The second edition of the Salon de l'Immobilier Bas Carbone (Low Carbon Real Estate Show), which took place from 20 to 22 September 2023 at the Grand Palais Éphémère in Paris, was once again this year rich in meetings and demonstrations of know-how for the entire sector real estate. Placed under the high patronage of Emmanuel Macron, President of the French Republic and opened in the presence of climatologist Jean Jouzel, the SIBCA, co-organised by France Conventions and the BBCA Association, brought together 8,750 real estate professionals who design, build, renovate, operate major urban projects and the buildings of tomorrow as well as institutional investors, financiers and many local elected officials, key players in the sector.Since its launch last year, the ambition of SIBCA has been to present the excellence and low-carbon know-how of the real estate sector and to highlight the most exemplary low-carbon achievements. With attendance up 25% in 2023, the 8,750 participants (vs. 6,575 in 2022) who followed one another during these 3 days provided rich exchanges, conferences, announcements, partnerships and networking. This second edition affirms the desire of an entire ecosystem to make controlling the carbon footprint a priority. Low carbon drives a revolution in practices at all levels: town planning, regional planning, construction, energy, carbon storage, circular economy, pooling of uses, reuse, recycling, etc.

This second edition of the Paris Naval Conference, bringing together high-level speakers from France, the UK, the USA, Italy and India, and organized by Ifri and the French Navy, aims to redefine the role of CSGs in a changing strategic context, particularly in terms of the future threats it faces. Carrier Strike Groups (CSGs) are the flagship of the world's leading navies and their role has evolved significantly in recent years. Built around an aircraft carrier accompanied by surface ships, submarines and embarked aircraft, a CSG offers unrivalled power projection capability, enabling a state to defend its interests on the international stage. However, they can be costly and vulnerable to certain attacks, which paradoxically reinforces their role in strategic signalling and diplomacy. This second edition of the Paris Naval Conference will also be the occasion to promote original research on this topic through the organization of the Admiral Castex Prize.

About the Speaker: Dr Emmanuelle Schon-Quinlivan is a lecturer in European politics in the Department of Government, UCC. She was awarded a Jean Monnet Chair in Active European Citizenship in 2021 and a Jean Monnet Teacher Training grant, one of only 20 Europe-wide, in 2022. Built around an aircraft carrier accompanied by surface ships, submarines and embarked aircraft, a CSG offers unrivalled power projection capability, enabling a state to defend its interests on the international stage. However, they can be costly and vulnerable to certain attacks, which paradoxically reinforces their role in strategic signalling and diplomacy. This second edition of the Paris Naval Conference, bringing together high-level speakers from France, the UK, the USA, Italy and India, and organized by Ifri and the French Navy, aims to redefine the role of CSGs in a changing strategic context, particularly in terms of the future threats it faces. As many African states have experienced increased political influence on the global stage, rapid development, and sustained economic growth; many have noted that France’s position on the continent has diminished and continues to be challenged by other geo-political actors. Against this backdrop, Emmanuel Macron has recently outlined his new Africa-France Partnership to recast development, economic, fiscal, military, and political relations between Africa and France. In their addresses to the IIEA, Dr Catherine Gegout and Dr Ndongo Samba Sylla share their perspectives on the current state of economic and political relations between Africa and France, as well as an analysis of Macron’s new Africa-France Partnership. About the Speakers: Dr Catherine Gegout is Associate Professor in International Relations at the University of Nottingham. She was Visiting Professor at Harvard Kennedy School in 2019. She is completing a manuscript on The EU and Sustainable Development in the Global South. She wrote the books Why Europe Intervenes in Africa and European Foreign and Security Policy. Dr Ndongo Samba Sylla is Senegalese Development Economist, currently the Research and Policy Director for Africa with the International Development Economics Associates in Dakar. Dans le cadre de la Conférence navale de Paris 2024, l’Institut français des relations internationales (Ifri) et l’État-major de la Marine (EMM) ont le plaisir d’annoncer que la première édition du « Prix amiral Castex », récompensant un travail original sur la stratégie navale, est désormais ouverte. Les soumissions sont acceptées jusqu’au 1er janvier 2024, à cette adresse : https://www.ifri.org/fr/appel-participation-prix-amiral-castex-conference-navale-de-paris-2024 Mer de Chine méridionale, Atlantique Nord ou Méditerranée orientale : les zones de confrontation maritime potentielles se multiplient, dans un contexte de retour de la compétition stratégique et du risque de combat naval. Les stratégies navales sont donc amenées à évoluer, et en particulier le fleuron des Marines de premier rang : le groupe aéronaval. Ces groupes de combat naval articulés autour d’un porte-avions représentent en effet l’apogée technique et humaine des marines française, américaine ou encore indienne. Ils permettent de projeter de la puissance aérienne à l’aide du groupe aéronaval embarqué, et de produire du signalement stratégique tant leur poids politique est important. Cependant, ils sont rares, coûteux, et donc potentiellement vulnérables. L’objectif du « prix amiral Castex » (nommé d’après un officier de marine français principalement connu pour ses contributions en matière de stratégie) est de promouvoir une recherche originale et inédite sur la stratégie maritime. Cette année, le thème est « L'évolution du rôle du groupe aéronaval (The evolving role of the Carrier Strike Group) ». Les articles incluant une dimension internationale, avec une problématique claire, mobilisant des ressources bibliographiques et stratégiques pertinentes, sont particulièrement recherchés. Modalités de participation : Les articles doivent faire entre 15 000 et 25 000 signes (espaces et notes de bas de page compris). Les références doivent être mises en forme selon le guide de l’Ifri (téléchargeable ici). Ils peuvent être rédigés en français ou en anglais. La recherche doit être originale, sans publication préalable. Il est cependant accepté d’adapter une partie d’un mémoire de master, d’une thèse de doctorat, ou d’un travail réalisé au cours d’une scolarité civile ou militaire, à condition de respecter les critères de longueur. Le plagiat est strictement interdit et les travaux soumis feront l’objet d’une vérification contre l’utilisation du plagiat. Aucune condition de diplôme ou de cursus n’est attendue. As part of the Paris Naval Conference - 2024 edition, the French Institute of International Relations (Ifri) and the French Navy Staff (EMM) are pleased to announce that the first edition of the Admiral Castex Prize for original research on naval strategy is now open. Submissions will be accepted until January 1, 2024. https://www.ifri.org/en/call-entries-admiral-castex-prize-paris-naval-conference-2024 From the South China Sea to the Atlantic and the Eastern Mediterranean, potential maritime confrontation zones are multiplying, against the backdrop of renewed strategic competition and the risk of naval combat return. Naval strategies are therefore set to evolve, particularly the flagship of the first rank Marines: the naval air group. These carrier-based naval battle groups represent the technical and human pinnacle of the French, American and Indian navies. They can be used to project air power with the help of an onboard naval air group, and generate strategic signals, given their considerable political weight. However, they are hard to come by, costly and therefore potentially vulnerable. The aim of the “Admiral Castex Prize”, named after a French naval officer best known for his work as a naval theorist and his contributions to maritime strategy, is to promote original and groundbreaking research on maritime strategy. This year's theme is the “evolving role of the Carrier Strike Group”. Papers with an international dimension, a clear question raised, and the use of relevant bibliographical and strategic resources are particularly sought-after. Entry requirements: - Papers must be between 2,800 and 4,600 words long (including footnotes). They may be written in French or English. - Research must be original (no prior publication). However, it is acceptable to adapt part of a master's thesis, a doctoral dissertation, or work carried out in the course of civilian or military schooling, provided that the length criteria are respected. - Plagiarism is strictly forbidden, and submitted work will be checked for plagiarism. - There are no requirements as to degree, nationality or curriculum. The participation of doctoral students, researchers or active military officers is particularly encouraged. - Submissions must be sent in Word format only, before January 1, 2024, to [email protected]. They will be anonymized before examination by the jury. Awards: - After deliberation by the jury, made up of international military authorities and renowned researchers, the best essay will be awarded a prize of €2,000, the second €1,500 and the third €1,000. - The prizes will be awarded during the closing cocktail reception at the Paris Naval Conference, on January 25, 2024, by the jury chairman, Admiral Nicolas Vaujour (CEMM). - Subject to assessment by the jury and Ifri's Director of Research, and with the author's agreement, the best paper may be published in the “Ifri Briefings” collection. Whistleblowing is a relatively new concept, with the term only being popularised in the 1970s. Until recently, protection for whistleblowers remained fragmented, precarious, and unequal across countries and economic sectors. In 2016, the French Parliament first defined a whistleblower in legislation. Later, in 2019, the Whistleblower Protection Directive was passed by the EU Institutions and has been largely hailed as a global standard setter in this field. In her address to the IIEA, Maureen Kearney discusses her experiences as a whistleblower, the current state of whistleblower protection in France and the EU, the role of trade unions in whistleblowing procedures, and areas where whistleblower protection can be improved. About the Speaker: A native of Castlebar, Maureen Kearney moved to Paris in the mid-1980s to work as a teacher in the nuclear industry for a subsidiary of what would later become Areva. She joined the trade union, Confédération française démocratique du travail (CFDT), in the 1990s after seeing her students threatened with redundancy and progressively became a leading trade union activist within the company. In 2004, she was unanimously elected General Secretary of the Areva European Works Council by trade unionists across 14 countries. In 2012, she gained notoriety for blowing the whistle on Areva's planned technology transfers to China. Her experiences as a whistleblower were subsequently documented in a book and film, both called La Syndicaliste (released in English as The Sitting Duck), released in 2019 and 2023, respectively. The Sun4All project will test in the EU a support scheme helping vulnerable households to switch to renewable energy while reducing their energy bills. Earth is a highly dynamic system where the transport and exchanges of energy and matter are influenced by a multitude of processes and feedback mechanisms. Untangling these complex processes to better understand how Earth works as a system is a major challenge; a challenge that satellites, with their global view, are ideally positioned to tackle. While each mission gives us unique insights, it is by combining their data that makes scientific findings shine the brightest.
