Public bodies are required to report annual energy data to us every year. We manage the reporting process on behalf of the Department of the Environment, Climate and Communications (DECC). This is the tenth year we have published an annual report on the energy performance of public bodies in Ireland. The 2023 report covers data for 2022 and is set in the context of Ireland’s EU and national commitments and wider climate change goals, whereby a 51% reduction in energy-related greenhouse gas (GHG) emissions and a 50% improvement in energy efficiency is to be achieved by all Irish Public Bodies by 2030. Extreme weather events such as storms, landslides, river floods and coastal phenomena have threatened and damaged many different regions across Ireland. These events, while rare and often short-lived, can have a devastating impact on critical infrastructure systems. As a result of climate change, these events are becoming more frequent and more intense, affecting not only physical infrastructure but also the environment and society as a whole. Using risk-based approaches in assessing the impacts of extreme weather events and climate change is a well-established method of identifying the most vulnerable infrastructure, assessing the risks posed to that infrastructure and developing strategies to minimise those risks.

The Building Common Ground series was established by The John and Pat Hume Foundation with the aim of creating genuine and inclusive opportunities for dialogue and discussion which will enhance relationships in Northern Ireland, on the island and between Ireland and Britain. This discussion was hosted by the IIEA in Dublin, Thursday 22 February 2024 on the theme of ‘Reconciling Relations: Belfast, Dublin, London’. About the Speakers: Jarlath Kearney is a strategy advisor. Over the past decade, he has served as an independently appointed Equality Commissioner for Northern Ireland, a Parole Commissioner for Northern Ireland, a senior manager in the health service, an advisor on democratic reform projects sponsored by the European Commission and UK FCDO in the Balkans, and as a media contributor and regular columnist with The Irish News. Between 2007 and 2014, Jarlath was a ministerial policy advisor and special advisor in the Northern Ireland Executive, after which he ended any associations with party politics. Prior to that, he had spent 15 years in media, latterly as a daily political correspondent. Senator Emer Currie is the Fine Gael Seanad Spokesperson for Special Education and Inclusion & Northern Ireland. She serves on the Implementation of the Good Friday Agreement Committee and is the Chair of Sovereign Matters on the British Irish Parliamentary Assembly. David Graham is a former DUP Special Adviser and Belfast City Councillor. He also worked as Director of Communications and Media Relations at Glasgow Rangers FC. David now runs his own property and hospitality businesses with his wife.

Over the past decade, he has served as an independently appointed Equality Commissioner for Northern Ireland, a Parole Commissioner for Northern Ireland, a senior manager in the health service, an advisor on democratic reform projects sponsored by the European Commission and UK FCDO in the Balkans, and as a media contributor and regular columnist with The Irish News. Between 2007 and 2014, Jarlath was a ministerial policy advisor and special advisor in the Northern Ireland Executive, after which he ended any associations with party politics. Prior to that, he had spent 15 years in media, latterly as a daily political correspondent. Senator Emer Currie is the Fine Gael Seanad Spokesperson for Special Education and Inclusion & Northern Ireland. She serves on the Implementation of the Good Friday Agreement Committee and is the Chair of Sovereign Matters on the British Irish Parliamentary Assembly. David Graham is a former DUP Special Adviser and Belfast City Councillor. He also worked as Director of Communications and Media Relations at Glasgow Rangers FC. This event was organised in conjunction with Gas Networks Ireland Expert speakers discuss how Ireland can harness the potential of renewable gas production and anaerobic digestion to decarbonise the national gas network. As Ireland seeks to meet its green transition obligations, biomethane and other renewable gases could not only enable Ireland's decarbonisation, but also provide opportunities for exporting energy. At present, Ireland's national modern network can already transport biomethane and hydrogen and could be adapted to transport 100 percent green hydrogen in the future. This panel discusses the opportunities that renewable gas production and anaerobic digestion could provide for Ireland and how to remove obstacles to their use. About the Speakers: David Kelly is the Director of Customer and Business Development at Gas Networks Ireland. David has over twenty years of executive-level experience having worked extensively in both the private and public sectors throughout his career. Prior to being appointed to his current role, David was the Group Head of Customer Operations and Public Affairs for Ervia. JJ Lenehan is a Building Officer with Teagasc, the national body providing integrated research, advisory and training services to the agriculture and food industry and rural communities. Together with two colleagues he looks after technical property related issues at the 55 locations the organisation operates from across the country. He is an engineer by profession and has a special interest in energy use in Teagasc where the Built Environment accounts for the largest proportion of energy consumed at over 80% of the total. Teresa O’Flynn is a partner at Ara Partners and co-leads their infrastructure strategy. She has more than twenty years of sustainable investing expertise with extensive renewable power energy infrastructure experience, both in the fund management sector and at the operating company level. Teresa joined BlackRock in 2011 as a founding member of its Global Renewable Power Infrastructure business. In 2019, she became Global Head of Sustainable Investing for BlackRock’s Alternatives investment platform. Prior to joining BlackRock, Teresa worked for NTR plc, a private infrastructure developer, across several of the group’s European and US wind development subsidiaries. Christian Bendrup Faurholt is a project manager for the annual report of security of supply in the Danish gas system. He is also Energinet’s Associated Activities country lead for projects in India, Vietnam, and Poland and a project manager for Energinet’s Long Term Development Plan for the Danish gas and electricity systems. Christian holds a degree in international relations and is specialised in climate diplomacy and the Paris Agreement. Caoimhe Giblin is Managing Director, Commercial at ElectroRoute. There, she is a member of the senior management team and leads ElectroRoute’s commercial origination and trading operation teams. Caoimhe has worked in the energy sector for over 15 years and sits on the Council of Wind Energy Ireland. She was formerly Director of Finance at SSE Renewables where she had responsibility for the financial activities of SSE plc’s extensive on and off-shore wind development and construction portfolio. A qualified Chartered Accountant, Caoimhe spent 6 years working with KPMG in Dublin and New Zealand. Caoimhe is a graduate Dublin City University, where she obtained a Degree and Masters in Accountancy.

A month on from COP28, the question remains: did the COP signal a sufficient commitment by countries and stakeholders to adequately address the issue of our age?  Catherine Stewart, Canada’s Ambassador for Climate Change, and Sinéad Walsh, Climate Director at Ireland’s Department of Foreign Affairs, have been at the forefront of their respective governments’ approaches to addressing climate change globally and have been in the ‘room where it happens’ at various UNFCCC COPs. Though traditionally like-minded on most international issues, Ireland and Canada come to the issue of climate change facing very different challenges and opportunities. Ambassador Stewart and Director Walsh offer their views on what came out of COP28 and how Canada, Ireland, and others might pursue their efforts to address global climate challenges, mitigate the impacts of climate change, and accelerate the green transition. About the speakers: Catherine Stewart was appointed as Canada’s Ambassador for Climate Change in August 2022. With over 25 years in the federal government, Ambassador Stewart’s most recent role was Assistant Deputy Minister of International Affairs at Environment and Climate Change Canada (ECCC). Since 2014, she has served in senior executive roles at ECCC including as Canada’s Chief Negotiator for Climate Change, Director General Multilateral Affairs and Climate Change, and Director General for the Americas.  Dr Sinead Walsh is Climate Director in the Department of Foreign Affairs (DFA), Ireland. Prior to this she served as the EU Ambassador to South Sudan. Dr Walsh has worked for Ireland’s DFA since 2009, and previously served as the Ambassador of Ireland to Sierra Leone and Liberia and was the Head of Irish Aid in the two countries. Before joining the DFA, Dr Walsh spent ten years working in the NGO sector and is the co-author of Getting to Zero: A Doctor and A Diplomat on the Ebola Frontline.

On 28 September 2023, EIT Climate-KIC gathered Irish and international experts and leaders from agri-business, policy, government, research, and farmer associations for a full-day conference, “From farm to fork: Shaping sustainable food system aiming to shape a vision for sustainable food systems together”. The event was held at the University College Dublin and aimed to shape a vision for sustainable food systems together with multiple stakeholders. On the sixth and final session of the day, after practical workshops, the speakers delved into the “enabling conditions” necessary to unlock transformation across the board, from finance and sustainable business models to new skills and rethinking education, to radical collaboration across diverse stakeholders. A month on from COP28, the question remains: did the COP signal a sufficient commitment by countries and stakeholders to adequately address the issue of our age?  Catherine Stewart, Canada’s Ambassador for Climate Change, and Sinéad Walsh, Climate Director at Ireland’s Department of Foreign Affairs, have been at the forefront of their respective governments’ approaches to addressing climate change globally and have been in the ‘room where it happens’ at various UNFCCC COPs. Though traditionally like-minded on most international issues, Ireland and Canada come to the issue of climate change facing very different challenges and opportunities. Ambassador Stewart and Director Walsh offer their views on what came out of COP28 and how Canada, Ireland, and others might pursue their efforts to address global climate challenges, mitigate the impacts of climate change, and accelerate the green transition. About the speakers: Catherine Stewart was appointed as Canada’s Ambassador for Climate Change in August 2022. With over 25 years in the federal government, Ambassador Stewart’s most recent role was Assistant Deputy Minister of International Affairs at Environment and Climate Change Canada (ECCC). Since 2014, she has served in senior executive roles at ECCC including as Canada’s Chief Negotiator for Climate Change, Director General Multilateral Affairs and Climate Change, and Director General for the Americas.  Dr Sinead Walsh is Climate Director in the Department of Foreign Affairs (DFA), Ireland. Prior to this she served as the EU Ambassador to South Sudan. Dr Walsh has worked for Ireland’s DFA since 2009, and previously served as the Ambassador of Ireland to Sierra Leone and Liberia and was the Head of Irish Aid in the two countries. Before joining the DFA, Dr Walsh spent ten years working in the NGO sector and is the co-author of Getting to Zero: A Doctor and A Diplomat on the Ebola Frontline. The conference featured a distinguished list of panellists who shared their perspectives on mental health in the farming community and looked at how we can promote and support health and well-being. Martin Heydon, Minister of State at the Department of Agriculture, Food, and the Marine with special responsibility for Research and Development, Farm Safety, and New Market Development, opened the conference and chaired the first panel discussion.

Droughts are pervasive and hazardous events that impact multiple domains, including agriculture, water resource management, ecological management, infrastructure, waterway navigation and forestry. A drought in Ireland in 2018, had severe socio-economic and environmental impacts across sectors: agriculture suffered from reduced grass growth, fodder shortages and decreased crop yields, peatlands faced increased wildfire risk and ecological degradation and water management was challenging amid supply issues. In addition, canals, waterways, and rivers experienced weed growth, navigation problems, fishing restrictions and reduced fish health and forestry saw increased tree deaths, especially in peatland plantations. The CROSSDRO project collated a network of river flow gauges across Europe, covering the period 1962–2017, for the analysis of hydrological drought.

SEAI’s Community Grant programme supports new approaches to achieving energy efficiency in Irish communities. One of those communities was Ballydehob in County Cork, who benefitted from the grant, to develop the Ballydehob Bank House, a former bank building which was purchased by the Ballydehob community, to be kept as a community building. The support from SEAI's Community Grant fund paved the way for a complete retrofit of Ballydehob Bank House, ensuring the House became a more comfortable, vibrant and energy efficient space for local community groups and societies in Ballydehob.

Dee Kearney is currently working in the Liberties College, part of the further education sector in Dublin, Ireland. She has had a rich and diverse career, of which the last 27 years have been deeply immersed in the field of QQI Level 5, as the lead co-ordinator of Youth Work programmes in Dublin’s inner city. Dee has taken an active role in course development, strategic planning, creative programming and design, module writing, internal and external authentication, and module migration. The potential for national and international collaborative opportunities, in a digital environment are important to Dee, as they offer wider benefits to students from economically challenged backgrounds. She believes that youth work students benefit from new horizons and different professional perspectives. Dee embeds Universal Design concepts and processes in her work, with inclusion and achievement central to the programme philosophy. Supporting the student’s academic journey has resulted in a significant percentage of her students progressing to higher education or employment. The need for transformational climate adaptation that moves beyond the business-as-usual approach currently employed by a large majority of governments is becoming increasingly evident as the environmental, social and economic benefits of early and proactive adaptation are observed. The pressures of climate change require society-wide ownership of adaptation. However, for this to happen, all voices need to be represented in decision-making throughout the adaptation process. An assessment of the national climate adaptation policies of the five jurisdictions of Ireland and the UK was conducted to identify barriers and enabling conditions for adaptation in each of the jurisdictions.

Lakes, estuaries, and coastal waters are crucial for human well-being. Lakes are critical sources of drinking water, and support irrigation, fisheries, and aquaculture activities. These waters are also important for recreation and tourism and support high levels of biodiversity. The number and diversity of water bodies in Ireland makes regular in situ monitoring an acute challenge for regulatory authorities. Ireland has legally binding legislative obligations under the WFD. This project determined if the use of freely available Earth observation data from both the Copernicus and Landsat Earth observation programmes could offer a cost-effective and evidence-based means of remotely monitoring such water bodies in Ireland.

2023 marks sixty years of activity of the Codex Alimentarius. Codex is a joint FAO/WHO initiative that began in 1963 and looks to ensure food safety for all people around the world. Its main goals are to protect the health of consumers, facilitate international trade and to ensure fair practices in international food trade. Ireland is actively involved in Codex with Irish delegates servicing many different Codex Committees. This video is a case study example of the work done by one Irish Codex delegate who services and represents Ireland on the Codex Committee on Nutrition and Foods for Special Dietary Uses (CCNFSDU). Dr Mary Flynn, Chief Specialist Public Health Nutrition at the Food Safety Authority of Ireland presents on her experience working at Codex Alimentarius Committee on Nutrition and Foods for Special Dietary Uses. This presentation was part of a webinar recorded on 17 November 2023 to mark the 60th anniversary of the Codex Alimentarius. The webinar was co-hosted by the Department of Agriculture, Food and the Marine and the Food Safety Authority of Ireland. It was broadcast during national science week 2023.

The SEAI announced the winners of the 2023 SEAI Energy Awards on 16th November 2023 while celebrating 20 years of the event. Since the very first ceremony in 2003 there have been 2,100 applicants, 190 award winners and collectively achieving around €650 million in energy savings. This year, there were 114 applications, 40 finalists, who collectively reduced energy consumption by 16% saving €50 million in energy spend. The renewable energy produced by the 2023 entrants is equivalent to powering over 400,000 homes per year. The journey wasn’t easy, but over six years, the students worked with our experts and in our state-of-the-art labs as part of our Academy’s Fly Your Satellite! programme to overcome challenges.
