Democracy Development Support. Prior to studying at St. Andrews, he lived for 11 years in Sarajevo, starting in 2005 as a strategist for then-High Representative, Paddy Ashdown. He was a political and campaign analyst for the OSCE-ODIHR election observation mission in Ukraine in 2004–2005, and previously conducted analysis-based advocacy in Washington D.C. for the Balkan Institute, the Balkan Action Council, the U.S. Institute of Peace, and the International Rescue Committee. Law enforcement authorities from 28 European countries joined forces to jointly target firearms trafficking, drugs trafficking, migrant smuggling and trafficking in human beings during coordinated EMPACT Joint Action Days between 26 and 29 October. The actions, which included intensified checks on the EU’s external borders, mainly took place in the Balkans and Southeast Europe. Other countries from across Europe contributed criminal intelligence and conducted operational actions at the national level. The region is slowly cooling towards the EU after spending almost two decades in its waiting room. The announced accelerated EU accession of Ukraine, however justified and likely, threatens to increase frustration in the Western Balkans if the EU does not change its strategy towards the region. In our new study „The long way round: Lessons from EU-CEE for improving integration and development in the Western Balkans“, we make the case for a necessary change in the EU’s strategy towards the Western Balkans, as the current strategy has failed to deliver regional economic integration and development. Instead of doing more of the same, we ask whether and how the successful example of the former communist countries that joined the EU between 2004 and 2013 can be repeated in the Western Balkans. The main issues to be discussed on this event are: How can the EU promote regional economic integration and development in the Western Balkans? To secure the airspace over these countries, other NATO Allies take turns leading air policing missions. In 🇸🇮Slovenia, the 🇮🇹Italian and 🇭🇺Hungarian Air Forces share responsibility, while in 🇲🇪Montenegro and 🇦🇱Albania, it’s the 🇮🇹Italian and 🇬🇷Greek Air Forces. The dynamics of the EU expansion also suffered from the corona pandemic. The EU has endeavored - albeit with considerable delays - to support the countries in the Western Balkans mainly with vaccine procurement. However, some non-European countries were faster in some areas. The subject of energy security is likely to continue to play a decisive role in the economy. If the EU accession process does not advance faster for the Western Balkans, the six countries in the region will soon be looking for alternatives. North Macedonia and as well Albania are badly affected by the Bulgarian veto on the way to EU accession. In some western EU countries there is still a clear skepticism about EU enlargement. More than ever, the EU accession process for the Western Balkans will be in their own hands. If there is no progress in this regard, the already ailing enlargement process will probably move even further afield. Representatives of the EU, several Foreign and European ministers as well as prominent representatives of the Western Balkans will address the question of whether the enlargement process will end in a dead end after the corona crisis has subsided or whether there will be a more free journey towards enlargement.

Antoinette Nikolova, founder of the Balkan Free Media Initiative, presented the main findings of a report entitled: “The Invisible Hand of Media Censorship in the Balkans”. The report is the first report of the Balkan Free Media Initiative which was launched in the Brussels Press Club (12 October). The report shines a light on the situation in Serbia, North Macedonia and Bulgaria, but there are wider lessons to be learnt for the EU and wider Europe. The report looks at how commercial practices employed by state actors can undermine objective journalism, control public discourse and help governments consolidate political power acting as a threat to democracy. The report examines three methods used to control media markets: Control of public broadcasters and regulatory authorities; lack of transparency in ownership, the enabling of control of media outlets by governments or their proxies; and, a culture of clientelism through government advertising and/or grants. One of the speakers at the event Peter Whitehead of Media Development Investment Fund (MDIF) said that state control of the media was particularly pervasive in Balkan states. The report looks at state control of the media through different commercial practices. While the report focuses on Balkan countries, it has certainly been witnessed elsewhere in Europe. Peter Horrocks OBE, formerly of the BBC World Service and member of the UK’s media regulatory body Ofcom called on the European Union to do more in the field of competition policy to address the situation. EU Reporter spoke to Radan Kanev MEP (EPP, BG) about the situation in Bulgaria. Intimidation of journalists and physical violence are well-documented, at the recent protests in Sofia in 2020, Dimitar Kenarov was detained and assaulted by police there was no satisfactory redress. Recently, editor of Euractiv Bulgaria, Georgi Gotev, an outspoken defender of independent reporting on Bulgaria, who chaired Tuesday’s launch was attacked on a street in Brussels, the assailant was not identified, but it appears to be another act of intimidation. Kanev described the report is a very strong document, maybe one of the most serious pieces of research into the Balkan media market. Kanev says the EU needs to stop support for programmes for the media where the money is channelled through the executive, he thinks this should be administered directly by the European Commission. Bulgaria will hold elections for the third time this year on 14 November.

The EU-Western Balkans summit ended this afternoon (6 October) in Brdo, Slovenia, European Commission President Ursula von der Leyen asserted, “we want the Western Balkans in the European Union, there can be no doubt”, except that there seems to be plenty of doubt. European Council President Charles Michel representing the heads of government was more frank about divisions within the EU: “There is no secret that there is an ongoing discussion among the 27 about the EU’s capacity to take on new members.” He linked the doubts to what the European Union’s future ambitions were and the debates happening within the framework of the Conference on the future of Europe. Again, Michel was surprisingly honest about one of the principle problems, the EU is already struggling with adherence to the rule of law within the European Union. As the heads of government were meeting the EU’s court of justice, published a further judgement finding that Poland was in breach of its fundamental rules on the independence of the judicial system. EU leaders agreed on the Brdo declaration, with which the Western Balkans partners (Albania, Bosnia and Herzegovina, Serbia, Montenegro, the Republic of North Macedonia and Kosovo) have aligned themselves. The statement “reaffirms the EU’s unequivocal support for the European perspective of the Western Balkans and welcomes the commitment of the Western Balkans partners to the European perspective, which is in our mutual strategic interest and remains our shared strategic choice,” which falls some way short of timetable for enlargement. The most likely contenders for enlargement, North Macedonia and Albania, are coupled meaning that they can only commence negotiations at the same time. Bulgaria has said it will block North Macedonia membership over a dispute over language, which means that it could block enlargement. The Bulgarian president Rumen Radev set out his conditions to lift its veto threat. He said that they are working on a bilateral protocol, to be presented in November, which will need to be approved by the parliament. He said he would like to see amendments to the North Macedonian constitution to recognise the Bulgarian minority and objective results from the ongoing census.

The debate on the future of Europe has gained a new momentum due to the COVID-19 pandemic and related recovery measures adopted by the EU. Regarding the Western Balkans, the EU and the European Investment Bank have mobilized over EUR 3.3 billion to support the region in tackling the coronavirus health crisis and post-pandemic socio-economic recovery. Across the Western Balkans, support for the EU enlargement process remain relatively high among citizens, but recent challenges have also empowered Eurosceptic voices. Moreover, in many EU Member States there has been a strong debate about the proposed enlargement, but the slow process of negotiations with countries in the region have caused fatigue in the accession debate. This virtual panel discussion was organised in the framework of the upcoming publication of TEPSA’s new book ‘Solidarity in Action and the Future of Europe: Views from the Capitals’. On 1 July 2021, Portugal will hand over the Presidency of the Council of the EU to Slovenia, which will hold its reigns for the second time since its accession to the EU in 2004. During the next six months, the Slovenian Presidency will have to sail through troubled waters to address some of the most pressing EU issues, such as the recovery from the COVID-19 pandemic, the implementation of the European Green Deal, the digital agenda and EU’s relations with its external partners. 3.4 Towards clean air in the Western Balkans In collaboration with the European Environment Agency, Joint Research Centre and the Directorate-General for European Neighbourhood Policy & Enlargement Negotiations Air Quality is one of the main health and environmental concerns in the Western Balkans. The process of accession of these countries imposes the approximation with the EU acquis in the area of environment and climate change, among others. This is a major challenge and at the same time an opportunity to improve not only the serious pollution situation in the Western Balkans but also to help the neighbouring EU member states to achieve their objectives in the area of air quality management. In this regard, the ambitious Economic and Investment Plan for the Western Balkans (9 billion Euros) connected to the Green Agenda for the Western Balkans could be a key instrument for the sustainable development of this region. The focus of the session will be on the air pollution from coal combustion and on the policies that are – or could be – planned or implemented to decarbonise the region for better air quality and healthier lives. The COVID-19 pandemic has thrown global supply chains into disarray, decimating foreign direct investment and generating uncertainty unlike anything seen since World War II. In our new study, ‘Getting Stronger after COVID-19: Nearshoring Potential in the Western Balkans’, we investigate whether Western Balkan economies can benefit from possible restructuring of international production after the pandemic, and what can be done to benefit fully from these potential changes. The main findings of the study will be presented in this online event by some of its co-authors. The study was prepared in cooperation with the Union of Chambers of Commerce and Industry of Albania, the Foreign Trade Chamber of Commerce and Industry of Bosnia and Herzegovina, the Kosovo Chamber of Commerce, the Chamber of Economy of Montenegro, the Economic Chamber of Macedonia, the Chamber of Commerce and Industry of Serbia, the Western Balkans six Chamber Investment Forum, the Chamber Partnership Western Balkans, and Germany Trade and Invest. It was financially supported by the Federal Ministry for Economic Cooperation and Development (Germany).

From a distance to close connections: The European Green Belt Interview project 2020/2021 These times make it difficult for us to physically connect. We got stock in a too long, unpleasant pause. The European Green Belt Association decided to enliven this time of disconnection and produced an online interview project with our partners along the European Green Belt. From November 2020 to February 2021, the Centre for the Future and EuroNatur met online with 24 partner organisations from 20 countries along the European Green Belt. Due to the original length of more than 23 hours, the interviews needed to be edited, but we did not interfere with the content of the answers. Thank you to everyone who made this series possible! EU High Representative Josep Borrell met with North Macedonian Prime Minister Zoran Zaeve today (11 May) and reassured him, despite recent comments by Enlargement Commissioner Olivér Várhelyi, that there has never been any intention of decoupling North Macedonia and Albania in the accession process. Foreign ministers had a long discussion about the Western Balkans at yesterday’s foreign affairs council and it was agreed that the region has a key geostrategic role for the European Union. Borrell said: “Our commitment to the Western Balkans needs to be very visible and we should leave no doubt in this respect.” Borrell added that co-operation needed to be wide ranging from the COVID-19 pandemic and vaccines, economic co-operation, connectivity, and how to tackle external influence and disinformation. Zaev described discussions as fruitful - he said Macedonians “breathe, live and grow with European ideas and values. We know there is no other way but the European way. We are committed to our common values and on the implementation of European Union standards and criteria. And we don't want to stand and wait anymore.” Zaev said that North Macedonia had fulfilled its obligations and that now it's time for the European Union to deliver. Following today’s General Affairs Council of Europe ministers, Secretary of State for European Affairs of Portugal Ana Paula Zacarias said that ministers had discussed how they could organize an intergovernmental conference during their presidency which ends in June. She also said that she was in discussions with Bulgaria, which is threatening to block accession. Commission Vice President Maroš Šefčovič said that North Macedonia had met all the requirements, but that there would be a strong emphasis on the rule of law, with the new methodology for accession. He also said that European Commission President Ursula von der Leyen had applauded North Macedonia’s progress and her hope that the EU could move forward as quickly as possible.

Up until today, no general overview of the Late Bronze Age (LBA) in Bulgaria exists. What is more, the ceramic typology and archaeological stratigraphy is less well developed for the LBA when compared to earlier or later stages. Also, the transition between LBA and the Early Iron Age (EIA) remains unclear in Bulgaria and Thrace as many features and pottery shapes continued well into the 1st millennium BC. It is obvious that both, western Anatolia and southeastern Thrace, participated in the LBA East Aegean trade and cultural network. While Aegean affinities have been acknowledged in the past few decades, Balkan-Anatolian interactions remain understudied. Anatolian-inspired pottery shapes were found in a few sites in southeastern Bulgaria: Dragoyna (in the Rhodope Mountains), Drama near Yambol and Vratitsa near Burgas. These finds resemble wares known from Troy VI and VII. Reciprocally, greyware of Balkan origin was found in Troy VIIb1. Both, Thrace and Anatolia (e. g. at Daskyleion and Gordion), saw a revival of this type of pottery during the 1st millennium BC. Metallurgy was crucial for the prosperity of LBA societies – and exploitation of gold, silver and copper mines has recently been recorded from the Balkan. Temporary LBA settlements and sanctuaries appeared in the vicinity of these mines. Ada tepe near Krumovgrad in southeastern Bulgaria is one of the best studied sites of this type. This paper will present two artefact types as case studies to improve our understanding of the metal trade network: the distribution of LBA stone scepters and copper ingots. The southeastern Balkan benefitted increasingly from exchange with other regions in the Eastern Mediterranean from the 15th century BC onwards. Archaeological findings may indeed help improving our understanding of the ethnic and cultural situation in southeastern Thrace and northwestern Anatolia during the Late Bronze Age.
