Cereale de Aur, nestled in the city of Soroca, is one of Moldova’s largest sunflower kernel producers. With support from the EBRD and the European Union, the company has invested in new, energy-efficient equipment and automotive processes, all to deliver a high-quality product. The company is now producing more than 40,000 tonnes of sunflower kernels each year, with over 90 per cent exported to the EU, Moldova’s biggest trading partner. Cereale de Aur is one of nearly 400 companies supported under the EU4Business-EBRD Credit Line. The company received an EBRD loan through maib, a local financial partner financial institution, and a grant from the EU under its EU4Business initiative.

NATO Allies Romania and the United States strengthened their relations with the Republic of Moldova – a NATO partner – through exercise Rapid Trident 2023, which was held in Moldova from 10 to 22 September. Troops from the US Army’s 101st Airborne Division, currently deployed to Romania, and the Romanian Army trained in land navigation, small unit tactics and combat casualty care, alongside more than 200 personnel from the Moldovan Army. Soldiers became acquainted with each other’s standard operating procedures, improving their ability to work effectively together in a crisis situation. Bordering Romania and Ukraine, the Republic of Moldova declared its independence from the Soviet Union in 1991. Relations with NATO started in 1992, when Moldova joined the North Atlantic Cooperation Council, a forum for dialogue bringing together all Allies and partner countries in the Euro-Atlantic area and which was succeeded by the Euro-Atlantic Partnership Council. The Traversing European Coastlines (TREC) expedition is a flagship project of the European Molecular Biology Laboratory (EMBL). It travels along the European coastlines to explore the biodiversity and molecular adaptability of microbial communities as well as key selected organisms. In July 2023 the expedition arrived at the Askö Laboratorry, in the Trosa archipelago in Sweden, to sample soil, air, sediment and water. Stockholm University Baltic Sea Centre's scientific leader Christoph Humborg helped the TREC team with all the practicalities and to select suitable sampling sites. In this video, he comments on the importance of the data that will result from the TREC project for the research conducted at the Baltic Sea Centre focusing on climate and coastal ecosystems. TREC is the first continent-wide project to study coastal ecosystems and their response to the environment, on scales from molecules to communities. The pan-European expedition is led by the European Molecular Biology Laboratory (EMBL) together with the Tara Ocean Foundation, the Tara OceanS Consortium, and the European Marine Biology Resource Centre (EMBRC), and collaborates with a vast network of European partner institutions. TREC brings together more than 150 research teams from over 70 institutions in 29 European countries. Scientists collect soil, sediment, aerosol and water samples, as well as selected model organisms and numerous environmental data. Their work covers different scales of life – from viruses and bacteria to algae, plants and animals – on land, in river estuaries, and at sea. The Baltic Family Firm Champion Top is created by the Baltic Family Firm Institute (BFFI), founded in 2022 with the aim of creating an ecosystem to support Baltic family firms, as well as creating and developing a family firm database and research. In creating the Family Business Champions list, the BFFI's aim, in addition to recognizing financial performance, was also to draw attention to family businesses (where at least two family members are involved in the management or ownership structure of the business) that excel in community service, sustainability or innovation. Russia's invasion of Ukraine has uniquely impacted neighboring Moldova, as it manages both an influx of refugees as well as Russian blackmail and misinformation campaigns that seek to sow internal discord. Despite these challenges, Moldova's future is bright, says Iulian Groza of the Moldovan think tank Institute for European Policies and Reforms ( @institutulpentrupoliticisi118). After becoming an EU candidate in June 2022, Moldova is tackling the reforms needed to become a member state. Coastal touristic towns, villages and settlements around the Baltic Sea experience seasonal fluctuations of wastewater generation, leaving wastewater treatment systems insufficient in the summer tourism season. The new international project NURSECOAST-II aims to improve the health of the Baltic Sea by enhancing the small wastewater systems that are especially vulnerable to high seasonality. In this video, the project manager Ksawery Kuligowski, from the Institute of Fluid-Flow Machinery Polish Academy of Sciences, is explaining the background of the project and what is planned during the project period. The NURSECOAST-II project is funded by the Interreg Baltic Sea Region 2021-2027 programme and co-funded by the European Union. The project will run from 2023 to the end of 2025. It includes 17 partners from eight Baltic Sea region countries – Poland, Lithuania, Latvia, Estonia, Finland, Sweden, Denmark and Germany. New green spaces, cleaner water and better drainage, with EBRD, EIB and GCF support As Chisinau, Moldova’s capital, has grown, the river Bic has become polluted and is prone to flooding that affects local communities, infrastructure and the economy. Severe flooding is expected to become more harmful as a consequence of climate change. A €20 million financing package from the EBRD under its flagship programme EBRD Green Cities, the European Investment Bank (EIB) and the Green Climate Fund (GCF) will help the city to rehabilitate the river and transform it into an attractive asset for its residents.

Our conversation centered around Moldova’s energy security challenges, and the role the EU is playing in helping the country deal with Russia’s hybrid war. We also explored recent developments in Moldova, such as the agreements with Transnistria and energy infrastructure, and discussed the potential benefits of the Three Seas Initiative for integrating Moldova into the regional cooperation.

On the occasion of the UNFCCC COP 27 (November 6th to 20th, 2022) in Sharm El-Sheikh (Egypt), the 4 per 1000 Initiative: Soils for Food Security held the 5th 4 per 1000 Initiative Day on Wednesday, November 16th, 2021, in Namaa Bay. The International Initiative 4 per 1000, launched by France on December 1st, 2015, at the COP 21, consists of federating all voluntary stakeholders of the public and private sectors (national governments, local and regional governments, companies, trade organizations, NGOs, research facilities, etc.) under the framework of the Lima-Paris Action Plan (LPAP). The Initiative aims to demonstrate that agriculture, particularly agricultural soils, can play a crucial role in food security and climate change. Supported by solid scientific documentation, this initiative invites all partners to state or implement some practical actions on soil carbon storage and the type of practices to achieve this (e.g., agroecology, agroforestry, conservation agriculture, landscape management, etc.). The initiative aims to encourage stakeholders to transition towards a productive, highly resilient agriculture based on the appropriate management of lands and soils, creating jobs and incomes, and ensuring sustainable development.

A country with the highest inflation in the EU, Estonia, the baltic tiger, laboratorium for innovation as a digital state is under pressure. What is the cost of the highest inflation rate in the EU being next door to Russia? Is it an alarming signal for the EU? Estonia has been a centre for the common European single market and a driver for business-ideas, especially for start-ups and digitalisation. The country where Skype was created, the start-ups such as Bolt, TransferWise etc. have followed… But now, the picture could change due to common challenges: According to inflation statistics, 2022 has been a painful year for financial markets following a worldwide increase in inflation. In countries where the food and beverage industries constitute a large part of the economy, the rising prices caused by inflation have influenced daily life and forced low-income consumers to reduce spending on other goods, thereby slowing economic growth. In Estonia it is a major concern for SMEs to continue their activities and threatens their survival. A new action plan for SMEs is needed. Questions which we want to tackle in our debate: How the energy costs have been influencing the producers and labour market? For over 10,000 years agriculture has been essential for humans to thrive. But it can also be responsible for soil degradation, green house emissions, and loss of biodiversity. We're supporting Scandagra, an agribusiness trader and inputs supplier to farmers operating in the Baltics region, who are promoting and expanding environmentally friendly and sustainable agriculture in the Baltic states. With support from the TaiwanBusiness-EBRD Technical Cooperation Fund, we helped the company develop knowledge sharing through training of staff on organic farming practices and other sustainability practices such as use of bio-residues.

We discussed the current state of EU-Moldova cooperation in security and defence policy, as well as possible avenues to strengthen it against the backdrop of growing Russian aggression in Eastern Europe. We touched upon a broad range of sub areas, such as the Common Security and Defence Policy (CSDP), training of armed forces officers as well as hybrid threats. We concluded by discussing the EU’s role in conflict settlement in Transnistria.

The attitude of the EU member states to this question varies. Especially with regard to the accession processes of the six Western Balkan countries, which have been dragging on for many years. New opportunities beyond full membership to participate in joint programs such as in the common foreign, security and defense policy as well as in the areas of research, energy, transport or climate protection are being discussed. In the spirit of a New Enlargement, a model is to be found that enables the countries to be closely linked to the European Union even before full membership. In any case, there is agreement that the three candidate countries will continue to consistently pursue the fulfillment of the criteria for democracy, human rights and the rule of law, as well as stepping up the fight against corruption. In this IRE forum we can expect an exciting discussion of the current situation between representatives of the European Commission, the European Parliament and high representatives of Ukraine, the Republic of Moldova and Georgia. Fighter jets from the United Kingdom took part in air defence training over the Baltic region, seen here from the back of a C-27 transport aircraft. UK Eurofighter Typhoons and F-35s teamed up as part of Neptune Shield 22, a multinational maritime activity that took place in the Mediterranean and Baltic Seas. The activity saw a range of training drills in the air, on land and at sea across Europe. For the second time in 2022, the vigilance activity brought a US-led carrier battle group under direct command of NATO via Naval Striking and Support Forces NATO (STRIKFORNATO), allowing effective command and control of a multinational maritime force. The programme has four modules and eight curricula dedicated to TVET teachers who will share their updated knowledge and skills with students in the following areas: environmental education, green building materials, energy efficiency and waste management. The new curricula have been developed to address the challenges facing the construction sector as part of the green transition and will enable more sustainable construction projects in the future. More than 6,000 students are expected to benefit from this project and to date, 45 teachers have successfully completed the program so far. The program includes study visits, access to research materials, and attendance at conferences and seminars.

Maia Sandu will talk about the Russian war in Ukraine and its impact on Moldova. As a neighbouring country, Moldova received a large number of Ukrainian refugees. It was also confronted with cyber-attacks and security incidents in the Russian-backed breakaway region of Transnistria. Moldova formally applied for EU membership in early March 2022. On 5 May, the European Parliament called for the country to be given EU candidate status. Ms Sandu serves as Moldova’s President since December 2020. She was previously Prime Minister, among other positions.

In the first half of 2022, the European Union finds itself at a crossroads. Two years of a global pandemic and Russia’s war of aggression against Ukraine have set into motion a major geopolitical crisis cutting to the very heart of EU policy. Three countries (Ukraine, Georgia, and Moldova) are working their way towards accession to the EU, their clear European choice a thorn in Russia's side. In an effort to extend his sphere of influence, Russian President Vladimir Putin is de-facto occupying territory in all three countries. None of these countries are in NATO although Ukraine and Georgia have been knocking on the door for almost twenty years. All three countries have strong European aspirations. The upcoming European Council in June might decide to recognise the three countries as candidates for membership. The European Commission is currently preparing its opinions on the three applications. In this discussion with special guest Richard Youngs, we discuss the EU membership prospects of these three countries. Richard Youngs is a leading European expert on the topic of EU accession, the neighbourhood, and conflict.
