This research paper is rooted in an 18-month ethnographic study of individuals actively engaged in economic speculation in Turkey during the 2021-2022 economic crisis. This paper delves into the dynamics of cryptocurrency trading, examining it as an endeavour influenced by both luck and skill, while also viewing it as a means of building savings in response to fluctuating national currency and political conditions. The ongoing economic crisis permeated everyday conversations, with participants perceiving economic volatility as having transformed the national currency, making it closely resemble the volatile nature of cryptocurrency tokens. Drawing on the fields of economic anthropology and gambling, this paper explores the rise of cryptocurrency trading in Turkey since 2019, investigates the imaginaries of wealth, both with and without labour, and examines the materiality of money as a token and commodity within the context of speculative economic practices in post-crisis economic capitalism. This research highlights the economic challenges faced by small businesses, the working class, and the precariat in Turkey during the crisis, emphasising their daily struggles. As individuals sought ways to support their families amid economic uncertainties and lira devaluation, those with savings in Turkish lira turned to exchange it for Euro and US dollars and cryptocurrency trading. Furthermore, the paper argues that cryptocurrency trading is a contested topic in the Turkish context, reflecting a dissonance between traditional values that condemn easy money and emphasise hard work and the capitalistic realities of neoliberal accumulation since the 1980s. Wesam Hassan is an anthropologist and a physician by training. Currently, she is a doctoral candidate in social anthropology at the University of Oxford, in which she is researching state-regulated games of chance practices and perceptions. In her MA thesis, she researched biomedical uncertainty through investigating the governance of HIV-positive subjectivities and its related biopolitics in Egypt. She thinks through concepts of uncertainty, speculation, gambling, and risk. She led several ethnographies researching material culture and consumption habits in Iran, Egypt, London, and Turkey. Some of these ethnographies have investigated womanhood and cleaning rituals in Iran, online gambling and betting in London, and the perception and usage of the Internet of Things and smart homes as a concept in Egypt. Prior to her academic career, Wesam worked as a public health specialist and researcher with United Nations agencies, John Hopkins University, and INGOs with a special focus on the intersectionality between HIV and AIDS, gender, harm reduction, and sexual and reproductive health and rights.

He examines whether there is any prospect of resetting EU-Turkey relations and what could be done to improve the dialogue between Brussels and Ankara on key issues such as energy, climate change, migration and tensions in the Eastern Mediterranean. Mr Öğütçü discusses whether Turkey’s new government will be able to change course from its current approach to relations with Moscow, as well as Turkey’s role in NATO enlargement. About the Speaker: Mehmet Öğütçü is the Chair of the London Energy Club. He is a former advisor to the Prime Minister, and diplomat in China, Belgium, France and the UK. Previously, Öğütçü served as a principal administrator for Asia-Pacific and Latin America at International Energy Agency and head of investment outreach for the OECD. [KAPIKULE, TURKEY, May 24th, 9:00 GMT] - Over 100 members of The Ahmadi Religion of Peace and Light, a persecuted religious minority, who have presented themselves at the Turkish-Bulgarian border claiming asylum this morning have just been refused entry, violently beaten, pushed back and taken to Edirne public safety office. Gunshots were fired at them, they were threatened and their belongings thrown away. The group includes women, children and elderly. The 103 individuals have been subjected to extreme and systematic forms of religious persecution all across Muslim-majority countries because of their faith. They had been beaten, imprisoned, kidnapped, humiliated and terrorized in countries like Iran, Iraq, Algeria, Egypt, Morocco, Azerbaijan and Thailand. They had gathered in Turkey and were on their way to the Turkish-Bulgarian border to assume their human right to request asylum directly from the Bulgarian Border Police, in line with Article 58(4) of the Law on Asylum and Refugees (LAR), which states that asylum can be applied for with a verbal statement submitted in front of the border police. This comes after all attempts to obtain a visa on humanitarian grounds had been unsuccessful. Article 18 of the EU Charter of Fundamental Rights, the 1951 Geneva Convention Relating to the Status of Refugees and Article 14 of the Universal Declaration of Human Rights state that refugees have the right to asylum and to a full and fair individualised assessment with the right to appeal. The members of this religious minority have followed legal procedures in order to seek asylum as per internationally agreed-upon human rights laws.

Separating the Black Sea and the Sea of Marmara, the Bosphorus strait is one of the busiest maritime passages in the world, with around 48 000 ships passing through every year. Daily traffic includes international commercial shipping vessels and oil tankers, as well as local fishing and ferries. The two identical Copernicus Sentinel-1 satellites carry radar instruments, which can see through clouds and rain, and in the dark, to image Earth’s surface below. The multi-temporal remote sensing technique combines two or more radar images over the same area to detect changes occurring between acquisitions. What is the relationship between Turkey and Russia? How does this relationship affect Turkey’s position within the EU? What should we expect in the future? The war in Ukraine and the war between Azerbaijan and Armenia have shown the limits of Turkey-Russia cooperation and the strategic importance of Turkey for the West. In this video Cana Tülüş Türk, Research and Administrative Affairs Coordinator at Istanbul Policy Center and a PhD Candidate in Political Science, analyses Turkey-Russia relations in three key areas: history, economics, and politics, and what this all means for Europe in the wake of Russia's war of aggression against Ukraine. She explains the steps Turkey has been taking in recent years to overcome its dependence towards Russia, including by diversifying its natural gas resources, and the factors that complicate bilateral relations between the two countries, not the least of which is the war in Ukraine. Should the next German government ditch Merkel’s “constructive dialogue” with Turkey and join France and Greece for a more confrontational approach? Guests Nilgün Arısan Eralp, EU Director at the Economic Policy Research Foundation of Turkey (against the motion) Kristian Brakel, Head of Office, Heinrich Böll Foundation Turkey (for the motion) Chaired by Ilke Toygür, CATS Fellow at the German Institute for International and Security Affairs (SWP) During her last visit to Turkey as chancellor of Germany, Angela Merkel repeated a long-held position: “differences – on human rights, Cyprus or other issues – can only be resolved through talks and contacts.” Turkish president Erdogan received her praise for halting migration into the EU and for finally ratifying the Paris climate agreement. Yet, under Erdogan’s rule Turkish democracy has been rolled back. Turkey also withdrew from the Istanbul Convention on preventing and combating violence against women. The number of political prisoners has skyrocketed, especially since the 2016 coup attempt. In the region, too, Turkey has been playing a more assertive role, supplying weapons to Azerbaijan in its recent conflict with Armenia, fuelling the civil war in Libya, and challenging Cyprus and Greece by exploring natural-gas reserves in the Eastern Mediterranean. Should the next German government ditch Merkel’s “constructive dialogue” with Turkey and join France and Greece for a more confrontational approach? HEAL has held a press conference to launch the new analysis on “Chronic coal pollution Turkey: Cumulative health effects” highlights that the country’s decades-long dependency on coal power generation has led to unacceptably high health impacts and costs. From 1965-2020, coal power generation in Turkey has led to almost 200.000 premature deaths, sixty-two million lost working days, eleven million hospital admissions and other health impacts, with a cost of up to 320 billion EUR. HEAL' assessment also includes zooming into 4 coal pollution hotspots Zonguldak, Muğla, Çanakkale cities, İskenderun Bay. The health burden caused by thermal power plants only in Zonguldak, Çanakkale, Muğla and Iskenderun Bay adds up to 40% of Turkey’s total. Turkey is pushing ahead with plans to double its coal power capacity with 30 new coal power stations despite major health impacts and costs linked to the country’s existing coal fleet. A new analysis by the Health and Environment Alliance (HEAL) finds that the health impacts of coal pollution in Turkey currently generate economic costs of up to 10.9 billion EUR (or up to 99.37 billion Turkish Lira) annually, which is equivalent to up to 27% of its annual health expenditure. HEAL and seven leading Turkish health and medical organisations call for a coal phase out, as an essential step to protect people’s health, achieving cleaner air and tackling climate change. According to HEAL’s new Chronic Coal Pollution Turkey report, the 28 coal plants operating in 2019 caused a significant health burden, with nearly 5,000 premature deaths, 26,500 cases of bronchitis in children, 3,000 preterm births, and over 1,4 million workdays lost to illness. The report also details numbers on health impacts and costs of mercury, given that coal plants are a top emission source. Mercury exposure may reduce children’s IQ, and consequently decrease their educational and working achievements over a lifetime, with implications for society and the economy overall. Dialogue for Europe, in partnership with Ankara-based European Union and Global Research Organisation (ABKAD), is currently implementing a project called “Strengthening Dialogue between the EU and Turkey in the Area of Migration and Security”. The project is funded by the European Union under “Supporting Civil Society Dialogue Between EU and Turkey Grant Scheme” and is aimed at fostering greater understanding. At a conference in the Brussels Press Club, on EU-Turkey relations: ‘Integration of Refugees, Migration Deal and Future Relations’ a panel of experts discussed the current situation and the potential for improved relations and cooperation between Turkey and the EU. Today (26 April) European Commission President Ursula von der Leyen made a strong statement on her treatment during her visit to Ankara to meet with Turkish President, Recep Tayyip Erdogan, with the European Council president to discuss EU-Turkey relations. The statement was part of a joint briefing to MEPs with European Council President Charles Michel on the recent EU summit and the controversial EU-Turkey meeting where the Commission president was denied equal standing with her peer, in an incident referred to as “sofagate” where Von der Leyen was offered a place on a sofa, while Michel and Erdogan sat on chairs. “I am the first woman to be president of the European Commission. I am the president of the European Commission and this is how I expected to be treated when visiting Turkey two weeks ago, like a commission president, but I was not. I cannot find any justification for the way I was treated in the European treaties,” she concluded that it was because she was not wearing a suit and a tie. She said: “In the pictures of previous meetings, I did not see any shortage of chairs, but then again I did not see any women in these pictures either. Many of you will have had quite similar experiences in the past, especially the female members of this house. I'm sure you know exactly how I felt hurt and I felt alone as a woman and as a European, because it is not about seating arrangements or protocol. This goes to the core of who we are. This goes to the values our union stands for. And this shows how far we still have to go before women are treated as equals always and everywhere.” Von der Leyen acknowledged that she was in a privileged position compared to other women and underlined how it was even more important that she spoke up for those women who are not heard: “When I arrived at the meeting, there were cameras in the room. Thanks to them, the short video of my arrival immediately went viral and caused headlines around the world. There was no need for subtitles. There was no need for translations, the images spoke for themselves. “We all know that thousands of similar incidents go unobserved, nobody ever sees them or hears about them, because there is no camera, because there is nobody paying attention. We have to make sure that these stories are told and that they are acted upon.” She used the statement to call for adoption of the Istanbul convention on violence against women and children. Von der Leyen described it as a groundbreaking legal text and an inspiring document. It is the first internationally binding instrument to take a broad approach to combating violence against women and children. Von der Leyen used the meeting in Ankara to reiterate her concerns about Turkey withdrawing from the convention, but added that to be credible all EU states need to ratify the convention. At this moment Bulgaria, Hungary and Poland are among the countries that have opposed formal ratification. Von der Leyen said that she would like the EU itself to become a signatory.

In a follow-up to the recent European Council (25 March), Commission President Ursula von der Leyen and European Council President Charles Michel met with Turkish President Recep Tayyip Erdoğan (6 April), in Ankara, in the hope of giving the EU-Turkey relationship “new momentum”. Michel said he discussed the situation in the eastern Mediterranean and other areas of dispute. He said that although differences between the two sides remain, there were also new opportunities for peace and stability, especially in Libya. The EU's key message in this regard was that all foreign fighters and troops must leave Libyan territory. On Cyprus, the EU remains committed to the relaunch of the UN-led process, which will restart in a few weeks’ time with an informal meeting. ‘Progressive, proportional, and reversible’ The key phrase in Michel’s statement following the meeting is that engagement will be “progressive, proportional, and reversible”. Von der Leyen underlined this point, saying that while the EU has seen the beginning of a road together, it would have to see where the road leads and would depend on a “clear commitment from Turkey to maintain positive momentum, the sustainability of what we’ve seen over the last weeks has to be proven”. The Commission president summed up the discussions on four main areas of co-operation: The prospect of closer trade ties; high-level dialogues on climate and health issues, especially the use of the Digital Green Certificate, important to Turkey’s tourism sector and the mobility of Turkish citizens; enhanced people-to-people co-operation through Erasmus+ in particular; and, on refugees and migration, where von der Leyen underlined that the EU-Turkey statement of 2016 “remains valid and has brought positive results”. On future funding for refugees, von der Leyen said that this should increasingly power better opportunities for refugees to earn their own livelihood. Von der Leyen will also be meeting with the Jordanian king today (7 April) to discuss a proposal on Syrian refugees that covers Turkey, Jordan and Lebanon. ‘Human rights are non-negotiable’ Von der Leyen described the discussion as “very frank” on what divides the EU and Turkey, with both EU leaders raising their concern about human rights and the rule of law. Von der Leyen said she was deeply worried by Turkey’s decision to withdraw from the Istanbul Convention on protecting women and children from violence, especially since Turkey was a founding member of the Council of Europe. When asked about the convention by a journalist, von der Leyen said that they did not convince Erdogan.

One of the largest challenges in archaeologically identifying ‘Luwian’ socio-political entities in Late Bronze Age Anatolia is the close association between Luwian monumental inscriptions and Hittite hegemony. In this paper we draw together wide-ranging data from the Konya Plain in south-central Turkey, in particular recent results of the Konya Regional Archaeological Survey Project (KRASP), to suggest that one such socio-political entity might be located in the Konya Plain. We discuss Luwian-inscribed mon-uments in the orographic margins of the Plain in relation to a number of meaningful patterns in settlement and land use. These include: 1) large-scale urbanization in the second millennium BC; 2) the proliferation of new settlements in marginal landscapes during the Late Bronze Age; 3) the establishment of a defensive network of hilltop fortifications around the Konya Plain by the early second millennium BC, and probably earlier.The paper revisits the Tarhuntašša problem, but supported by these extensive regional survey data and a comparative literature on the archaeological landscapes of early state entities. lIstanbul is situated at the crossroads of two continents and major sea lanes between the Black Sea basin and the Aegean. How-ever, until the excavations of Bathonea on the shores of the Küçükçekmece Lagoon Lake started in 2009 no evidence for human existence had been recovered from the 2nd millennium BC.Materials:Two Hittite type iron figurines, one lead figurine and a number of Hittites ceramics fragments belonging to fourteen distinct pitchers had been recovered in the excavations of İstanbul Küçükçekmece Lake Basin Bathonea excavation’s from the sectors 8-24. III. level of sectors are ∇+9.50- ∇+9.06 m. Additionally, a well-known Cyprus White Slip II ceramic piece from 2. Millennium BC, two Mycenaean ceramic fragments and further Balkan ceramics from the same era were also recovered from the same context .Besides architecture, a crate shaped warehouse and some walls were found. The architectural traces were came from under 30 cm of sea sand.Goals and Methods:In order to answer the questions of how these artefacts might have reached the region, it is necessary to examine the relations of the Hittites with West Anatolia, as recorded in their texts, and to compare the findings with the archaeological material of West Anatolia.It is obvious that the Hittites were closely interested in Western and Northwestern Anatolia since the early years of the Kingdom. The most remarkable information about the Hittites’expansion to the Northwest Aegean and Marmara region is recorded in the Tuthalia I/II text, declaring war with the Aššuwan Confederacy. In the aftermath of this event, Hittites seem to have established close relations with Troia and annexed the region to the south of Marmara, declaring the king of Masa Land as vassal. At the December 2020 European Council, EU leaders invited the EU’s High Representative to submit a report on the state of play of EU-Turkey political, economic and trade relations, and on instruments and options on how to proceed. Ahead of today’s European Council Borrell said that the EU has seen some positive developments over the last month on the part of Turkey, but that the situation remains fragile. Borrell said that he will lay out what he described as a double-track approach: “On the one hand positive measures and on the other hand measures that can be taken if the situation deteriorates. Those measures have to be implemented in a gradual and progressive way to make them reversible. We're trying to look for a positive engagement.” The current EU-Turkey relations will be assessed in the broader context of recent developments in the Eastern Mediterranean and on other regional issues. Over recent years Turkey has escalated its rhetoric against the EU and taken unilateral actions including oil exploration activities in the Eastern Mediterranean. Turkey also took steps to open Varosha a contested area subject to UN council resolutions on the island of Cyprus. The European Union has consistently supported the resumption of negotiations, under the auspices of the UN to reach a comprehensive settlement on Cyprus.

The International Energy Agency will host a webinar for the launch of its publication Energy Policies of IEA Countries: Turkey 2021, on Thursday, 11 March, at 10:00 AM CEST, with Deputy Minister H.E. Dr. Alparslan Bayraktar, Ministry of Energy and Natural Resources of Turkey and Dr. Fatih Birol, Executive Director of the International Energy Agency. The guiding principles of Turkish energy policy continue to be market reform and energy security. Rapid economic and population growth in the past two decades have not only driven strong growth in energy demand but also an associated increase in import dependency. In response, Turkey has prioritised boosting domestic energy production, diversifying its supply sources and associated infrastructure, and reducing energy consumption through increased energy efficiency. Notwithstanding many positive changes Turkey has made toward liberalising its energy markets and diversifying its energy sources, the government should ensure that its policies do not impede the economic efficiency of markets and the country’s longer-term decarbonisation efforts. In this report, the IEA provides Turkey with recommendations to further bolster its energy security and navigate its future energy challenges and opportunities in the most cost-efficient and sustainable way.

Turkey has one of the world’s fastest growing economies. Rapid economic expansion, rising population, and growing industrialisation have triggered a general increase in energy demand. Over the next ten years energy demand is expected to double. In order to meet this, significant investment in the energy sector will be required. Turkey's indigenous energy resources are limited almost exclusively to lignite and smaller amounts of hard coal, so there is a heavy dependence on imported sources of energy. More than 90% of Turkey’s oil and 98% of its natural gas is imported, as is much of the hard coal consumed, as a considerable cost. The government aims to reduce this, partly through the greater use of domestic lignite, widely available in many parts of the country. Thus, the government has a ‘coal strategy’ and has introduced incentives to encourage the its greater utilisation. Many new power generation projects are in the pipeline, some fired on lignite and others that will rely on imported hard coal. Many existing state-owned coal-fired power assets (and coalfields) are in the process of being transferred to the private sector. Some power plants require modernising and this is being factored into their selling price. The current coal-based generating fleet comprises plants based on conventional pulverised coal or fluidised bed combustion technology. Some newer projects plan to use supercritical steam conditions and all major power plants will be required to install effective emission control systems. The further development and application of a range of clean coal technologies is being pursued by a number of Turkish utilities, technology developers, and universities. The past five years have been pivotal for advancing disability inclusion in the humanitarian sector. The World Humanitarian Summit in Istanbul in 2016 was a key moment at which it was recognised that while persons with disabilities are disproportionately impacted by conflicts, disasters and other emergencies, they also face barriers to accessing life-saving humanitarian assistance. The Inter-Agency Standing Committee guidelines on the inclusion of persons with disabilities in humanitarian action, is the latest in a range of commitments, standards and guidance developed in the wake of the Summit to address these barriers. Despite this progress challenges to effective inclusion remain. Chief among these is acknowledging that persons with disabilities and their organisations are not passive beneficiaries but agents of change, rights holders and key actors in humanitarian response. The lack of data about people with disabilities that any efforts to strengthen inclusion depend on is another important gap. Drawing on the upcoming Humanitarian Exchange on Disability Inclusion and Network Paper on addressing the disability data gap, we discuss disability-inclusive practices and approaches being used; and what more needs to be done to ensure the rhetoric around disability-inclusive humanitarian preparedness and response is being translated into action. Ever since Russia’s illegal annexation of Crimea and its subsequent military build-up in the Black Sea, the security situation has deteriorated. Every year, our awards recognise cities whose outstanding achievements in the delivery of local activities and practices have improved citizens' quality of life, in the context of the theme of the annual conference. This year, our theme is 'cities at a crossroads' and we looked for innovative ideas implemented in response to the changing landscapes in our cities. Izmir introduced a multidisciplinary design office into the heart of its city-centre conservation and regeneration project so that local people could drive local projects. Through workshops, events and project idea co-generation and co-implementation, the atelier helps communities address the issues affecting their neighbourhoods, take ownership of public spaces and feel more connected to the city's history.
