The Traversing European Coastlines (TREC) expedition is a flagship project of the European Molecular Biology Laboratory (EMBL). It travels along the European coastlines to explore the biodiversity and molecular adaptability of microbial communities as well as key selected organisms. In June 2023 the expedition made a stop in Tallinn, Estonia. The Estonian President Alar Karis, visited the Advanced Mobile Services hosted by the TalTech University. He expressed his interest in the project’s goals and enthusiasm for Estonia's recent accession as 28th EMBL member state. In this interview he talks about the mutual benefit of the collaboration between Estonia and EMBL and the importance for scientists to reach out to young people through public engagement. If you find yourself stranded in the winter wilderness, how do you survive? This is an eventuality the UK troops that make up part of NATO’s multinational battlegroup in Estonia – with the United Kingdom as framework nation – train for on the Cold Weather Operator’s Course, which takes place every year in Estonia. This NATO battlegroup also includes contributions from other NATO Allies, including Denmark, France and Iceland. As part of the course, the soldiers must spend two nights in the Estonian forest learning how to build camps, make fires and find food and water. The course helps the soldiers adjust to different climates and terrains and makes sure they’re ready to operate in cold winter conditions. Põlva in south-eastern Estonia is proud of its flagship public high school the first in the country with a near-zero carbon footprint. Polva Gümnaasium is a European project that offers sustainable energy solutions ranging from the choice of building materials, such as wood, to the way this smart building is run. For example, the project has installed blinds that automatically go up or down depending on the light, and which help regulate the temperature inside. The project was designed to engage youth from the Pandivere region in filmmaking, digital design and interaction with their home region. Three teams of young people were formed and received training and mentoring from digital media experts. They received mentoring and were guided through all the stages of film production through workshops and two summer camps. The three short films produced in the framework of the project were presented at a public screening. All activities were interwoven with film screenings, sight-seeing and leisure activities. While having fun with modern tools and technologies, encouraged by mentors and by their own creativity, the participants brought out the value and heritage of Pandivere. A country with the highest inflation in the EU, Estonia, the baltic tiger, laboratorium for innovation as a digital state is under pressure. What is the cost of the highest inflation rate in the EU being next door to Russia? Is it an alarming signal for the EU? Estonia has been a centre for the common European single market and a driver for business-ideas, especially for start-ups and digitalisation. The country where Skype was created, the start-ups such as Bolt, TransferWise etc. have followed… But now, the picture could change due to common challenges: According to inflation statistics, 2022 has been a painful year for financial markets following a worldwide increase in inflation. In countries where the food and beverage industries constitute a large part of the economy, the rising prices caused by inflation have influenced daily life and forced low-income consumers to reduce spending on other goods, thereby slowing economic growth. In Estonia it is a major concern for SMEs to continue their activities and threatens their survival. A new action plan for SMEs is needed. Keynote Speaker: Mart Laanpere, Professor of the Centre for Educational Technology, Tallinn University and EDEN DLE Management Board Member Topic: Building the Digital Education Ecosystem in Estonia, in cooperation between universities, ministry and private sector Abstract: Estonia is a small, but digitally innovative country. We have been No.1 in Europe when it comes to public digital services (DESI 2018-2021), but also in readiness for digital lifelong learning (CEPS 2019). The foundation for this success helped our education system to cope with COVID-pandemic, but it is a result of a long-term systemic development. In this talk I’ll summarise the key strategies, results and future plans orelated to this continuing effort, focusing specifically on increasing the “smartness” and interoperability of online services for digital learning resources, e-assessment, digital competence development and digital pedagogy. Mart Laanpere is professor in mathematics and computing education in the Centre for Educational Technologies, Tallinn University, Estonia. He received MSc from the University of Twente (NL) and PhD from the Tallinn University. He was a co-founder and long time head of the Centre for Educational Technology in Tallinn University. His main focus in research is conceptual design and analysis of affordances of technology-enhanced learning systems and tools, digital competence modelling and assessment, among others. He is a co-author of national digital competence test and several informatics textbooks for upper-secondary schools. Mart was also member of the steering group for Estonian Lifelong Learning Strategy 2020 where he led the development of the action plan for Digital Turn in Schools. He has been contributing as an expert to various European initiatives related to modeling and assessment of digital competence (DigComp, DigCompEdu, DigCompOrg, SELFIE for Schools, SELFIE for Teachers). Mart has also been consulting digital education innovation programs in Georgia, Serbia and Moldova.

Arriving at this evening’s special European Council on the Russian invasion of Ukraine, Estonian Prime Minister Kaja Kallas expressed her sadness that she should be witnessing an attack on Ukraine on the anniversary of Estonian independence. “Everything that was predicted actually happened, we hoped that it wasn’t going to happen, but it did. So we have to be very united on the European level, and we have to give a very strong signal,” she said. “So, of course, strong sanctions, which will have two effects: a deterring effect and a punishing effect making our adversary weaker.” Kallas also that that Putin was under estimating the strength of the Ukrainians to fight for their freedom and fight for their country. Kallas also said that she was thinking of more novel tools like Ukraine suing the Russian Federation for the damages that they have caused to the country so they can keep or withhold related payments.

About the Speaker: Her excellency Kersti Kaljulaid was elected as President of the Republic of Estonia in 2016. She previously served as a Member of the European Court of Auditors, advising Prime Minister Mart Laar and holding different top-level positions in energy, investment banking and the telecom sector. A genetic engineer and economist by education, she has been a member of the Supervisory Board of the Estonian Genome Center and the Council Chair of the University of Tartu from 2012 to 2016. The latest edition of the Flash Eurobarometer survey shows that citizen's awareness and perception levels of EU regional policy remain high. Eight in ten Europeans who have heard about EU co-financed projects in the area where they live (41%) believe that EU projects have a positive impact on their city or region. The new Eurobarometer has also surveyed the Union’s response to the COVID-19 pandemic – almost seven in ten respondents (69%) believe the EU regional policy supports the economic recovery in the context of the pandemic. In the framework of LIFE UrbanStorm, a new methodology for calculating the fee for stormwater management services in Tallinn has been developed. The stormwater fee would help to improve the organising of the stormwater system and cover related investments. The methodology includes three possible alternative methodologies for Tallinn: “easy”, “medium”, “difficult”. The new Climate Action Plan has been developed for Tallinn to increase the readiness and capacity of Tallinn to adapt to the impacts of climate change through long-term decisions and spatial solutions and to prevent or limit damage caused by extreme weather events. It includes 27 measures divided between 8 areas – 1. Land use and planning, 2. Buildings, 3. Health, 4. Water management (drinking water), 5. Water management (stormwater), 6. Natural environment and biodiversity, 7. Transport infrastructure and mobility, 8. Climate change adaptation (awareness, legislation and monitoring). Both the stormwater fee and Climate Action Plan have been submitted to Tallinn City authorities for approval.

NATO forces need to be able to operate in any environment and in any weather. That’s why UK soldiers have been conducting cold weather training in Estonia, where temperatures can drop as low as minus 25 degrees Celsius. During Exercise Winter Camp, troops practised in deep snow and freezing conditions. UK troops also took part in a three-day cold weather operations course, learning how to build shelters and survive in conditions well below freezing – including a jump into icy water. The UK troops, from the 5 RIFLES infantry battalion, are serving in NATO’s enhanced Forward Presence (eFP) Battlegroup in Estonia. All NATO eFP Battlegroup Estonia training for Winter Camp was conducted in line with Estonian national COVID-19 policy. The Battlegroup is currently operating as a ‘bubble’ in order to achieve maximum output from this training, while protecting personnel. The Mobile Workshops project from Estonia was awarded the first prize in the Investing in Entrepreneurial Skills category at the European Enterprise Promotion Awards ceremony at the SME Assembly 2020. Merkuur has developed a series of mobile workshops to introduce young people to the various professions, work practices, and tools to be found in the metal and woodworking sectors. It provides an opportunity to gain hands-on experience in these professions, increasing young people’s career awareness and competitiveness in the fields of technology and engineering. In mobile classrooms equipped with modern technology, students can test their engineering skills, try various techniques and tools, and make exciting products. In three years, the Merkuur team has organised over 700 science, technology and engineering workshops for about 7000 young people.

The British Army deployed Apaches to Estonia in April 2019 to augment NATO’s enhanced Forward Presence Battlegroup, which is led by the United Kingdom. The attack helicopters have practised integrating with multinational forces, participating in multiple exercises. NATO’s enhanced Forward Presence (eFP) Battlegroup Estonia participated in Exercise Spring Storm 2020, an annual drill in which Estonia tasks its conscripts with mobilising and repelling a simulated threat. The multinational Battlegroup under UK lead is playing the opposing force, sending its armour and troops to a training ground in central Estonia. Due to the COVID-19 pandemic, Estonia has reduced the scale of this year’s exercise and limited it to the central training grounds. British and French soldiers who are part of NATO’s enhanced Forward Presence Battlegroup in Estonia pitted their respective tanks, the UK Challenger 2 and the French Leclerc, against each other in a test of accuracy and speed of destruction at Adazi Training Base in Latvia. The competition was part of a training exercise that saw soldiers from different nations come together to practise their skills and interoperability. The event was organised under the auspices of the Finland’s Presidency of the Council of the European Union and the first to take place since the provision of an extended mandate to the Agency through the approval of the new eu-LISA regulation. The enlarged mandate provides for the development of several new large-scale IT systems – the Entry-Exit System (EES), European Travel Information and Authorisation System (ETIAS) and the European Criminal Records Information System for Third Country Nationals (ECRIS-TCN) – as well as the implementation of interoperability. The Estonian Institute celebrated its 30th anniversary with a conference in Tallinn on 11 and 12 October. The institute was founded in 1989 and has offices in Finland and Hungary besides the headquarters in Estonia. EUNIC Global colleagues attended the celebrations, visited the Estonian Institute and spoke with Director Katrin Maiste about their activities.  The Estonian Institute mandates Estonian embassies abroad to be full or associate members in EUNIC clusters. Through this network the Estonia is active in 15 EUNIC clusters worldwide.

EURASHE role as a policy representation of professional higher education has been from its establishment strongly focused on a mutual dialogue on the upcoming demands with relevant institutions and their national associations. Therefore, motivated by further strengthening a cooperation with the top leaders of universities of applied sciences in 2017 we launched a UAS Leadership Forum which was appreciated as a great success. The purpose of the Forum is to mobilise a community support within the professional higher education and to bring together presidents, rectors, vice-rectors, general directors of European universities of applied sciences and policy makers providing a good opportunity for informal discussions, influence on policies and networking.

The “EstWin” project aims to bring ultra-fast internet to the rural areas of Estonia. The Estonian Association of Information Technology and Telecommunications deployed a middle mile passive network mainly to the rural areas of the country. A big part of financing the project derived from the European Agricultural Fund for Rural Development (EAFRD) and the European Regional Development Fund (ERDF).
